Bailing Out The ‘Gota’ Led Regime; A Wasted Exercise!

On 10 June 2022, the UN had warned that the extreme economic situation in Sri Lanka could develop into a “full-blown humanitarian emergency. Due to several policy disasters of Gota-led government, the nation has been sadly going through a slow motion implosion, Lebanon style with its economic fundamentals being off the charts in the wrong direction. As Sri Lanka, once one of South Asia’s most progressive countries is witnessing widespread food and fuel shortages, the ‘square peg in a round hole’ Gota who is singularly being blamed for this tragedy is still extremely reluctant to bite the bullet and do the right thing – resign and ‘go home’. A historic protest wave gained momentum as the dismal results of the government’s financial and economic mismanagement became increasingly visible, pushing Sri Lanka to seek international aid. However, unless those seeking to help the fallen nation realise that aid should be made conditional to essential political reforms, attempts to bail out will be a wasted exercise.

The crisis in Sri Lanka is one of the worst economic disasters in South Asia’s contemporary history. Although the interconnectedness in the global economy may not allow for an isolated view of the national economic emergency in Sri Lanka, following the pandemic and the Russia-Ukraine conflict which have exacerbated the Sri Lankan crisis, it needs no rocket science to conclude that a major part of the blame for this unprecedented economic catastrophe falls upon the unashamedly corrupt top levels of the government and gross mismanagement. Any amount of ad hoc measures whether taken at local or international levels will neither solve the crisis or mitigate the damage inflicted, unless this reality is taken into account. It is pathetic and humorous to note that the victimised people of Sri Lanka are expecting a windfall resolution while the perpetrators are allowed to still hold the reigns.

A discredited group (I will not call it a team) of politicians – PM RW and his jumble set of ministers led by the comical Gota, with their weekly announcements of doom and gloom and ad hoc measures are playing a waiting game to delay the eventual disgraceful exit of the Robber Barons – the Rajapaksas who have sold Sri Lanka for 25 pieces of silver. However, the economic experts have spoken out loud and clear. A top Sri Lankan Economist Nishan de Mel recently expressed pessimism about plastering solutions when the problem is deep and entrenched – systemic corruption in Sri Lanka having contributed greatly to the debt/economic crisis. He further questioned if the problem will get on the solution agenda of the talks between the IMF and Sri Lankan authorities for a staff-level agreement.

Another expert and UK diplomat Mark Malloch-Brown, the president of the Open Society Foundations also aptly pointed out that corrupt governance is the principal cause of the country’s economic crisis. He says that Sri Lanka has a history of diverting aid and that the International Monetary Fund (IMF) must acknowledge the reason the country is in this mess by putting this issue on the agenda during their visit. Otherwise, they risk bailing out corrupt politicians instead of people in need. True indeed!

As Nishan De Mel says IMF looked into the governance issues, in the case of Ukraine. Why not in this case! First Review of IMF Under Stand-By Arrangement for Ukraine states, “Maintaining the effective autonomy and governance of the National Bank of Ukraine—a key achievement of previous programs—is paramount. This will aid monetary policy in ensuring that currently high inflation does not become entrenched. Greater efforts are needed to further enhance the transmission of monetary policy, allow exchange rate flexibility, and accumulate reserves. Rebuilding the central bank’s supervisory capacity is also key. “Improving governance and the rule of law is a key policy priority. Progress on this front requires the full implementation of the enacted law to reform the High Council of Justice. The authorities also plan to strengthen corporate governance frameworks in state-owned enterprises and banks, boost asset recovery from failed banks, and press ahead with the privatization agenda.”. What is needed is not simply tinkering with macroeconomic fundamentals but transforming the entire structure of the economy, to gear it towards production as well as improve the quality of governance.

The Gota government totally messed up the economy, independent of the covid crisis. This economic pandemic is about the third pandemic Sri Lanka is facing, preceded by the Covid and Covid racism. Towards the end of 2019, and in early 2020 before the pandemic, the government enacted deep tax cuts in fulfilment of an election promise, presumably to help its election backers and stooges. This led to the loss of approximately one million taxpayers between 2020 and 2022— a massive challenge for an economy that was already suffering from widespread tax evasion. Prior to these tax cuts, Sri Lanka already had one of the lowest tax revenue-to-GDP ratios in the region; these cuts created further burden on the Treasury. For Sri Lanka, the consequences have been dire. In addition, the significant amount of monetary financing by the Central Bank worsened the inflation and exchange rate. Cabraals and Attigalas managed the economy with kid-gloves, even justifying printing limitless money to the annoyance of the economic experts.

