Alleged War Criminals Appointed Again, Militarisation Of Diplomatic Service Continues

External Affairs Ministry G.L. Peiris has received Government approval for new diplomatic appointments where key serving Army officers are being posted to number two slots overseas, according to the  Sunday Times Sri Lanka. The newspaper said in terms of this, Major General Shavendra Silva will be Sri Lanka’s Deputy Ambassador in South Africa. He is currently Deputy Permanent Representative to the United Nations in New York.

Major General Jagath Alwis will be the new Deputy Ambassador to Israel. Formerly in charge of the military component of Presidential Security, he is now Director General-General Staff (DGGS) at Army Headquarters.
Major General Kamal Gunaratne will be the new Deputy Ambassador to Brazil. The current Ambassador is former Police Chief Mahinda Balasuriya. Maj. Gen. Gunaratne is currently Adjutant General at Army Headquarters.

Major General Shavendra Silva, Major General Jagath Alwis and Major General Kamal Gunaratne were allegedly involved in war crimes according to several media reports.  Even after the war,  Army chief of staff division, Director General , Major Gen. Jagath Alwis was accused for carrying out white Van operations.

    the UK Permanent Representative had not even consulted Australia on the decision not to invite Silva, who is at the centre of a political controversy at the UN over allegations of war crimes,” Sunday Times reported in the latest edition.Shavendra Silva was recently barred from participating in the deliberations of the Special Advisory Group (SAG) on peace keeping at the United Nations in New York by its chair Louise Frechette, a Canadian official, who said in a statement released at the UN Head Quarters, that she has advised Major General Shavendra Silva of Sri Lanka, that “his [Silva’s] participation is not appropriate or helpful for the purposes of this Group [SAG]. He [Silva] will not participate in its deliberations.”

      Don’t expect any Indian government to come to the assistance- the present coalition headed by the dynasty is the biggest chameleon.

      India- In 2009 alone, over 129 of the elected people had criminal records, several with murder convictions. Among those running for office, Congress–114 with criminal records, BJP–113, BSP-105 and so on….

      There is nothing like relying on the understanding west when it comes to the human rights of the underdog.

          I have no idea what your race or religion is, nor am I interested in it. It is not “bigoted” to alliterate “jiu” as “jew”. Jiu doesn’t mean anything in English, Jew does. You’d only take this as an insult if you are prejudiced against Jews.

          As for the rest of your comments, I have better things to do than to waste my time on them. It is clear that comprehension is not your strong point – however, just for the record, I am not a “teacher of English” and, though it is something I am neither proud nor ashamed of, I am a native speaker of English, since I was born in England.

    Posting alleged war criminals inside the jaws of the lion so to speak where they are protected by diplomatic immunity is a ploy deployed by Rajapakshas to get protection for war criminals by the very states that level these charges! This is a shame and an insult to these countries and HR bodies! They must do something to correct this situation otherwise these countries and bodies will be no different than Rajapaksha joker regime cum banana republic!

      It is these members of the Army (now Diplo-mutts) who hold the key to
      the ICC warrants against the Regime Brothers – who are shivering, and therefore it is a trick to have these 1st witness covered under “Diplomatic immunity” as long as they can.
      Even if they return to S.Lanka – the will be under white-van
      survillance. These personnel are permitted to make up financially
      for the time being, as is the mode in use for some 80 cabinet
      post holders to maintain the base for the Regime.
      Sadamam Hussain was a mutt but not these local “Gangsters”.

      Most things are crystal clear to a few English speaking, most Tamil speaking and some Sinhala speaking people in Sri Lanka who have access to the internet. But the vast majority who have access only to Rupavahini, ITN and SLBC are clueless as to what exactly is happening in the country. All they know from watching these channels is that there is no longer a war…there is no longer any bombs going off…and it’s better to be hit in the stomach than to be hit in the head…plus each night they are happy being entertained by countless numbers of idiotic tele dramas…and once in away, when the SL team wins a cricket match they go berserk and think all is well in the Utopian Paradise of Sri RajaPakistan. Due to the ignorance and apathy of this majority, the government has a carte blanche to do anything that they want.

      Recently the Prison Department advertised two vacancies one for the post of Alugosuwa (hangman) and the other for an assistant.

      Do you think these three army officers are eligible to apply for these two posts.? I do believe they have the necessary experience and fit for the jobs. Only problem is there are only two alugosuwa vacancies exist in the department at the moment. The way things are MR may need more.

      Eventually all alleged war criminals can be gainfully employed as Alugosuwa. Naturally they may derive immense job satisfaction from hanging MR’s opponents.

          I am opposed to capital punishment in its all forms. The prison department will hang me first for holding such “noble principles”.

          Since you have no qualm with capital punishment and have served in the army I would recommend you for the job.

    We are all generally agreed one of Sri Lanka’s greatest weaknesses is the total inability of our diplomatic corps to defend the country where they should. The reason is clear. Square pegs in round holes.
    We messed up in interfering with the professionals in the Foreign Ministry who took in only personnel after careful and long years of formal study and training. Most of the super-costly and unnecessary Tamasha joy rides of Ministers done to various countries today were done earlier, with greater efficiency and perfecion, by able men and women career diplomats who manned our missisions with finesse and grace. There were exceptions in non-career appointments in earlier years when the Army and Elections chiefs were rewarded with diplomatic assignments. Today it is relatives. Look at that chronic appointment in Washington. A grinning semi-literate who can say no more than “this and that” I am sorry to say the man is an absolute misfit and disgrace. He is not alone. We still remember in the late 80s a relative with an abnormal sex orientation was sent to a European Mission for the country. The man, a close relative of a VVIP’s wife, took along his comfort-boy with him and arraanged for a chicken run (kukul kooduwa) in the Western Capital. That was the beginning of the end of our diplomatic efficiency and service.

    South Africa appers to be playing a double game here – having a cosy relationship with the Rajapaksa regime and providing sanctuary to SL military war criminals and and at the same time appearing to support the Tamil diaspora’s efforts to bring the war criminals to justice. I think the Tamil diaspora may end up being double crossed by the South Africans if they are not careful. I am not sure what South Africa’s game plan is but it does not appear to be even handed.

      The endearment with SA may have links to “purchase” two important
      personnel hailing from SA now holding commanding positions in the UN
      who can drive war criminals to the wall and advance moves may be in
      the making? Funds are no concern as the Family has 1.8 billion USD
      to throw about! Desparate & frightened people are bound to have a
      pattern in their behaviour. In this case ex-Army Leaders being
      made to work out modalities is the suspicion.

      The general feeling is that SA is sliding down into another Zimbabwe already white and black slums are growing at a fast pace. All this may happen within a decade so perhaps the big wigs are making hay while the sun shines. The US and EU feel threatened by the financial clout of BRICS not China by itself therefore the US is not selling the veto 16% it has nor is it permitting increase of shares by BRICS but loans are welcome. All in all the diaspora has to look elsewhere soon.     What does it mean ‘to allege’ someone did something? It simply means that someone claims an action by that person but cannot prove it. In everyday talk we call it gossip, rumour, opinions, stories, slander, or lies, as opposed to fact.

    We hear such allegations against people all the time. If such allegations against these 2 former army officers were taken seriously by those with power in the world they would have acted upon them, which in these cases they have not. Presumably, given the resources available to the US government, the UN, etc, we can assume that there is no credible evidence. And we also have to ask the question ‘alleged by whom?’. So why does the Colombo Telegraph use the term “alleged” in its headline when no such allegation is proceeding against either of these men in any court of law or internationally recognised inquiry anywhere on the entire planet?
