AKD: Abandoning Neoliberalism & Embracing Kautilyan Statism?

AKD’s Satana

President Anura Kumara Dissanayake, known to electorate as AKD, in a more than three-hour long marathon talk show on Sirasa TV last week, said that his acceptance of the IMF’s Extended Fund Facility or EFF and its associated debt restructuring plan was done by necessity rather than by choice[1]. He admitted that the country could not absorb, unhurt, the shock of not having IMF behind Sri Lanka. But it does not mean that in the future he will go along with this program without amendment.

Since IMF policy is guided by now defunct neoliberal economics, by accepting IMF package, he instantly became a neoliberal as I had pointed in another article in this series[2]. However, his explanation in the above-mentioned talk show demonstrates that he is more a Kautilyan Statist – economic ideology espoused by the 4th century BCE Indian economics Guru Kautilya in his treatise The Arthashastra – rather than following neoliberalism to the letter.

AKD: Man of the Match in politics

AKD, a lone guest at the talk show, was questioned by a team of hosts from the TV channel who are noted for their probing and scathingly predatory tactics when they deal with their guests. Though the talk show was called Satana or Fight, there was no fight at all. The hosts seemed to be willing listeners agreeing with AKD to everything he said. If they had used the same probing and predatory tactic with AKD, it would have helped him also to rethink about his economic strategies and correct himself. However, it appeared that those militant hosts were no match to ‘this science-graduate turned economist’ with an explanation to every question posed to him.

In my view, AKD demonstrated that he has a depository of information on a wide array of subjects, can access to that information quickly when prompted by another, can explain himself in layman’s language, and could win over his questioners with his innate charm and his cool disposition. He is also the ‘most-viewed politician’ of the day equivalent to the bestseller record of a book. By the time this article was written, this three-hour plus long talk show had been viewed by 1.2 million viewers. No other politician in Sri Lanka has been able to come even close to him.

Experience is immaterial to a quick learner

But his critics charge that he is without experience in statesmanship. Being a first timer in presidency, his critics are technically correct because he does not have a track-record. But experience does not matter to a person who can quickly grasp an issue, has a ready ear to listen, and change himself suitably to an emerging diverse situation. He has shown this adaptability by accepting IMF’s EFF as the most pragmatic way forward for Sri Lanka without dragging the country to a destabilising shock as predicted by his critics. AKD has the capacity to convert information to knowledge strengthened by experience, a requirement of knowledge as presented by Albert Einstein[3]. Hence, in the period ahead, he should work to show that his critics had been charging him without foundation.

Commanding heights

In the election manifesto titled ‘A Thriving Nation; A Beautiful Life’[4], AKD has not explicitly declared the role of private sector in his policy strategy to make the country prosperous. However, in numerous places, the State sector investments in health, education, transportation, science and technology development and even in promoting culture have been highlighted. Therefore, when his Government adopted the neoliberal policies with the acceptance of IMF’s EFF, his policy strategy saw a major shift into an economic stabilisation program based on private sector participation. This is a marked departure from the accepted policy stance.

After the Bolshevik Revolution of 1917, Vladimir Ilyich Lenin, faced with a crisis ridden economy, had adopted a New Economic Policy that relied on the private sector for the recovery of the economy. In 2022, at the Fourth Congress of the Communist International in St Petersburg, he was charged that he had betrayed the communist cause by promoting the private sector in the country. He defended his program by proclaiming that the commanding heights or vital sectors had still been in the state sector and only unimportant economic sectors had been allowed to be in the private hands[5].

From what AKD said on the Sirasa Talk Show, it can be surmised that he had followed Lenin, and his Government will ensure that the commanding heights would be in the State sector. But it will mean a part abandoning the neoliberal policy enshrined in the IMF program. Instead, it seems that he has embraced a Kautilyan type state led economic growth policy package.

Businessmen: Thieves?

Even in conventional economics, not all the private sector businessmen are viewed as positive contributors to society. The 4th century BCE Indian Guru of economics, Kautilya, had remarked in The Arthashastra that ‘merchants are all thieves in effect if not in name. They shall be prevented from oppressing the people’[6]. Adam Smith, the father of modern economics, observed that when traders of the same commodity met socially, the discussion invariably zeroed on a conspiracy against the public or how to increase prices meaning that their selfishness was not in alignment with the self-interest for the consumers[7].

He also condemned the monopolist efforts of traders and entrepreneurs. If the traders are to be supported, according to Smith, it should be done when their interests are compatible with those of consumers. Their desire to hold property should be analysed from the social point of view when it contributed to the common good and the reproduction of humankind. What this means is that there is justification for government intervention when there are monopolistic practices by traders and entrepreneurs.

