Aragalaya’s Unfinished Business

‘System change’, was the quintessential demand with which the new generation of youngsters rose in revolt against the Rajapaksa regime, heralded the aragalaya and made a landmark in Sri Lanka’s post-independence history. That revolt, which caught the attention of international observers and humanitarian agencies, also meant that the intergenerational divide, which is having an impact on several epochal issues globally, such as global warming, human rights, gender equality and so on, is adding a new dimension to future developments in this country. This revolt, led mainly by the Sinhala Buddhist youth and joined by their counterparts from other communities, soon grew into a national force to reckon with and caught the government on the hop. Aragalaya’s virtual vote of no confidence on the 225 legislators and its call for President Gotabaya Rajapaksa (GR) to quit, found popular endorsement from the public and threatened to destabilize the status quo. This rebellious generation has come to realize that patchwork reforms and finetuning the existing socio-economic and political structures, are insufficient to pull this country out of its multiple crises and that a radical and systemic change is the only remedy to move forward. 

Having forced a Prime Minister to resign and a President to run away – the two top men who commandeered the ruling system and manipulated it to benefit themselves and their dependents and followers – aragalaya is now faced with a new challenge. It is confronting a new man at the helm, Ranil Wickremesinghe (RW), who has no popular mandate but only a legally recognized endorsement by a majority of the 225. He also seems to have received silent approval from sections of the erudite and the pious of a geriatric generation, that consider him the best man for the season to restructure the economy and inject an air of normalcy in public life. In their view, RW’s liberal democratic credentials with a West oriented outlook and forty-five years of parliamentary experience seem to be legitimate enough as substitute for popular mandate.  RW himself berated that constitutional legality in the way he was chosen provided the required legitimacy to remain as president at least until the end of 2024, if not beyond.  

With his presidential status assured, RW immediately turned his attention to deal with his enemy number one, aragalaya rebels. This came as surprise to many independent observers both at home and abroad, because he was sympathetic to the rebels’ cause and demonstrated support publicly when he was in opposition. Why then is this volte face? On a personal level, he seems to have developed a personal grudge against the rebels after losing to arsonists his private residence with a library of around 10,000 books, according to him, during the post-Mahinda -resignation violence.  There is only a lingering suspicion and no hard evidence yet to prove that those arsonists were aragalaya rebels. 

Apart from this personal retribution, RW’s anti-aragalaya stand is a calculated precautionary move to prevent the IMF imposed economic agenda becoming a trump in the hands of rebels to provoke widespread protest against the presidency and its supportive parliament.  RW knows very well, and CBSL Governor also endorsed his fear, that the IMF agenda in spite of recommendation for income support to the poor and the needy would ultimately hurt those very groups harder than the others. It was with this fear in mind that RW visited the army Head Quarters in Akuregoda, thanked for and praised its services and apprised the commanders of future threats, which, needless to say, would include the aragalaya. The continuing arrests and detention of hundreds of youths and activists in the aftermath of that visit speak volumes about RW’s motivation. 

There are two fundamental issues on which RW’s so-called new system and aragalaya’s systemic change collide. Firstly, aragalaya’s demand for systemic change includes the principle of accountability of rulers to the ruled. To be precise, the rebels are fully aware that the current economic disaster was the product of gross mismanagement perpetrated by the Rajapaksa regime. The rebels and the public at large want those responsible to be brought to books. In contrast, RW is totally silent on this demand, because he owes his very presidency to Rajapaksas. He is virtually their prisoner. More than that, accountability in essence means eradication of corruption. Even though the IMF agenda includes this requirement as condition for the reforms to yield maximum benefits, there are no details about how corruption could be eradicated within the existing body politic. Corruption has become endemic and is part of the country’s culture. 

IMF recommendations are going to be implemented by a system that is corrupt from top to bottom, from ministers in the cabinet to judges in courts and clerks in government offices. To keep in line with those recommendations RW’s 2022 budget also contains certain income supporting measures to benefit the poor. But the weakest point is their implementation. This is why the World Bank in repurposing its previously agreed loans and directing them to issue fertilizer and fuel, is said to be “working closely with implementing agencies to establish robust controls and fiduciary oversight to ensure these resources reaching the poorest and the most vulnerable”. Thus, the existing system of public administration, overseen by corrupt politicians, needs radical overhaul, and on that RW has said nothing. Yet, he describes his IMF backed reforms the beginning of a new system. To the aragalaya youth this is patchwork and hypocrisy and not systemic change. RW’s grandiose ambition to transform the economy into an innovative export-oriented wonder and the country to First World status by 2048, would meet the same fate as GR’s “vistas of prosperity and splendour”, if the current system remains unchanged or finetuned. 

