Can President Gotabaya Get His Act Together?

President Gotabaya Rajapaksa completed six months in office on May 18. He came after the Sinhala majority voted him to power after they were disillusioned by the Sirisena-Wickremesinghe government’s failure to deliver on their promises. The last straw was the failure of the government in taking decisive action to stop the Easter Sunday massacre by Jihadi terrorists in spite to getting advance notice.

The first-time president, an army veteran, has lived up to his image as guardian of Sinhala Buddhist heritage and champion of the armed forces. He minced no words in his refusal to take action on accountability for alleged war crimes as promised by Sri Lanka at the UN Human Rights Council. He did not bother about the political hierarchy of his own party in making appointments, drawing from a pool of civil service and military talent. In his vocabulary, devolution has become a bad word; Sinhala being majority their writ will prevail he declared. It has left Tamil polity stranded as they are encountering a president, who has said a loud NO to their core interest – devolution. Muslims are equally unhappy as the aftermath of Easter Sunday attack has left them cowering from hostile Sinhala backlash in society. Muslim politicians accustomed to cosy up to the majority party in power are spending time to protect themselves from the long arm of law looking into their wheeling and dealing. Memories of earlier Rajapaksa rule are haunting human rights activists as the victims of enforced disappearances due to the war continue languish.

If there is an award for plain speaking politician, he would win it hands down. It is too early to ask the question how much it would benefit him in Sri Lanka politics.

He understood the mood of the nation to lay down his priorities: tightening national security concerns particularly relating to jihadi terrorism, tax cuts and incentives for small and medium enterprises, reducing inflation and beefing up economy and closely orchestrate actions to “curb corruption and prosecuting the corrupt.” He also quickly ordered structural changes to revamp economy and strengthen security apparatus including the intelligence set up and dismantled the corruption investigation set up put in place by the previous government.

The astute President has courted the Chinese, while remaining on the right side of India. It has paid dividends as Indian prime minister Modi reciprocated his gesture advancing a $400 million currency swap facility to bale out Sri Lanka from economic crisis. According to a New Delhi report in the Island, the President on May 23 sought a “special” $1.1 billion currency swap facility to boost Sri Lanka’s foreign exchange reserves under strain after COVID-19 pandemic paralysed the economy. India is likely to meet his request to ‘top up’ the $400 million the currency swap already sanctioned.

However, the COVID-19 pandemic threat has become the biggest challenge the President has encountered in the last six months. It is likely to last during the whole of 2020. As Sri Lanka has a fairly well organised public health system, it has managed the public health emergency better than some of the South Asian neighbours. The number of COVID-19 cases as on May 31 have reached 1620 and 829 patients under treatment while only 10 people have died so far. President Gotabaya has decided to impose a nationwide curfew on May 31 to avoid the unnecessary gathering of people as advised by health authorities. The curfew is likely to continue to till virus spread within quarantine curfew centres is brought under control. But tertiary effect of the Covid virus globally is having a crippling effect on Sri Lanka tourism industry and associated service industries. The other challenge is the loss of remittance income from overseas Sri Lankans which will swell the unemployed figure in the island nation. These are going to test President Gotabaya’s ability to govern under dire circumstances.

Two months back the President was in a hurry to hold the parliamentary election and dissolved the parliament six months in advance. He wanted to gain two thirds parliamentary majority in the parliament to rid of 19th Amendment to the constitution which curtailed some of the powers of the executive president and increased his accountability to the parliament.

However, it seems the COVID-19 has become the spoiler of his aspirations. Sri Lanka parliamentary election, which was rescheduled to be held on June 20, is not going to be held. The Election Commission (EC) has taken the decision to wait for the Supreme Court ruling on petitions challenging the EC’s decision on holding elections on June 20 when the Corona virus pandemic has crippled daily life. The parliamentary election act stipulates five weeks or 35 days as the minimum period for campaigning. In view of the Covid-19 pandemic, EC Director General Saman Rathnayake has said the commission would need 70 days to finalise preparations for the election. Rathnayake said more election staff would be required for the poll and to maintain social distancing more facilities would be required.

According to reports, the government is not happy with the EC’s inability to conduct the general election on the scheduled day of June 20. As a result the EC is facing criticism from government supporters. In particular, the EC’s objection to politicising the government payment of Rs 5000 to marginalised and poor families to help them during the lockdown period has drawn a lot of flak from Rajapaksas’ supporters.

