Economic Growth Requires Political Reforms

The NPP government is under criticism for being slow to deliver on its election promises. The opposition political parties have criticised it for not delivering on its promises with regard to renegotiating the IMF agreement to be more people-friendly. The government seems to have accepted the IMF targets for revenue collection and restricting government spending to the letter. Civil society groups are critical of the government for not repealing the Prevention of Terrorism Act (PTA) and Online Safety Act (OSA) which bolster the repressive potential of the government, and which the NPP had promised to repeal. The problem with the delay in implementing promised political reforms is that it not only undermines the government’s credibility but also has the potential to undermine Sri Lanka’s economic recovery.

Sri Lanka has received a breathing space of three months to negotiate with the US government regarding tariffs to be imposed on Sri Lankan exports to Sri Lanka’s largest export market. The country faces a similar challenge to protect its export markets with regard to the EU, its second largest trading partner and potentially its largest, which is currently favouring Sri Lanka with its GSP Plus tariff concession. This trade concession (or incentive) provides Sri Lanka with duty-free access to the EU market for over 6,000 product lines, including textiles, garments, and seafood. The continuation of GSP+ benefits is contingent upon Sri Lanka’s adherence to 27 international conventions related to human rights, labour rights, environmental protection, and good governance. It needs to be borne in mind that the GSP Plus facility was withdrawn in 2010 due to the government’s failure to meet human rights standards.

While Sri Lanka regained the GSP Plus in 2017, doubt was placed on its continuation when, in 2021, the EU Parliament called for a reassessment of the tariff concession on human rights grounds and called for the PTA to be repealed, citing its provisions for arbitrary detention and its misuse—especially against minorities in the North and East. The NPP’s own election manifesto pledged its repeal. But not only is the PTA still on the books, but it is being used to this day. In response to a query whether the EU is ready for any leniency in its approach this time because Sri Lanka is in an economic crisis, the EU ambassador Carmen Moreno is reported to have said, “We are all going through a difficult time. Again, are you telling the IMF to lower the bar? And to give you a free pass? We are giving you duty-free access. You just have to comply.” Sri Lanka risks exclusion from the scheme in 2026 if it does not if it does not demonstrate tangible progress in fulfilling its obligations.

Main Priorities 

It would appear that the government’s main emphasis at the present time has been to keep the economy functioning smoothly without mishap which explains its adherence to the IMF agreement. The government feels that the growth of the economy and the elimination of corruption and waste are the two main factors that propelled it to power at the last presidential and general elections. It needs to add the EU commitments to human rights to this list as they have a bearing upon economic growth. The EU’s Ambassador has made the point that the GSP+ mechanism is not a “stick” but an “opportunity,” and the EU seeks genuine engagement, transparency, and a credible roadmap for reform. The government needs to show the same degree of commitment to implementing GSP Plus conditions as it has to the IMF agreement and in putting an end to corruption and waste. The rejuvenation of the Bribery and Corruption Commission (CIABOC) is a reaffirmation of this commitment.

However, the government appears to be reluctant to get into other areas of governance at this time, preferring to limit its focus to the areas listed above. This may account for the reluctance to deal with other priority areas such as the Prevention of Terrorism Act and national reconciliation even though they are of importance to ethnic minorities and to sections of the international community. This can be seen especially in the government’s failure to repeal the PTA despite election time pledges to do so. The irony is that the government has started to use the PTA to arrest suspects accused of crimes from the distant past and incarcerate them without recourse to judicial procedures, which can be for an extended period of time.

The NPP government seems to have given priority at this time to consolidate their hold over power. There are indications of resistance at the higher levels of the current administrative structures to the government’s efforts to reform the prevailing ways of doing things. There is a tussle between those who have been newly appointed by the NPP government to decision making roles and those who have to follow their directions. This may account for President Anura Kumara Dissanayake’s assertion at the launch of the CIABOC’s new programme that the government has given six months to government officials to change themselves to fit in with the new ethos, and if they do not, they will be changed by the government.

Future Assured 

Engaging in a more inclusive governance process that includes the opposition and especially the ethnic minority parties will be important to both the government and country’s longer term stability. By honouring its commitments to human rights, good governance and national reconciliation to be found in its manifesto, the government can transform its electoral mandate into lasting progress for all Sri Lankans. Obtaining the support of the ethnic minority parties in particular is going to be important to the viability of the government in the longer term. The international community is susceptible to lobbying by the Tamil Diaspora and by international human rights organisations. Both of these groups have been very critical of the failure of successive governments to resolve the problems that can be traced to the ethnic conflict.

So far, the government has not been giving emphasis to the national reconciliation process which calls for both dealing with contentious issues of dealing with past war-time abuses of human rights and also the contentious issue of a political solution to the ethnic conflict. The government seems to have put these issues to be dealt with in a second phase of problem solving that could commence at a later point of time. Until the visit of Prime Minister

Modi and discussions with him, the government took the position that provincial council elections would be held only next year even though they have been postponed for over six years. Such a position is unacceptable to the ethnic minority political parties, in particular the Tamil political parties.

