Bridge Old Divides Through Local Alliances

The local government elections that took place last week saw a consolidation of the democratic system in the country. The government followed the rules of elections to a greater extent than its recent predecessors some of whom continue to be active on the political stage. Particularly noteworthy was the absence of the abuse of state resources, both media and financial, which had become normalized under successive governments in the past four decades. Reports by independent election monitoring organisations made mention of this improvement in the country’s democratic culture.

In a world where democracy is under siege even in long-established democracies, Sri Lanka’s improvement in electoral integrity is cause for optimism. It offers a reminder that democracy is always a work in progress, ever vulnerable to erosion and needs to be constantly fought for. The strengthening of faith in democracy as a result of these elections is encouraging. The satisfaction expressed by the political parties that contested the elections is a sign that democracy in Sri Lanka is healthy. Most of them saw some improvement in their positions from which they took reassurance about their respective futures.

The local government elections also confirmed that the NPP and its core comprising the JVP are no longer at the fringes of the polity. The NPP has established itself as a mainstream party with an all-island presence and to a greater extent than any other political party at the present time. This was seen at the general elections, where the NPP won a majority of seats in 21 of the country’s 22 electoral districts. This was a feat no other political party has ever done. This is also a success that is challenging to replicate. At the present local government elections, the NPP was successful in retaining its all-island presence although not to the same degree.

Consolidating Support

Much attention has been given to the relative decline in the ruling party’s vote share from the 61 percent it secured in December’s general election to 43 percent in the local elections. This slippage has been interpreted by some as a sign of waning popularity. However, such a reading overlooks the broader trajectory of political change. Just three years ago, the NPP and its allied parties polled less than five percent nationally. They now command over 40 percent of the vote which represents a major shift in voter preferences and political culture. The votes obtained by the NPP at these elections were double those of its nearest rival.

However, the electoral outcomes in the north and east, which were largely won by parties representing the Tamil and Muslim communities, is a warning signal of ethnic issues that lie beneath the surface. The success of the minority parties signals the different needs and aspirations of the ethnic and religious minority electorates, and the need for the government to engage more fully with them. Apart from the problems of poverty, lack of development, inadequate access to economic resources and antipathy to excessive corruption that people of the north and east share in common with those in other parts of the country, they also have special problems that other sections of the population do not have. These would include problems of military takeover of their lands, missing persons and persons incarcerated for long periods either without trial or convictions under the draconian Prevention of Terrorism Act (which permits confessions made to security forces to be made admissible for purposes of conviction) and the long time quest for self-rule in the areas of their predominance

Translating electoral gains into meaningful governance will require more than slogans. The failure to swiftly address matters deemed to be important by the people of those areas appears to have cost the NPP votes amongst the ethnic and religious minorities, but even here it is necessary to keep matters in perspective. The NPP came first in terms of seats won in two of the seven electoral districts of the north and east. They came second in five others. The fact that the NPP continued to win significant support indicates that its approach of equity in development and equal rights for all has resonance. This was despite the Tamil and Muslim parties making appeals to the electorate on nationalist or ethnic grounds.

Slow Change

Whether in the north and east or outside it, the government is perceived to be slow in delivering on its promises. In the context of the promise of system change, it can be appreciated that such a change will be resisted tooth and nail by those with vested interests in the continuation of the old system. System change will invariably be resisted at multiple levels. The problem is that the slow pace of change may be seen by ethnic and religious minorities as being due to the disregard of their interests. However, the system change is coming slow not only in the north and east, but also in the entire country.

With control of 267 out of 339 local councils, but without outright majorities in most, the NPP must now engage in coalition-building and consensus-seeking if it wishes to govern at the local level. This will be a challenge for a party whose identity has long been built on opposition to elite patronage, corruption and abuse of power rather than to governance. General Secretary of the JVP, Tilvin Silva, has signaled a reluctance to form alliances with discredited parties but has expressed openness to working with independent candidates who share the party’s values. This position can and should be extended, especially in the north and east, to include political formations that represent minority communities and have remained outside the tainted mainstream.

In a plural and multi-ethnic society like Sri Lanka, democratic legitimacy and effective governance requires coalition-building. By engaging with locally legitimate minority parties, especially in the north and east, the NPP can engage in principled governance without compromising its core values. This needs to be extended to the local government authorities in the rest of the country as well. As the 19th century English political philosopher John Stuart Mill observed, “The worth of a state in the long run is the worth of the individuals composing it,” and in plural societies, that worth can only be realised through inclusive decision-making.

The Governments in the past failed because they used religion (Buddhism) to create a division of the people with their language and religion. JVP was a political movement for majority Sinhalese with the so called Communism but they are different to Communist Countries like China or Russia because they were under influence of Buddhism. Even after they come to democratic elections their stand on Buddhism and unitary state remains powerful and they can’t come out of it. Until Rajapaksa family messed up the country, Sinhalese are happy with the corruption of them and oppression of minorities and never thought of change of power. It is an opportunity for JVP to come to power they called them are against to corruption of the past but they never against to Religious and language superiority. Yes, Tamils also believed when they want to unite the people but it appears they want to create a country of one nation, one language and one religion. It is a challenge for them to prove it now.

