Chandrika Chinthana, The National Government & 19A

By Dayan Jayatilleka

Dr. Dayan Jayatilleka

Dr. Dayan Jayatilleka

Blackadder fans will know what I mean when I say that Chandrika and Ranil have come up with a plan of truly Baldrickian cunning. They let it slip while speaking on separate occasions after the formation of the so-called ‘National Government’.

Ranil said that the change that had been initiated, promised to take us back to 1948 or 1951 and reverse what had befallen us since. The uninitiated may wonder what the reference to 1951 was. It is all very simple. That’s the year the SLFP was formed with Chandrika’s and Mahinda’s fathers breaking away from the ‘parent party’ the UNP. So the plan centrally involves the reversal of that breakaway and the re-merger of the UNP and the SLFP under the hegemony of the former.

For her part, Chandrika, speaking at a well-attended meeting graced by Rosy Senanayake, to donate essential nutrients to lactating mothers, said that the new equation would, if it could be made to last twenty years, lay the foundation for irreversible change and progress. De-coded, it is exactly the same message that JR Jayewardene gave in 1982, namely that the “electoral map can be rolled up for ten years”. Chandrika has just got twice as ambitious.

As Peter Cook used to say on Beyond the Fringe, “but there’s a flaw in that theory” (to which Dudley Moore would heckle a loud, long drawn out “yes”). Whatever his motivations, SWRD Bandaranaike made a huge contribution to the liberal democratic market-system by creating a moderate alternative to the conservative, right of center UNP. The SLFP was a left of center party, social democratic in domestic policy, nonaligned/Third Worldist in foreign policy and moderately (Sinhala Buddhist) nationalist in ideology.

Maithri-Ranil-ChandrikaIn the absence of the SLFP, Sri Lanka would never have had a stable two-party system. Politics and society would have been polarized between the Right and either the trade-union based Left (LSSP-CPSL) or the rather more radical-nationalist Left of the charismatic Philip Gunawardena. (To strike a personal note, I suppose it is symptomatic that having delivered the 36th DA Rajapaksa commemorative lecture at the New Town Hall with CBK in the chair in November 2003, addressed the 20th anniversary public event for President Premadasa in 2013, I shall be delivering the Philip Gunewardene commemorative lecture this year. Ideological ‘triangulation’ would show a clear option for strong populist-patriotic leaders).

In sum, the emergence and existence of the SLFP as the democratic rival of the UNP stabilized the System. Clever girl that she is and has always been, Chandrika has just stuffed her father’s and mother’s party, the SLFP, back into its UNP womb—which is something her brother Anura would have loved to do, under JRJ’s spell.

Partnered by that other scintillating intelligence Ranil, Chandrika has just assisted in and applauded the reversal of the intra-systemic alternative; a reversal she actually hopes will last two decades. She wishes to follow up this re-merger with two, not just one, dramatic structural reforms of the Sri Lankan state, namely the downsizing and near-total dismantling of the executive presidency through the 19th amendment and “resolving” the problem of ethnic reconciliation.

So, two, not just one structural reform of the state, in two directions, on two axial routes, and in relatively rapid sequence, to be undertaken after the safety valves and safety net of the two party system have been just disabled and slashed by Chandrika and Ranil. This bright pair may have just destabilized the systemic platform on which the democratic Establishment stood and indeed took root for over half a century, providing much needed cushioning and most crucially, balance and equilibrium, through the extreme turbulence of protracted crisis and conflict.

The Sri Lankan reading public awoke a day or two back to the deeply disconcerting announcement that ex-President Chandrika Bandaranaike Kumaratunga will be handling the vexing task of ethnic reconciliation. This is slightly less reassuring than an announcement that M.I.A has been tasked with drawing up a code of conduct for convent schoolgirls or Ayman al Zawahiri has been entrusted the drawing up of a syllabus for teaching of comparative religion.

Chandrika Kumaratunga was a signal failure in the search for political reconciliation when she was a popularly elected president. She had everything going for her. Today she neither has executive power nor popularity. It may of course be argued that she has influence without responsibility, which is a close approximation of the power that a certain profession is said to have enjoyed down the ages. She will have no more success this time around than she did the last, not only because she is less well placed but also because she has not accepted that she erred egregiously in the past and has not rectified the source of her errors.

