සිතිවිලි මගින් භාෂාව අපවිත‍්‍ර කළ හැකි නම් භාෂාව මඟින් සිතිවිලි අපවිත‍්‍ර කිරීමටද හැකි වේ. – ජෝර්ජ් ඕර්වෙල්, 1984
අන්තර් විශ්ව විද්‍යාල ශිෂ්‍ය බල මණ්ඩලායේ කැඳවුම්කරු සංජීව බණ්ඩාර නීති විරෝධි එ්කරාශි කිරීමකට සහභාගි වීමේ බර පතල වරදට රිමාන්ඞ් භාරයට ගෙන ඇත.
ශි‍්‍ර ලංකාවේ ප‍්‍රධාන පෙළේ ඉංගී‍්‍රසි පුවත්පතක මෙම සිද්ධිය ගැන අදහස් දක්වන පාඨකයින් සංජීව බණ්ඩාරව සදාකාලිකව රිමාන්ඞ් භාරයේ තබන ලෙසට ඉල්ලීම් කරයි, නීති විරෝධි ලෙස හැසිරෙන ශිෂ්‍යයන්ව පාලනය කිරීම ගැන රජයට ප‍්‍රශංසා කරයි. මහජනතාවගේ මුදල් නාස්ති කිරීම සහ ශිෂ්‍යයන්ගේ අනාගතය විනාශ කිරීම ගැන ඔහුට බැණ වදියි. සංජීවගේ කාර්යය අධ්‍යයනය කිරීම විනා ශිෂ්‍යයන් කලබල කිරීම නොවන බව ඔහුට මතක් කර දෙයි. එක් පාඨකයෙක් ඔහුට අනතුරු අඟවා පවසන්නේ මා උපන් 89 වර්ෂයේ භීෂණ සමයට රට නැවත නොගෙනිය යුතු බවයි. එක්තරා රූපවාහිනි සාකච්ඡුාවකදී සංජීවගෙන් අසනු ලබන්නේ ශිෂ්‍ය ව්‍යාපාරයේ මීළඟ පියවර රජයට එරෙහිව අවි අතට ගැනීමද යන්නයි.
උද්ඝෝෂණ පාගමනකට සම්බන්ධ වන ශිෂ්‍ය නායකයකුව අත්අඩංගුවට ගන්නා මුත් තංගල්ල ප‍්‍රදේශයේ මස් කඩ ගිනි තියන සිංහල රාවය චීවර ධාරීන් අත් අඩංගුවට නොගන්නා රාජපක්ෂ රෙජිමයේ දෙබිඩි පිළිවෙත මම ප‍්‍රශ්න නොකරමි. මක් නිසාද යත් අප ජීවත් වන්නේ රූකඩ ලෙස මහජනයා නටවන පාලකයන්ට උවමනා පරිදි අප හිරේ විලංගුවේ දමන නීතියක් යටතේ බව අපි සියලූ දෙනාම දන්නා බැවිනි. නමුත් සංජීව බණ්ඩාර සටන් වඳින්නේ නිදහස් අධ්‍යාපනය වෙනුවෙනි. එම අධ්‍යාපනයේ ප‍්‍රතිලාභ ලබන ශිෂ්‍යාවක් ලෙස මාගේ අත්දැකීම ඔබ හමුවේ ඉදිරිපත් කිරීම වැදගත් යයි මා සලකන්නේ එබැවිනි. තොරතුරු, එනම් සැබෑ තොරතුරු අපට වඩාත් යහපත් තීරණ ගැනීමට උපකාරි වේ. තොරතුරු අප හෘද සාක්ෂිය තුළ පැළ පදියම් වී අපට කි‍්‍රයාත්මක වීමට බල කරයි. එ් සැමටම වඩා තොරතුරු අපව රජයේ න්‍යාය පත‍්‍ර යාන්ත‍්‍රණය මඟින් පතුරුවන මිත්‍යා මතවලින් නිදහස් කරයි. එම නිසා ඇස් කන් ඇර සිටින ඔබට මා දන්නා දේ පැවසීම ඉතාමත් වැදගත් වේ.
සංජීව බණ්ඩාර සැබවින්ම මහජනතාවගේ හතුරෙක්ද? ශිෂ්‍ය කලබල වල අනියත ප‍්‍රතිඵල ලෙස අප බොහෝ දෙනා බලාපොරොත්තු වන ප‍්‍රචණ්ඩත්වය වපුරන්නේ ඔහුද ? එම නිසා ඔහුව සාදාකාලිකව රිමාණ්ඞ් භාරයේ තැබිය යුතුද? එසේත් නැත්නම් (වඩාත් නිර්භයව විමසන්නේ නම්) මහජනතාව මහා විපතකින් බේරා ගැනීමට ඔහුව හොර රහසේ ඝානතනය කළ යුතුද? උපාධිය සම්පූර්ණ කොට රැකියාවක් කිරීමට බලාපොරොත්තු නොවන නිසා ඔහුව විශ්ව විද්‍යාලයෙන් නෙරපා හැරිය යුතුද? රජයේ අධ්‍යාපන පෞද්ගලිකරණ ප‍්‍රතිපත්තියට විරුද්ධ වන සිසුන්, අනෙකුත් ජනතාවගේ අධ්‍යාපනය ලැබීමට ඇති අවස්ථා අහුරන, විසකුරු, නරුම සහ ආත්මාර්ථකාමී පිරිසක්ද?
