In the wake of Sri Lanka’s Boxing Day tsunami in 2004, local newspaper ‘Ravaya’ had published an article stating that a warning had reached the Meteorological Department hours before the impact, yet no operation response followed. At the immediate operational level, this was a clear institutional failure of the Met Department, and the paper was right to place the responsibility there. A warning entered the system and stopped there. That failure was fatal.
But the article also exposed a deeper structural problem. Sri Lanka’s disaster response machinery had no executable control architecture above any single department. Information could enter the state, but it had no legally binding action if one node failed. The system was built with a single point of failure and that point failed.
In 2004, global seismic networks detected the Sumatra-Andaman earthquake within minutes. Sri Lanka was connected to global warning channels, although there wasn’t a dedicated Indian Ocean Tsunami detection and warning system at the time of the quake. The problem wasn’t isolation. It was the absence of a state-level mechanism to convert a technical alert into compulsory evacuation or executive command.
Two decades later, the hardwire is better but the wiring largely remains the same. We’re still operationally blind to many fast-forming storms because we lack our own forecasting technology and depends heavily on warnings from the Indian meteorological department (IMD), along with satellites and regional products that carry resolution and latency limits. Short-lead time danger signals do now appear, but the state still lacks the ability to convert probabilistic risk into enforceable executive action within the narrow control window available.
Cyclone Ditwah exposed this gap. Forecast certainty typically sharpens only inside the final 24-48hrs, and sometimes only hours for fast-forming storms. Sri Lanka’s failure wasn’t so much about not knowing days in advance. It was about the deadly delay between seeing danger and being structurally unable to act.
The physics is unforgiving. A single cyclone can produce 1-2 billion cubic metres of runoff. Even with aggressive pre-releases, our reservoirs can realistically absorb only a few hundred million cubic metres, roughly 15%-25% of an extreme flood. They can reduce and delay the peak but they cannot prevent the flooding.
Today, the Disaster Management sits under the Ministry of Defence, and therefore directly under the President. The chain of command is now centralised. The excuse of fragmented authority is gone. To break the 2004-2025 cycle, Sri Lanka must make forecast thresholds legally executable, build a real-time national hydrology telemetry backbone, restore domestic radar surveillance instead of relying primarily on external warnings, hard-couple public alerts to hazard triggers and enforce real legal accountability.
The ‘Ravaya’ blamed the Meteorological Department for the immediate failure in 2004. Today, in the wake of Cyclone Ditwah, the same fingers are once again pointing at the meteorological department. But both moments reveal a larger truth that a state whose internal wiring allowed one departmental lapse to nullify national protection itself is structurally unsafe. Cyclone Ditwah shows THAT WIRING still governs Sri Lanka’s disaster response. The NPP government now owns that architecture. Once you own it, failures stemming from that architecture cannot be blamed on the past.
If I were the President, I’d hardwire warnings into automatic legal action, create a single national hazard command under defence, eliminate Sri Lanka’s blindness to fast-forming storms through domestic radar and statutory IMD integration and build a real-time national hydrology telemetry system with climate-era reservoir rules. I’d enforce one authoritative national warning channel and real personal accountability at decision points. Alongside this, I’d appoint a full independent, legally empowered inquiry into both 2004 Tsunami and Cyclone Ditwah, with subpoena power and the ability to assign personal liability. In short, I’d ensure that law, data, command and accountability move faster than natural hazards.

Wow, that’s a lot of tech talk, but I’d like to know how many of those fancy sea level sensors and warning towers installed after the Tsunami are still working, if any? The problem is not lack of technology but its maintenance.
In any case what was the point of all that effort when the last Tsunami before 2004 was in 1883 (Krakatoa) ?

The Illegal Fishing problem in Sri Lanka could have been solved by the Installation of a couple of Terma Radars etc. and a small Control Room. However when the proposal was shown to one of my wife’s Relatives (a Politician), he passed on the idea which received no support. We never found out the reasons for not even looking at the feasability. Scotland had its biggest Tsunami around 8000 years ago.

