Northern Province Chief Minister C.V. Wigneswaran is contemplating boycotting a high profile meeting with United Nations Secretary General Ban Ki-moon on grounds that he has been sidelined.

Even though a meeting has been scheduled with Governor of the North Reginald Cooray during Ban’s visit to Sri Lanka, Wigneswaran has not been extended an invitation to the meeting and instead the Tamil National Alliance has told Wigneswaran that if he wishes he could take part as a member of their delegation to meet the UN Secretary General.

As per the schedule released by the UN office in Colombo, the Secretary-General will travel to Jaffna on September 2, where he is also expected to visit a resettlement site.

The UN Secretary General will arrive in Sri Lanka today on a three day visit. During his stay, Ban will meet with President Maithripala Sirisena, Prime Minister Ranil Wickremesinghe and members of the Government and Parliament.

    Few more months left for Ban Ki- Moon what can he contribute to the victims and the reconcilliation.

    How can any sort of genuine reconcilliation and fair devolution of power occur when the elected CM is ignored or sidelined and at times ridiculed.

    Governer Reginald Cooray has to come clean if he is an honest person.

    There are Tamils News saying UNSG may meet NPC members. I have no way of checking those news.

    Whatever it is, the war took place in North. UNSG must consult the NPC of the progress. Otherwise, if he is meeting only the Goverment Agent, Literally, he is the cover up Government Agent, it is clear Ban-ki-Moon is visiting to satisfy Mangala’s request visit and rubber stamp there frauds for UNHRC, but not on the capacity as UNSG.

    While this is in progress, to overshadow this, the parallel drama Mangala putting is scary. He has sent out Old King to meet somebody at Kuala Lumpur on a paid trip. Who Old King meeting there will indicate how successful Mangala will be on getting Old King out of UNHRC resolution. Ranil is going to Singapore. When UNSG is here there are something fishy is going out there. It looks like Old King almost out of hook.

    I wonder, to make this more glamorous (or clamorous) only they refused CV access to UNSG.

    We may have to wait and see.

    Suggest that Mr. Vigneswaran CM, NPC accept TNA’s invitation and part-
    cipate in the meeting with UN Secy. Gen Ban Ki Moon.. At this meeting
    he should blast the UN coordinator for not offering an opportunity to
    meet the UNSG separately while the Governor is given that opportunity.
    The question arises as to if UNSG wanted to meet TNA, why did he not
    arrange to meet them in Colombo.It is not a done thing that he visits
    CM’s territory, where most of the Tamil problems exit, and does not meet him, at least as a matter of courtesy. Can the UN high command in Colombo give a valid reason for this planned insult of CM, NPC.

    The reason is simple. UN has to give many answers for the neglect of
    the two provinces where UN itself promised many a times on Jaffna soil that solutions will be found under their guidance and Mr. Vignes
    -waran, with his legal mind, would have pounded UNSG for answers, if he had one on one talks. However, The Tamils of N/E should not take him seriously as Hon. Ban Ki Moon is not a fact finding mission but
    on his last lap of his duties prior to his retirement and we wish him well.

        Now the war is over. Ban Ki Moon’s visit is more of a cosmetic exercise.
        In his view Sri Lanka is another country where UN has helped to eradicate terrorism and now providing humanitarian help to the displaced and those traumatised by the war.

        He is here to pat himself on his shoulder. He will pay lip service to Sampanthan and Wiggy make a customary rewuest to My3 and off he go.

        Addressing your question “What should the UN do to help us? (Tamils)” I added the Tamil bit.

        Other than humanitarian help they cant do much. That is UN’s mandate.

        They can’t even send a UN peace keeping force, now that the war is over, and ask the Sri Lankan Govt to pull back the troops.

        What the NE needs is direct foreign investment to create employment.

        Unfortunately all direct foreign investments are routed through the central Govt in Colombo

        I agree with Sampanthan to certain extent that all provincial councils , just not NE,(Dayan please note), need more devolved power. They need power to go out and bid for direct foreign investment.

        The issue with the Sri Lankan economy is that it’s Colombo/South centric.(Colombo and Hambantota)

        There is an urgent need to push the economic development to other provinces including the NE

        Its not ONLY Democracy but Economic development of NE and other regions that will bring racial harmony through prosperity.

        India is a case in point.
        Since opening up the economy every state in India has prospered. The State Governments such as , Dayan’s favourite Tamil Nadu, have the power to legislate tax havens and attract direct foreign investments.

      Quarter of the head of the states boycotted Common Wealth meeting in Sri Lanka. Number of boycotts were historically high. Last time I checked, they didn’t resign after skipping the meeting. Some people don’t seem to u deters for politics. Just going bla bla in the forum.

    The CM NPC is the elected representative. The Governor NP is a political appointee.

        While the CM has some support among the Jaffna elite, members of the NPC, parts of Jaffna mass media and diaspora he doesn’t enjoy much support among the TNA MPs. His (=TPC) real support among the masses in the North will be tested in elections. In the EP the CM has very little support.

        The CM is constantly been sidelined or boycotts meetings voluntarily. When he meets foreign envoys or media the result is a repetition of old demands, old claims and never any sign of real willingness for reconciliation and development.

        If I remember correctly the CM tried to arrange “direct aid” from the UN to the NP last year. He was also accused of in the same case having demanded a well paying job for a relative from the UN. The UN publicly rejected his attempts. Part of the story was in the media. I assume that the UN after this fiasco is careful with any contacts with the CM. I believe that the TNA MPs and the UN know more of the different dubious activities of the CM than the general public does.