The government’s way of showing change on the ground has been to ensure that all people will be treated equally without regard to their ethnicity or religion. But there is a need for more speedy resolution of the problems of missing persons, return of military-occupied lands to their original owners, reducing the size of the military to be on par with other parts of the country, giving compensation to victims of human rights violations, and holding provincial council elections. The NPP came to power promising systemic transformation. That promise must extend beyond anti-corruption and economic management to encompass democratic governance, inclusive reconciliation, and international cooperation. There is no waiting for a second phase if the continuation of the EU’s GSP Plus and the government’s success is to be assured.

    It appears the Govt of HE President Kumara has no clue about ‘Governance’.
    With a retarded POTUS in office, the world has become an uncertain place, both socially and economically.
    The Govt of HE President Kumara is following former President RW’s way forward to the last letter. RW is a superior international social and economic manager; following his pathway without his presence is a disaster.
    Faced with uncertain times, what does the ordinary human being do? Look for reliable sources in the current scenario and strengthen relationships to achieve confidence and support.
    In the case of SL, reliable partners are India and the EU and, perhaps, to a limited extent, China.
    India seeks dominance through business related to the ruling party’s cronies.
    The EU does not seek dominance but has a consistent rule book.
    HE President Kumara’s Govt has appointed a committee to investigate the PTA. We have had many committees in the past which came up with alternatives to the PTA with ‘stronger’ measures.
    If HE President Kumara’s Govt is serious about the EU’s requirements, it will, in the first instance, be courageous and repeal the PTA straight away and then go forward to develop laws that deal with extreme forms of social dissension, which are not likely in the near future.

          It is beyond all imagination that this society is indeed full of so many dum-dums. The Defendant and Chief Justice Sarath N. Siva are thick buddies. It is inscribed on the base of the Statue of Rev. Anagarika Dharmapala at Narahenpita Junction. The Defense Attorney Niahl Jyayamnne replaced Mohan Pieris who was the Chairman of Seylan Bank, to take up the post of Defacto Chief Justice. Those two factors were the dominant and only crucial factors to draw out the Court Orders. The Plaintiff’s lawyers were subdued by the Defense Attorney who served two consecutive terms as BASL President during the said time period. That is how the Srilankan majestic, august Courts of Law operates.

      The executive presidency was brought to this country by his uncle JRJ of UNP in 1978. RW is in the UNP and he was the leader of UNP from 1994. He never elected as President by the people of Sri Lanka during his leadership of more than 30 years. He may be had superior relationship with some western leaders but he is not a superior economic manager. His social relationship with the people of Sri Lanka was much inferior than other leaders.
      Sri Lanka did not get loan from IMF only in 2022. Since 1965, Sri Lanka took loan from IMF for 16 times. In 2016, Sri lanka obtained loan from IMF when RW was Prime Minister and Sirisena was President. Bankruptcy happened in 2022 under Gota government. Don’t think that happened suddenly. It is an accumulated debt because of the failure of UNP and SLFP(SLPP).

Bankruptsy happened under Gota because the Mulanas got MP posts and together without obstruction, they stole all money including the treasury leaving nothing for the citizens who had to stand in queues for everything. Then aragalaya followed and Mahin tried to attack them all leading to Mulanas having to run away. Gota ran from country to country and resigned as the joker Ranil crept in as unelected president, to relieve Gota, who later crept back into SL . Accumulated debt for sure, as only rogues ruled in Parliament then.

It is a fact that it may have happened under Gotabaya regime, but did not happen within two years, it is an accumulated debt for many years of the failure of the governments. There is no doubt about the corruption of Rajapaksa regime but RW also supported Gotabaya to come power rather than supporting his own Party Candidate. RW became President with the help of Rajapaksas and he protected Rajapaksas. You blame the Rajapakse’s but RW had the opportunity to put the whole Rajapaksa family inside the jail.

          Yes the Rajapaksas stole/embezzled/pocketed an untold amount of Money. Some through Bribes, some through Illegal Commissions and some through Direct Theft from Charitable Donations.
          However to see the whole picture of why the Country went Bankrupt you have to examine much more of the Country’s Economic History. One thing to look at is Sri Lanka’s External Debt. From 1.1 Billion USD in 1977, it grew steadily to 11.8 Billion USD in 2006. From 2007 it increased more steeply from 14.2 Billion USD to 58 Billion USD in 2021. There was a sharp rise in 2011 from 26 Billion USD to 35.7 Billion USD in 2012.             The people who blame politicians for the bankruptcy are the same people who over the years used below-cost fuel, transport, fertilizer, electricity, etc. They took jobs in white elephants like Mihin Air and Sri Lankan, voted themselves fixed increments at loss-making corporations , voted for these politicians and finally have the nerve to complain.
            Those who believe that the Rajapaksas flew Dollars to Uganda will eventually believe similar stories about AKD, take my word for it.