රජයේ අධ්‍යාපනය පෞද්ගලීකරණය ප‍්‍රතිපත්තිය මේ රටේ රාජ්‍ය අධ්‍යාපන විනාශ කරමින් ඇති බව නොපෙනෙන්නට තරම් අපගේ රූකඩ හාම්පුතුන්ගේ මුසාවන් වලට අපි වශී වි ඇත්තෙමුද? අද පමණක් නොව ඉතිහාසයේ සෑම විටකදීම ප‍්‍රචණ්ඩත්වයට මුල පිරුවෝ කවරෙක් දැයි අමතක වීමට තරම් රජය විසින් නිර්මාණය කරන ලද යථාර්තයේ අප අතරමං වී ඇත්තෙමුද?
නොම් චොම්ස්කි නම් ඇමරිකානු භාෂා වේදියා රාජ්‍ය අධ්‍යාපනය සම්බන්ධව දේශනයදී මෙසේ පවසති.”ඔබට යමක් පෞද්ගලීකරණය කර විනාශ කර දැමීමට අවශ්‍ය නම්, එ් සඳහා භාවිත කළ හැකි සම්මත ප‍්‍රමිත ක‍්‍රම වේදයත් වන්නේ පළමුව එ් සඳහා වෙන් කරන අරමුදල් අත්හිටුවීමයි. එවිට එහි කි‍්‍රයාකාරිත්වය අකර්මණ්‍ය වීම නිසා මහජනතාව එ් ගැන කළකිරි පෞද්ගලිකරණය පිළිගනු ඇත. ” පෞද්ගලිකරණය වනාහි කාර්යක්ෂම භාවයේ මෙවලමක් නොවේ. පෞද්ගලික බස් රථවල දිනපතා ගමන් කරන අපි අන් කිසිවෙකුටත් වඩා එය දනිමු. යමක් පෞද්ගලීකරණය කිරීම එය කාර්යක්ෂම වන්නේ වත් පොදු අයිතිය නිසා පැන නඟින දුෂකරතා මඟ හැරෙන්නේවත් නැත. ජේ. ආර්. ජයවර්ධනගේ පාලනය යටතේ ප‍්‍රවාහන අංශයේ පෞද්ගලීකරණය ද ජනතාව ඉස් මුදුනින් පිළි ගන්නට ඇත. මන්ද යත් පෞද්ගලිකරණය තුළින් වැඩි බස් ප‍්‍රමාණයක් හා අඩු තද බදයක් ඇති වේ යැයි හැෙඟන බැවිනි. නමුත් එයින් සැබැවින්ම අර්ථවත් වන්නේ කුමක්ද ? ගමනාගමනය මත එතෙක් තිබු පොදු නියාමනය ඉවත් වී එ් වෙනුවට ලාභ පරමාර්ථය කරගත් පෞද්ගලික නියාමනය ආදේශ වීම පෞද්ගලික කරණයෙහි යථාර්තයයි. එයින් අදහස් වන්නේ විටින් විට බස් ගාස්තු ලාභය සඳහා පමණක් වැඩි වන බවයි. ජන ශූන්‍ය ප‍්‍රදේශවල බස් ගමන් නොකරන බවයි. එහි සරළ අදහස් නම් මැතිවරණයේදී අප භාවිතා කරන ඡුන්දය රටේ පොදු ප‍්‍රවාහන පද්ධතිය කෙරෙහි කිසිදු බලපෑමක් ඇති නොකරන බවයි. පෞද්ගලිකරණ කී‍්‍රඩාවේ රිති සකසා ඇත්තේ බස් රථ එ්කාධිකාරිය හිමි කිහිප දෙනෙකුගේ ලාභ උපරිම කරණයටයි. පෞද්ගලීකරණයේ යථාර්තය එයයි. එස්. බී. දිසානායක, ප‍්‍රතිපාදන කප්පාදුව නිසා අකර්මණ්‍යව ඇති රාජ්‍ය අධ්‍යාපනය පද්ධතිය කෙරෙහි කලකිරි ඇති ජනතාවට මවා පාන සොඳුරු , මායාකාර චිත‍්‍රය නොවේ.
පසුගිය වසරේ රාජ්‍ය අධ්‍යාපනය සඳහා දළ දේශීය නිශ්පදනයෙන් 6 % වෙන් කරන ලෙසට ආණ්ඩුව බලකරමින් දියත් වුණු අඛණ්ඩ සරසවි ආචාර්ය වැඩ වර්ජනයට ප‍්‍රතිචාර වශයෙන් රජය කරන්නේ කුමක්ද? ඉතිහාසයේ වාර්තාගත අවම ප‍්‍රතිපාදන රාජ්‍ය අධ්‍යාපනය සඳහා වෙන් කිරීමයි. 6 % වෙනුවට 1.5 % දක්වා අධ්‍යාපන පිරිවැය කප්පාදු කිරීමටයි. රෝහල් සායනික පුහුණුව නොලබන නිසා SAITM උපාධිධාරීන්ට වෛද්‍යවරු ලෙස පුහුණු කිරීම, ශී‍්‍ර ලංකා වෛද්‍ය කවුන්සිලය ප‍්‍රතික්ෂේප කළ විට රජය කරන්නේ කුමක්ද? රුපියල් මිලියන 600ක්
යොදවා පෞද්ගලික ආයතනයක ශික්ෂණ රෝහලක් ඉදි කිරීමට කටයුතු කිරීමයි. වෛද්‍ය පීඨ වල ඇති පුරප්පාඩු උසස් පෙළ ඉහළින් සමත් සිසුන්ගෙන් පිරවීම වෙනුවට රජය කරන්නේ කුමක්ද? උසස් පෙළ සමතුන්ට SAITM හි ඉගෙන ගැනීමට ශිෂ්‍යත්ව ලබා දී රාජ්‍ය විශ්ව විද්‍යාලවලට සිසුන් මුදලට බඳවා ගැනීමයි. රජයේ අධ්‍යාපන ප‍්‍රතිපත්තිය අධ්‍යාපනය පෞද්ගලීකරණයයි. මා එසේ පවසන්නේ සංජීව බණ්ඩාර මට නවක වධය පැමුණවූ නිසා නොවේ. මා එසේ පවසන්නේ මා ඉගෙන ගන්නා විශ්ව විද්‍යාලයේ සිසුන් අධ්‍යාපනය ලබන්නේ අවම පහසුකම් සහිතව බව මම දන්නා බැවිනි. පුස්ථකාලවල යාවත්කාලීන වු පොත් නැති බවත්, ශිෂ්‍ය ශිෂ්‍යාවන් සඳහා ප‍්‍රමාණවත් නේවාසික පහසුකම් නොමැති බවත්, පවත්නා පහසුකම් නිසි පරිදි නඩත්තු නොකරන බවත් මම දන්නා බැවිනි. කලකට ඉහතදී බුද්ධිමතුන් නිර්මාණය කළ අභිමානවත් ආයතනයක් අද වන විට ගරා වැටුණ ස්ථානයක් බවට පත්වී ඇති බව මම දන්නා බැවිනි.