    An open letter from The Sri Lanka Campaign for Peace and Justice to Ban Ki-Moon

    Dear Secretary-General,

    Much has changed in Sri Lanka since your last visit in May 2009. On that occasion you said “I have travelled around the world and visited similar places, but [these are] by far the most appalling scenes I have seen.”1 Many of the changes have been positive: there has been no return to fighting, the IDP camps that you visited have been disbanded, and most people in Sri Lanka feel freer than they did under the oppressive Rajapaksa regime.

    The United Nations, in particular the Office of the High Commissioner for Human Rights and the Human Rights

    Council, has played a significant role in this transition. However, Sri Lanka’s transition from armed conflict to a

    lasting and a sustainable peace is far from complete, and it is important to maintain the high level of international pressure and scrutiny necessary to see it through

    We would urge you, in your statements during your visit, to make the four following general points, and additionally to take up one specific case which we consider vitally important and emblematic.

    First, we would urge you to draw attention to the serious human rights issues that persist in Sri Lanka. Ongoing

    violations of human rights, including sexual violence, are still taking place in the north and east of the country. As a result, the climate of fear which used to grip the entire nation still exists among large numbers of people, particularly in those areas. Here civil society remains under a significant degree of surveillance. Furthermore, most land under military occupation has still not been released to its rightful owners, the draconian Prevention of Terrorism Act is still in daily use, and around 120 people are still detained without charge.2 This climate makes the
    implementation of Sri Lanka’s reconciliation and transitional justice agenda far more difficult.

    Secondly, we feel it would be appropriate for you to use this opportunity to apologise to the people of Sri Lanka

    for the United Nations’ inadequate efforts to prevent loss of life in early 2009. As you yourself said,3 the 2012

    United Nations Internal Review Panel Report demonstrated “that the United Nations system failed to meet its responsibilities”. Our research has shown that many survivors of the Sri Lankan civil war feel that they are owed an apology, not just by the Government of Sri Lanka for its actions, but also by the international community and the UN for failing to make greater efforts to protect them.4 An apology would go some way to restore their faith in the system and to build support for UN efforts to support justice, accountability and reconciliation in the country.

    Thirdly, we feel it is essential that you impress upon the Government of Sri Lanka the importance of fulfilling the commitments that it has made. As you have said, “the victims of all communities, their families and the Sri Lankan nation itself demand no less than a full and proper reckoning.”5 In September 2015 the Government of Sri Lanka

    co-sponsored Human Rights Council resolution 30/1, thereby committing itself to a series of actions which, if implemented in full, would give the opportunity for such a reckoning.

    Yet already there have been disturbing signs that the resolution will not be implemented. The first of the four mechanisms established by the resolution, the Office of Missing Persons, was brought into being with only very minimal consultation with the families of the disappeared, and the President of Sri Lanka has made a series of statements suggesting that no international judges, defence lawyers or authorized prosecutors will participate in the accountability mechanism, in direct and serious contravention of the resolution.6 We have been monitoring the implementation of the 25 action points contained within the operative paragraphs of the resolution. We find that only three of the 25 are on track, and we have cause for concern with regard to eight of them.7 We are particularly concerned about the absence of any substantial progress on the issue of accountability.

    We fear that the Government of Sri Lanka may not be committed to the programme of transitional justice, despite its importance for victims and for reconciliation within Sri Lankan society, and that the Government may feel that it has now done enough to satisfy the wishes of the international community. We trust that you will make every effort to ensure that your visit will not have the unintended consequence of reinforcing this perception, which would only undermine Sri Lanka’s hard-won and yet to be implemented reconciliation programme, and thereby the prospects for lasting peace.

    Fourthly, it is vital that the international community remain engaged in Sri Lanka’s reconciliation process for some time to come, and be willing to offer such support as is needed. It is therefore imperative that you publicly give the fullest possible support to the High Commissioner’s efforts to open a country office in Sri Lanka. A country office would support the process set out in Resolution 30/1, report on what is happening on the ground, and act as a bridge between the reconciliation process and the Government of Sri Lanka. We hope you will use your visit to advance the negotiations with the Sri Lankan Government on the establishment of this office.

    Finally, we would like to draw your attention to the case of Balendran Jeyakumary, a single mother from Kilinochchi whose son appears to have been disappeared and who was arrested and held in detention for almost a year after speaking out about this. She continues to be harassed to this day by the police.8

    This is not only having a terrible effect on Jeyakumary and her young daughter. It also has serious consequences for Sri Lanka as a whole. Jeyakumary is not a professional activist but a concerned mother. Her case is a totemic one, and her treatment is having a chilling effect. There are many mothers in Sri Lanka who lost children in the war. The way Jeyakumary has been treated is causing them to lose faith in Sri Lanka’s truth-seeking mechanisms, and to be less willing to participate in the Government’s mechanisms for tracing missing persons. We urge you to raise her case, its wider implications and effects, and the ongoing harassment of war survivors and activists of which it forms a part, with your hosts.

    Once again we did it at CT. We stressed here on meeting between UNSG and NPC elected members, people’s well being have to be first, not political revenges and tug of war. A decent invitation was given to NPC CM and ministers. They have gone to Jaffna Library and met the UNSG. It appears the blockade might have been put in place by New King.