That said, in another sense she is perhaps the best placed for the job, depending on the job description. If the job description entails (a) the dismantling of the strong, stabilizing centripetal state structure that Sri Lanka has (thanks largely to the late, great, JR Jayewardene) (b) the retrenchment of Sri Lankan state power and (c) the opening up state sovereignty to hegemonic foreign and Diaspora penetration, then CBK is your poster girl. In tandem with Ranil Wickremesinghe whose Ceasefire Agreement marked the most humiliating retreat of national power, CBK and RW are the Dream Team for the roll-back of Sri Lankan state sovereignty and national power.

There is none better than CBK to implement the publicly proclaimed prescription of going “beyond the 13th amendment” towards federalism. This is precisely where CBK started from two decades ago, with her political ‘package’. It envisaged the redefinition of the very basis of the Sri Lankan state as a “union of regions”, which is of course the federal principle, as distinct from the devolution of power within a unitary state.

What would be the consequence if Chandrika Chinthana, which neatly coincides with Sam and Suma’s Song, Wiggie’s Vision and Modi’s Mode—“Beyond 13A, towards Federalism”– were to be implemented? To name but a single upshot, the State and Government of Sri Lanka would be unable to decide on the allocation and utilization of land according to overall national needs, including demographic pressures, because the powers over land – almost two thirds of which lie in the North and East–would be with the Councils, backed up by the power over the Police and internal law and order, as in India.

We may be pardoned for concluding that in terms of intellect, political erudition and sheer political intelligence, Chandrika is to SWRD Bandaranaike what Ranil is to Esmond and Lakshman Wickremesinghe.

Wished the breather you offered us these last few days was somewhat of a more permanent nature. Cannot help but tell you that it was such a lovely passage of time for us all, blighted only by that freak Mahindafala passing some filthy wind from somewhere…..

Why are you not going to the Ratnapura Rally Organised By SLFP Snubs? You were there at the Nugegoda Rally of the Shills, Whitewashers and idiots.

We all understand that the MaRa shills and cronies need something to do. They are disoriented, without Medamulana Mahinda Rajapaksa. They are like Mahinda Sheep. Without the MaRa Shepard , they are crying… just like a little kid crying for the mother…

what a man carrying the levels of Malice – that of Wimal Buruwanse- could know about the future of the country ? All the current affairs against Mahinda Rajapakshe created a new era where all folks will be given a chance to express themselves better than had been before the 8th of January, but the ilk DJ supporting for his own gains ( about which not many iwth brains would get it easily)-as it is becoming clear- all those who have got charges to have been corrupted are getting rallied under a man who support the corruption and abuse in this country.. why academics of any kind to back the bunch is the question that any one with a brain the size of that of a bird would raise here. But here DJ`s ego is above the country and nation – This man is no go actually. What matters is we are today on the right way to the reconciliation with ethnic minorities.. nothing else…

      Mr DJ,

let alone today, open your eyes and sit on the side of the rulers. That is the only way you would want to share your knowledge towards the real peace of the country. Leave all the differences for the sake of the nation – if you really want to see it happening. If you would sit with dogs further, not a smidgeon of your efforts could help for the benefit of this nation. Your father -w as a great journalist – but we the peace loving of this country see it there is a huge distinction between you and that of your father. He would have gone mad the way if he happened to see what made you to become mad as it is the case today.

We were wondering DJ was missing last few days with his “know it all articles but he was seen in the Sirasa TV channel late night
criticising the Foreign Minister Mangala Samaraweera. It was like sour grapes for him to see the F.M. perform and making some solid inroads in other countries in favour of our motherland.
Now, he finds Chandrika also involved and has chosen to build bridges between the communities. DJ on the other hand would like to see permanent conflict between the Sinhalese and Tamils so that he favourites like MR can thrive.

Just go back to all his articles he has never raised any issues with so much corruption committed by the previous regime which has driven the country to a low level. His only targets were to promote Sajith before nominations last year and to this effect he was always attacking Ranil, Karu etc in line with MTV/Sirasa news. When Sajith could not succeed he started with promoting MR which also did not succeed.
These guys think just because they write long articles, people believe in them. You can see from the comments of the readers to his articles.