        I think from the start of this discussion, “Religious superiority” is used in a complicated sense. As a matter of fact, all religions insist on the superiority of their faith. Some of them depend on their military strength to show the strength of their God’s grace. They willingly declared that their Alibaba boss is their God. But the political secularism that had already developed in Western Democracies, was spread through the UN and made all these hate mongers balanced, after the European Colonialists released the Kingdoms they captured, but the Muslim individual lords or Kings who conquered countries never released the countries back to owner religions. Muslims had converted the owners to Islam and expanded the army against left out local landowner refugees. This practice met with competition when the European trading companies started to capture the trading lands they were doing their business. Last week we saw a human being crowned as pope, reminiscent of the religious rulings developed in the Middle East and West. Hindu Dharma differs to that, which has no humans managed religious order. Before the Aryans captured India and introduced the start of Kaliyuga (hellism in lives), no order existed in any form of religion. There, nobody ever had come with a message from God, but meditation for self-realization.

        Many Religious Orders in the current Hinduism were for the defense, introduced by invaded Aryans against post invitations. Buddhism had elevated Buddha as their God descended to Langkang from air, while in India, Buddha Gaya Aatheenam still managed by Hindus and the materials composed by Buddha are assimilated within the other Hindu materials. (Some Ceylon Buddhists have organized teams to agitate to get the administrative authority of that institution, exclusively to Langkang Buddhists. But Mr. Modi has not yet attested the adoption of Indian Hindu Child to Langkang Sinhala Buddhists-not even the Buddha Buddhists).

        From the beginning, the Sinhala Buddhist Langkang, was constructed from Secular Ceylon sacrificing the multicultural community’s land and means of living. The divide and rule strategy were reinforced by purposely debilitating the richest Tamil society into the lowest class by depriving their political rights which were needed to protect their identity and properties. Muslims, which were the poorest, got uplifted as the most affluent. While passing the Indian Pakistani Act to deport the estate Tamils, MMDA was passed to rigidly isolated Tamils women who married Muslims, from their ancestral Tamil culture and protection of Thesawalamai law. MMDA explicitly enforcing religious conversion during marriage on a Tamil Woman.

        This is the feature of the MMDA that was used to convert Pulastini, who lived as an orphan, isolated and abandoned by her mother. She was a very smart child and dreamed of becoming a doctor through higher education, which is restricted to Tamils in Langkang, by many tricks and laws of Appe Aanduwa. After the government did not fund her study to medicine but funded for her conversion to Islam by forcefully creating a fake love scene drama, to enable the forceful marriage, and the Rapist Sinhala Buddhist police declared, it was she who created, organized & led the Jihadi war in 2018.

        MMDA is described more Draconian law than Sharia. One may wonder, from where the Christian Sinhala Buddhist Don Stephen came out with a non-existing doctrine to create Arabian Muslims from the Tamil Nadu fisher women folks, living in Ceylon. In all those fake identity creations, European conquerors of Ceylon provided the “Florida Lab” services, with the local rulers and the team serviced Colonialists (like Sadampi doing in CT).

        Maybe, but if they did elect them, it wasthe reaction by the majority of Sinhalese electing racist opportunists as their leaders to supress the Tamil minorites, and they elected them largely to safeguard their land, language, history, heritage and interests, not that it did them much good, as these people had very little power but still could make a noise in the parliament and make people aware to some extent as to what is happening. After the so called independence the minority Tamil representation to the parliament was deliberately reduced and the majority Sinhalese representation deliberately increased, when the opposite should have happened, like in other democratic nations, where the minority representation is higher than their population, inorder to safeguard them, in Sri Lanka the Sinhalese were just 66% at the time of independence and around 70% evern around 30 years ago but their share of the representation and public service, armed services/police employment far exceed their numbers even now. Therefore, who the Tamils elected would not have mattered; it was a largely xenophobic, racist Sinhalese electorate largely electing opportunistic racist Sinhalese xenophobes and rogues that bankrupted and ruined the island, and from what I can see, this current government is no better.

    Jehan Perera, democratic legitimacy and effective governance is what AKD is pursuing. It is good to let him do what he can, coalition being a difficult task, and also hindered by Mulana robbers, trying to recapture for a family that had non workers only, simply feeding themselves.

      I’ve heard that their team’s powerful NPP is currently upset about the upcoming weeks.
      It isn’t all it’s cracked up to be when it comes to solving even minor problems, let alone performing miracles today. This occurs when people trust “teenager-like politicians” with talkative mouths, who express things without having done their “homework properly”: Did not you or logical thinkers realize that the NPP was denying any “discussion with economists” prior to the election? Sri Lankan media is the nation’s biggest cancer. They are not intelligent or biased toward the public. They simply work for their own agendas, abusing people’s frequencies.