In April 2021, a clueless Gota as stubborn as he usually was earlier as a military strongman, decided to completely ban the import of agrochemicals. His ill-advised and sudden switch to organic farming, despite expert advice, could be considered the final nail in the coffin for Sri Lanka’s economy. This idiotic sudden shift was like a time bomb waiting to explode and it did with all ferocity, putting the agri-nation into an irretrievable trap, leading to serious impacts on the country’s economy. This pathetic situation led to Sri Lanka importing not only rice, but also sugar and various other commodities, using the country’s FOREX reserves and thus worsening the foreign exchange situation in the economy. This also affected the tea industry adversely too.

Sri Lanka could find little option but to seek IMF support, which entails conditionalities related to budgetary cuts and trade openness, amongst others. IMF loans come with a set of conditions that are often restrictive for the debtor nations. Sri Lanka, despite its severe BOP crisis, did not immediately seek assistance from the IMF given its previous track record of faltering economic recovery. Eventually, however, sheer desperation drove Sri Lanka to IMF once again ,with Sri Lanka considering its options between IMF conditionalities and a deepening debt pool to China.

The emergence of a broad-based popular movement against autocratic rule is for many Sri Lankans a welcome change in a country traditionally divided along racial and religious lines. Organised in large part through social media, including under the banner of #GoHomeGota, Aragalaya protests have shifted from mere calling on Gota and his Rajapaksa family clan to exit politics and also demanding thorough investigations into their alleged large-scale corruption and political crimes, but also to institute a clean political culture as well. The parliament is today filled with those having incriminating track records. The newest entrant Dhammika Perera, tipped to be top minister is also a Casino-king with doubtful business integrity. This is like changing pillows to cure the headache as an idiom goes!

Thus, for the time being, Sri Lanka is stuck in a political standoff with Gota holed up in his own den, refusing to resign, even as his parliamentary majority is in question, while the opposition has failed to develop a coherent plan for removing him or for ruling the country if he leaves. Gota’s authoritarian, centralised and non-transparent decision-making is central to the crisis. RW is also widely seen as their saviour as well in the public eye. Surrounded by cronies and oblivious to criticism, his administration rejected repeated calls for a course correction as the crisis deepened. Sri Lanka has never faced this kind of economic and political meltdown. Sri Lankans across the island are increasingly desperate. Skyrocketing prices and a sharp drop in the Sri Lankan rupee’s value since mid-March—have made even basic commodities unaffordable for many families while the queues are becoming long. The risk of widespread food insecurity and malnutrition is growing. The economic pressures and rapid decline in living standards are traumatic for all.

As Sri Lanka seeks international aid including IMF, whether the IMF acts quickly will likely depend on how serious the Sri Lanka seems about reforms, and to own up the underlying causes for this catastrophe and the willingness to remove those cancers including the toxic Rajapaksa factor, as well as how eager the IMF is to avoid rattling the global markets that see Sri Lanka as a bellwether for a string of future potential defaults across the developing world.

As the intensity of the Aragalaya increases demanding Gota’s resignation, and as calls to hold him and his family accountable for alleged corruption and other crimes grow louder, the parallel attempts in the Parliament to develop plans to remove him or trim his powers, are also proving to be challenging. One possible road being is impeachment, opposition parties are still far from meeting the required threshold. There is much way to go, on the passing of the proposed 21st amendment to clip the Presidential powers. Political reforms to institute a clean political culture is a sine quo non for success of any economic recovery measures. There is no guarantee of success in negotiations with the IMF and international bondholders, if Sri Lanka cannot assure that any likely government will make and sustain the reforms and other measures they insist on as a condition to any relief package. In this direction, opposition parties should also forget all differences, and seek to work with serving officials on an urgent basis to craft a consensus set of economic policies that can win over the IMF.

