AKD/NPP Govt. Significance Of US$ 3.7 Billion Oil Refinery

Under the leadership and strategic thinking of President Anura Kumara Dissanayake (AKD), Sri Lanka is fortunate to have so far the most significant Foreign Direct Investment (FDI) from China under China’s Belt and Road Initiative (BRI). This article aims to indicate the significance of the US$3.7 billion oil refinery that will be built in Hambamthota. Chinese state-owned oil giant China Petroleum and Chemicals Corporation (Sinopec) will go global in a big way along with this refinery because this is the first large project outside China. This refinery will have a capacity of two lakh barrels. (200,000). Through FDI, Sri Lanka usually expects to maximize benefits in employment creation, use of local materials, foreign exchange earnings/savings, and regional development, which apply to the US$ 3.7 billion investment in the country.

Sinopec in the context of Petrochemical Industry in Sri Lanka

Regarding the US$ 3.7 billion oil refinery and its significance in the country, having an idea about China Petrochemical Corporation (Sinopec) is critical. Sinopec was established in 1983 and has operated for over 40 years. Sinopec has adhered to the mission of serving the national expectation  and the purpose of meeting the people’s needs, apart from strengthening and prospering the country and striving to build with cutting-edge technologies, advanced management, and high competitiveness in d foreign markets as well. In other words, Sinopec is the largest producer of petrochemicals in China; it is the second-largest producer of petrochemicals in the world, having acquired assets in Saudi Arabia, Russia, and Indonesia.

According to Sinopec, it states that in the past four decades, Sinopec has successfully established and developed China’s modern petrochemical industry system through continuous probes and practices; made historic contributions to ensuring Ii) national energy security, (ii) promoting national economic development,  (iii) resolving the problem of feeding and dressing the people, (iv) and (v) improving the people’s livelihood. Since entering the new stage of development, Sinopec has implemented the new development concept; identified its position while building a new development pattern; accelerated the construction of the “one basis, two directions and three growth poles” industrial pattern; adhered to the fulfillment of economic, political and social responsibilities; and embarked on a new journey to build itself into a world-leading clean energy and chemical company.

I have given the above to help you understand Sri Lanka’s petrochemical industry in the proper context. Iran built a Sri Lankan oil refinery in 1969, which can process 38,000 barrels daily. As with most refineries, the Sapugaskanda Refinery has an in-house utilities section that supplies (i) electricity, (ii) water, (iii) steam, (iv)  instrument air, and (v) other necessities for operations. In total, 65 storage tanks are located at the premises for storage of crude oil, finished, and other products, five of which have a capacity of 40,000 tons (39,000 long tons). Four crude oil tanks are located in the separate Orugodawatta tank farm. The refinery is owned by   Sri Lankan government-owned Ceylon Petroleum Corporation (CEYPETCO) and employs well over 1,100 people. Having all the above, Sri Lanka is not self-sufficient with the refinery and imports crude and refined fuel. Sapugaskanda refinery supplies on 20 percent of the domestic requirement. This the sad situation of Sri Lanka, having an oil refinery for well over more than 50 years since 1969.

Given the above, a US$3.7 billion investment by Sinopec with 200,000 barrels processing capacity a day will no doubt mark a milestone in the petrochemical industry in Sri Lanka in many ways, not only meeting the domestic demand and exporting. But also possibility is there for carrying out more livelihood programs in  Sri Lanka by the principles of (i) planning together, (ii) building together and  (iii) benefiting together, (iv) open, green and clean cooperation, and (vi) high-standard, (vii) people-centered and sustainable development of vision 2030 and following the eight significant steps supporting high-quality Belt and Road Initiative (BRI).

Benefits of the Oil Refinery –Employment Creation

Employment creation by the proposed refinery is a sensitive subject. In theory, employment creation depends on backward linkages (i.e., in the case of the garment industry, if it could produce and procure all inputs locally, from cotton growing to fabric for garment manufacturing, backward linkages would be high) that create more employment than the garment industry itself. All fabric and other inputs are imported, which is a backward linkage; hence, employment creation is minimal. In other words, backward linkages related to the garment industry occur abroad, not in Sri Lanka. Another theoretical aspect is the forward linkages. In the case of the garment industry, they relate to employment creation in transport, banking, insurance, harbor facilities, etc.

