Bringing an end to weeks of speculation and uncertainty, the highly awaited COPE report on the controversial Treasury Bond scam was presented in Parliament today.

However, by the time it was presented, ex-Governor of Central Bank, Arjuna Mahendran had already bolted out of the country.
The report was presented to Parliament by the Chairman of the Committee on Public Enterprises (COPE) Sunil Handunneththi this morning.
In his recommendation, Handunneththi said that legal action must be taken against Mahendran as he was responsible for the bond transaction.
The COPE report drafted by Handunnetti received the support of 16 members in the Committee, while the UNP members in the Committee agreed to Handunneththi’s report provided certain ‘foot notes’ were added.
Handunneththi’s report, also recommends that steps be taken to recover the loss of monies from those responsible.
Mahendran is a Singaporean citizen and was the 13th Governor of Central Bank. He was appointed to the post by Prime Minister Ranil Wickremesinghe. Despite his checkered past at Central Bank, no sooner Mahendran’s term at Central Bank came to an end, Wickremesinghe appointed him as the Head of the Sri Lanka Five Year Development Plan.
Meanwhile, the Joint Opposition has requested for a special debate on the COPE report, before the budget is presented in Parliament.

A request should be made immediately to Singapore Govt. to arrest and hand Mahendran over to be charged for financial crime.
His assets in Singapore should be frozen pending the trial.
So too Ajith Nivard Cabraal for bond scams and currency manipulation at CB.

In February 2015 CBSL advertised the sale of Rs. 1 billion in 30 year government bonds at an indicative rate of 9.5%. The sale was oversubscribed with 36 bids of totaling Rs. 20 billion. The majority of bidders, 26, bided for Rs. 100 million or less at a rate of 9.5%–10.5%. However, a few bidders, including Perpetual Treasuries Limited, wanted interest rates of 11%–12%. On 27 February 2015 the CBSL accepted Rs. 10 billion in bids at rates of 9.5%–12.5%. The issuing of ten times the advertised bonds, and at a higher than expected rate, was alleged to cost the Sri Lankan government an additional Rs. 40–45 billion ($300–$340 million). Perpetual Treasuries was issued, directly and indirectly, with Rs. 5 billion in bonds at 12.5%. Perpetual Treasuries was one of the primary dealers in the sale and is owned by Mahendran’s son-in-law Arjun Aloysius.

Jimsofty, it is not the first time, that a nonsrilanken national was appointed to the post. Please check it for yourself and come with the facts man. Besides, those who grew up in the country and lost their citizenship later for some professonals related issues should have the chance to get it back. Some countries allow them to get it back while others not. There are also higher professionals that lost their passports of the country of origin while they were given the new citizenships of the countriee they joined with thier profesional taskloads. Even today, this has been not fully functional. Gota had abused the right being taken from them for a period of 3 years. Since the new govt is born, only atleast some thousands were offered duality. I think this is an issue to be corrected by the authorities. Even if the lanken counterparts would agree, some countries like Germany would never allow it easily. So hope the authorities would focus on this sooner than later. That way only they can gain the expertese of those profesionals back to the country. Country needs them, remains for the outer cover of the book sofar in some cases.

position of governor of Central bank, Sri Lanka, as he had been a banker all his adult life, starting his banking career at the Central bank, He also had been a top executive in Banking industry abroad,
having secured enough qualifications on paper,and experience before he accepted this position. Neither, PM Ranil is no fool to appoint him as governor CM without having required qualifications. We will not be surprised if Mahendran’ s photo appears on the news papers,soon,showing
his return from where ever he went as he travels very often, whether on business or pleasure, no one knows. PM will not stoop to that level of sending a crook out of the country.
The best bidder got the deal though Mahendran indirectly helped his
SIL Aloysius to secure the deal. They have done it without infringing the law and the COPE can only blame him for the loss incurred by the

Many of them are the one wanted New King to block FCID inquiry on Old Royals and have achieved it. Further, when Ranil asked TNA COPE members to for vote with him, TNA did not give in. This is an indication that there was political process going in the COPE investigation.
Aloysius has filed a case, for libel, but he is probably in the looting. I do not see a reason for Mahendran’s runaway. Time for this guy to come back and tell truth to court. As have been the CBG first responsibility is his. If he was imprisoned he has to appeal it. He has to fight the case otherwise rather than hiding under UNP and protecting UNP. If show, this will become another reputation of Emil. He should not runway to protect UNP.

What Mahendran did was to introduce a system of auctions which is the correct way to do it. As Mahendran has stated, his son in law Aloysius resigned form the Perpetual Trustees company on his appointee as governor, the issue of the bonds was handled by a separate designated unit within the CB an award made.