අධ්‍යාපනය පෞද්ගලීකරණය කිරීමේ අරමුණින් රජය විසින් සිදු කරන අධ්‍යාපන කප්පාදුවට සංජීව බණ්ඩාර වගකිව යුතුද? ශී‍්‍ර ලංකාවේ විශ්ව විද්‍යාල වැටී ඇති මුස්පේන්තු තත්ත්වයට වගකිව යුත්තේ සංජීව බණ්ඩාරද ? පෞද්ගලීකරණය වන්නේ උසස් අධ්‍යාපන ආයතන පමණක් නොවේ. අද වන විට රට පුරා පාසල් විශාල සංඛ්‍යාවක් සම්පත් හිඟකම හේතුවෙන් වැසී යමින් පවතී. අනෙකුත් පාසල්වලට තම වියදම් පියවා ගැනීමට දෙමව්පියන්ගෙන් මුදල් අය කිරීමට සිදුවී ඇත. මීට මාස කිහිපයකට පෙර හොරණ ප‍්‍රදේශයෙන් වාර්තා වූ පාසල් ගාස්තු ගෙවීම සඳහා පොල් සොරකම් කළ දැරියගේ කථාව වර්තමානයේ ශී‍්‍ර ලංකාවේ නිදහස් අධ්‍යාපන ක‍්‍රමයේ තත්ත්වය මොනවට කියා පායි.
ශී‍්‍ර ලංකාවේ නිදහස් අධ්‍යාපන ක‍්‍රමය ස්ථාපිත වන්නේ 1947 වර්ෂයේදි පාර්ලිමේන්තුවේ සම්මත වන නීති කෙටුම් පතකිනි. එය සම්මත කර ගැනීම සඳහා වන විවාදය වසර හතරක් පුරා පැවතිණි. කෙසේ නමුත් නිදහස් අධ්‍යාපන ක‍්‍රමයක් පවතින් එකම රට ශී‍්‍ර ලංකාව නොවේ. සෝවියට් දේශයෙන් පටන්ගෙන කියුබාව වැනි කොමියුනිස්ට් වාදී රටවල මෙන්ම ස්විඩනය, පින්ලන්තය හා ජර්මනිය වැනි රටවලද මුදල් අය නොකරමින් උගන්වන අධ්‍යාපන ක‍්‍රම පවති.
නිදහස් අධ්‍යාපන ක‍්‍රමය රාජ්‍ය වියදම මත අනිසි බරක්ය යන මිත්්‍යාව සාධාරනීකරණය වන්නේ, ඕස්ටේ‍්‍රලියානු ජාතිකයින්ට ශී‍්‍ර ලංකාවේ කැසිනෝ ව්‍යාපාර පටන් ගැනීමට රජ්‍ය බදු විරාම නොදෙන්නේ නම් පමණි. නිදහස් අධ්‍යාපන ක‍්‍රමය සඳහා වියදම් කිරීමට රජය සතුව මුදල් නැතැයි යන මිථ්‍යාව සාධාරණීකරණය වන්නේ පොදු රාජ්‍ය මණ්ඩල සමුළුව සඳහා මිලියන ගණන් වැය කරමින් සුඛෝපබෝගී වාහන ආනයනය නොකරනවා නම් පමණි.
මෙය අරමුදල් හි`ගකම පිළිබ`ද ගැටලුවක් නොව, අරමුදල් යෙදවීමේදි ප‍්‍රමුඛ වන්නේ කුමක්ද යන්න පිළිබ`ද ගැටලුවකි. රජයකට පුරවැසියන්ගේ අධ්‍යාපනය ස`දහා වියදම් කළ හැකිය. ඔවුනට ඖෂධ හා සෞඛ්‍ය සේවා සැපයීමට වියදම් කළ හැක. කෘෂිකර්මාන්තය සඳහා ආයෝජනය කළ හැකිය. නිවාස නැත්තවුන්ට නිවාස සෑදීම සඳහාත්, රැුකියා නැත්තවුන්ට රැුකියා නිර්මාණය කිරීමටත් රජයට වියදම් කළ හැක. නමුත් ශී‍්‍ර ලාංකික රජය සිදු කරනේ ජනතාව වෙනුවෙන් වියදම් කිරීම වෙනුවට යාපනයේ මිලිටරිකරණයට හා විරුද්ධවාදී මත දරන්නන් මර්දනයට අවැසි ජාතික ආරක්ෂාව නම් හිතලූව වෙනුවෙන් වියදම් කිරීමයි. කිසිවෙකුටත් ප‍්‍රයෝජනයක් නැති රට තව දුරටත් ණය බරෙහි හිර කරනා වරාය, ගුවන් තොටුපළ හා අධිවේගී මාර්ග ඉදි කිරීමයි. වර්තමාන ආණ්ඩුවේ ආර්ථික ප‍්‍රතිපත්තිය බහුතරයක් ජනතාව දිළිඳු බවෙන් මිරිකෙන ශී‍්‍ර ලංකාව වැනි රටකට කිසි සේත් උචිත නොවේ. ශී‍්‍ර ලංකාවේ 40% වැඩි ජනගහනයක් දරිද්‍රතාවයෙන් පීඩා විදියි. එවැනි රටක අධ්‍යාපනය පෞද්ගලීකරණය කිරිම තුළින් සිදුවන්නේ බහුතරයකට අධ්‍යාපනය ලැබීමේ අවස්ථාවත්, එ් තුළින් සිදුවන සමාජ සංචලනයත් අමු අමුවේ විනාශ කර දැමීමකි. පේරාදෙණියේ වෛද්‍ය උපාධිය රුපියල් මිලියන 7.5කට මිල කර ඇත. ශි‍්‍ර ලංකාවේ දෙමව්පියන්ගෙන් කොපමණ ප‍්‍රමාණයකට මෙම උග‍්‍ර බර පැන දැරිය හැකිද ?
