A Centrist Social Compact

The hullabaloo over sanitary pads has served a salutary purpose. It has exposed our collective confusion over what is ‘poverty’ and what is ‘development’. 

Other than ‘National Security’ that acquired a new urgency in the light of the Easter Sunday massacre, poverty and development are the two central issues dominating the furious debate on who should be our next president. 

The subject of menstrual hygiene of women and girls who constitute 52 percent of the population was first taken up by candidate Sajith Premadasa. 

It promptly elicited a studied response from Candidate Anura Kumara Dissanayake. 

While it has not appeared on Gotabaya Rajapaksa’s teleprompter, Bandula Gunawardane his spokesman on matters economic and Wimal Weerawansa his villifier   extraordinary have dismissed any discussion on the subject as out of bounds in refined society.

It is pure, simple sanctimonious humbuggery. 

‘Pohottuwa’ politicians who scoff at this very human issue are brazen bounders. 

They have forgotten that some of our modish lasses of the ‘Lamborghini ‘and ‘Aston Martin’ class were brave and brash to throw their ‘bras’ on to the stage of pop singer Enrique Iglesias who performed in Colombo. 

Yet, Menstrual hygiene is not a subject for discussion in a society that is reconciled to have a Buddhist monk as the president of the largest trade union of female nurses.

It is evidence of our limitless capacity for self-delusion.   

Sajith’s manifesto is an honest attempt to rise above partisan, clientelist political culture. 

It opens, the possibility for a new majority of the center with the potential to become a genuinely new governing coalition. 

Sajith has done something that even Anura Kumara Dissanayake of the JVP has not done at this threshold point in our politics.

He has brought back state intervention to ensure social equity as declared government policy. Something that senators Elisabeth Warren and Bernie Sanders are attempting to do in the heartland of free market capitalism during their primary campaigns.  

Ranil’s free marketeering stripped the UNP of its identity with the ordinary people – a folk consciousness that was ingrained in the public psyche for generations since the founder of the party opened the dry zone to settle the land less in their own homesteads. 

A culture that Gamini Dissanayake painstakingly infused in to UNP politics under JR Jayewardene the essential free marketer.  

Sajith has restored the legitimacy of the party by distancing himself from value neutral economics based on mathematical models. Such planning sounds good in Washington. It fails to take note of subtleties of human behavior which is more often erratic than rational. 

It is drawn up in the realization that the last four and half years have been years of locusts, frittered away in promises not kept and slogans debased. 

Sajith Premadasa was right in focusing attention to an issue that cried out for remedial action by the state. 

Women and adolescent girls face multiple challenges in the current consumer culture. 

Ensuring proper menstrual hygiene management is not a mere matter of personal hygiene but an important step towards safeguarding the dignity, bodily integrity and overall life opportunities of women and girls.

Poverty is not about money. It is about opportunity. Amartya Sen the economics Nobel laureate defines poverty in his classic ‘Development as Freedom.’ 

“Poverty is not just a lack of money; it is not having the capability to realize one’s full potential as a human being. Economic growth without investment in human development is unsustainable – and unethical”

The label ‘neoliberal’ is an empty epithet that ‘Pohottu Politicos’ defending the family kleptocracy often use to win a political argument.

Gotabaya Rajapaksa has also adopted the practice of using the term ‘neo liberal’ in his carefully framed homilies on economic development and helping the poor.  

In the current equation Sajith Premadasa is ahead in the game. Gotabaya addresses poverty with social order and national security. He is the quintessential ‘neo liberal’.  

Sajith identifies poverty as deprivation of opportunity. He is the social democrat.

Both Adam Smith and Karl Marx defined ‘value’ as based on objective conditions of labor, machinery and capital. 

For neo liberals’ ‘value’ is a function of exchange. Only what has a price is valuable. 

Collective effort is ignored. As economist Mariana Mazzucato points out, neo liberals consider “even wages as outcomes of the wage earners choice between leisure and work.”  

Remember how Gotabaya used troops to manicure lawns and clear the clogged drains in the city.  