Be it as it may, as both political analysts and economic experts fear, a lifeline from the IMF, while easing pressures on average Sri Lankans, could provide breathing space to Gotabaya as well, allowing him and his family to restore themselves. Alan Keenan from International Crisis Group echoes the above fears and says, ‘If Gota and his family clan cling on to power, they will be governing an angry, restless populace without the public support needed to impose the painful measures Sri Lanka must take to restructure its international debt. ..Regardless of the Rajapaksas’ fate.., the IMF should take steps to help ensure that any international bailout does not perpetuate the systemic weaknesses that have contributed to the current crises. To this end, the IMF should insist on reforms that can help rein in a bloated military, institutionalised corruption enabled by a lack of financial and political accountability, and systematic attacks on free media that make it harder to report on and challenge official malfeasance… If they do not, a string of unstable and short-lived governments is a distinct possibility, as few politicians will be eager to design or administer the new social and economic policies that creditors will require as part of any bailout package. Sri Lanka will warrant close international attention and support throughout the difficult years ahead”

It is imperative that the Sri Lankan electorate well known in the past for its slavish attitudes, and voting in corrupt governments in turns for just petty economic handouts, should also own up their connivance in bringing about this economic and political tragedy. An active public activism is an important factor in holding governments to account. Aragalaya has achieved many victories; but there is more to do. There is still the need for the Aragalaya to transform itself into a social movement. Sadly, the need for the Aragalaya has not properly been felt among the grassroots of society. The Opposition and the social activists should work together to educate the masses of the extent of the tragedy and the need to change the political culture and their perceptions of voter responsibility.

In an article in the Colombo Telegraph of March 21, Asoka N I Ekanayaka, a professor emeritus, put the blame for Sri Lanka’s sorry state squarely on the shoulders of the voters. They had, enthusiastically voted for their own destruction by electing the Gotabaya Rajapaksa government. “That millions would of their own volition invite a cataclysm that might spell ruination for themselves and their families for generations to come is amazing. It is tantamount to an act of collective national suicide bordering on madness rarely seen in the history of nations. Those who made the “fatal choice”, came from every stratum of society. They included the well-educated, the semi-literate, the rich, the poor, learned professionals, “pampered government officials wallowing in the perks and privileges of high office”, “unlearned monolingual masses”, and “sanctimonious Buddhist monks, pastors and priests who habitually pay lip service to truth and justice” and the millions of their simple-minded adherents.

The more any nation is able to involve all its citizens actively in nation building, the better progress it will make. To do this, it must have an inclusive attitude and implement inclusive policies and programmes, not divisive ones. Sri Lanka would continue to suffer until measures were taken “to reconnect the disconnected with the struggle for economic growth” as writer Ameer Ali says. It is imperative not only to throw out the corrupt ones and rescue beleaguered Sri Lanka, it is important to install future leaders- clean and who will rule with justice, equity, righteousness and peace to unite a divided nation, where everyone shares equally in the benefits; both international donors and the local electorate should realise this fact. Helping a Gota led regime is flogging a dead horse!

      Come on, Mr. Harees: bailing out the regime is part of the QUAD plus EU colonization plan for Sri Lanka!. ordinary folks are Guinea Pigs.
      In these 2 week while the IMF is in Lanka, the people are kept in fuel queues with provincial travel restrictions so that the International Sovereign Bond (ISB) traders can asset strip Sri Lanka and its citizens of ports, airports, lands, telecom, energy infrastructure, and destroy the education system also through DIGITAL COLONIALISM.
      The endgame is that Sri Lanka, located at the Center of the Indian Ocean Sea Lanes of Communication (SLOC), becomes a QUAD colony in the US proxy war on China and Russia in the Indian Ocean region..

        Whether RW can deliver is one matter.
        While I have my doubts, if we consider the realistic outcomes of Mahinda’a fiasco (if it was not by design) the choice was between agreeing to the full set of the GFG protesters and boxing on as long as possible until a suitable time.
        A predominant number among the 225 desire the latter. SLPP, SLFP and SJB will not risk an immediate election. They tried to bargain their way to power sharing.
        The lowest bidder (an outsider) won.
        Given the conditions on the ground, GFG demands cannot be fulfilled without drastic changes for which the 225 are not prepared. So one has to analyse within the parliamentary, constitutional and legal framework.
        Can one really imagine GR stepping down willingly? No global power wants to see chaos in the island, although sme may cynically wish a slight famine.
        If we are with the GFG protesters, than we have to work towards means of achieving the declared goal. that calls for a more extensive and vigorous campaign, which will take time to mature. But that will be dead against the wishes of the 225.