Perilous rice market

The rice market in contemporary Sri Lanka is facing a grave problem. Rice is the staple food and ensuring its adequate availability at affordable prices will guarantee food security. While paddy is being produced by millions of small farmers scattered throughout the country, it is being milled and supplied to consumers by private millers and traders. Farmers have a very low annual yield at about 4,000 kg per ha. Though the current level is a massive improvement from the low yields in 1970s and earlier, it has come to a stagnant point with minor increases annually. As a result, when the cost of production goes up, farmers become poorer. It has created a grave social and economic issue: no new investment in the paddy sector. Paddy is purchased by private rice millers and there is an allegation that they push down the price arbitrarily denying a safe income for farmers.

At the same time, there is another allegation that major players in milling are made up of an oligopolistic cartel, meaning a few millers dominating the market. They are also alleged to be controlling the supply at their will thereby creating an artificially high price in the market. Hence, the problem in the paddy sector is that both farmers and consumers have become victims of low farmgate prices and high retail prices, respectively. Governments in the past have failed to provide an effective solution to this issue.

Beating oligopoly through competition

When AKD was asked about his solution to this perennial problem, he offered the following explanation. Governments in the past had tried to resolve the issue by imposing minimum farmgate prices and maximum retail prices. But these measures are not effective because there is no mechanism to influence the supply. The only solution is through the Paddy Marketing Board or PMB, the state institution created in early 1970s to buy paddy from farmers at the guaranteed price fixed by the Government, stockpile the same, mill it through its own as well as private millers, and supply to the market so that consumers get the required rice uninterruptedly again at affordable prices.

This social institution, says AKD, does not perform its duty by the nation today. It is financially bankrupt and depends on the Treasury to pay even salaries. AKD plans to revive PMB, make it buy paddy from farmers, store it in its silos and those belonging to the Food Department, mill the paddy and supply to the market. In this way, the state is going to compete with the private sector breaking its oligopolistic power. By mid-March 2024, this system will be in place and the problems in the paddy sector will be over. In addition, no one will be permitted to buy and store paddy unless he is registered with the Government.

Also, they will be required to report on the stock positions to the Government weekly so that the Government can monitor the supply positions regularly. It will end the uncertainty about the supply as well as prices. If private millers do not cooperate, AKD threatened that he will import rice from India and supply same at half the present prices. These measures, he was confident, will force private millers to align themselves to the government policy.

Plans to ride a horse with a broken leg

From the point of promoting competition, this measure will be effective as also was suggested by Adam Smith. However, the Government is planning to do it by using a government institution infected by inefficiency. It is so inefficient that, as confessed by AKD, it cannot even come up with a firm figure of its indebtedness to banks and the Treasury. The private sector is technologically advanced, financially prudent, and managerially efficient. Hence, to compete successfully with such a sector, PMB should also be put on an equal footing. This is an impossibility in the near run, specifically during the current Maha season. Also, causing the rice prices to collapse in the market through cheap imports to punish the millers is not a prudent long-term solution to the problems in the paddy sector. Farmers are also faced by the problem of high cost of production. If market prices collapse to the level which AKD has prognosticated, almost entirety of the farming community in Sri Lanka will get bankrupt. It will simply breakdown the present supply chain.

Reviving it to functioning form again will be a near impossibility. Hence, AKD should be careful not to run into the same fatal fiasco of Gotabaya Rajapaksa who sought to convert the country’s agriculture to organic farming overnight. Its deadly costs are still being borne by the country’s economy. If the private millers are removed from the scene through the revival of an inefficient Government outfit, the farmers will be thrown from the hot pan to the burning fire.

Tourism’s low carrying capacity and value addition

When he was questioned about his future economic plans to develop a thriving economy as promised in his manifesto, he explained two such quick measures. One is the expansion of the tourism industry to make it a $ 5 billion contributor to the economy. The other is the digitalisation of the economy to make it a competitively advantageous one to be on par with Sri Lanka’s competitor countries. The promotion of tourism is a short-term goal and given the country’s present inadequacy of foreign exchange relative to the demand, it will provide a temporary relief to the economy. However, two issues must be tackled in this case to make it a viable growth strategy. Sri Lanka’s carrying capacity-airport handling, hotels, transport, and food chains-should be improved significantly to accommodate them. The other is the low value addition generated by tourism sector due to high import content needed to maintain a tourist.