Getting people to safe places will do more than any amount of Tech Solutions to save lives. Determining the safe areas will require much effort and the co-ordination of Local Government Organisations.

Those were not Satellite Photographs. They may have been based on Satellite Photos, however there is no topology in those shown. Apart from that, Indian Fisherman don’t have AIS (Automatic Identification System) Tracking Systems on their boats so how were these Identifications made?

Notice the complete absence of Vessels with AIS all round the Northern Coast?
I have sat in Control Rooms with Maritime, Land and Air Surveillance and know what is needed to identify a Ship, never mind a small fishing boat. Someone was making up those pictures. I have no doubt that there is plenty of Illegal Fishing but without Fast Interception Boats and a good Maritime Surveillance System, Sri Lanka doesn’t have a chance in deterring it.

That’s what shows on fishing vessels off the southwest and East coast. You are right, there’s nothing going on in the North. Off-season?

OC: I am sure you were aware of the two ‘Doplar’ radar machines that were brought to Sri Lanka to be installed in Deniyaya on a hilltop called ‘Gongala Kanda’. This was in 2017. The cost of each machine was US$4 million. What happened to those ‘Radar’ machines, and where are those today?
The answer- The manufacturers recommended that parts of those machines must be ‘Air Lifted,’ using helicopters. You know what the Government did? Instead of air lifting, the authorities used cranes and started lifting the parts. Halfway through, the ctane ‘CRASHED’ along with the parts. The whole operation halted, and it never saw the project take off after that incident.
What happened to the ‘Project’? Never took off, and what happened to the ‘Machines’? It is best to credit to the ‘GOD’s account. The ‘Gongala Kanda’ in Deniyaya is still ‘Laughing’.

OC, Around 20,000 people drowned in the tsunami triggered by the 2011 Great East Japan Earthquake. And this was in Japan; a country with some of the most advanced disaster warning systems in the world, given how vulnerable it is to earthquakes and tsunamis. This wasn’t a midnight disaster catching people in their sleep; it happened in broad daylight. Yet, despite all the tech and preparation, they couldn’t evacuate people in time.
A 2012 independent parliamentary investigation concluded the government couldn’t have done anything to save those 20,000 lives. Instead, the real fault they found was in the Fukushima nuclear accident, which they described as the result of collusion between the government, regulators, and TEPCO, plus a lack of proper governance. Fast forward to 2022, Japan’s Supreme Court ruled the government wasn’t liable for damages sought by evacuees, saying the accident was unavoidable and that long-term seismic assessments weren’t reliable enough to justify stricter precautions.
So, if even a wealthy, technologically advanced country like Japan couldn’t do anything to save 20k people and was judged not at fault, it’s quite unreasonable to keep blaming a highly un-resourced government in Sri Lanka for flood damage, especially when there were no proper warnings. The ‘warnings or the noises made by politically motivated TV channels and YouTubers came only AFTER the disaster!!

True, and I am not blaming the government either. What I object to is Ministers like Mahinda Jayasinghe spouting lies like “The Met guys didn’t tell us” to defend something that doesn’t need defending. Even if the BBC warned a week ahead (it did), what could the government have done? Buy a fleet of choppers? Would people leave their valuables because of what they think is a predicted thundershower? Not everyone, not even Mahinda Jayasinghe, can interpret satellite weather pictures.
In any case, as I mentioned re the Tsunami warning systems, we are very good at installing high-tech systems after the event, but not at maintaining them. I hope this government doesn’t follow that path. But sadly, it is on that path already with regard to the Electric City Bus service, which will be very comfortable but sadly not immune to our traffic jams and our mechanics more comfortable with Ashok Leyland bangers.