එසේනම් පවතින අධ්‍යාපන ක‍්‍රමය කෙරෙහි කුඩම්මාගේ සැලකිලි දක්වා උසස් පෙළ සමත් සියල්ලන්ට උසස් අධ්‍යාපන අවස්ථා ලබා දෙන බවට වහසි බස් ෙදාඩවන උසස් අධ්‍යාපන අමාත්‍යවරයාගේ මුසාවාද අප විශ්වාස කරන්නේ කුමකටද? පෞද්ගලීකරණය ඉහළ අවස්ථා බිහි කරන බවට පුරසාරම් ෙදාඩන එස්. බී. දිසානානයකට තම මතය සනාථ කිරීම සඳහා උදාහරණ දැක්විය හැකිද? බ‍්‍රසීලය, චිලී, පමණක් නොව ඇමරිකාව බි‍්‍රතාන්‍ය වැනි රටවල පවා සනාථ වී ඇති සත්‍ය නම් අධ්‍යාපන පෞද්ගලීකරණය තුළින් රටක අඩු ආදායම් ලාභීන්ට අධ්‍යාපන අවස්ථාව අහිමි වන බවයි. ශී‍්‍ර ලංකාවේ පරිදිම, අධ්‍යාපනය කප්පාදු කිරිමේ චෝදනාව බි‍්‍රතාන්‍යයේ නව ලිබරල් වාදී රජයටද එල්ල වන බව එස්. බී . දිසානායක අපට කියා නොදෙන්නේ මන්ද ? අධ්‍යාපන පෞද්ගලීකරණයද 2003 ඉරාකය ආක‍්‍රමණය කිරීමෙන් පසුව ඇමරිකානු රජය එහි කළ දුෂ්ටකම් වල අන්තර්ගත වන බව එස්. බී. දිසානායක නොපවසන්නේ මන්ද? කොටින්ම කියතොත් අධ්‍යාපන පෞද්ගලිකරණ පිළිබඳ නිවැරදි විනිශ්චයක් ගැනීමට අවශ්‍ය තොරතුරු අප සතුව තිබෙන්නේද?
සංජීව බණ්ඩාර පෞද්ගලීකරණයේ මෙම ඉතිහාසය දන්නා බැවින් එයට විරුද්ධව හඬ නඟනවා විය නොහැකිද? ශිෂ්‍ය ශිෂ්‍යාවන්ගේ කාර්ය භාරය එනම් අධ්‍යයනයේ කාර්්‍යය තුළින්ම සමාජය පොෟද්ගලිකරණය ගැන නොදන්නා දේ දැන ගැනීමට පොළඹවන බැවින් ඔවුන් මෙසේ උද්ඝෝෂණ කරනවා විය නොහැකිද? අප අධ්‍යාපනයට සිදු වන විනාශය ගණනකට නොගෙන ඉන්නේ එහි ඇති බරපතලකම අපට නොතේරෙන බැවින් නොවේද? තිත්ත ඇත්ත වනුයේ, සංජීව බණ්ඩාර හා අන්තර් විශ්ව විද්‍යාල ශිෂ්‍ය බල මණ්ඩලය කෙතරම් සටන් කළත්, මහජනතාවගේ, එනම් දෙමව්පියන්ගේ සහ ශිෂ්‍යන්ගේ සහයෝගය නොමැතිව නිදහස් අධ්‍යාපනයට සිදුවන විනාශය නොවැළැක්විය හැකිය යන්නයි. ඔබ මා සියලූ දෙනා රජයට බල කළ යුත්තේ අධ්‍යාපනය සඳහා වෙන් කරන ප‍්‍රතිපාදන වැඩි කරන ලෙසටයි. කඩා වැටී ඇති නිදහස් අධ්‍යාපන ක‍්‍රමය නැවතත් ගොඩ නඟන ලෙසටයි. පොදු යහපත එහි න්‍යාය පත‍්‍රයට නැවතත් ඇතුලත් කළ යුතු බවටයි. එසේ නොකොට තමන්ව හිරේ දමන ලෙසට ඉල්ලා සිටින ප‍්‍රජාවකගේ අධ්‍යාපන අයිතිය සඳහා සටන් වදින සංජීව බණ්ඩාර වැනි කෙස`ග ශිෂ්‍ය නායකයෙක් වෙත තම ද්වේශය ගොනු කිරීම නොවේ. අපට මේ තීරණාත්මක මොහොතේ එසේ සිදු කළ නොහැකි වුවහොත් පරම්පරා ගණනකට සෙවණ දුන් නිදහස් අධ්‍යාපන හා එ් තුළින් ඇති වූ සමාජ සංචලනයේ මළගම තීරණය වීම සිදුවනු ඇත.