Digitisation necessary but not sufficient

The digitalisation of the economy is a must, and it will help almost all the sectors to improve productivity, gain competitive advantage, and promote efficiency in economic activities. But it is a medium to long-term goal. What is needed by Sri Lanka is a comprehensive economic plan like the one being developed by India’s National Institute for Transforming India, or NITI in short, to make the country a developed country by 2047 under its Viksit Bharat goal[8].

Follower of Kautilyan economics

The Kautilyan economy is a State-led economy with all vital sectors in the hands of the monarchy. In addition, Kautilya has recommended all the ‘sin-type economic activities’, namely, gambling, alcohol use, and brothels run by licensed courtesans, to be handled by the king so that the output as well as its quality can be maintained. What is being proposed by AKD is also an economy where all the vital sectors are handled by the State, just like Lenin’s Commanding Heights proclamation in 1922. This will work in the short run but as I have mentioned in my previous articles, it will run the risk of generating the Gilgamesh problem unless the participants in the economy are strictly monitored and controlled to avoid the misuse of the newly acquired powers[9].

State enterprises: make profits and avoid losses

In Kautilyan economies, both the state and the private sectors were engaged in businesses. The enterprises run by the king – commanding heights as said by Lenin – were expected to generate a profit for king’s treasury. If they had not made losses, according to Kautilya, the managers had not only eaten up king’s resources, but also swallowed the value of labour[10]. They should be punished for their mismanagement of the businesses. If it is the treasurer – minister of finance today – who has caused losses to the king, Kautilya has said that he should be whipped in public[11]. This shows the importance given to State enterprises. Today, AKD cannot whip his minister of finance. But as the German chancellor did recently, he could sack him from the job if he has failed in his duty.

These are serious issues which AKD should look at and the hosts at Sirasa TV had failed to probe.

    I admire him, not for his politics (with which, I am at odds), but for his novel approach to politics.

      Exactly . It is a long journey for him . He definitely added shine to his
      role as the leader of JVP and JVP perfectly made its choice to hand
      him the leadership and stood firmly behind him . JVP stands tall in its
      approach to the public with full confidence . And of course , the successive
      governments played into their hands by downplaying growing disapproval
      among public support for them . Postponing provincial and local elections
      were tacit recognition of growing public anger at them . It is the old order
      ego that AKD correctly targeted to go with the public . The Old Order
      Successfully Created The Divide . And The JVP / NPP successfully finished it .
      JVP / NPP only played with public sentiments . The real picture might take a
      couple of years to emerge .

    It doesn’t matter what terms/names you pundits sit on the sidelines and give ……. AKD and the country has to first survive. …… Let him do what he has to.

    He has one thing going for him: his honesty of purpose! …….. And above all AKD knows his limitations!!!

    Contrast that with that of the monumental idiot Ranil who thinks he is Einstein! ….. Contrast that with the honesty of purpose – and intelligence – of Mahinda, Gota, Sirisena, CBK, …… or anyone you care to think of ……..

    Give him time to get his act together, first obtaining a workable parliamentary majority.

    I’ll be the first to get off the AKD-bandwagon ……. when and if, he loses his honesty of purpose and starts unending worthless bullshitting like Ranil …….. and the rest of them …….

    For those who want their daily dose of bullshit ….. let Ranil and what good he has done – if you can find it – reign supreme. ……… Mercifully his believers are slowly sputtering their dormant brains ……. back into life ……. well, until the next time.

    Then once again …… “here we go again” …… like so many times before …… in his long 50-year …… political-life ….. until everything in his path is ground into dust …… and there is nothing left to redeem …….

    Why can’t the disgraceful, born-dishonest old fart just die ……… and give the poor country and the people a break?

    I have read that the currently available hybrid seeds created by Sri Lanka’s rice scientists can easily give 6-8 metric tonnes per hectare per season within the methods used by our farmers. However, experimental runs at research startions suggest much higher yields per ha. In China they achieve 18 metric tonnes (18,000 kg) per ha using newly created rice varieties using genetic modification (GM) technology. Unfortunately, the people who want “natural food”, “organic food” etc., have succeeded in banning GM technology in Sri Lanka, and the country is relagated to the backend of prgress. Prior to the introduction of modern agriculture (late 1960s), one hectare of land produced less than 2000 kg of rice. Let us hope that this government would follow science (and not pseudoscience based on ideologies of “nature food”, “organic holistic food”, or “food grown as was done by the ancient kings”, etc etc). Some people falsely think that “organic” will work if introduced “gradually” – alas the yields (less than 2 tonnes/ha) are too low to feed 22 million mouths.