The second point of collision, is the future of ethnonationalism and particularly its Sinhala-Buddhist variety. Politics in Sri Lanka had been a fertile ground for the growth of ethnonationalism of all varieties and together they had been the stumbling block to create a united Sri Lankan nation.  It is on the edifice of Sinhala-Buddhist nationalism that the political and economic structures have been erected in this country. Every government that came to power since 1947 embraced this pernicious ideology and promoted it. The former president GR for example, did not mince any words when he declared publicly that he was elected solely by Sinhala Buddhist voters, and that he would do anything to promote their interests and protect the Buddhist sasana. His regular sessions with Buddhist monks only and in the name of injecting virtuosity in governance was only a smokescreen to advance Sinhala Buddhist hegemony. His Buddhist chauvinism reached its apogee when he appointed a task force filled with Buddhist monks and Buddhist chauvinists rather than qualified archaeologists to excavate and preserve ancient Buddhist ruins. particularly in the North and East of this country. This gave an open licence to the saffron army to encroach into precincts that are holy to communities of other religions and cultures. 

Aragalaya youth realized how damaging ethnonationalism had been to the unity of this nation and its economy, which has all the ingredients necessary to emerge as another Singapore. That realization underscored the youth’s commitment to remain not only apolitical but also areligious and a-ethnic. The rebels want ethno-nationalism to be abandoned in favour of an inclusive national ideology that would be inclusive, democratic and secular. But RW, his SLPP supporters and their affiliates would have no bar of it. All that the President could do therefore, is to try forming an all-party government with a jumbo cabinet to include a few minority representatives. Sadly, even NPP for that matter, which is pro-systemic change and believes in inclusiveness and secularism appears to be reluctant to advocate that stand openly, because of the fear of losing votes at the ballot box. This also explains why when that controversial monk and Secretary of BBS, Ven. Gnanasara, declared in Kandy that Sri Lanka belongs only to Sinhalese no Sinhala politician except the late Mangala Samaraweera dared to challenge or repudiate him. To that extent ethno-nationalism has pervaded the nation’s body politic.    

Without accountability, eradication of corruption and renunciation of ethnonationalism RW’s so called new system is nothing but old wine in new bottle. The Governor of CBSL has predicted that the next confrontation between protestors and the government would be bloody. IMF has laid the ground for such a confrontation.  Its staff level agreement to grant an emergency loan of $2.9 billion is pittance when compared to the total amount needed to service the debt over the next four to five years. Even that paltry sum is not going to be made available immediately, and the reparation measures attached to it would not help to achieve the expected economic turnaround without concomitant systemic change.    

Aragalaya is not dead, despite RW’s repression. UNHCR session in Geneva this month would feed further sustenance to the youth movement. The new generation would not rest but would continue its struggle even more resolutely until it achieves the final goal. It is an intergenerational struggle with unfinished business at the moment, but destined to win at the end, because history and world opinion are on its side.

      Dr. Ali seems to be reading too much into a very few statements early in the Aragalaya. On the ground in Sri Lanka, ethno-nationalism still is alive and well. Just listen to Sarath Fonseka. And there are more than a few “patriots” who think the Rajapaksas are above the law because they “won the war”.

      Dr. Ali seems unaware too that the current “Aragalaya ” is mostly IUSF inspired. In other words, professional “protesters”. They are certainly not the middle-class types who camped out at Galle Face. I don’t expect Dr. Ali to be able to tell the difference from Australia. These guys quite openly oppose privatisation/ restructuring of everything from education to oil or power distribution. In short, they want a return to the subsidy-ridden governance that brought us to this state.

          I think I do. Realpolitik. In an ideal world, where everyone is sweetly reasonable, it would be possible not to do any of the things in the list. But not doing these things in the real world would result in:
          1.The govt losing its majority.
          2. Formation of another populist regime.
          3. More shortages, because a populist regime can’t take tough decisions. Even Sajith P says he won’t divest “national assets like CPC”.
          4. Political instability, causing the IMF to run away.
          So, Lohan and Sanath are a small price to pay. Just hold your nose.