මම සංජීව බණ්ඩාරම පෞද්ගලිකව නොහඳුනමි. නමුත් තමුන්ට ලෝකය විවර කර දුන් නිදහස් අධ්‍යාපනය සුරැුකීම සඳහා ස්වකීය තාරුණය හා බලාපොරොත්තු කැප කරන ඔහු වන් අනෙක් සිසුන් මම දනිමි. බන්දුල ගුණවර්ධන හෝ එස්. බී. දිසානායක කියන දේ මායිම් නොකරමින් ඔවුන් හා එක්ව අධ්‍යාපන පෞද්ගලිකරණයට එරෙහිව පා ගමන් වලට සහභාගි වීමට මම දෙවරක් සිතන්නේ නැත. එ් මන්ද යත් රාජ්‍ය විශ්ව විද්‍යාලවල අධ්‍යාපනය ලබන සිසුන් විඳින අපමණ දුක් ගැහැට මා හොඳාකාරවම දන්නා බැවිනි. මගේ සහෝදර මිතුරන් හා මිතුරියන් බොහෝ දෙනෙකු නිදහස් අධ්‍යාපනය නොමැති නම් කිසිදා වෛද්‍යවරුන් හෝ නිතිඥවරුන් නොවනු ඇත. දරුවන් පස් දෙනෙකුගෙන් යුත් පවුලක තෙවැන්නා ලෙස උපත ලද මට උසස් අධ්‍යාපනය ලබා දීමට මගේ දෙමව්පියන්ට හැකි නොවනු ඇත.
අධ්‍යාපන පෞද්ගලීකරණයේ යථාව වනුයේ අපගෙන් බහුතරයක් අද ලබන සරසවි ඉගෙනුම එවන් පරිසරයක් තුළ ලැබීමට නොහැකිවන බවයි. විශ්ව විද්්‍යාල පෞද්ගලීකරණය යනු මිලියන 7ක් වැයකිරීමට හැකි දෙමාපියන්ගේ දරුවන්ට පමණක් වෛද්‍යවරුන් වීමට හැකි බවයි. අප රටෙහි කටුක යථාර්ථය දන්නා හෘද සාක්ෂයක් ඇති කිසිවෙකුට හෝ එවන් තත්ත්වයක් ඇති කිරීමට සහාය දිය හැකිද? එබැවින් මා නිදහස් අධ්‍යාපනයේ සුරක්ෂිත භාවය වෙනුවෙන් හඬ නඟන්නේ, සංජීව බණ්ඩාර මගේ මොළය ශෝධනය කළ නිසා නොව, අධ්‍යාපනය යනු
හුදෙක් ලාභය ඉපැයීම උදෙසා පවතින්නක් නොවන බව මා යථාපරිදි විශ්වාස කරනා බැවිනි. අධ්‍යාපනය යනු ලාභය අතික‍්‍රමණය කළ දෙයකි. එය ලාභයට වඩා වැඩි යමකි. ශිෂ්‍ය නායකයින් පීඩාවට පත් කරමින් පළ කර ඇති කමෙන්ටු දැකීමෙන් මා සසල වන්නේ එබැවිනි. ඔවුන් බලවත් රජයකට එරෙහිව සටන් වදින්නේ ඔවුන් විශ්වාස කරනා දෙයක් වෙනුවෙනි. සියළු දෙනා වෙනුවෙන් ආරක්ෂා කර ගත යුතු යමක් උදෙසාය. ඔවුන් විභාග අසමත් අඥනයන් නොව නිදහස් අධ්‍යාපනය සුරැුකීම තම වගකීම යැයි සිතනා බුද්ධිමතුන් පිරිසකි.
මා උපත ලැබුවේ පේ‍්‍රමදාස රෙජිමය විසින් රට පුරා ශිෂ්‍ය සංහාරය දියත් කළ 1989 වසරේය. එම සිසුන්ට සිදු වුයේ කුමක්ද? කොපමණක් සත්‍යද කොපමණක් අසත්‍යද යන්න මා කිසි දිනෙක දැන නොගනු ඇතත. ඔවුනගේ කථාන්දරය ශී‍්‍ර ලංකාවේ නිල ඉතිහාසයේ කොටසක් නොවේ. මෑතකදි ගාමිණි වියන්ගොඩ විසින් රචිත ලිපියක වූ පරිදි යුධ සමයේදි පාරේ ගමන් කිරීමට තිබුනා යැයි කියන හිතලූ බිය ගැන ෙදාඩවන්නන් තම දරුවන් දහස් ගණනක් මරා දමද්දී නිවෙස් තුළට සිරවී ගත කළ කාලය ගැන කථා නොකරයි.
මා සරසවි ප‍්‍රවේශය ලැබුවේ යුද්ධය අවසන් වු 2009 වර්ෂයේය. එම වර්ෂයේ සංහාරය කළ මිනිසුන්ව මෙරට බහුතරය හැඳින්වුයේ ත‍්‍රස්තවාදීන් නමිනි. ඔවුන් සංහාරය කළ අයුරුද මෙරට නිල ඉතිහාසයට අයත් නොවේ. 71 කැරැල්ලෙදී මරා දමන ලද්දන් 83 ජුලි කලබල වලදී මාරා දමන ලද්දන්, ශි‍්‍ර ලංකා ඉතිහාසයේ පිරි ඇත්තේ කිසිදා නොපවසන කතාන්දර වලිනි. එම කතාන්දර අපට පවසන්නේ අපගේ රූකඩ හාම්පුතුන් වන දේශපාලනඥයින් මෙරට ජනතාව එකිනෙකා කෙරෙහි උරණ කොට ඝාතනය කරද්දි අපි කිසිත් නොකියා බලා සිටි වගයි. පීඩිත ජනතාව කෲර ලෙස සංහාරයට ලක් කළ විට අප අනුකම්පා විරහිතව ජය ඝෝෂා තැබූ බවයි.