      I have told this author several times instead of beating about the bush, there is a simple way to make the country self sufficient in food crops and thrive economically. That is allow Tamils to prosper, they will lift the country up from this sad state. regarding rice production. there are acres of land in Jaffna peninsula where the soil has high salinity. Why do you not tell the government to get down saline resistant paddy from rice research institute in Philippines and distribute to Jaffna farmer, who will feed the nation. Similarly saline resistant coconuts. Follow precision farming method put out by Coyambatore agricultural university, which protocol is part of curriculum of London school of economics. Problem with Sinhalese is that anything from tamil Nadu is anathema to them.

          Coimbatore is in Tamil Nadu and not Karnataka. There is a proposal to form a new state carved out from Tamil Nadu called Kongu Nadu with Coimbatore as capital. Coimbatore is famous for cotton farming and textile weaving and not rice. That region has similar climate to Bangalore. That is why Tamil Nadu is promoting Osur, a town nearby to compete with Bangalore for IT industry.

        The best people to advise the government about paddy cultivation is the Dept. of Agriculture (DOA) which has renouned several rice research institutes. The Governments of Sirisena, and Gotabhaya tried to folow the Ven. Ratana, Champika Ranawaka (“Toxin-free” agriculture) and such unqualified people. As for Dr. Gnana S’ recommendations, I think Jaffna is the wrong place to grow paddy – let the DOA decide on it. But land shortage, transportation, water shortage etc., and the shortage of labour are all affecting Jaffna. The present-day Jaffna labourer is not the hard-working reliable “coolie” of earlier times.

          DOA is dominated by Sinhalese who will never do anything if it is beneficial to Tamils. There is plenty of land in Vadamaradchy and Thenmaradchy regions but they have high salinity and in some places, people are translocating to places with fresh water source. Transportation is no problem with numerous lorries which bring fish and vegetables/fruits to Colombo daily. With rehabilitation of tracks between Colombo and Jaffna where trains could run at 70MPH, time taken for the goods to reach the south is reduced. Water shortage can be solved by multiple desalination plants. Yes there is labour shortage in Jaffna, but if Sinhala “coolies” can come to work in Jaffna in construction industry, there will be no problem in getting them down for farming. I heard that 2000 Sinhalese are going to Israel to work in farms. If Israel why not Jaffna.

            Remember when Sinhalese wanted to live in the North and East, you called it “colonization?” This is an example of what I said in the other thread: there has been minimal discrimination against Tamils. Tamils discriminated more against Tamils than did Sinhalese. Anyway, if Sinhalese had been allowed to live in the North & East, the country (today) would be self-sufficient in food production.

            The landless peasants once sold their labour to big land owners under various obligations.
            On the whole, there was a tradition of hard work even among children.
            Much has changed in social values since the late 1970s, as has happened elsewhere in SL.

        Europe has also been captured by “close to nature” zealots and the so-called green parties. More recently, the so-called “Europe’s Green Deal” is seen to be an error. The Green Parties tried hard to get the herbicide Glyphosate banned but all EU scientific committes voted against any ban. Emmnauel Macron, when he first ran for President, said he will phase out pesticides within three years. When in power he stopped talking about it. In Sri Lanka, Ratana and Sirisena banned it under Yahapalanaya, and neraly destroyed the CeylonTea trade. But that is not GMO. Instead of hybridzing seeds by trial and error, GM does it intelligently. When rice was hybridzed with a carrot gene to get Vitamin A into rice and prevent blindness, Vandana Shiva and other green zealots held it up; they wanted everyone to buy THEIR NGO “traditonal” seeds, that they claimed were the only safe ones. They have not yet shown anything wrong with Gloden Rice, but the ban on it has prevented the fight against congenital blindness prevelant due to diets poor in Vitamin A. Suger-filled coca cola, tobacco and alcohol products are sold in countires where GM products are banned!

          I have the remotest clue that you might be aware of the true background to the Glyposat ban. I hope you are aware of the background regarding “the use of glyphosate as a herbicide in their crops in Europe”. Most of the Glyposat used by farmers in the EU and Australia is not susceptible to UKKD or other kidney diseases.

          Developed countries are constantly monitoring their water analysis and the developing world does not have the resources to keep their groundwater pollution free.
          As a result, glyphosate became a threat to farming communities in Sri Lanka, Bangladesh and several other countries in Latin America. How can our people be vigilant about contaminated water when certain groups of the population do not EVEN have access to the cheapest human food, “some drinking water”?