The oil refinery is a highly capital-intensive industry, so it is not the garment manufacturing industry that has created substantial employment, irrespective of little backward and forward linkages. Sinopec will most likely hire most of the labor requirements from China, mainly for operation and maintenance. However, employment creation may depend on the terms and conditions of the agreement. A substantial part of labor is hired locally, and it is beneficial. However, US$3.7 billion is a considerable investment. So, its impact on employment creation possibilities cannot simply be presented based on forward and backward linkages, as indicated above. As noted above, the oil refinery in Sri Lanka has five in-house utilities. Sinopec also needs them, so there it is possible to create employment in the five (5) areas mentioned above or in the broad terms of infrastructure development. In the case of infrastructure development, Sinopec needs cement, sand, metal, bricks, water, power, and many more that have massive potential for local activities or performance, leading to employment creation.

Another important aspect is the creation of employment in the context of socio-economic or community development or poverty reduction in the Hambanthota district or region. Along with local supplies in the area for infrastructure development, local employment creation, and through Chinese labor, substantial income will be spent in the region, increasing demand for consumption leading forward and backward linkages. For example, given the new income generation, demand for poultry products may increase so that production of poultry producta. Producers procure input locally, creating backward linkages and employment creation accordingly. Poultry production creates forward linkages regarding transport, storage, insurance, banking, etc, leading to employment creation. As stated above, the impact of US$ 3.7 billion cannot be assessed easily due to cyclical implications, so many economic activities and businesses will be initiated, causing a vast socioeconomic impact in the region and employment creation. It is relevant to focus on the 4 decades of Sinopec’s operation in China and its effect on the Chinese economy, as explained above. It is reasonable that Sri Lanka could also expect such a development.

Impact of foreign reserves, foreign exchange savings and foreign exchange earnings of US$ 3.7 billion investment

US$3.7 billion in FDI does not mean the above sum will be added to Sri Lanka’s foreign reserves as the last destination. US$3.7 billion is the value of the investment. Machine, equipment, and technology imports will consume a substantial part of this sum, which will not add to the country’s banking system. However, Sinopec will bring funds for infrastructure development, local procurement, and operational costs that will be added to the country’s banking system.  In short, any funds bought in will be added to the banking system by strengthening the foreign exchange situation in the country. At the same time, when oil is exported, Sri Lanka earns foreign exchange. When dividends are exported, the earned foreign exchange will leave the country. It is vital to note that the extent to which oil is exported and foreign exchange is earned will help to keep the value of the Sri Lankan Rupee (SLR) stable. This is a significant benefit that people hardly notice via US$ 3.7 billion investment.

The next concern is the amount of foreign exchange that could be saved due to the US$3.7 billion investment. Sri Lanka imported crude and refined oil, costing about US$4 billion in 2024. CEYPECTCO, Indian Oil Corporation Lanka IOC PLC, and Sinopec are in the market. Lanka IOC PLC is the largest operator next to CEYPETCO. When Sinopec resumes its local production and supply, it is difficult to state that CEYPETCO will continue to import as usual. If it would reduce imports, Sri Lanka can save foreign exchange on fuel imports.

Regarding Sinopec’s fuel exports, foreign exchange earnings are the center of a US$3.7 billion investment. It is expected, about 20 percent of Sinopec’s production will be sold in the local market, and the rest will be exported, and accordingly, Sri Lanka will earn foreign exchange. Foreign exchange earnings by Sinopec are crucial for the country because of the foreign exchange requirement for imports and debt repayment obligations. However, the amount of foreign exchange that could be retained in Sri Lanka is in question.   Sinopec needs to recover its investment of US$ 3.7 billion and wants to take the said amount overseas as dividends. Given the above scenario, what is essential is the net foreign exchange that could be retained in the country. In short, as Sri Lanka is grappling with a dearth of foreign exchange, the US$ 3.7 billion investment will undoubtedly help Sri Lanka.