Let us not beat around the bush. Ranil Wickremesinghe and Nivard Cabraal share the same idea. In this indictment of right wing neo liberal school, we must not be too harsh on Mahinda Rajapaksa the prime ministerial choice of candidate Gotabaya.

The two brothers have no idea of value creation. For them, value is something that is out there with the Chinese.  

The UNP has finally stumbled upon reality. It has discovered social democracy. It has embarked on the practical path of redefining market economics and capitalism.  

Sajith Premadasa must make a clean break with crony market economics of Ranil Wickremesinghe. 

As Senior Journalist and peerless iconoclast, Victor Ivan pointed out at Sajith Premadasa’s manifesto launch, in the next fortnight we should hope to see the emergence of a broad alliance of progressive and democratic forces. 

That alone is the sine qua non to prevent a neo fascist dictator ship of either one man or an entire family brood. 

Some retrospective soul searching is required. Why did the alliance of democratic and progressive forces disintegrate in the last four years? 

The first budget of the ‘Yahapalanaya’ regime proposed a ‘mansion tax’. The wizard who introduced the innovative revenue proposal moved into a penthouse. That is the last we heard of the mansion tax. 

In the age of connectivity, proclivity for the preposterous has a price. 

This is a Candidate-Centered contest. Sajith Premadasa has come this distance by clearly straying away from the politics of the last four years. 

In the next fortnight he must make a clean break.  

His manifesto has its own brand and messaging. It demands not growth in terms of per capita income. In a sharp rerouting of strategy, it demands target-oriented state intervention in education, healthcare and social inequality. 

Sajith’s manifesto is an honest attempt to rise above the partisan clientelist political culture that has lasted since the 1972 Republican constitution blurred the distinction between the executive and the legislature. 

That is when members of parliament became guidance counsellors on all matters in our daily lives. It acquired added weight when members were given decentralized budgets. 

Now we stand in bus halts provided under the ‘Sankalpaya’ the oft abused Sinhala word for ‘concept’ of some jackass who has condescended to   provided it with our own money.  

Joseph Goebbels, Hitler’s Minister of Propaganda explained for all time the idea of propaganda in a democracy. “This will always remain one of the best jokes of democracy, that it gives its deadly enemies the means by which it was destroyed.   

‘Liberty ‘is not a shopping mall. Independence is not an arcade. Freedom is the capacity of people to do something and to make things happen, to bring about change for the better in their lives. 

What people can achieve is influenced by “economic opportunities, political liberties, social powers. 

Development is not building highways that only a fraction of the population use. Development is the process of expanding human freedom. It is “the enhancement of freedoms that allow people to lead lives that they have reason to live”. 

Development is not hyperactivity by a repressive state apparatus in the guise of ‘national security’. 

As professor Jayadeva Uyangoda points out, this presidential contest has brought about a realignment of rightwing Sinhala nationalist forces. It has also precipitated a fragmentation of  democratic and progressive elements.  

The need of the hour is a consolidation of the democratic center. That calls for a rejection of both neo liberal economics and extreme ethnoreligious tribalism. 

In order to reach that broad consensus, Candidate Sajith Premadasa must decidedly and determinedly jettison the politics of the privileged and reach out to social segments that Victor Ivan identified as those clamoring to be heard after seventy-one years of independence. 

At the launch of Sajith’s Social Revolution manifesto, Lakshman Kiriella, reminisced on the inclusive ethos of the historic Kandyan kingdom which successfully repelled foreign invasions for three hundred years.

The Kandyan kingdom offered a safe refuge for Muslims who fled Portuguese pogroms. It offered asylum to the Catholic missionary father Joseph Vaz fleeing Calvinist persecution by the Dutch.

 The two Buddhist monastic orders of Kandy had opted for a Dravidian prince in preference to a Sinhala contender for the throne of Kandy purely on his fealty and devotion to the Buddhist faith.

King Kirthi Sri Rajasinghe of this Tamil dynasty was instrumental in restoring the important Buddhist institution – that of higher ordination which had become extinct due to colonial intrusion and political strife.  