          The GMO technology used by Monsantho, the pioneer company, has been the manufacturing company of Glyphosat.
          It is correct that the national laws of the Eu countries have imposed some restrictions against GMO-foods considering the unprecedented health problems in their people after GMO foods became part of their daily diet. LMBG of Germany is against some of GMO-food while the Netherlands is not for example.

          Their waste management and recycling programs are creditable and the population cooperates.

          Vandana Shiva is not policy maker for Europe, but has done a lot of good in stopping some hazardous GM crops. People who respect her views are not unquestioning followers. But she is right most of the time.
          Sugar filled Coke is nothing compared to foods that cause obesity and heart and lung problems. If it is not Coke it will be some other aerated water. Why blame opposition to GM foods for a bad food culture in the US and others notorious for unhealthy food.

          there are two key issues with GM crops: (1) the harm that it does as a product and (ii) monopoly over seeds and genetic signature.

      I haven’t the slightest idea how the Arthashastra which is full of Hindu Mythology, Pseudoscience and Tautologies can be useful to a present day President.
      Look at what it says about Stability and Wealth Generation – “The prosperity of the state and its inhabitants cannot be maintained unless new territory is acquired by settlement of virgin lands, by alliance or by conquest”. – L.N. Rangarajan Translation of the Arthashastra. It then goes on to explain how this should be done and how the lands should be divided up and the Duties and Privileges of the various Castes.
      It is possible (I would think) to pick out relevant Phrases from most Historical Books (Documents, Inscriptions or Lipi) that have some relevance.
      But the Economics of a Country (State) in 2024 cannot be tied to the Arthashastra. The Dharma of 300 BC is of little relevance to the Economics of Sri Lanka today.

        Arthasastra is a work on statecraft, possibly the first in the world and precedes ‘the Prince’ by Machiavelli by nearly two millennia. It is very much down to earth.

          I have read it, it may be down to earth 2000 or so years ago, but if you read my comments above, it is of little relevance today. Money back then had an Intrinsic Value, it didn’t come from a Printing Press. Capitalism didn’t exist, but Taxes did.

          “Just as elephants are needed to catch elephants, so does one need wealth to capture more wealth”.

          “As a provision against calamities, a substantial Treasury shall be built on a border of the country using persons condemned to death who shall be executed after the work is done [so that none save the king may know its location . ] {2.5.4}

          “Agents appointed by the state shall first take away the property of temples (so long as they are not the property of Brahmins learned in the Vedas) and groups of Pashandas. They shall then pretend that the property was lost because the person with whom it was deposited had died or his house had burned down”. { 5.2.37 ,38} Sound advice but pretty immoral if not illegal

            There were plenty of Ancient Greek and Roman writers on Statecraft.
            I am sure that you are aware of Thucydides’ Peloponnesian War, Aristotle’s Politics, Plato’s Phaedrus and Republic. Or Plutarch on Leadership (not as old as Arthasastra). They may not go into the minutiae of Taxes like the Arthasastra but their main subject is Statecraft and much of what was Politic in Ancient Athens has come down to us today in Western Countries that subsequently through their Empires exported them to much of the World.
            “But the idea that we have plebecites and referenda and all of that comes from Athens” according to Historian Victor Davis Hanson. Here he is talking about 5th Century BC Athens.
            I am not questioning who or what came first, but are they of relevance to Sri Lanka’ Economic Situation.
            Here is one from the Book that is relevant –
            “Obstruction, misuse of government property and false accounting by government servants lead to a reduction of wealth”. {2.8.4} – but we don’t need a book from 300 BC to tell us this.
            The book does a good job of listing how all of the various Labourers, Farm Workers, Business People, Traders, Entertainers, even Prostitutes and Courtesans, etc. can be taxed. Even Unpaid fines can be taxed.

    Mr. Wijewardena, Do we really need to be tied down and classified into these terms like Kautiliyan Statism which even the educated people do not care about. Why do we worship Kautilya or Lenin as if they will give our citizens their desire to live peaceful and healthy lives. US had Republic or Democrat and was that not enough of a mouthful. After this government progresses, they need a new constitution and finally this executive presidency needs to be abolished. Priests should not be allowed to enter politics and the Parliament, unless they give up their robes and re-enter secular life.

    Long time ago, when the PMB was active, millers/ merchants bought paddy from the farmers for a higher price than the price that the PMB was buying at, which was the government’s regulated price. In addition, the millers/ merchants went to the paddy filed and bought paddy at the site whereas the farmers had to transport paddy to PMB storage location if the farmer had to sell to the PMB. The end result was: farmers sold to the private millers and the PMB started accumulating losses. The then governments didn’t have a solution or didn’t try to solve. The demise of the PMB started there. Now, if AKD tries to revive PMB, he’ll need to look at practical problems like that.