        Not just him, everyone who thought that the revolution has arrived was in for a big shock the way things turned out after 9th May, and many show difficulty in coming to terms with reality.
        By the author may not have much trouble with IUSF, as he was for a while a great admirer of the JVP

          Yes, certainly. I even went to Galle Face. But on May 9th evening I personally witnessed violence being unleashed by third parties, taking the brutal Pohottuwa attack on protesters as an opportunity They were well organised, even warning bystanders not to take photos. They were certainly NOT the well-meaning urban crowd at Galle Face. You don’t need me to tell you that the current “Aragalaya ” is led by the IUSF , which “joined” the Aragalaya. If you watch the TV, you will see that it is IUSF figures like Lahiru Weerasekara who make all the speeches. These nihilistic “revolutionaries ” are the professional protesters I refer to.

    RW has been legally(?) elected with the support of most members of SLPP and few others from the opposition. The secretive voting in the parliament did lead to the corrupt practice of huge money transactions. In effect the voting to elect the President should have been OPEN in order to prevent horsetrading. The acts taking money by the parliamentarians as well as switching party should be made illegal in the NEW CONSTITUTION that all of us are keenly awaiting. We are being duped by the 22nd Amendment that is being passed in the Parliament in order to CONTINUE the OLD SYSTEM of corrupt rule.

    The form that it will take in time to come will decide its future.

      Protesters will never go away. From 1949 through 1953, 1956, 1957, 1961… they have been there, repapered with different names. Protesters will not go, but Ranil Evil will be going soon. Langkang history is going to be like “thief and police game.” Mismanagement of government will continue to an indefinite period and peoples’ protests will continue in parallel to that and because of that UNP-SLFP recycling will continue. The Langkang loan is $100B. IMF’s loan is $2.9B (net worth $2.2B) for 48 months (about 4 years). That means IMF’s help is less than 600M a month. At the current consumption level oils import alone $500M. Further the money if being given to corruption fighting, political and legal process straightening, low-income class’s subsidy…. Then where is the money for loan interest, principal, investments……..? From the time Don Stepen messed up the Estate industry, no country has committed FDI on any useful things. This time China will not easily give up without taking a large chunk of land in the North. Royals job was indebted to China and Evil’s job is redeeming by surrendering the Langkang sovereignty. Japan and America are very badly misjudging the situation just like Ex Secretary, John Kerry did in his time. Mr Modi, the Indian PM, putting his head under sand & ringing his temple bells hoping the dragons will run away. Comedy Thamai!

      It is not linear, but complex with many ups and downs, It may take days, months or even years, but finally it will achieve its objectives.

      It is always irreversible systemic Change- Birth of a new social order.

      Revolutionaries need a lot of patience and change strategies frequently depending on the strategies adopted by the enemy.

      The enemy will always adopt cunning methodology and the revolutionaries should be always awake and respond in an appropriate manner.

        Evil Ranil is creating glamor by confronting unnecessarily with popular figures like actors-actresses. He created shows by fighting with Hirunika when she was participating in a protest. She slapped him back that she knows to maintain the mothers’ respectability and he should mind his business. Ranjan Ramanayake’ release is the show of the century. It was practically extending his prison term from 4 years to 7 years. No commonsense person let it go without criticizing Evil’s tricky negotiations on that release. Now Dhamitha Aberatne, a popular actress.

        This is how the Evil Emperor goes for Hara-kiri on a daily basis. What is the point of arresting her without a reason and putting her in remand, but claiming it is not a PTA arrest. Is that the Evil’s message that “relax, in Langkang all criminal laws are pretty equal to PTA ”? When did the police come to know that she was in the building at that occasion and when did they serve her a summons for a police inquiry on an expected criminal investigation. Yesterday, she was protesting against the arrest & confinement of other protesters. She was arrested for an incident of she was in a government building that was forced open by protesters, two months ago. On that occasion, so many people entered and exited that building for more than a week. Dhamitha’s face remained locked in the finder for two months and she was spotted on the on good opportunity and she was arrested. It seems, the Batlanda justice is coming back with the New Emperor’s ascension to the throne. Evil not just an ordinary fox but an eccentric mad fox.