Oil refinery and its contribution to Economic Growth

Economic Growth is related to factor payments (i.e., rent, wages, interest, and profit) using land, labor, capital, and entrepreneurship or management. Also, various sources of tax revenue, such as import tax, income tax, VAT, etc., are in the context. However, what tax concession, if any, is included in the agreement is unknown. However, US$3.7 billion will be a good source of tax revenue for the government. As the government is committed to increasing tax revenue, investment in the oil refinery is a good and promising source of tax revenue. Forward and backward linkages are also on the radar. Given all the above, the US$ 3.7 billion investment will contribute about 0.7 percent to economic growth (assuming a US$ 1 billion value addition), which is convenient. It has been substantial and stable for many long years.  It should be noted that Singapore has a total crude oil refining capacity of 1.5 million barrels per day and contributes five (5) percent to GDP.  Sinopec in Sri Lanka will work similarly to Singapore, refining crude oil and exporting fuel with continuous operation. This is a significant factor as Sri Lanka needs stable and increasing economic growth to face its economic development challenges in many ways, particularly not facing any fuel crisis, as witnessed in 2022.

US$ 3.7 billion FDI will work as a magnet

As the most significant FDI in the country, it is a strong signal that it is attracting an increasing number of such FDI. In short, it will boost the country’s image and attract FDI. The idea for a second oil refinery has existed for a long time, along with the regimes of Maiththripa Sirisena-Ranil Wickremesinghe, Gotabaya Rajapaksa, and Ranil Wickremesinghe (RW). But the idea was not realized. However, President Anura Kumara Dissanayake succeeded in securing it, given his leadership qualities, strategic thinking, and corrupt free hands. Along with the oil refinery, the president managed to get another 15 development programs within four months in office. According to the Right to Information Commission, the former President, RW, made 24 foreign trips within 26 months of office, costing Rs. 178 million. Indeed, this is not the cost of all trips made by RW, and it does not include the price of the presidential delegation’s flight ticket. The point is that former president RW failed to secure at least US$ 1 FDI. The above information suggests the ability and capability of President AKD to fulfill the mandate given to him by the country’s people. Following the most significant FDI investment with the Hambanthota oil refinery, it is convenient to conclude that the AKD/NPP government will secure more such FDI in the future, creating employment, saving and earning foreign exchange, and fostering the country’s socio-economic development, and poverty eradication. In short, US$ 3.7 billion in FDI will be a magnet to attract FDI. Sri Lanka should find more advanced tech investments that can use its mineral resources (either exported in raw form or just abandoned), and export finished products to the world. That will give a real boost to the economy.

    Interesting article but the reality will be quite different. US$3.5 billion Investment, the Chinese will get the maximum return on their Investment.
    First of all they will have to pay for the oil they import. All the senior positions will be held by the chinese. Sprinkling of Sri Lankans will be employed to do the menial low paid jobs. That would be one of the benefits to Sri Lanka.
    All the value added on oil refining will be siphoned off to China from the Dollar Income it gets. There will be a huge management fee charged against the income. I bet there will be a loan component as well and they would charge an exorbitant interest rate. Siphoning off some more funds.
    Sri Lnka will be left with a brick building and petty cash as staff salaries. Another dumb investment from the Chinese with no gainful benefit for Sri Lanka. I thought Sri Lankans have learnt a lesson obviously not.

      Hello raviw,
      I have to agree with your pessimistic view of this “Investment”. Instead they would be better developing the known Oil and Gas reserves in the Offshore Areas of the North East. This would definitely bring Employment and help with the Balance of Payments. It may take some time, but someone needs to kick a few backsides to start the process.
      As for the Author’s defence of Sinopec, it sounds like special pleading to me. With declining domestic demand in China of course Sinopec will try to find new markets for its business, as it has done in the past “Sinopec has invested in foreign infrastructure, including oil reserves in Iran and Kazakhstan. However, these investments have been unsuccessful”.

          Hello SJ,
          The Oil Reserves in the North Sea were confirmed by BP in the 1960s. Scotland lacked any expertise or facilities to develop these reserves. Aberdeen Airport Terminal was an ex RAF 2nd World War Single Storey Building. My first flight (by Helicopter) was from this Terminal in 1975. They built a new one in 1977.
          A very astute Aberdeen Farmer and Businessman Sir Maitland Mackie went to Houston, Texas to bring American Expertise and Finance to Aberdeen. The Aberdeen Dockside was extended and modernised to cater for the Supply Vessels etc. Many new Industrial Estates grew up around the Airport and the Periphery of the City. Back then Aberdeen was filled with American Businesses and People. They all went back when the US Tax Laws changed.
          Puttalam could be the same or possibly Jaffna. You don’t need a deep water Port (14 Metres), 8 to 10 metres would cater for most Supply Vessels.
          So tell Lester and others to get their Wallets out and make a start. But bear in mind the lessons of the Piper Alpha Disaster.