              OC, I do not for a moment believe that you take bribes or engaged in corruption. So please do not give a single drop of oxygen to a person or system who does it WHILE having the power to suppress the consequences of such activities! Corruption is inherent in this land no doubt, but as good citizens everyone must fight against it until the end. I do not know where Rajapaksa gang parked their money, whether in Uganda or Timbuktu! Isn’t it elementary knowledge that they rob the wealth of our nation??                 No, I don’t take bribes. But at the same time I prefer not to believe the yarns peddled in YouTube videos or by social media pundits who are in the game to earn money from the “likes” they get.
                I agree that the Rajapaksas have robbed the country, but not in “trillions”, because that is mathematically impossible.
                The rot didn’t start with Mahinda. As LS points out, the debt was only 1 billion USD in 1977. How did it grow to 100 billion? In 1982, tourism was booming. Then 1983 happened, and after that 1989. The JVP was responsible for 1989, and must take a lot of the blame. Then there were the Eelam wars. The majority of people supported these wars and voted for crooks like Mahinda instead of supporting a political settlement. It was Mahinda who created a fully pensionable permanent armed force of over 300,000, which still exists.
                Jit, all the figures are available. How much Parliamentarians are paid, the cost of their perks, etc. Even with a 20% cut on all projects, it doesn’t come to 100 billion USD.

                  It is true that corruption is bad for the economy, but it doesn’t bankrupt a properly run economy. There are places which are more corrupt than Sri Lanka. Tamilnadu is one. But it isn’t bankrupt. Neither is South Korea, where big business families run the country the way they want.

                  I am not trying to give the Rajapaksas oxygen. I just believe that if we are going to argue about the economy, it is better to deal in provable facts even when dealing with people we don’t like.
                  A tailpiece: Arjuna Mahendran has a court case against him for a few hundred million Rupees, and he is absconding in Singapore. If the Rajapaksas are accused of stealing “trillions”, do you think they can’t afford to go live in Dubai?

                      You have come up with just one provable case, Helping Hambantota , and that is perhaps at the time, 2 million USD. There is another case, the shares acquired in Asian Cotton Mills by Namal and Rohitha, who were schoolboys at the time.
                      There are various other theories, but there is no proof, which is why nobody is locked up. If people are locked up without proof, doesn’t it go against the values we are supposed to be promoting?
                      Since you have mentioned Dhammika Perera, here are the financial details of Hayleys and Vallibel One, his crown jewels:
                      Hayleys is worth 300 billion LKR
                      Vallibel One is about 200 billion.

If you have any magical power, check how much they have invested through Dhammika, Dilith and Ishara’s mega companies alone! One major factor had been that they know NO politician will take any actions because all are in the same boat. Only positive difference has already been made by NPP but I do not give my tick until I see at least the major perpetrators are behind bars.

                    4. OC, Corruption is a broad meaning word, but we are talking about financial crimes here. Just like cancer, it only spreads. There may be a few corrupt states that ALSO doing well, but there are so many states that have gone to the cesspit with corruption. Look at Africa! And there are countries that have serious laws and governance in place and are MOSTLY corruption free. I know that pretty well because I live in one of those places so I hope you can trust me on that! My wish is SL to be one of such places one day but the key to it is, setting one’s mind with good wishes to see a corrupt free country, not being ignorant about corruption!

    Everyone advised Ranil the unelected President to go for a parliamentary election .

    The master strategist rejected them arrogantly and went for presidential elections claiming he will win.

    He was taking advise only from admirer our own Leela ( and OC)

    Ranil came a very distant third .

      I’ve always sat with good leaders, regardless of party affiliation. I also praised Dr. Merkel back then. No one had the courage to take on the challenge in July 2022, but he did and proved his worth. But AKD is now acting like a handicapped person who has taken the initiative. Nothing is moving forward today because of the “stupid people” who supported Rajapakshes before supporting AKD the previous year.
      The outcome is the same. The consequences are evident today. Nothing is moving forward. Dr. Harini Amarasuriya is said to be imprisoned by the JVP government, led by barbarians. Bimal Ratananayake, or someone like him, should be executed to keep us calm and quiet. People should be blamed.

      PTA is fine as long as it is not misused.
      It is fine if it is used against the crooks/criminals/money laundering ones/ murderers/rapists ASAP.
      These people should not be given any benefits from the state funds.

      I think you are spot on !

      Regardless of religion, race, or other barriers, our people lack the discipline, perseverance, and healthy mindset required to distinguish between good and bad. I believe it is due to genetic modification rather than education.

      It is the most serious mistake in this radical nation dominated by SB-led Sinhalese, a diverse group of perpetrators who are more divided than peaceful.I believe India has it under control; despite the fact that we are a Buddhist-dominated nation that should practice nonviolence, they behave worse than Myanmar on some issues. So pathetic!
      Even on a national scale, JVP-led beasts in human disguise were opposed until they recently agreed to Indian investments. SRILAANKENs have forgotten that the same JVP was the only barrier to Sri Lanka’s foreign investment.
      iF If a nation cannot come together to achieve common goals, what can politics offer them?