          The Aragalaya is idealistic, but don’t seem to have any plan beyond sending Gota home.
          From the “independent ” chameleons like Weerawansa , the Pohottuwa ranks , and the SJB, and Ranil himself we only have amoral realpolitik.

    Many commentators including specifically EE keep commenting on what a great job that the RATPACKSES did in defeating terrorism. When the “terrorists” (noting that in the ceylon context one man’s terrorist is another man’s freedom fighter) killed people died nearly immediately. HOWEVER, the TERRORIST//S RATpakses are TORTURING the sinhalas by lack of fuel, food, jobs, medicines, standing for days in queues etc etc and the killing by these RATPACKSES of the snhalas and thousand times more being killed by the RATPACKSES than that by the “terrorists” is a SLOW TORTOROUS SUFFERING ALSO MENTAL TRAUMA KILLING!!!       You have no idea about the mental trauma people went through during the time Tamil terrorists blew up people into pieces using suicide bombers and detonating claymore bombs. No doubt that people are suffering waiting in queues but the probability of them blown into pieces by a Tamil suicide bomber or explosion of a claymore bomb is zero. Isn’t that a great relief for people?

    The President s saying that i will not leave as a failed state and the world knows the PM is not elected democratically and no plan of near sustainability of country and having the plan of getting loan only and eminent of string of unstable and short-lived governments is a distinct possibility. This condition does not meet the world Lenders policy, the oil minister saying to country of multiple prediction oil shipment coming, then one day late, and now not coming, There is light end of the tunnel the light is from the passing train. Predictions are notably inaccurate. Short sighted mind.

    Mr. Harees: You did not mention the 2019 Easter Sunday terror attacks that targeted the Tourism economy of the island and luxury hotels and Chinese owned Shangri La Hotel which were claimed by the CIA’s branch of ISIS. as a cause of economic meltdown,when the first Lockdowns to destroy the Lankan economy and Institutions and policy making processes were trialed!
    Later, the US FBI took away the attackers phones in their cover up “investigation” and claimed that a BOT called Sonic-Sonic from Malaysia was the Mastermind of the Hybrid-war style 2019 Easter attack on the tourism dependent economy and society. Divide and rule and loot has always been the US CIA-FBI project and lets not forget the plan to sign SOFA and set up a military base in Lanka under the guise of fighting IS terrorism and enabling corrupt US citizens puppets and dictators like Ranil and Goon Goat to rule!

    It is a well known established fact and every Sri Lankan citizen understands it but they are unable to get rid of that corrupt governance because they are afraid of Sri Lankan governors, Sri Lankan military, and Sri Lankan Police who are ready to massacre civilians with their power.

    “Ranil kicks off “Land for all” program. What a joke this is when his government cannot get “Food, medicine or fuel for all” program going. While he issoliciting the international community for loans, what can people do with the land?

    Sri Lanka has a lot of fertile land that the successive governments could not make use of to produce food for self sufficiently at least. Without giving dedicated, effective leadership, Ranil wants to palm off the problem to people by giving away land. What is the guarantee these people will not sell the land and not produce any food.

    The Government, and the parliament have nobody who are incapable of leading the country to prosperity.

    SriLanka has spent 32.84 billion USD since 1983 to fight Tamils. The total foreign debts Srilanka has at the moment is 29.13 Billion USD. If Sinhala leaders prepared to share power with Tamils before they start sending their army to North and East, they would have saved 3.71 Billion USD now. Also, at least 200,000 innocents’ lives would have saved from the bloodbath. But, they are power hungry. They used religion and race to divide the country. Initiated violence on minorities using the state’s military and police. Now the entire country is paying the price for Sinhala Buddhist chauvinists’ actions. God can’t even save them now!!!

      Interestingly, a good Sinhalese Christian leader and a Tamil leader (Christian by birth) promoted the war.
      Also at different stages, Tamil militants fought on the side of the government against the LTTE.
      Of course, Sinhala chauvinism is mainly to blame, but there were also other interests at play, and we avoid talking about them.