King Kirti Sri Rajasinghe got down monks from Siam (Thailand) for the purpose. Without ordination, Buddhism as we know, would be extinct.

What Kirielle did not say or failed to say, is that in precolonial Sri Lanka there were no sperate Sinhala and Tamil identities.  

As some of our main Electronic media outlets and most Sinhala print media demonstrate in the current stampede for hearts and minds, demagoguery has an effective rhetorical strategy to corner the media market. Racist conspiracy theories are much easier than serious ideological debate. 

Demagoguery is simple. The demagogue exhorts; 

“I am not wrong. I am always right. There is no such thing as a complicated problem. Only people complicate things. Even listening to those who differ is a betrayal of the nation.”

“All you need to know is that you are safe in my hands. And it will be a very pleasurable experience! “

When you believe in the strong leader who needs more clarity?

    I am in the awkward position of saying extremely congratulatory things about two journalists with whom I have, on occasion, crossed swords – you and Victor Ivan whose recent piece was an excellent analysis of what faces us.
    We all need to join in the effort to save this country, our home, from a violent, Fascist dictatorship the architects of which have already provided ample evidence of their ability to visit death and devastation on any displaying the temerity to disagree with them>

    I am glad Comrade Dr Alwis has realized Keselwatta Kid’s free offer of Menstrual Pads is a ground breaker to awaken Dr Ranil’s UNP about Poverty and Development.

    I am thrilled that JVP Prince the one time Sinhala Buddhist Rural Marxists descendant , who is now adored by the Colombo Civies and the ageing Middle Class and Upper Class Marxists has presented it to the Public as a National Problem.. ..

    Wonder who came up with this magic offer to transform Dr Ranil’s UNP in just one slogan of Keselwatta Kid, to make Menstruation of our moms and sisters a National Problem on par with the Security situation after Easter,

    It can’t be any of those Think Tanks of the UNP who are made up of Moms and Dads and Sisters of the Colombo Elite whom Dr Alwis implied as the Lamboghini and Masarati driving crowd who attend Enrico Englesias concerts. because they wouldn’t have a clue how our Moms and Sisters in the Village have been coping with this ritual for the last 2500 years.

    As for our Pohottuwa comrades like Wimale and Bandu , they do not want to talk about those family secrets in the open and embarrass their moms and sisters,

    Indeed, sans any cohesive strategies for wealth creation, all candidates including Sajith P are, in Lee Kwan Yew’s words, auctioning non-existent state resources.

    In there petition to give a bag of goodies including sanitary napkins free, warning from the learned Governor of Central Bank Dr Coomaraswamy of Sri Lanka requiring USD 3 billion for debt servicing in coming three years and well on its way to a situation similar to that faced by Greece two years ago has gone unheard by preachers like the Sarath de Alwis’, Victor Ivans, Jayadeva Uyangoda et. al. Just wait till an IMF austerity package is shoved down our throats and daily cash withdrawal per person is limited to a few hundred rupees. In Greece, it was Euro 50 per day.

    This author divides words in the most strange manner, to wit, “neo liberal”, when the right usage is neoliberal

    Dictionary/Encyclopedia meaning of Neoliberalism is quite the opposite- less state intervention.
    “Neoliberalism” is contemporarily used to refer to market-oriented reform policies such as “eliminating price controls, deregulating capital markets, lowering trade barriers” and reducing state influence in the economy, especially through privatization and austerity.

    What kind of ship is a dictator ship? Again, wrong division of a compound word.
    We also have land less ! It is landless

      I thank the Sanskritist for giving a lesson in good Englsih writing and pointing out Sarath de Alwis’s grammar errors.

      But I hope Sanskritist will do the same for other writers as well, as such correction is useful education for many of us.

      This is irrespective of what political motive Sanskritist may have in taking up Sarath de Alwis who is avowedly a supporter of the UNP and Right-wing NGOs, while also using the lingo of Marxism. This distortion is, of course, a result of the anti-Rajapaksa position of these people like Sarath de Alwis, Wickremabahu K etc.

      It is a fact that English writing and good English usage have declined dramatically in Sri Lanka- a natural consequence of the introduction of Swabasha. But at least English Journalists must try to do better.