        Not in the long term unless of course some people still believe Chinese investments (and free uniforms for school children) are benevolent act by a friendly neighbour whose diplomatic manoeuvres are decent compared to ……..

        Whether Chinese direct investments and loans bear any fruits to China the question is how much land Sri Lanka would be left with by the time the loan/investment period expires. We may have a few elected Chinese MP’s in the South, and the Great Grand Children of Public Racist Anagarika Homeless Dharmapala would be happy to serve the new masters.

        We may have to assuage ourselves by accepting “the yellow man’s burden”.

Like the old colonial rulers China is here there and everywhere, and he believes it is the moral duty of China to bring Maoism (Chinese civilization, Communism, dictatorship, Mao cult) to enlighten populace of other countries, such as Tibet, Taiwan, Japan, Vietnam, India, Kampuchea, Laos, ……… rest of the world.

        There is a saying to beware of Chinese bearing gifts & from past experience in SL, that seems to hold true. The Chinese built highways but apparently at the highest cost per mile & I believe part of the revenue from the tolls goes to China. We couldn’t pay the Chinese for the port they built, so now its leased to them for 99 yrs. We wont be getting any revenue till then while the Chinese subs & war ships have free access to our harbour. Am I mistaken in saying that we payed for the Chinese to have the benefits? Wonder if the refinery will also be like that.

        BTW, didn’t the JVP make a stink when the Indians wanted to build a refinery some time ago & when the US wanted to build an oil depot in Trinco? RW is accused of selling the country but can the same be said about AKD?

      We have a history of ignoring all the commissions reports and all party conclusions whether it is UNP or SLFP(SLPP). I don’t know whether AKD/NPP have made any assessment about the Past Chinese or any other Country’s investments and the benefits to the country before signing this investment. So far, Sri Lanka’s FDI’s only produced negative results. Still the governments are not prepared to reduce the defence budget or to solve the factors that increased the debt level. If they would have shared the power with other communities, Sri Lanka would have been a successful country. Even now AKD government continue to depend on Super powers rather than creating a favourable environment for peace or investments by Sri Lankans.

    If we listen to the naysayers there would have been no port in H-thota. and for goodness sakes dont let a Sri Lankan company manage it. (Remember what a white elephant the port was when the port authority had it)

    Who cares where the oil comes from and goes. it will give good jobs to many people. and as for prospecting for oil in the gulf good luck with that. and I dont see why they cant do that while a refinery is also made.

        To be honest it is as simple as that. There is practically no proper investment in Sri Lanka. So beggars cant be choosers. but our people don’t realize they are actually beggars but think they are in a position to judge the investments they don’t have.

        Why would the Chinese install a refinery with old technology? what benefit would they gain ?

    The Indian – Sri Lanka’s China Bay Oil Farm agreement was made during the earlier UNP government (1987). When the civil war was raging at full flame, Sonia kept begging Old Rowdy to let her get involved in that. But right after the war Old Rowdy did his all the best to yank India out of there, pretending that he’s going to develop Sapugaskanda. That was because China wanted the Trinco farm. Later, Old Rowdy’s Appe Aanduwa, instead of yanking out India from Trinco, rehabilitated China’s craving in Hangbangtota. In 2017, five villages’ land was handed over to China at no cost. So Hangbangtota is Langkang’s Hong Kong to China. China has enough land in their mother country. Then they captured many neighboring countries. Then the question is why China forcefully grabbed Hangbangtota Harbor and the associated land. Two things here. One is, China always likes to teach by branding on the back side of the idiots who behave respectfully with China; in this it was Old Rowdy & Evil (especially the Evil in the harbor and the Colombo Pong Cing issues). But China could not get Trinco. Here is a 2000-year-old line from Avai “Karuthippoi Karpakaththai Saerintharkku Kaanchirankai Eenthathen”? The meaning is after reaching the Angel Tree in the paradise performing a lot of penance, why was that man was offered only Strychnos (a poisonous fruit). Avai finished the line by answering her question as “because of Karma”.