      Didn’t Ranil Wickramasinghe hand over almost one third of the country to Prabhakaran on a platter after signing the CFA in 2002 to stop the war? What did Tamil terrorists do? Instead of stopping the war and live peacefully with indigenous Sinhalayo in a Unitary State, they continued to massacre Sinhala Buddhists to achieve their objective of establishing a separate State for Tamils in Yapanaya.

    We have been getting nothing but false promises, fed lies, and had plenty of high hopes that went nowhere. This ship in sinking.

    NOTHING will change. No Sri Lankan Superman will save the day. NO one at the top is a miracle worker. The same criminals, re-cycled and given different titles, will NEVER get us out of this mess they put us in. We are at a stalemate. Nothing is budging, or moving towards giving our people any relief from the long lines, shortages, and power cuts.

    It is inhumane for our people to suffer this way because a corrupt, incompetent, racist family, allowed their powers to go into their heads, lived off the fat of the land, and did not bother about those who (foolishly) voted for them, the ones they treat like peasants. They were given a second chance, and this time it turned out to be WORSE than the last time. People are starving, out of work, and Gota’s “brilliant” policies, and total lack of judgement and intelligence, has brought our country to this sorry state. As for Ranil, he has to share part of the blame too. His own selfish greed for power, and his desire to protect the Rajapaksa family, gave these rascals the opportunity to return to power.

    Remember this, and NEVER vote for any Rajapaksa ever again.

    Sri Lanka’s misogynist President and the PM have changed laws that were in place to protect Sri Lankan women who were sent abroad via the Foreign Employment Promotion Bureau. First, they changed the law allowing women at a tender age to go for difficult jobs. Then, they abolished the law that prohibited women who have children under 5 years from being sent for jobs abroad.
    I urge all low income women who are made to believe that they have a duty to earn dollars, do not let the legathgic politicians to exchange you for dollars.They don’t protect you or your family. Under-age rape is prevelent in Sri Lanka. The government hasn’t done anything to prevent it. A large number of rapists have been released on bail. As schools are closed, your children will go astray. Boys will take drugs and young girls will be subjected to abuse by men. Do not leave your children during a crucial period of their life. Stick to your family. Do not let the wealthy politicians exchange you and your children for dollars so that they can live a luxurious life. None of the politicians have done any sacrifice. Why should you?

      How many female MPs are in Parliament? How many women’s organizations are there in Sri Lanka? None of them have protested the changes made in migrant labour laws making it easy to sell low income women abroad, destroying the lives of their children. Sri Lanka has a long way to go for women’s and children’s rights.
      We see long lines for fuel and gas. That means, people have money to buy them. What is the situation of those who cannot afford such ‘luxuries’? The government has a responsibility to look after such families by providing them financial assistance. Instead, they promote women slave trade.

    While Sri Lanka is struggling to revive its economy, the world seems to be heading towards a war. I am talking about the conflict between NATO and Russia in Ukraine. Britain’s PM clearly wants the conflict to drag on and on until his re-election.

I have become an expert in war photography and people’s behaviour at battle zones and peaceful areas. By looking at the picture I can say that the missile attack on the mall in Kremenchuk was not done by Russia. Even the other two recent attacks in two ‘random’ places in Kiev (I saw them yesterday) which the Ukraine authorities “rationalized” as a message to the G7 summit, seem to be not done by Russia. I like to hear the other side of the story. Also, is it possible for Russia to publish photos of the new bridge built in Crimea and the new apartment buildings in Mariupol? (I wonder whether freelance reporter Patrick Lancaster could do a video about them.)

      It is reported that the pathetic UK Parliament has discussed attaching HR conditions to the IMF bailout for Sri Lanka. Should we be surprised by their legendary manipulation, coercion and aggression towards other countries through world bodies? Britain even coerces Ukraine to kill their own citizens with the same weapons provided by the West and credit them to Russia’s account to make Ukraine’s case against Russia more “convincing”. The British PM’s intention to drag the Ukraine conflict until his reelection is very clear.

        None of the cars parked there were burnt by the blast. That means cars have arrived after the blast. The claim that there were 1,000 shoppers inside at the time of the blast is hard to believe given the almost empty car park. Some world leaders use Ukraine for their personal gain. Their motto is “Slava Ukraini! Glory to Ukraine! Until the last Ukrainian! Cheers!!!!!” I feel sorry for Ukraine and President Zelenskyy. There is no going back for them. They are captives of NATO.