      You are right. No government “boorucrat” is going to be as imaginative as a businessman whose livelihood depends on how he operates. Boorucrats are paid by us whether they work or not. It is possible to get over this problem by simply nationalising all rice Mills. But that will open another can of worms. Back to square one.

For example (1) The construction and maintenance of tanks and reservoirs (2) the Diversion of the water through a network of canals and the timely distribution of water to the paddy fields. (3) The supply of manure, and seed paddy at subsidized prices (4) The payment of compensation for loss of production during a dry and flooded eventuality. (5) The provision of Bank Loans at concessionary interest rates. (6) The research and development done at the Government Research Institutes to streamline the varieties of seed pady that are to be cultivated in different zones and seasons to obtain maximum harvest.

      Would it not be useful to find out how our neighbour Tamilnadu produces enough rice to feed not only itself but for export too? Our rice, even when in surplus, is not fit for export.
      TN has less rainfall than we do. There are private millers, but the government too is involved in milling and storage. They don’t use GM seeds, but produce a surplus for export.
      Perhaps the trouble with our agricultural workers is one of attitude?

        I used to buy Basmati Rice (Punjab Garden – Pakistan) in Qatar at a reasonable price. Here decent Basmati is very expensive, so I’m stuck with Samba Nadu, which is OK for me.
        Is there a problem growing Basmati here?
        My Sister in Law with the Rice Farm blames the high price of good Fertiliser.

          I am no expert on rice growing, but what I know is that most agricultural produce here is much more expensive than in other regional countries (except Maldives).
          The is also this scarcity-to-glut cycle every year without fail. Currently Carrots have fallen to 60 rupees from a high of 2000. Tomatoes have bounced back to 400 per kg from 80.
          I don’t know why the department of Agriculture can’t figure this out. It seems like everyone cultivates carrots when there is a shortage.

          I think basmati rice can be grown in Sri Lanka as there are several areas with favorable weather and climate conditions for basmati cultivation in Pakistan as well as in Sri Lanka. Unfortunately, I don’t have any rice sort other than wild rice and basmati. I wish there were some other varieties in Europe. why cant srilankens export ” red rice to europe” ?

          For your info, I am informed that my colleagues at RRDI that there are many new varieties of rice bred by rice research institutes in Sri Lanka in the last 3 decades. Sri Lankans are forced to think that they have not produced anything, another damning illusion of spreading falsehoods about the country.

          Have you tried Keerisamba not much costlier than samba. Soodurusamba is among the best varieties but a little pricey, but not as bad as Basmati. There is a local Basmati too, although costly it is much cheaper than imported stuff.

              We could, but the marketing has to be good. Look at the way coconut oil has gone from a heart attack risk to sought-after health food over the last two decades. It’s still the same oil, but in fancy bottles. Now it’s supposed to prevent cancer, have antioxidants, blah blah. The marketing was mostly Western. But as a consequence, we poor Sri Lankans have to pay more for our oil.

                I don’t, I use Sunflower Oil and occasionally Olive Oil.

        OC: Good thoughts. What we need to do is to increase the productivity per hectare. At present it is very low and stands around 3-4 tons. In India, this productivity is around 6-7 tons.

        Our quality is not that substandard you speak of. At present, we export to the Middle East as well as markets in Europe and the Americas in small quantities and, mostly have to compete with India’s export of Basmathi. We do not produce Basmathi.

        My suggestion is to take immediate steps to increase the output per hectare and actively participate in supply and demand keeping the millers in control.

          Our rice quality has improved over the years, with fewer broken grains, no sand, stones or weeds, but it isn’t up to export standards. Much of our exports are consumed by our own expats.
          There is something called “Lanka Basmathi”, but it goes for 800 per kg. That’s way more than Basmathi in India.
          Government efforts to keep prices in control have led to shortages in the past many decades too. One can’t expect Government “boorucrats” to be efficient. Look at Gyge’s comment above.

          AI applications should be implemented in the country’s agriculture. Although we have enough research institutes for paddy, coconut and other crops in general, with the help of countries like Malaysia, Korea, Japan, Sri Lankan farmers can adapt to modern farming methods. Then we can raise the standard of living of farmers who depend only on paddy and other crops for their primary source of income.