    In all Langkang’s deals with China, Langkang kings and queens received only Strychnos. That was the story in Colombo Pong Cing, Hangbangtota Harbor, poop import and others. Langkang sought to import poop to dodge the foreign exchange bankruptcy. Then the question is, after all those experiences, why is Even AKD’s government still washing for China? There is a need for any Appe Aanduwa to have saved Old Rowdy Royals. Western Democracies are no longer ideal democracies. 32 of them supported Old Rowdy to do genocide. But they may turn around 180 degrees and try to arrest Old Rowdy using the Geneva Convention for his murders. Only way to protect the Old Rowdy King is Langkang to surrender to China and have booked the UNSC veto vote. China is not a true Market Economy country. The Chinese leaders have infused some elements of market economy characteristics in their market, to keep the economic ball going while the masses would not get any opportunity to question them on anything. So, none of the projects it did in Langkang received proper project evaluation. On the Chinese side, those projects were guaranteed 200% profit . They give a loan to buy material and pay for labor. China brings its materials from their country. So, while the loan is still standing as a due loan from Langkang, the money has gone in Dollar Currency to China.

    So, when the team returned home, they finished the Hangbangtota project. 1). China had sold the materials (In case of Nuraicholai, it was second hand and condemned machines). 2). China had found useful work for its unlimited number of prisoners. 3). Have the property title changed to China’s name. Then there was the high interest, billion dollar loans outstanding. The interesting issue here is Standardization educated Modayas never do the paperwork properly because 1). They don’t know how to do it. 2). Doing it in the black and white manner will highlight Appe Aanduwa pirates’ mid-sea burglaries. These hooligans don’t even properly book the loans they obtain, in the government books. What notorious criminals are these crooks? That is what People Bank did in the Poop Import deal. The LC papers were not properly drafted. The ship didn’t have quality control certification for that kind of dangerous substance. When the harbor workers refused to unload because of the foul smell of the fermented poop, China got angry. Then it used the proper way of People’s bank’s faulty record, i.e., it insisted on paying for the product that was not agreed on in the negotiation and the quality standards were not encrypted in the documents. China violently kept the ship in the Langkang shores. This additionally made the ship earn $8M.

The people who believed the notorious UNP-SLFP hooligans as new Avatars of Lord Buddha, overnight became orphans in their land. India wanted to take Langkang to its side. It immediately released $4B loans. Just three years ago only Hakeem described Tamils as “The beggars’ beg showing their beggar wounds”, now became the official title for all Wildlife Sanctuary Langkang’s humble peasants. Everybody was packing their bags and racing to airports to escape out of the country.

        While thanking you for the endorsement, now I can feel satisfied that I got a reasonable success in creating the cradle song to be used inside the bedrooms of Hambantota Helpers, while, NPP government is rocking the Old Rowdies Royal’s cradles, which are gold-plated, and diamond laced.

    After the war, China had kept pressure on Old Rowdy for projects, and as incentive, handing over handsome commissions. Old Rowdy, let functioning enterprises go not maintained so they can be given to China for commission to rebuild. Sapugaskanda refinery faced a fate like this. Then Old Rowdy invited tenders to rebuild it. (Though he called it a tender in 2013 to close it and demolish it, the reality is, the refinery is still producing Petrochemical products). Four firm’s tenders were selected for final evaluation. Tenders varied from $1.1 B to $4.4B. The Chinese quotation was the most expensive, $4.4B. In the first instance, the project was awarded to China. In Langkang things are always topsy-turvy. That is one now, after AKD’s clean Lanka launch, appearing in Hangbangtota Chinese captured land project. Some Modaya are trying to present this as an FDI project. The AKD administration wants to build a refinery in Trinco too. There Is nothing wrong with having that many refineries because from Siri Ma O time, Langkang kings and queens have been drilling abundant crude oil from Mannar gulf. But with that much gasoline around, if Hanuman intrudes, the job this time is going to be so quick, so sage Valmiki cannot get to compose even one line about those fireworks.     If Sri Lanka wants to earn Dollar Income from Oil refining project, they should charge a small tax on each litre of Pertoleum products exported say US$0.05cts to US$0.15cts.