කලින් කලට මරන ලද අප ජනතාවගේ ඉතිහාසය, සත්‍ය කතාන්දරය අප මතකයෙන් මකා දමනු ලබන්නේ අපේ කතාන්දර අප කිසිදා හඬගා නොපවසන බැවිනි.
ශි‍්‍ර ලංකාවේ නිල ඉතිහාසය මෙරට බහුතරයක් ජාතිවාදින් බවටද සෙස්සන් ත‍්‍රස්තවාදීන් බවටද පත් කර ඇත. අප බොහෝ දෙනා සැබැවින්ම වරද කරුවන් වන්නේ අපගේ රූකඩ හාම්පුතුන්ගේ වචන විශ්වාස කිරිමේ වරදට පමණක් බව එම ඉතිහාසය නොකියනු ඇත. ශී‍්‍ර ලංකාවේ නිල ඉතිහාසය තුළ, පිඩිතයන්, වධ විඳිනු ලැබුවන්, සංහාරයට ලක් වුවන්, ප‍්‍රතිවිරුද්ධ මතධාරීන්, ත‍්‍රස්තවාදීන් හා සියල්ල ඉදරියේ නිශ්ශබ්දව සිටින සාමන්‍ය පුරවැසියන් අන්තර් ගත නොවේ. “නිල කතාන්දරය” තුළ බොදු බල සේනාව හා සිංහල රාවය ජනතාවගේ නියෝජිතයන් වන අතර ඛඔඔෑ යට එම නියෝජන අයිතිය හිමි නොවේ. නිල ඉතිහාසය තුළ දුෂ්ටයාගේ චරිතය රඟ දක්වන්නේ එස්. බී. දිසානායක හෝ අධ්‍යාපන අයිතිවාසිකම් සොරකම් කරන හා එම අසාධාරණයට විරුද්ධව සටන් කරන සිසුන්ව ඝාතනය කරන රජයන් නොව සංජීව බණ්ඩාරයි. අපි පාලකයන් විසින් ගොතන මෙම කතාන්දරය නැවත නැවතත් ප‍්‍රතිරාවය කිරිම නැවතිය යුතුයි. සිතන්න අපි ජාතිවාදීන්ද? ත‍්‍රස්තවාදීන්ද ? ආගමික අන්තවාදීන්ද මෙරටේ ජනතාවගේ අනන්‍යාතාවය වන්නේ මෙම පටු සීමා කිරීම්ද?
අපට අවශ්‍ය වන්නේ, තවත් වරායක්, ගුවන් තොටුපළක් හෝ අධිවේගී මාර්ගයක්ද ? අපි අධ්‍යාපනය හෝ සෞඛ්‍ය සේවාවන් හි අවශ්‍යතාවය ගැන කථා නොකරන්නේ මන්ද? ශී‍්‍ර ලාංකික ජනතාව තමන්ගේ දුක්ඛිත ජීවිතය ගැන පාලකයින්ට ෙදාස් පවරනවා වෙනුවට එකිනෙකා මත වරද පැටවීම තෝරා ගන්නේ මන්ද ?
ඉතිහාසය යනු කතාන්දරයකි. පාලකයින් විසින් අපට පවසන කතාන්දරයකි. එහි වීරයෝ, රජවරු හා පාලකයෝ වෙති. ඉතිහාසය යනු අපට සත්‍යය යැයි එ්ත්තු ගන්වන ලද්දකි. එය අපට අභිමානය ගෙන දෙන්නක් සේම අපට නිශ්ශබ්දතාවයෙහි ගිල්වයි. කෲරකම සහ අසාධාරණය හමුවේ අරගල හා ප‍්‍රචණ්ඩත්වය හිස ඔසවන, කුරිරු රජයක දරදඬු පාලනය විසින් වපුරන අවස්ථාවාදිත්වය හා භීතිය යටතේ හෘද සාක්ෂිය යටපත් කරන්නට බල කරන යුගයක අප සත්‍යය මන්ත‍්‍රයක් සේ ජප කළ යුතුය. මෙරටේ සාමාන්‍ය, දුක් විඳිනා ජනතාවගේ කතාන්දරය ඉතිහාස ගත වනුයේ එවිටය. අපි දිනපතා මුහුණ දෙන අසාධාරණයන් හා දුගී බවේ කතාන්දරය අපි ලිවිය යුතුය, වසර ගණනාවක සූරාකෑම, බොරුව හා අදහාගත නොහැකි මානුෂීය වේදනාව තුළින් අප අහිමි කරගත් මනුෂ්‍යත්වය හා සදාචාරය එවිට අපට නැවතත් සොයා ගත හැකි වනු ඇත.

While I agree with the fact that government is attempting to militarise the higher education so as the country, and they attempt to depress student movements, I too would say punish Sanjwewa Bandara for crimes he did.
I myself been a lecturer in a Sri Lankan university, studies in Sri Lankan universities, left the country since I cannot keep on looking at inhuman ragging and student harassment going on. And I didn’t want my kids to go through that hell. I said good Bye to Sri Lanka long time ago.
By the way please note the following:
1) Sanjeew Badara doesn’t stand for free education but for JVP political propaganda
2) How many people have left university because of ragging conducted by JVP related student groups?
4) How many girls were raped / sexually harassed by those students? How many were murdered, and how many committed suicide because of ragging?
5) Sanjeewa was is in the university for past 8 years. He has no idea to complete the degree but to conduct his political agendas.
However, government took absolute advantage of the situation to implement Leadership training and to militarise higher education thanks to the mess created by people like Sanjewwa Bandara who work for some political groups.