          The puzzle about the unusually enormous clouds of smoke after the missile attack on Kremenchuk ordinary shopping mall was cleared by Russia’s Defence Ministry which claimed that they targetted a warehouse of weapons & ammunition in Kremenchuk and as a result, a fire occurred in the nearby “non-functioning” shopping mall. Actually, some people who were familiar with the area had already revealed that this shopping mall “has been closed since March”. I thank Russia’s Defence Ministry for their remarkably candid statement (military

          NATO’s actions for the last 4 months amply proved the validity of Mr Vladimir Putin’s concerns about Russia’s sovereignty and security. What about Ukraine? Well, Ukraine willingly gave up its sovereignty in support of NATO’s military expansion towards Russia and, as a result, it is now facing the consequences. Ukraine’s best bet is to not let Russia elevate its ‘special military operation’ to the level of ‘war’, as it gives Russia a lot of “rights” (under international law) which may send NATO bosses hiding under the bed!

        As you can see, based on their side of the story (please see the first paragraph of my last comment) and based on the other side of the story, I gave my opinion. Ukraine has provided additional information such as a video clip of an adjacent park and pictures of charred bottles in a shop inside the mall. Again, the park was not crowded at all and charred, not crushed, bottles further proves Russia’s version.
        Russia has no history of intentionally targetting civilians. Once, a reporter said Russia had attacked 200 places in Ukraine which killed only 2 people. They could have easily taken over Ukraine in one day. The reason they didn’t do it is obvious.
        On a separate matter, the “muscular” NATO “girls” seem to be so obsessed with Mr. Vladimir Putin. They take pains to impress him. Yesterday, they attached two new fake eyelashes and started fluttering them non-stop. But he doesn’t seem interested. However, with one glance at the Suwalki Region, he can make their Article 5 run for life.

Motteyas, this is not the time to relive the Tamil Sinhala conflict pr argue about debts incurred to fight the war or devolution. This has already been covered. Meeharaka AKA Labba (because he loves to bring up his labba) borrowed this country to bankruptcy AFTER the WAR ended. In well documented articles he used his chief crook Niverd the SOB who lies every time he opens his mouth and should be jailed, to issue ISBs directly thru the CB and also thru our State owned banks. He also borrowed excessively from China taking double kick backs and spending the money on useless vanity projects. We are officially bankrupt and up a creek with no paddle. We cannot buy oil the life blood of any economy. No international bank will do business with our banks. LCs are rejected. We have now run out of oil. Not one middles eastern oil rich nation will raise a finger to help us all due to the arrogant nasty racist manner the Gobsen of a president treated Muslims. His brother Mahinda deliberately sabotaged our relationship with Japan by rejecting every Japanese funded project offering to Sri Lanka why? because the Japanese are honest and will not give him kick backs. He did the same to Russia.

    If anybody is honest at wanting a solution to this crisis the first. The thing that needs to happen is that the entire Rajapakshe clan have to be declared enemies of the state and stripped of their civic rights for several generations. It is useless and pointless railing instead at the current PM who is desperately trying to repair the situation. It is also an act of being ungratefull. Getting angry at his short comings wont solve the problem. The little Cooperation we are receiving at the moment is primarily due to him. The COPE investigations which never happened before RW became PM is slowly uncovering the monumental mess of corruption and incapability of our institutions. These findings add credibility to a country ruined by the family of scoundrels. Scoundrels who were brought back to power by you the voters who let yourselves be fooled by the Easter Sunday bombings.

    The Rajapashes’s took corruption to a new level. When will we see justice done? Not under this system of governance when the government and the opposition are hand in glove. Not only that but this country had been beset with the likes of Vimal W, Gamampilla …. Vasu, and many others who used nationalism and patriotism to destroy this county. Every move by subsequent governments to engage with other countries for development or trade was shot down as a bad thing for us. Now we can see the cascading impact of all these bad decisions that only helped these frauds to stay in power and make money at our expense. In fact they are still there talking like good Samaritans and our gullible public still believe them. If not for these rascals we would have world class universities at our door step also earning good foreign exchange, trade and investment at a much higher level and so on.