    Also they provide bunkering services similar charge should be levied by the government.

    Further an annual lease rental should be charged for the land they occupy.

    Finally all Sri Lankan employees should be paid their salaries in US$.

    That would bring Dollar income to the government from day one of the project. After that they can go looking for oil and gas in the Manar basin.

    AKD must explain to the groups who demand everything had to go their way. They are not the ones who brought this government. It is actually by Protest 2000, So AKD owes a lot to them for having gained him this position, that is the opportunity to fix the country, which was devastated by the past Vultures, Hyenas, Satan and Evils…….. But strangely, AKD seems to be too fussy to implement the decision taken by the cabinet, that is returning to the original provision for past presidents’ expenses. Does anybody in the world, other than the hybrid, the Pahatu secretary, doesn’t know whether it is absolutely wrong for a sitting president to live in a Rs 500 lakhs house, while a past president who was declared as war criminal by the first Resolution 30/1 on UNHRC, living in a Rs 4 million house? Remember, AKD was the leader in the past of a rebel movement, and he still has uncertain security concerns in his life because of that. Does this Hybrid have any memory cells in his brain?

    Then how did he forget that Old Rowdy kept looking for Chandrika after he gained power clipping one year from Chandrika’s time by the court verdict of Baboon De Silva, and later he started to follow Chandrika to finish off, and she feared for her life and ran out of the country, which she too managed and corrupted at the same time. How come that hybrid could not remember that Old Rowdy withdrew the security protection on his foreign Minister Kadirgamar and then sent the assassins to kill him? Chandrika surely did know the man whom she brought to power, and that is how she escaped from his murder attempt.

    The handling of this matter was so imbecile, now the Pahatu Party said AKD was living in a facility worth Rs. 500. Why is this hybrid framing a picture that AKD was wasting the government money for his indulgence, so he should let go of the Rs500 lakes property and the money should be used to feed people whom the hybrids and the boss had robbed. Can the hybrid explain to everyone how, after the 40 years of his party ruling the country, the country’s president has to be advised that there are so many desperate people living in the country, so the president should let go his official residence to feed suffering people. Hybrid is fooling the people in this manner only because AKD has already declared that investigation of Old Rowdies corruption is also impossible. That is a better election victory for the Old Royal than winning themselves, because if the Royals win, in order to bring the UNP to power, Western governments would go for dusting the resolution 30/1.

    If AKD had warned them that they would be lined up in front of the court, like the way the people were lining up for food and oil, the hybrid might be holding the tongue with some kind of restraint, unlike this time. These Pahatu party officials have been travelling in 50,75,100 like numbers on chartered official flights for UNGA and official matters. Hitler even chartered a plane on a government account to bring the wife’s pet home from the EU.

If AKD had 1/100 of the Stamina Evil showed in front of the DM TV Channel-4 cameras, AKD might have asked the hybrid, if it were ok for the hybrid then the NPP administration would start its rentals and leasing cases with the Brand new Malvana Manson or even from Jaffna Presidential Palace in Keerimalai or any other presidential places, all over the country.

    If AKD had asked the hybrid to take the challenge, he would have surrendered to NPP, the way Langkang political parties in the past were surrendering to China only to save Old Rowdy with Chinese veto. After making a promise that he will not punish anybody, why is AKD spending money on the courts and making legislation in parliament? Will honestly control the corruption and violent crimes that are pestering the country. Rapist police murders are now the highest in the history of the North. They brought a 35-year-old woman from the north Colombo police station and killed in the early morning, inside the police station at 4 AM. Is there anybody who gives a morning brief to AKD of the situation in the North, or is it the “Palaya Kurudi Kathavai Thiravadi” story? Do you think a slap on the hand will fix Royal Rowdies like hard core criminals, corrupted deep to the kernel? Instead of making earlier rulers pay for their crimes, it is AKD stepping on the same path Evil did to save the criminals. Evil had to invent that technology because Evil was the mastermind of the inhuman treatment JVP received in Batalanda.