          LankaScot, All cataracts need surgery by an eye surgeon as there is no other way to insert a lens inside it’s owner’s capsule, while sucking out the hardened cataract material out of the capsule. The Scalpel is wielded by the eye surgeon in every case.

        right dtg . And you are right on condition that cataract surgery has to
        be performed before it causes low vision also called legal blindness ,
        which can reverse some vision loss , according to eye experts .

            But even if AKD, the country’s first citizen, continues to lie, there are many more people in this country who will applaud them and rejoice in his rhetoric, even if the substance is nothing more than hatred.
            And they are not even verifiable in terms of how they got along with them over the last eight months.
            If a leader is honest with his pledges, he makes every effort to keep them, not just with words but also with hard work.
            Unfortunately, we have yet to see AKD’s steadfast, honest performance in any field. He continues to lie, knowing that many people do not understand anything, I MEAN ANYTHING, just as a caravan moves regardless of a dog’s barking.

    us where with this hide and seek . Democracy under any mother’s son can be the
    same ? Within six months one win after the other will show us they are capable
    and trustworthy ? Then talk a little about the Absence of a long held tradition of
    Muslim Cabinet Ministers . At least One . If that tradition had been an addition to
    the value of Inclusiveness in our democracy , then where is it today ?

          The NPP has not yet learnt that democracy is not simply the rule of the majority. It also involves consideration of minority interests, by offering political office to members of those minorities even if they were not elected. That is the spirit of democracy.

              I look at what they do rather than what they say. For example, look at the fuss they make about the monument built for dead Tamils in Canada. Isn’t it ironic that they themselves commemorate people like Wijeweera? Then there is the matter of government-sponsored astrologers for New Year, the tamasha over the Dalada, and the the three-day ban on meat and alcohol over Wesak? Are these not majoritarian actions?             Can you or anyone explain to me why the NPP claims that those who won some seats in the LG polls are not winners and have no right to form a coalition? I believe they should be extremely incorrect in their basic knowledge. They do win many seats, but the total is less than 50%. So, as far as I understand it, even a collection of opposing parties that won seats can form a coalition and appoint their preferred president. They create false public perceptions in order to mislead: this should not be tolerated in a country known as one of Asia’s oldest democracies.

                  You might want to examine what Marxism actually is and look at the History of the Bolsheviks in what became the Soviet Union. How they managed to overthrow the Tsarist Monarchy and achieve power in a largely Agrarian Country may have been a lesson for Sri Lankan Socialists in the past.
                  SJ is far more capable than I am to explain the Ethos and Ideology of the JVP.
                  Many people here in Sri Lanka consider Che Guevara to have been a Marxist and Cuba a Socialist Country. Neither Guevara nor Castro were Marxists.
                  I can quote from the Bible, but it doesn’t make me a Christian. China and Russia have both embraced Capitalism. There are no functional Worker’s States extant in the World; an analysis of North Korea defeats me. Quoting from Marx or Lenin does not make you a Marxist; it is the Praxis of a Party and its Members that determines if it is Marxist. Lenin in his book “The State and Revolution” explains Marx’s view on what comes after – “The means of production are no longer the private property of individuals. The means of production belong to the whole of society”.

                learning ? There are thousands of quacks prescribing medication
                to vulnerable patients . There are Pharmacies running without
                pharmacists and only with a pharmacist certificate hanging on the
                wall . Why can’t Nalinda be a Health Minister when Keheliya and

                  I believe they made a mistake by cutting it down to 25 ministries, and that may be the main reason they haven’t taken any action as of yet. Despite the severe lack of medicine in the nation, the ministry led by Nalina Jayathissa is allegedly purposefully concealing the truth. They are also not spending time working to improve the patients’ quality of life. Why the opposition is so silent on this as of right now is beyond me.
                  Despite their lofty rhetoric, I believe that many people in the nation think that none of the ministries operate effectively today. People’s depressions increase quickly.

                    rest . Within the one fourth itself , I found something that I
                    made clear on this forum itself that their overall behaviour is
                    not sticking to democratic values . Our Old Guys , especially the

                    It is very hard to engage with you line by line because every
                    line of yours demand great deal of deliberation which is an
                    uphill task that guzzles gallons of time and energy . I am within
                    my limits even with my money . Someone who rejected stacking
                    up currency and also no interest in any offices . Just trying to
                    exchange a little bit of what I learnt with books and through life
                    experience with like minded ones of all walks of life .
                    The country as I see it , not ready to change from its way of life
                    for anyone else . The J V P is a flop . It recruit any one , just any one
                    to its rank without commitments from both sides , just in order to
                    destroy the old ones . So , now , where is the change ? I would simply
                    say , we are into a culture of believing lies . We don’t know to separate
                    the Truth From Lies . As long as this is the case , there won’t be a
                    future for the dwellers . And one more thing , we have time and again
                    proved to the world that we produce the creatures of Naivety in the
                    whole universe .