The continuing uncertainty about holding the parliamentary election has become a major cause for concern for political parties and civil society alike. As per the Constitution, the election was to be held within three months after President Gotabaya Rajapaksa dissolved the parliament on March 2, i.e. June 2.

According to the constitution the President and the caretaker government can rule the country only for three months without a parliament. The President has refused to consider recalling the dissolved parliament, although almost all opposition political parties had requested him to do so. This has triggered a lot of discussion among leaders of civil society and political parties on the future course of action.

As Jehan Perera, civil society activist says “The direction of Sri Lanka’s democratic process hangs in the balance. As many as seven cases with regard to the general elections and the presidential decree dissolving parliament are pending before the Supreme Court. The outcome of the judicial decision may decide whether Sri Lanka will continue to be governed by the president and caretaker cabinet until the general elections actually take place to bring in a new parliament.”

If that happens the Rajapaksas may not be too unhappy; there is enough precedence the world over in many countries, where the governments have assumed extraordinary powers as part of the fight against COVID-19 pandemic. That could have unforeseen repercussions as under President Gotabaya’s dispensation more and more government bodies are being placed under Ministry of Defence (MoD) or under army officers. Article 44 (2) of the constitution enables the President to determine the assignment of subjects and functions to ministers and non-Cabinet appointment holders. In March, he placed the Department of Immigration and Emigration under the MoD. He assigned matters relating to immigration, emigration and Sri Lankan citizenship to the MoD through an Extraordinary Gazette notification.

President Gotabaya has now appointed senior military officers as secretaries to two key ministries. Maj General Sanjeeva Munasinghe, chief of the Army Medical Corps, is entrusted with the running of the Health Ministry, when the country is combating Covid-19 pandemic. Maj General Sumedha Perera(Retd) has been appointed as secretary to the Mahaweli, Agriculture, Irrigation and Rural Development Ministry which is the biggest ministry with enormous resources.

Six institutions including the Api Wenuwen Api Fund (AWAF) and the National Police Academy (NPA) under the Ministry of Defence. The AWAF was set up jointly by MoD and Central Bank to build 50,000 houses for serving armed forces personnel in 2009; the NPA used to function under the Police Department. The Academy of Financial Studies – the training arm of the Ministry of Finance, the National Authority for the Implementation of Chemical Weapons Convention which was under the Ministry of Industry and Commerce, Sri Lanka Institute of National Defence Studies and the Department of Multi-Purpose Development Task Force are some of the other institutions brought under MoD. The Multi Purpose Development Task Force headed by Maj Gen Nanda Mallawarachchi (Retd.) has been set up with the objective of creating a poverty-free Sri Lanka as stated in the presidential policy statement.

This would indicate the President has more confidence in officers of the armed forces than civil administrators. While it can produce results in the short term, it is against the civil administrative responsibility of elected governments. Under the circumstances, with no elected parliament in place, can the President get his act together to convince the public of his ability to meet their democratic aspirations with a caretaker government? Only Sri Lankans can answer this question.

I am not sure whether he managed to convince NGOs and Civil Society Organizations thriving on $$$$s, Toiyas in Colombo, racist and separatist TNA politicians, Mus Limg politicians who think they are ‘King Makers’ and Regime Change mafia that their ‘democratic’ aspirations have been met or will be able to meet.

          Who won the war against the LTTE ? The highly motivated sinhalayas (Especially when pitted against you thalayas) won it. The very forces that made a monster out of a rag tag Army helped us with weapons and information. Also The Hindians helped us break the LTTE into two.

            Hindians have already appropriated many parts of this island, their presence is most pronounced in the North. As far as they are concerned Sri Lanka is the Sinhala state of Hindia. North East are supposed to be part of South India, based on their policy of state building on linguishtic lines. You are focussed on Sambandan’s bump while Hindians are focussed on establishing their cherished idea of Akhand Bharat and spreading Hindutva ideology of fascism (proponent Madhav Sadashiv Golwalkar).