            LM: I appreciate your input. There is no problem, in my view, becoming self-sufficient in food in S/L. As you said, we need to adapt to modern technology and increase productivity PLU preserving our products – in storing, preservation, packaging, and transportation. The wastage in these areas is huge and unnecessarily the end consumer pays for all that. The cost of production can be halved, about what we spend now if the productivity is increased by at least 50% from what it is today.

            An entirely new approach to agriculture has to be implemented.

          The large Supermarkets in Qatar and the UAE like Lulu didn’t usually stock Sri Lankan rice. In Doha, Safari occasionally had Ratu Hal or Rosa Hal. One or two small Specialist shops had more types in stock, but my wife reckoned the Quality was variable. The problem in Europe is that Basmathi Rice is popular and you would have to compete with Pakistan.
          So how do I explain to my Sister in Law the type of steps she needs to make to increase her Productivity as she only has a small farm?

            LS. Thank you. I belong to a farming family and am still engaged in growing paddy. Recently, I have added (by the marriage of my wife’s sister to a Milling man) a businessman milling paddy. So I am a little conversant in this business.

            The trouble is, though there is an “Army” of “Experts” attached to agriculture, all of them are set of goons who have never fought in a war but claim to be “War Veterans”.

            The “Big” – like Araliya and Nipuna have updated machinery and milling processes while the “Medium and Small” millers have not been able to equate with those “Big” in buying capacity, and technology. Even for them to upgrade their facilities, Banks are not willing partners to assist unless they are ready to “Oil the Palms” of politicians and bureaucrats in agriculture services.

            We have good variety and quality paddy but what is lacking are ways and means to increase the productivity per cultivated hectares. There is absolutely no study of seasonal changes taken into consideration in the cultivation. We had a Minister who directed all the farmers to cultivate “Kiri Samba” (high in price) instead of “Nadu” thus causing a shortage of the common man’s daily consumption of affordable rice.

            Hope, NPP Government will wake up and correct the path.

          Those who became worshippers of AKD, should question, what has AKD proved after he completed his degree at Kelaniya.
          He became an exemplary entrepeneur to others ? Did he or his youth sacrificed anything for improvement of awareness among farming community ? No.
          .. he continued his lethargic life as usual.. Lethargy and indifference were governed in his little mindset.
          Cursefully enoguh, today the man is caught in the act, one behind the other big lies he made in pre-election rallies have reverted on him.     Part 11 – Do any of these “Rice Millars” contribute in any of the areas mentioned above to the cultivation and production of paddy in the country excepting tightening a rope around the neck of the poor farmers by giving loans at exorbitant rates or “Binding” them to a promise to sell the paddy exclusively to them? This is what is called the “Rice Millers Mafia”
    AKD while answering the questions on rice stressed that the PMD is in debt to the tune of Rs. 28 million and no one knows where that money has gone. No doubt, PMB in its current form is a Den of Thieves and a highly corrupted and mismanaged Government institution. AKD outlined the way this outfit would be revamped and reorganized to handle the purchase of paddy, store, and distribute rice to the market through a network of cooperative outlets. That is commendable and would be one step towards breaking the “Rice Millers’ Mafia”.
    One more step would be requiring the farmers to sell at least 60% of the paddy harvest to the Government because it is the Government alone that provides all those facilities and assistance ( I mentioned in part 1 of my comment)at taxpayers’ cost.
    Another vital step must be to regulate the issuance of paddy to the millers according to each miller’s milling capacity so that the “Hoarding” of paddy stocks could be avoided.

    My regards to the author of this article for painting an accurate picture of Prez AKD. Has Mathematics graduate turned economist? Of course! Mathematics is the Queen of the Sciences, so what cannot AKD grasp if he has an open mind? It is reported that the late S. J. V. Chelvanayakam QC telling aspiring lawyers “Son! If you want to do law, first get a degree in mathematics.”. AKD, at the inception of his presidency was painted as a Marxist. The author paints him as a believer in “Kautilyan Statism”. Of course! As the author correctly figures him out, he is still learning, and he will fully embrace realism. As a realist perhaps he admits that he has no choice but to follow the IMF prescription (Bitter pill? Or a nauseating bitter and an awfully smelling Ayurvedic “Guliya”?) thus echoing the opinion of the Japanese Ambassador here prior to the elections. As the head of state and government he is entitled to do some fine tuning of that prescription acceptable to the IMF. The reality is that almost any commercial operation even in five-star democracies are subject to regulatory control enforcing standards and that is not “Kautilyan-Statism”.