DCN you are jolly right. It was disgraceful that a prominent News Channel thought it fit to carry out a propaganda war against Ranil in their daily newscasts for weeks if not months on end and in support of Sajith. The fact that Ranil didnt turn a hair throughout it all, and took it all on the chin without feeling the need to retaliate, speaks volumes of his sense of decency and political maturity. Also the fact that he has done nothing that can be termed vengeful now that he enjoys power, says much for his political culture. Was it not Lincoln who said ‘give a man power and then you can see his character’? The really strong, do not need to use the power they have.

DJ has not once spoken of the vast scale plundering, waste and corruption seen during the previous government, nor the ‘political disappearances’, the dismantling of the once independent judiciary that have been a permanent blight on this country. Since he has more than amply demonstrated that he can never be an impartial political commentator, he has lost much of the gloss he would have otherwise earned through his very obvious learning along the way. Pity, but as a commentator, no one should be able to tell of anyone’s affiliations or partiality. On that score alone, DJ fails massively.

        Justice & Fairplay

Appreciate your comments. Good journalists could give a fair picture of all what is happening around us especially in the country’s political management. They should report the truth without any fear or favour. They should not use the media to propagate their biased news.
As readers we forsee tge frend as towhat DJ would write in favour of whom and whom he would be disgracing.

Similarly, there are few other journalists, electronic media etc who also promote only biased news, e.g.Sirasa tv where they keep harping on one or two persons whilst they never utter a word against certain personalities. This is not true journalism but they only are trading on “production” of news.

Today tHOSE who hate DJ the Mr Know All of all times are becoming more.

Those cant raise the question at to why the bugger stands against the current rule supporting the most abusive ones who looted the poor man’s funds will have to change their minds in the long run. I have no doubt the MEEHARAKA gene accompanying those men and women will realize it soon.

See President ‘s brother got killed -through a pvt dispute – that brtual incident proves that Family Sirisena has not abused the power – if this was the case with Rajaakahse family- as the way they abused all the assets of this country -Rajapakseh distributed ppoor mans funds for his kith and kin and any criminal gangs to get bred in this country…. If not now when they the people would get that passed – MY3 s rule is the way out for the future of country.

I am shocked to see DJ stooping to such low levels. Is it because DJ fears that she will go for reconciliation with Tamils?? Such language from an educated sinhala intellectual….! These guys are sickening racists! LTTE was calling any Tamil who opted for reconciliation as traitor and was contemptuous of them. But this ‘sinhala intellectual’ is worse than them.

I am all the more convinced that Tamils should go with CBK, Ranil and Sirisena, despite their past.

“This bright pair may have just destabilized the systemic platform on which the democratic Establishment stood and indeed took root for over half a century, ….”

Democratic Establishment indeed with white vans, enforced disappearances, genocide and what not!

“What would be the consequence if Chandrika Chinthana, which neatly coincides with Sam and Suma’s Song, Wiggie’s Vision and Modi’s Mode …”

That sounds good rhyme, why don’t you take up writing some poetry instead of dabbling in politics?

In sum, Dayan is smarting in his pants that his Sinhala Buddhist hegemonic ambitions may get thwarted in the future.

This Sinhala chauvinist calls JR Jeyawardane great: The one who said that … that if he starves the Tamils, Sinhalese people will be happy…

Whoever a leader in Sri Lanka he should be responsible for the welbeing of nearly 20 million people in Sri Lanka. At the first place a leader should give priority for common good without being self centered. Surelely we could observe that through words and actions of a person. Sometimes a person may work for common good but his underline intension may be selfish. A leader should have genuine concern towards welfare of people. Such people would never deceive people for thier own unduebenefit.Whatever a leader does for people’s benefits if people no longer accepts his dedication he should have the courage to quit the situation respectfully.Today people have a opinion if people do whatever a leader says since thy are afraid that should be the quality of a real leader. My view is leader should discuss an issue with all relevant parties, but leader himself should get the final decision and he should be able to convince others the basis for his decision. Then there is no necessity to hide important decisions from the relevant parties. If by any chance he doses a mistake he could humbly accept it without being unnecessarily open. The issue today is all we see are sort of dramas. When we get the reality Perahera gihilla iwara.