                Now that you thalayas have lost the war your only hope is for India to have north and East as part of South India. This will never happen. Indians want their influence over the thala heartland Jaffna. We sinhalayas seem to have entered into sort of an agreement with India on that.     At the Presidential Election people elected Gotabhaya Rajapaksa as the President, because they wanted a ruler who will rule the country with the planning and implementation skills he displayed during the war and later as the Secretary of the Ministry of Urban Development. They were also tired of the regular strikes by Doctors and other grades of medical staff and the inefficiency of government departments such as immigration and emigration. Hence, there is a justification for the appointment of well trained and results oriented military officers to these departments.

      This is exactly the thinking of the majority of people. He is on a mission to clean the prison system, I hope he will be able to along with his capable military officers.

      I am told there are separate set of lawyers who thrive on the drug industry. They make their living by appearing for the Kudukarayas. Most of the jailers are bribed by the kudukarayas. There are some judges and some politicians giving them cover. Irony is 95% of the drug addicts are sinhalayas while 80 % of the kudu businessmen are Muslims. The International NGO’s will intervene on the pretext of safegurading human rights. Lets sincerely hope he will be able to tackle the drug menace and save the sinhala youth. This will be a tougher assignment than knocking off the LTTE

    You should tell Mr.Modi not to give any money to Gota because (1) the Rajapaksas cannot be trusted with money and (2) they resort to cheap shots against India to rile up the Sinhala-Buddhists and steal their votes.

      Modi is not a fool like Gota. Modi knows very well Rajapakses’ are corrupt and they will not going to spend this money on development or improve the economy as they did with Chinese money. The money given Chinese made Srilanka to become a slave to them. The country is now indebted to China and could not refuse anything to China. Similarly now Rajapakse’s are begging for Money from India and they have now put Srilanka in to a never ending trap by India. In Total Srilanka is going to be a part of India and China. Rajapakse’s may get US citizenship to all.

    JVPrs have dont whole lot of good things representing opposition over there years, but that could only be possible if the ruling govt would leave some space opposition forces to protect democratic rights of the people. That is why we all thought without JVP s bold actions during the last 4.5 years, not even the terms ” BONDs” and how ” HOW THE REALATED DEALINGS in CB” could become known to the masses. Likewise, if there had not been a Tsunami disaster, people ( I mean 98%) within the country would not even know what § tsunami§ means.

    I think all these should repeatedly be discussed in local press, knowing the ground realities of people’s awarness. As some commenters on CT repeatedly mentioned ” srilankens in general feel that they are literate but in the reality they are not” – is very right looking back.

    I think, GR will be easier to manipulate the masses and bring them to SOMALIAN/Mugabe led ZIMBABWIAN style state, if oppostion forces would further be SUPPRESSED with direct involvement of MEDIA institutionas such as ” Derana TV and Hiru TV” senders. As many would be aware, masses would not read the news papers today, as had been in 80ties and prior to that, they would only rely on TV news to make their perceptions about whatever is the matter.       Apologies – it should be – JVPrs have done whole lot of things on behalf of the people, representing the VOICE of the masses, but when it went to elections, they were given nothing. It is like SHAMLESS pickpocketing being done by the people. I dont think that only JVPrs could do it, but young UNPrs; young Tamil moderates , moderate muslim leaders and even SLFPers could do lot more together with CIVIL society activites in saving the land than – old set of all parties. It is high time, people to think back and do the due if not today when ?

    I think this article is published by CT little too late. The SC had already made its decision. So only the last two sentence of this article matters any more. “Can the president get his act together to convince the public of his ability to meet their democratic aspirations ????? only Lankans can answer to this question. Dont you think they have answered just by electing Gotha ???? they do want a military rule (didn,t you hear the call for Hitler) where there should be no such aspirations , at least among minorities. Gotha is following the aspirations of Sinhala majority. I bet if all hose military men stand for elections , most will get elected and it will still be called DEMOCRAZY.     India wants a place in the Security Council and rightly so. Mr.Modi has an opportunity to show leadership by taking decisive action in Sri Lanka as India did in the Maldives. China was trying to spread its wings and Maldives ( 2000 miles away ) was in danger of falling into the hands of China and once China established Military bases it would have been too late to eject China . I remember India openly joining the Election Campaign to influence the outcome and got an India supporting Government insisting on an Indian Military presence.
    But in Sri Lanka Mr,Modi is allowing Gotha to run riot due to complacency as Sri Lanka is only 22 miles and in the knowledge Sri Lanka can be brought under her control with a Couple ships and military planes landing at Palaly controlled by India. But without devolution under 13th Amendment Gotha is colonizing Vavuniya Mullaithivu Mannar , Trinco and Batticaloa and it will be too late
    Unless timely action is taken it will be too late. What Gotha does frankly is a matter for the Majority. Gotha and his Cohorts are all THIEVES & CRIMINALS. There is no RULE OF LAW.