        Mathematics is not limited to manipulation of numbers and computation of other quantities (Algebra) but the foundation is rational (logical) thinking. Of course! How can an emotion ever come into play in arriving at a logical conclusion, given the hard facts that leads to such conclusions? For that matter in any branch of science where logical thinking is made use of there is no room for emotion. While emotion is recognized as a part of human (including animals) reaction to events that takes place it dilutes the capacity for rational (logical) thinking. Emotion can be so strong that sometimes the obvious is not observed and many a man has embraced trouble because of this. Regards

          Mathematics is essentially axiomatic. Any applied component is merely coincidental. For example, you can “use” mathematics to calculate the force on an object. But there is no branch of pure mathematics that deals with forces specifically. The idea is, if you take away all the applications, the technology may disappear, but the fundamental ideas remain.
          Although mathematics is axiomatic by way of set theory, the applied components can still offer some insight into the real world. This insight is very interesting. If you know the “greater fool theory”, there is a nice analogy in real analysis. Similarly, IQ is normally distributed. That means if you are a company, you are more likely to hire a “genius” by hiring 10,000 people instead of 100.
          Mathematics offers many interesting conclusions. But I think many people are better off simply learning arithmetic and algebra. Because of emotion, the human brain is wired for stupidity, not accuracy and precision. That is why ideologies like organized religion, jihadism, Eelam, etc. are still very popular.
          The obvious solution is to invest in machines (AI) more than humans. The new era of computing offers this possibility.

    The oligopolistic cartel of a few millers creating an artificially high price in the market is due to these millers living the high life. Their profits put into things like politics, Colombo real estate, Colombo and urban area livelihoods, expensive education for their children both in and out country, etc. Great if the government is going to control this. The cartel needs to develop the area where they get their money from and not add to the already inflated rates of the major urban centers.

    Never knew that the tourist industry is also quite inefficient. For the billions of dollars we get each year, another billion will go out of the country for tourist maintenance. Enough of the big hotels and hotel lifestyles in Colombo that inevitably get added to the tourist profit portfolio. Only locals who don’t pay taxes use these features that produce high importation costs. Colombo as a city does not have the historical content as other countries like London or Cairo Egypt that warrant the tourist development of the city. Tourist prefer to see the rural landscape and historical sites at their greatest authenticity. These can be handled with the least of our tourist billions going out of the country.

      With the introduction of self-driving cars, tourist revenue would increase at least 25%-30% (conservatively speaking). On social media, there are many tourists enjoying driving their own tuk-tuk. Of course you also have to improve the transportation infrastructure. So far only Mahinda made that investment. I don’t expect AKD to go this route, since the required capex is not possible with IMF mandates.

        What happened to Channajayasumana today? Jayasumana became a professor thanks to Rajapaksa’s loyalty to criminals. He was just a postdoctoral fellow in Toxicology and his publications were not good enough to be a professor, however, the open vacancy at Sabaragamuwa University forced him to become a professor.
        I think an investigation is needed to see the truth or not of the academic confusion in such appointments.

      Why is Sri Lanka in its present state? It was a feudal monarchy for thousands of years, then the colonials (Europeans) exploited the natural resources of the land through mercantilism. On top of that, a Westminister Style government was forcibly implemented, which granted a few privileges to a coolie class (essentially English-speaking & Christian). When the colonials departed, power was left in the hands of some remnants of the coolie class, whether Bandaranayake or Vellalar. The opposite happened in the West. There was a clear transition from feudal to what is now the middle class. In between, the Church and monarchy were rejected or nullified. Because of the Industrial Revolution, the re-distribution of wealth was more or less equitable. AKD’s proposal to go back to some form of monarchy will not work. Monarchy and capitalism are mutually exclusive. It works in the Middle East because they have oil. One day there will be no more oil and the Middle East (with the exception of Israel) will implode.

        There has been a Monarchy in the British Isles since 843 AD in Scotland (Kenneth McAlpin) and Athelstan 894 AD in England. There were Kings before this but they were Regional (Offa, Oswald, Alfred, Drostan etc).
        Queen Elizabeth I had her Privateer Pirates, called Sea Dogs by some, roaming the high seas pillaging other Countries Ships for their treasures and produce. This was the beginnings of Capitalism in England with regulation of the Wool Trade and the “Enclosures” of the Land from the late 1500s onward.
        Queen Victoria nationalised the East India Company and brought it under her control after the “Indian Mutiny” 1857/58, or as the Indians like to call it “First War of Independence”. So for much of the UK, Monarchy and Capitalism had a mutually beneficial relationship. Remember Capitalism (historically) is an Economic System where a single Class owns the “Means of Production”.