Dayan your imaginations have no limits other than justification for your believes. People call it cognitive dissonance, which work in mind with deletion, distortion and generalisation to prove your point of view. It’s very strong psychological force keep man kind consistently make erroneous judgement however much they have acquired knowledge. You know the history better to prove my point. That is why half of your life you fought for self determination of ethnic minorities and with rest half fighting for self determination of your self.

You like it or not CBK is the better person for reconciliation and finding an acceptable solution minimum as short term experimentation. We have nothing to loose. We have to unite the people where every one feel they all belong to one family as Srilankans. You need heart, courage, trust above all love to feel your children’s needs. You don’t find this in books. More you read without these basic characters more you become disillusioned with fear and suspicion. Marx won’t exist if he didn’t deeply love working class people and feel for their sufferings. He wrote his theory with heart, mind and soul as a great human being.

As you have mentioned, CBK should accept her past mistakes and erroneous judgements. With Ranils help this time she could do it. your constructive engagement will help our people enormously. I would very much appreciate if you consider this option seriously. Don’t worry about two party system, if AKD review JVPs mistakes genuinely they don’t need to disappoint you.

You understanding as of JVP was wrong about PTOMS. With modifications for more check and balance in place this would have created conditions for a negotiated settlement without killing 100,000 our own Srilankan people belong to all communities. Perhaps may have created 100s of Karunas. That was a great opportunity missed. Diaspora too contributed by collecting millions if not billion into their coffin after tsunami and got their heart completely ruined.

We need heart and courage to see all Srilankans as one family and have parental approach to solve their problems. Buddhism have strength and sprit to guide majority of people to protect and care for vulnerable minority of people to nurture a colourful rainbow nation.

I would recommend you to spend one month travelling around North and East and meet your brothers and sisters feel yourself as a parent or guardian to recommend what is good for the country. Come out with your own home grown solutions for our peoples tragedy.Regards.

If RW-VP pact did not satisfy the Tamil political class for a negotiated settlement do you think few additions to PTOMs would have?Tamils were overconfident over the invincibility of LTTE they decided to go for the ultimate prize whatever the cost in blood with a clean surgical operation. Sajith, ask yourself honest to your heart if in the year 2009 RW or CBK were in power where would we be today? Whom are you trying to fool? This is the lesson Sinhalese should remember for the eternity to come.

When political scientists run out of ideas please advise them to use words that they don’t really understand in order to hide their own intellectual bankruptcy. Here is a short lists of words/phrases “I coined” earlier:

      ethnic group,
      ethnicity,
      ethnic marker,
      ethnocentrism,
      ethnography,
      ethnology,
      ethnomethodology,
      evolutionary psychological mechanism,
      structural anthropology,
      false consciousness,
      ……….

I haven’t got a clue as to what the above actually mean.

Solomon West Ridgeway D-B a “”..moderately (Sinhala Buddhist) nationalist..”” You nearly had me choke on my dinner koth’thu!

Both SWRD and JR were visceral blood brothers at the vanguard of the ugly post-independence scramble to win the hearts and votes of the Sinhala-Buddhist majority. There was nothing ‘moderate’ in what they set out to do. These two ex-Anglicans went about with a grim determination to follow the old colonial tradition of ‘divide and rule’.

Both shared one common moment in their political careers; Banda froze in May 1959, and JR froze in July 1983.

Each of these, in their own ways, prepared the template for the continuing shafting of this country and its peoples.

In terms of economic policies, there is hardly any difference between the UNP and SLFP as both are capitalistic parties. Incidentally is there any ( except for some minuscule ones of hardly any social effect) socialist parties in the country today? As for social policies the virulence of Sinhala ONLY is now long lost as English is again ascending the throne, countrywide.

So, what is so strange in the UNP and the SLFP fusing together for the benefit of the country? Only a few racists like you will cry in the wilderness!