    This is ignorance of history and sociology.

    The Buddhist monks knew that the people would NOT accept some one as a king unless he was of the Kshatriya caste.
    It was a time when caste was more important than race. If a non-Kshatriya were ordained, then the people would not have respected such a “king”, and all law and order would break down.

    Even in the 1900s, the Sinhalese people preferred Arunachalam Ponnambalam to an allegedly lower-caste Sinhalese candidate in the legislative elections. The caste thing was only broken after about 1930, when G. G. Ponnambalam realized that in order to break the power of the Ponnambalam Family (Wigneswaran’s ancestors), a new rallying cry was needed.

    So GGP’s poltical platform was based on the racial card, with he and his fellow Tamils calling themselves proud Dravidians of pure racial stock, while the Sinhalese were a “bastard mongrel race”.

    When he said this in 1939 to an audience in Nawalapitiya (thinking that they were all Tamils), all hell came out, and the first Tamil-Sinhala riot started in 1939 August and spread all the way to Colombo with Tamil shops in Passara burnt down etc. But the British Raj took no chances, and immediately put it down within 24 hours.

    So the sanitary napkin has become the spearhead that differentiate SP presidency as per his theoreticians. Author talks about 52% population (of womenfolk). There is only a fraction of 52% that might be facing this particular deprivation if we assume SP will deliver the freebee flattening the pockets of some of his cronies who would “win” the tender in the first place if SP becomes president. Now the question would be from the fraction of women who would really in need of such state intervention, where does this place in their top 10 or 20 needs? SP campaign is not about such need satisfaction. The campaign strategists appear to focus on the hype such antics would create essentially a copy of localised Trumpian strategy. I must say, it is better than the bracelet and it has created lot of hype in social media at least.

    This is a brilliant piece written by Mr Sarath De Alwis on the election promise made by Mr Sachith Premadasa to provide sanitary pads to women and girls who can not afford them, free of charge. It is a taboo topic touched by Mr Premadasa which led to unleash so many sexist comments against him on social media. But I really appreciate Mr Premadasa who talks about this importance issue publicly as a strong leader. I am a real admirer of Sarath’s articles on Colombo Telegraph and in my judgement, this is the BEST PIECE! Anecdotal evidence shows that about 60% of school girls avoid schooling during the menstrual period solely because of the inability to afford sanitary pads. What a shameful middle income country?

    I would support Mr Sachith Premadasa for presidency on this single promise per se let alone all other nine major promises.

    I would also urge Mr Premadasa to stress the importance of providing sanitary pads to women and school girls free of charge and make that promise again and again at every election rally from now on
    and I have no doubt that he might cross the line from the vote block affected by the inability to afford sanitary pads, particularly mothers who have teenage girls.

    A very useful and reader friendly assessment of the mindset and manifesto of the presidential candidate. I too appreciate Mr De Alwis’ and Victo Ivan’s thinking and writing.

    I’m not an ardent fan of Sajith Premadasa but cannot help admiring and feeling excited about his focus on providing basic services and offering opportunities and hope for the voiceless and often marginalized sectors of our society.
    My ardent prayer is that the collegiate of Bishops of the Catholic Church will at least appreciate the focus young Premadasa has given to raising awareness among the citizenry that

    Why did Sajith keep these great ideas to himself for four and a half years which definitely would have transformed our country like no other. What a selfish *******. If he had an iota of feeling towards the poor within the government he should have attempted to raise them and fought for implementation. The other possibility is Sajith did present them but Ranil cabal rejected them knowing that those policies if implemented will benefit the country. What a gang of traitors. It is also unlikely that these valuable ideas did not occur to great intellectuals like Sarath Alwis but preferred to remain silent and spend all their energy spewing hatred at Rajapaksa. What selfish people and what a wasteful four and a half years.