    Gota can not deliver what we expect from him. His administration is like a pickle. He is not a capable and visionary leader.He came to this position by chance. He is not equipped with leadership qualities and political experiences. Problem is not with him it is with us who appointed him as president. He is like a puppet. He is being drawn by the people who nominated him as presidential candidate. His party is directly depend on nationalism and Buddhism because people do not believe other political promises anymore. So it is our responsibility to be cautious and think how to protect our freedom . If we let this political game continue nothing will left for future generation. We need a new system which define suitable qualification that are necessary for a politician and a close monitoring system to regulate them. Today not only politicians but voters are too corrupted ,that is why failed and incapable politicians are reappointed.

    Gota is the prisoner of his own propaganda.

    He will not be able to go back on his ppromises, otherwise his credibility will suffer among his supporters.

    He has no choice, but to have to depend on army and face the consequences locally as well as internationally. So far, we are not aware of any of his visionary economic policy.

    China will not make any rash move that will damage their carefully built international image.

    Article 44 (2) of the constitution enable the President to determine the assignment of subjects and functions to ministers and non-Cabinet appointment holders.

    According to 44(1) deciding number of minsters in the cabinet & their subjects and the responsibilities are of PM’s authority. Under 44(2), President takes over any remains that is not dealt with. The confusion here is PM recommends and president appoints the ministers for the subjects. The SOE are assigned by President. President may no longer(After November 2019) be able to hold any ministries. So I don’t know what will happen to the left overs which are mentioned in 44(2). But during Yahapalanaya time, New King simply rejected Ranil’s recommendation and appointed whom he preferred. That is the reason Ponny never got Law & Order or Defense or any other ministry. Ranjit Madduma Bandara, who was not recommended by Ranil, got the Law and Order.
    No point in subjecting the current cabinet for long discussion. It is having very minimum number of minsters. King decided this was only a temporary arrangement until the elections is held. After the constitution is amended, King may add ways to bring in Military leaders as ministers to cabinet. Sri Mao became a Senator first and then moved to Prime Minster. This kind of political power maneuverings are common in Lankawe.

Even the rich cannot keep pace with the highly inflated necessary living expenses. The long term effects of COVID-19 can only be described as adverse at a minimum to dire in the extreme in all aspects of Sri Lankan lives,
    Heavy rains causing merry mayhem, the locusts have begun destroying the agricultural crops. Very soon, there will be no food left to purchase, even if one has the cash to buy.
    The Rajapaksa Clan is, of course, “Singing, Talking, and Dancing Baila ” quite merrily without any worries.
    The Fake President, the Psychopathic and Murderous Gotabaiya Rajapuka, being a Monumental coward of a man out of depth and not knowing his priorities, has made some questionable appointments by elevating all his military war criminal buddies high positions of power. Their only qualification is in murdering and mayhem, as evidenced in the latter stages of the civil war.
    It looks to me as if the President Gotabaiya Rajapuka is now laying the foundation for a “Quasi Dictatorship,” or a “Full-Blown Authoritarian Regime.”

    The 3 problem-causing elements you have mentioned have all come into this country from outside, uninvited and by force:
      1. Tamils
      2. Jihadi Muslims
      3. Covid-19
     
    ∙ Number 1 in the list namely the Tamils have caused millions of deaths and billions upon billion in losses throughout history, not to mention the destruction of our ancient cities causing bloodshed and mayhem. Over 16 brutal invasions upto colonial era and then in recent times over 600 suicide bombs, causing thousands of deaths one being your Prime Minister Rajiv Ghandi in addition to occupying 40% of the island by force and laying claims to much more.
    ∙ Number 2 i.e the Jihadi Muslims have caused about 300 deaths and some few hundreds more injured and a couple of billions in losses. This problem is now most probably solved
    ∙ Number 3 i.e Covid has caused 10 deaths upto now and a few billions in losses.
     
    Which one of the trouble-causing elements is most dangerous and has done most harm to this island is easy to see.