If you are from a good school, if you look good, you simply can’t go to the universities thanks to ragging. It is middle class people who pay taxes and via those taxes free education is given to everybody. But it is that same class that JVP depress in universities.
Don’t just talk about free education but talk about freedom of education too. Unless you agree with those student unions, you can’t learn in most Sri Lankan universities. While I agree that the government is wrong, at the same time Sangeewa Bandara and the entire crowd behind him ( including those political parties) are equally wrong.

I was 17 in 1989. That tells you a lot about how I experienced the political and social situation during that time. I was studying at Kingswood College then.
Still, I know that the JVP didn’t start their struggle without reason. And that struggle, though suppressed, opened the eyes ofbthe rulers. And most of the crimes comitted during that time were actually carried out by the government, and JVP was just the scapegoat.
Whoever calls himself a lecturer in the above comment seems to have been blind to the truth. Or he has used that political situation for his benefit by leaving the country, and settling down in some other place which fights for “human rights” in Sri Lanka. What ever it is, he should know that the university students are fighting for a purpose, and that purpose is not to take refugee status in some other country, but to make this land a free and fair one. They are fighting to protect the freedom of education which will be history, if left unseen, in few more years.
So I request that person who calls himself a lecturer, to mind his own business and keep quiet if he cannot see the imminent danger and the efforts of people like Sanjeewa Bandara to remedy it.

Myself a lecturer and I was a Lecturer in Sri Lankan as well. For you information, I’m not under refugee status but I’m here as a citizen in this country. This country offered me Permanent resident status plus a senior lecturer status in one of their universities after considering the qualification I have. It is not just me lot of educated people have left Sri Lanka thanks to both JVP and the ruling parties
I would like to draw you r and (others who read this article) on the flowing things.
1) The above commenter had just attempted to criticise me without any fact or answering the questions I have raised.
2) to identify the serious nature of ragging in Sri Lanka gust do a Google search on “ragging” and the definition itself comes as ” a practice that exists in Sri Lanka”. That itself proves the nature of seriousness in Raging in Sri Lanka.
I myself been educated and joined a government university teaching just for the reason I enjoyed teaching sri Lankan students coming form poor back grounds.
The picture and the image I had was totally destroyed by getting to know how these student unions work.
Let me out line the process of ragging and how it is linked with JVP
When new students come in to the university, so-called student leaders and their unions give a welcome. Parents of the students were told that they ( union) is acting to protect the students. With the veil of protecting they conduct brutal and inhuman ragging. Covered by raging, those JVP members give their best to try their luck with a “hunt in the dark”.
These depressed JVP related students, by force make sexual harassments to students. It is not just female students. Male students are full time sexual slaves in hostels, while girls undergo through the same in girl hostels. During the day time these JVP related students, do verbal / physical sexual and other harassments to female students.
As a result, a significant number of students leave the university, many get sexually harassed but rarely one complains. Some become mentally ill while one or two commit suicide ( these suicides are however coved by inserting some other reason as the cause of suicide)
This is the sexual side of raging in abstract. The real thing is harsh and no one with a heart can bear it.
While all these go on, JVP related students try to catch good looking girls for them. (Under normal circumstances, these girls wouldn’t even talk with those needy looking short black guys). They are force to love them and forced to drop if they have outside affairs.
There are more sides in ragging which may take days for me to write.
I will just point out some point
1) It is illegal to talk in English in the university. It is a rule made by JVP students.
The JVP itself need to maintain a sufficient number of unemployment, poverty depression in the society to maintain their vote base in the country. Same thing applies in universities. Look at all the JVP people, leaders or whoever. They can’t speak English. The reason is, the JVP process is such that it needs people who cannot find proper jobs so JVP can maintain their vote base, thanks to these depressed people.
In universities JVP make sure they have some sort of clash in the university one after the other. So they can get involved and maintain control over students.
Look at current JVP leaders. Most of them are former inter university student federation ( “antharaya” in Sinhala), members. This fact is identified by many and some have written articles about this also.
While I Agree with the fact that JVP attempted rebel in 77 and 89 had underlying reason, the university activities are conducted by JVP with the idea of maintain their vote block and find more grass root level members to their organization.
Why is the JVP afraid of private universities ?
1) They lose the control over the university system in Sri Lanka
2) private universities are working in English medium with job oriented courses. With decline in unemployment and poverty in Sri Lanka, JVP surely will lose the vote base they have.
I’m doing my research on the “destruction of university system in Sri Lanka by the JPV backed student movement”, and “poverty, unemployment and social depression which JVP protects, since JVP is protected by poverty, unemployment and social depression”. In other words, JVP and JVP backed student movements need to maintain poverty, unemployment and youth depression in the country just because, JVP won’t be there if poverty, unemployment and depression is not in existence.

So private universities will save billions of dollars we spend on foreign education every year. Private universities will create job oriented youth. Sanjewwa Banda and such Hypocrites are trying their best to keep JVP alive. Why do we destroy our future , our children’s future to Keep those hypocrite.
Besides look, all the top JVP people are their children educated in UK / US/ Australia. And it is their bottom level Sanjeewa Badara and similar people are the real “kadeyana” group.

I don’t usually reply to the comments as harsh as yours, because an open mind is quintessential for discourse. However let me address some of the issues you raise.
First of all I’m not a JVP member, not should I be a JVP member to talk about free education. Being a JVP member thought is nothing illegal or harmful. Therefore whether Sanjeewa Bandara is a member of that party is not relevant to my opinion on free education. Indeed it puts the JVP in a better position than the other parties in my opinion.
Ragging is wrong, and university students must stop it. However ragging is not a result of free education, ragging is a problem in counties like India and Japan as well. I recognize it as a pressure on the students to conform to a standard behaviour and what really causes that kind of pressure should be studied. Even in universities where IUSF does not operate ragging is there. Identifying ragging as a problem is essential but labeling it as an IUSF problem is very superficial. That leaves all of us with no answers to the socio economic problems that breed ragging.