    Buddies, Sumanasekera, and his other members of the Rajapaksa’s troll army is doing fine job. They don’t applaud or appreciate it, and from it, all know from where they came – the stinking gutters. Man, it appears that they don’t have mothers, sisters, wives and daughters, that’s what they don’t have any affections and feelings towards women forks, and it all abundantly clear from their comments. That Ethiopian lady, who is spearheading the same cause – providing affordable sanitary towels for underprivileged girls and women – has been chosen as one of the top ten CNN Hero of 2019. So the world’s knows the value of it, but our these utter idiotic donkeys don’t know it. Man, treat them well and good, women are humanities’ other half, and they bring up and mould a better world, and hence they deserve everything under the sun. For this Sajith is our Hero, and he knows down deep inside his heart the pulse and beat of the people. This young man going to be our hell of President, and he clearly and abundantly manifesting it every day by his truly human and people friendly actions.

    Continuing to refer Sajith Premadasa as Keselwatta Kid is derogatory and unacceptable to the learned and civilised society. When he was born his father was parliamentary secretary to the Minister of local govt. and broadcasting. So he certainly was not born in Keselwatta. He is no longer a kid. He is 52 years, having obtained BSC in Economics, politics and management from the London School of Economics, pursued Masters at University of Maryland and interned under senator Larry Pressean. After all he is contesting for the highest office of the land and deserves due respect.

    I am astounded to learn that caste system in Sri lanka was broken after 1930. Caste discrimination was introduced by Siyam Nikaya(wikipedia). In 1764, a decade after Reverened Upali from Thailand reestablished Vinaya rule and higher ordination in Sri Lanka, a group within the newly established siyam nikaya, succeeded in restricting higher ordination to Govigama caste only, contrary to Buddhist philosophy. Hence Amarapura and Ramanna nikaya were born. These two nikayas for nongovigama monks enabling them to achieve higher ordination.To date nobody can become samanera or novice in Siyam nikaya unless they are of Govigama caste.

    Most recently Vasudeva Nanayakkara reiterated that only sinhalese, buddhist and govigama caste person could become president of Sri Lanka (colombo telegraph), despite there had been a nongovigama president. So the caste system in Sri Lanka are alive and kicking.

      Caste system was NOT introduced by the Siam Nikaya.
      The caste system is a hierarch system imposed even as Manu Dharma by Orhtodox Hinduism and Brahminism in India and in countries influenced by Indian culture.
      The Andra-Tamil king (not tamil, but a Telengu speaker, known in sinhala as “andara demala’) held that he cannot pay respect to the lowe caste EVEN IF THEY ARE ORDAINED monks.

      The country needed a king. And the prelates agreed, and the tradition set in as a consequence of a royal decree.

      While the Buddhist order was relatively free of the caste system, the public was rife with a caste system somewhat different to Mainland Indian caste system. In Lanka the Govi caste was numerous and only second to the Kshatryia caste, but the Brahmins were not respected as in India, and were negligible in numbers, because of Buddhism.

      So the casteism of the Siam Nikaya is directly traceable to the influence of Hindu Orthodoxy on Buddhism, and on Buddhist prelates becoming king makers and going after Hindu Kshatryas princesses from Andra Predesh to replace the lack of a Kshartiya prince at that moment in the Kanda Uda Rata Lineage.

      As for Ponnambalam’s role in rousing the Racial card as opposed to the Caste card, read DR. Jane Russel’s book “Communal Politics under the Donoughmore Commission 1931-1948“.

    Premadasa and Sarath de Alwis have identified one of the most pressing national problem facing the Island. Emil van der Poortan has seconded it.
    What is the problem.
    Non-availability of menstruation pads to deserving women and girls who even fail to come to school!
    Will the menstrual pads carry a picture of Sajith’s Face and Sri Mukhaya as a means of taking credit.

    What about free “Jangi” to the boys, again with Premadasa’s picture drawn on the “Arse side” of the Jangi?

    What about Jock straps to the youth, with Premadasa’s picture drawn on them, to keep the youth from showing that they are on heat.

    Why not enroll people like Sarath de Alwis to propagandize the move to give free menstrual pads?.
    Mervyn de Silva, Ven. Dambara Amila of Litro fame, and Sajin vas Goonawardena
    are on Premadasa’s political platforms making speeches.