      Is it a geriatric generation that is running the businesses and manning the state machinery?
      Uncritical support even during the blundering by the Aragalaya since July 9th, has not helped the protest.
      Where RW is scoring with the middle classes now is on the ‘stability’ and ‘law and order’ count. Many once-supporters of the Aragalaya re readily tempted. (I do not have their age profile, but can assure the juvenile author that it is not age but class.)

      The NGO-backed Aragalaya is gone for good, and that is welcome.
      What should emerge from its ruins has to be vastly different from the apolitical middle class model, if it should change anything for the better.

    We the “Right” & “Sensible” minded peop;e are ONLY requesting for normal Law and order to be carried out IRRESPECTIVE of the type of people[which political party they belong to or whom he/she is connected to or which religion or race they belong to].
    We want to get rid the corrupted politicians from the Parliament.

    Few realize it’s significance …….. The burnings in the night of the 9th of May has brought on a little of the long needed change ……… changes a trillion rational/irrational/beseeching words in this forum or anywhere else in the nation could not achieve

    A country’s debt’s debilitation on its population can be checked with income per capita/ debt per capita. Best is talking to the count of income earners or working population rather than ordinary citizens. A homemaker would be toiling the entire day, but her contribution does not help in alleviating the country’s debt burden. The history of how the loan came into existence is the main indicator of how successful the nation will be in saving its citizens from debt burden. Good examples are Germany & Japan who were crushed to the ground by the war, with the burden of many millions of reparation payments pending. Germany even lost its currency. But the story changed because of the abilities of its citizens. When Langkang Aanduwa kept borrowing, the Sinhala Intellectuals were pointing out America, Japan like nations who have massive amounts of loans. But the internal structure of those nations does not let the loans translate into debt burden and crush the people’s life.

    We have repeatedly pointed out the situation in Langkang that the Appe Aanduwa and Bald Heads have no answer if the seasonal rain continues for two days. Two days ago, the Evil Emperor had to stimulate the officials to take care of the flood victims, to save his job and IMF loan.

    Pakistan, same as Langkang, unorganized, suffered heavily from the recent flood. This year, floods and droughts are heavy in Germany, China, US, UK…….These countries’ citizens quickly recover from those disasters and go on with their lives. The Evil Emperor immediately came back from Australia when the Meethotamulla garbage dump slid. Unfortunately, still those problems are not settled. The Langkang debt problem is not something Ranil is waiting to solve. Look at the exchange rate matter, which one Yahapalanaya very badly managed and got listed as a money laundering country. In 1948, the estimated value of the dollar was only about Rs2.30. Now it is about Rs 400/- This measure telling well that what should have been Langkang income now, and where it has gone. The per capita expenditure to live in Langkang has been extremely higher than the per capita income there, so the average person had to bridge the life budget by increasing the per capita debt. It is so Simple. Appe Aanduwa never cared about the people’s income but only loaded them with loans. Ranil is saying that his job is only paying back the loan! Wow! The Sinhala Buddhist are going to fly in the wind once Ranil’s projects take over.

    Let’s think about two brothers, one worked for Appe Aanduwa and the other worked as a street vendor. Both were making 100/- per month and both felt short of 50/- per monthly for their life. They talked about it, and both went to the bank to borrow. Elder brother told the manager he had an unexpected expense and asked for 50/-. Manager approved. Younger one said he wanted to discard his cart and lease a truck and asked 1000/-. End of the month the government servant just balanced his budget, with the borrowed 50/-. Street vendor came back with 300/-. He had an excess of 150/-. He paid 100/- interest loan and saved 50/- to pay his principal in future. His story was the same for some time. But his elder brother has been borrowing every month a 50/- from office mates, neighbors, relatives, pawn brokers…….For a person only looking at who is indebted more, America, Japan like massive loan countries will look bad. In that angle, that person will look at the street vendor as the one in more trouble compared to the government servant, as he will not exceed his younger brother in loan principle until the 20th month has passed. But having 1000/- saved at the end of the 20th month younger will have his loan settled & will have doubled the income.

    There is no countable industry built by the Aapee Aanduwas with all the borrowings. They are banging with the house maids exported to ME without any human dignity and the male prostitutes waiting on the beaches for their next tips from tourists.