Privatization is addressed in my article, with reference to the economic reality of the country we live. Only a small percentage of people will actually benefit from private universities, so it cannot be the education policy of the government. However the fact that free education system has been left to fall apart for the lack of resources and funds proves that the Sri Lankan government’s education policy is to privatize it. Am I against more students getting higher education? of course not! However I believe that it can be done within the free education system if the government spends more on it. We don’t really need SAITM if we can have another medical faculty, or may be expand the existing faculties. I hope you understand the gravity of the problem when the government pushes for policy that caters for only 1% of the Sri Lankans. That is called class division and the Americans carried out mass protests against such policies under the slogan we are the 99%. If a government policy does not cater for the 99% it really is not fair policy at all.
About the problem of English, I hear this all the time that Sanjeewa Bandara cannot speak English or the state university students cannot speak English so that we are jealous. I don’t really think that is true.Yes most students are very weak in English, but that cannot be their fault. Think whose fault that is. For you and me to be able to write and talk in English when the majority to not have what did we have that they did not? I would argue opportunity. My parents spent for my English education but unfortunately most people in this country cannot afford that. That is precisely the reason why I believe we must have free higher education so that the inequalities we see in our English education will not creep into higher education as well. The government should spend more on English education of the children, not expect them to pay for it. Most of my friends are not very articulate in English but, they are nicest most honest people I know, you should be ashamed about the judgmental and victorious tone you use to down talk their inability to speak and write in English. It’s just a language, high time all of use get over the false sense of grandeur that comes with it.
We must fight ragging within the university system, but we must save free education. I hope you won’t mix up one with the other. Loss of equal opportunities in education is just as violent as ragging. Mahatma Gandhi in fact said that poverty is the worst form of violence. We are human, first and foremost,we must always try to fulfill our humane aspirations before petty economic goals.

Dear Sam, There are few things you must pay attention on. First, did Sanjeewa Bandara go to prison for ragging or for fighting for free education? When Sanjeewa Bandara was arrested for fighting against corruption you are trying to justify it pointing out something completely irrelevant. Ask yourself whether you consider the true background of the story, or whether you are just trying to convict a person no matter what the case is.
Secondly, you say that you loved students, and you say that you left the country. But to the best of my understanding if a person truly loves students and education he would stay and fight for them, not fleebthe country and accuse whoever is mentioned on media. Now, the difference is that Sanjeewa Bandara rejected all positions and money that would have come his way had he just kept quiet, and chose to fight and go to prison like a true soldier, whereas you simply fled the country. If you had that love for education you talk of, why didn’t you stay back and fight for them the “right way” as you believe?
The hypocrisy here is that at one place you talk about free education, but at another place you are a rabid supporter of privatisation! You praise the effort, and show its benifits! Just tell us directly, you are for or against free education? Or do you have any idea of what you are talking about?
Did you ever think why English is not spoken at universities? It’s because there’s no English education at rural level. Now your idea is that after opening private universities English will go to village, right? What an educationist! Remember, if there’s no English the solution is to teach it, not to discriminate those who don’t know it. Google for saman de silva and you will find only a singer by that name. Why give real saman de silva a bad name with comments like this? If JVP ruined higher education what is SB doing? Is he improving on it? In Colombo university Arts faculty who does the ragging now given that the JVP is not there. SB’s goondas who got the leadership training last year. They are ragging those who underwent leadership training this year. Teachers are complaining that student discipline is breaking down totally with SB’s goonda’s taking over the control of the university. Saman de Silva or Jim Softy or Tom Hardy it is all the same. These are defense ministry ghost commentators!

SB is just an another street man that has no standards as the previous minster of education had. Anyway, many handpicked by MR are not highly educated enough to run Ministry of Education. I suggest if Rajiva Wijesinghe or DJ were appointed to these ministries, significant changes would surely be the consequence. Anyway, to whom we should play the violin ?

I still remember how so called senior Batchas (Jestauththamayas) welcomed me to Pera, pushing me into a flowing water stream near to Saraswiuyana culvert construction, place then either sides filled with thorny shrubs and herbs- as left to be in those places in SL. I was helpless at any other 19year old of the country that time, not knowing how to react – being wet in that muddy drain -with all my belongings (suitcase filled with my books, troucers and the like) – that was brutal – but we all had to go through the commands of roudies. Today, I guess – this is just a huge social problem – according to psyco or social analysts. Mid 80ties, to get selected to lanken Unis were not easy at all. Youth before entering unis were not well informed as it is the case for them through Internet media today. And the gap between school life and Uni in general was wider than it is seen today. I believe if authorities worked on adequately to realize why this kind brutal activities come from Alevel passed students – they could have found solutions to well control over the ragging related lacks. Uni was then the place where you meet with students coming from all walks of life. Alone the fact that one came from a popular school was one of the key factors them – rag leaders to go ahead with their hard agendas. Sure, JVPers were the cream of those rag leaders. They had been born with all kind of inferior complexes akin to the Rajapkses in the country today. Root cause for all ragging atrocities were – the background of the rag leaders. Very same are distinguishable today among the lead set of BBS. Extremists are usually born in poor backgrounds. Their fight is focused on something else, but they take the revenge from poor novice boys and girls that at the beginning have no idea whatsoever about Uni life. Bucketing, ponding and other brutalities were beyond the margins that one could ever guess were the normal items of those agendas.

Can anybody clarify me please, the boy on the pic is handcuffed, but the man who killed the Waragoda MP – the key alleged Murderers is scot free. How come ? Is that because he is RATHER – Mervin Rajapakshe ? WHY THE HANDCUFFING IS BEING PRACTISED FAVOURABLY FOR THEM ?