    Dayan

I am happy at least you are there to enlighten us on the dangers of proposed amendments to Constitution which will result in a weak central government and thereby might pave the way for a dream separate state of the extreme guys, elite Tamil friends.
The so called genocide since 1948 ,clearly shows ,extremist tamil have not given up their pet project as yet. it is further confirmed by the vile verbal attack directed at you by guys like Thiru commenting on each article.may the guy who has taken over the mission from VP.

LTTE guys forcibly recruited poor tamil boys and girls from oppressed castes and used to achieved the elite tamils’ dream separate state. Ordinary tamils like we poor ordinary sinhalese fellows only want to jobs ,education and peaceful life. during the war as LTTE used civilians as human shields perhaps
some civilians would have died. but there was no intention to kill them by govt forces. For death of civilians the prime responsibily lies with LTTE ,who not only kept civilians as human shield but those civilians who tried to escape were shot.
Hence may be so called reconsiliation should be between Tamil elite represented by Perhaps TNA and our oppressed tamil brothers and sisters .

So these proposed changes to constitution can not bring so called “reconsiliation” and purpose of it is to reduce power of executive presidency, as Ranil can never become a president of Sri Lanka as, he is not a true representative of Sri Lankan people but a sort of agent of west and super elite class of Sri Lanka irrespective of ethinicity. otherwise ,why the hell Ranil has to bring a man from Singapore ( I have no issue whether he is tamil or,sinhalese),to appoint as a Governor and Kabir was given three very important ministries, Ministry of Highways,Ministry of Investment Promotion and Ministry of Higher Education.
I do not think Ranil wants to see Sri Lanka is disintegrated but in the process trying to establish a powerful position for him by manipulating the constitution , he unintentionally ,might pave the way for breaking up of our motherland.

So Dayan pl keep on writing and be a guide to us who are not political scientist ,hence cannot understand implications of manipulations of our politicians to achieve their personal goals.

These three wrecking balls, Ranil,Sirisena, and Chandrika are on a demolition mission to destabilise the political system of Sri Lanka. Self interest groups are intoxicated with newly gaind power, money and positions. They are blind to see what is going to happen in the future.

The writer Dayan Jayatilake mostly receives brickbats and insults from his readers on CT. I am sure he secretly reads these comments although he appears not to respond to any of his critics on this forum.

I wonder if he mistakenly feels that those who vociferously criticise him are the minority while the majority quietly appreciates his views?

If not, he must have quite a thick hide to continue to send confusing signals to ordinary readers with his “analysis” of political gambits of the major players in Sri Lanka.

Actually Dr Daya might be right because most of the people who support MR are very unlikely to follow CT. I don’t think that villagers in rural South even know that CT or Dr Daya exists. Are they not the ones who mostly voted for MR?

I read today that only 25% of the population in SL is IT literate and this number is bound to be even less in the rural South.

To reach supporters of MR Dr Daya has to write in Sinhala and in newspapers that the people read.

Neither the Big Three nor Dayan has done anything illegal or corrupt.

Chandrika Chinthana, The National Government & 19A it is all politics. All perfectly legal.

We are on the way to a bright future.

There must be no violence though. Never violence.

CBK and UNP Ranil.W…both are politically back by US and UK led
neo-liberal political class in Globally by moribund Capitalist outlets.

Class forces le by US headed forces in present sphere in that US and allies are Globally- economically weak, Financially in bad shape and footing, politically only military power, but that cannot used what ever place they want shifting power balance.

New Global reality do not realized by local agent of CBK and UNP-Ranil.

Indian emerging power is economically weak in their own house in totally mess democracy do not work well. The very nation has not put their own house in order.

Development of Capitalism Indian is unsustainable and uneven.
Gap of development between nation and people are wider, ruling class in power center is weak.

The democracy of Indian is function only by BIG MNC interest only.

DJ with all his wisdom, intelligence, analtycal power and understanding of world politics & global economy still could not save his master MR as he wasstill holding the reigns of Sri Lanka? DJ is now trying to enlighten the masses with his visions of apokalyptical end of Sri Lanka if we do not let the old masters comeback. And he is doing it with such enthusiasm that he forgets that the masses are already enlightend just through the knowledge that they are freed from the grip of MR, GOTA, BASIL, and their corrupted cronies etc.
DJ was and is a child who is longing for hugs and compliments… poor child.