I would discard the rubbish uttered by some of the ministers such as MJ, Bimal, Handunneththi and Lal Kantha. What I am watching is the direction and core policies they implement to pull the sunk boat out of troubled waters. This article contains a useful suggestion. It is not only about natural disasters but also about
impending man-made activities that existence of advanced warnings failed. The Easter bombing was an example. In such situations, where an officer having a duty to act to prevent harm does not do so, there should be responsibility. It is a good idea that early warnings should be communicated to a central body and that precautionary measures are quickly taken. It would appear that this is done in India. The recent Ditwah incident is an example. Evacuation of people and other measures to prevent damage should be taken early. The opposition says there was early warning. Do they not have a responsibility to alert people as much as the government. Why do they shout about it after the eventÇ

Ranils leadership killed the UNP !
In order to have Ranil as leader what a comedy the UNP had to enact !
Because Ranil was a sure a loser, twice the UNP supported outsiders for presidency, Sarath Fonseka and Sirisena. The first would have been a murderous experience ( luckily SF failed), Sirisena was comedy of a’ godaya’. But he was more honest than Ranil, the Bond scam destroyed his confidence in Ranil
What went on in the UNP ? One time the entire parliamentary group of the UNP rebelled against Ranil. Then Ranil and Malik met the MPs individually and bought them over with various gifts.
In order to survive this ineffective and undesired leader made funny appointments in the party.
He once made SB Dissanayake UNP national organizer. Similarly Dayasiri Jayasekera. What a far sighted leader this Ranil is !
Now it is Vajira Abeywardena, his face tells his character. Then Ranil has made two Colombo johnnies top men -Ruwan Wijewardena (nephew) and Sagala Ratnayake.

RW hurt the LTTE in ways that people did not recognize. He split the LTTE with help from the US. There was also penetration by way of intelligence as Tamil people were tired of the war.
At the time (2002) the US was keen on a negotiated settlement and I doubt if any SL government would have defied the US. The US dragged both parties by their ears to the table.
If both LTTE and the GoSL were sincere about peace we would be living a happier country that would have been spared much bloodshed.
Peace would have destroyed the LTTE politically andmore importantly helped the economy. (I hope that you are not an anti-peace person.)
By 2005 the US was fed up with the LTTE and green lighted the SL government for armed conflict. without that backing MR could not have won the war. (Much of the strategic information about the LTTE’s supply lines came from the US.)
The US is never kind to disobedient clients. India would have helped to kill the LTTE, but in limited ways.

I am sure you were not involved in electing him, but I have firsthand experience with his campaigns up to 2015, which gives me every right to speak. Like many, such as Nimal Fernando, I expected “Mr Clean” to clean the wreckage created by CBK. Yet what unfolded before the 2015 presidential election shattered my trust. His collusion with CBK to push forward Sirisena – the backyard scoundrel exposed his true agenda.
You may not know this, but the National Movement for a Just Society (NMJS), of which I was a member, had seriously proposed Karu Jayasuriya as candidate. RW and CBK knew Karu would genuinely implement “yahapalanaya” concept, which threatened to unearth their past deals. So, they conspired to install that pliable clown they could control. That betrayal ended my alignment with “Mr Clean.” I abandoned my four‑week campaign holiday midway, which I did to see an ending to MR’s monstrous rule.
The rest is history. The country has witnessed RW’s sordid agreements with the Rajapaksa gang, masked by hollow theatrics throughout yahapalanaya. The damage he inflicted since 2015 is vast, immeasurable, and worthy of a book, not a mere comment in CT.

The second part is true. He is a man of history because he contested and lost multiple presidential elections (1999, 2005, and 2024). This must be some kind of world record.
The first part: “Ranil could have fought the LTTE” is a logical absurdity. People of Ranil’s caliber do not fight. They either surrender or cooperate. Think Neville Chamberlain or Vichy France.
As PM in 2005, Ranil attempted to both surrender and cooperate with the aid of Norway. The rest is history.