The world paid close attention as Old Rowdy expended a considerable amount of funds from the impoverished Langkang community on a lavish event at one of New York City’s premier hotels. Only members of the royalty and their associates, enjoying luxurious food and drinks without any diplomats, were present. RSVP confirmations were not ensured before ordering the food. Because the AKD handled this matter so childishly now Pahadu makes the country’s President living on Rs 500 as financial stress to the country. They are coming only as a protest to hold on the Rs 4 million property. What are you thinking of an inexperienced childish president’s authority on the hand of the well-organized, rowdy criminals? When there was an arrangement made to get Past Presidents to either pay the rent for these properties or take the Rs30 Lakhs and rent for themselves, why did NPP throw this matter for public discussion. Is the NPP trying to have a referendum to evacuate the past presidents’ squatters in that many expensive properties?

    Whatever the news on those matters appeared in the media is true or not, but from the Old Rowdy’s protest to leave the government office is a proof of the news were true or not, Old Rowdy is unwilling to vacate where the squatters, but blaming the Aanduwa had not requested him to leave and trying to pick his security detail, but in this AKD’s action can fall only into two category .1) The sheer inexperience of NPP MPs so they are really struggling to Clean Sri Lanka, but climbing and down repeatedly on the wrong paths or 2). The NPP is trying to create publicity stunts on this matter, to camouflage the previous governments’ earlier, wasteful spending periods in the parliament. Everyone knows that this type of impunity technology was invented by Evil and Chandrika to save them from their past deeds. That stemmed from Junius Richard and Siri Ma O Panchatantra stories. Is AKD sending to the media a message that “We just don’t care about you, poor gentlemen!”

    AKD said that the investigation of Old Rowdies murder of Lasantha & Thajudeen cannot progress further. One of the reasons is the Butcher Doc is dead. Is AKD trying to explain that nowhere in the world are court cases proceeding further if a minor witness in those cases is dead? Is that ringing the bell of the earlier discussion in CT of AKD following in the footsteps of Lenin and that is why he has been climbing up and down on the promises he gave out during the election? AKD is confusing between the impunity of individuals’ high crime with TRO, a part of the four-pillar transitional justice, where punishing the criminals will be hurting further victims, instead of providing them any benefits. It is used to deal with civil wars or world wars. But still there are mechanisms like the Rome Accord convention and ICC. There are cases involved for the identifiable criminal with war crime or Genocide.

I am not there so I can ask you guys for your opinion on that ”Media reporting, AKD is walking only on the footstep of Evil “. I feel that I too have got a glimpse of that accusation. My question is “did AKD know that the Langkang government sent 2,000 pages of evidences to prove that Mahendran was the mastermind and the doer of the Central Bank Robbery and Ravi and Evil didn’t know anything about the robbery?” If ADK did know that, then isn’t he aware that the Singaporean minister just brushed off the 2,000 paged stories as garbage. If AKD is with us up to this level, then what was the new step AKD was thinking that he can take to bring Mahendran from Singapore, before he gave the election promises on Central Bank Robbery? The truth was Evil arranged the Central Bank looting in order to keep the IMF out of Langkang at that time. If Resolution 30/1 investigating any part of the Tamils Civil war, that is only after Chandrika left to until the war ended.

      If AKD is with us up to this level, then what was the new step AKD was thinking that he can take to bring Mahendran from Singapore, before he gave the election promises on Central Bank Robbery?

      Experts compare the many big lies spread by AKD before the election and even today are similar to the lies of ” King Cheethiya” who is known as the biggest liar in Sri Lankan history books.

      Is there a single issue that AKD (supposedly a BSc graduate in Physics) who is mute before the media today, like a young man did, was challenged on the pre-election stage?. He led the blatant lies that should have been publicly stated and everyone else followed him blindly.
      Whether it is the MP salary package, the pension facilities given to former presidents, income price control, fuel price reduction, electricity bill price reduction by 1/3 as soon as they took power, and many other issues, it seems that AKD, Prime Minister HA and all the other so-called intellectual ministers have not done any in-depth study before accusing anyone. is that fair at all ?

      The media in this abusive country has also become very biased in the last 15 years, so you cannot decide who is supporting the truth or close to the truth.
