Economic Stability With SOE Reforms Need System Change

The Head of Emerging Market Economies Johanna Chua, when commenting recently on Sri Lanka’s emerging economic stability under IMF direction made a crucial point that “people” should “feel” the stability after paying a heavy price for it. But she failed to identify those people she was referring to. IMF being an institution created by and for the affluent never cared for the poor and downtrodden. It is a class biased institution predominantly interested in maintaining the stability of the capitalist system with it financial structure.  Therefore, when IMF recommends stabilization measures for a bankrupt economy it obviously starts with an agenda to stabilize the financial sector of that economy.  One branch of that state is public finance as revealed through annual government budgets. The sick economy of Sri Lanka was carrying budget deficits for decades and the obvious remedy is to increase public revenue and cut unnecessary expenses. Revenue has to be increased through tax collection and profits from State Owned Enterprises (SOEs). Regarding the first, IMF never aims at taxing the have lots through direct taxes, because that class, according to IMF, is the one laying golden eggs to hatch economic growth. Therefore, tax axe falls heavily on the have nots in an indirect manner, which market economists define more neutrally as broadening the tax base. Sri Lanka’s VAT is an example of that broadening. As a result, on the advice of IMF, Ranil Wickremesinghe’s two budgets raised indirect taxes and avoided raising direct tax rates to collect revenue from high income earners. Thus, it was the poor who paid the most for the so-called stability Chua was referring to. Should one ask this group or the ones benefited from the stability about how they each feel. The answer would certainly not be unanimous.

Another item in IMF’s reparation agenda is the call for structural changes highlighted by the need to make SOEs more profitable. In adding to this need the Chairman of Ceylon Chamber of Commerce remarked recently that, “Historically inefficiencies and a lack of accountability in SOEs have led to significant financial burdens on the government, contributing to economic crisis and misallocation of … resources”. The question is what made these white elephants to survive all these years? Reforming them now need not necessarily mean privatization wholesale as IMF would prefer. But President Ranil Wickremesinghe and his government are moving along that direction despite opposition from trade unions and RW’s political partners. Is there a more fundamental reason that permitted SOEs to operate without accountability, burden public finance, contribute to economic crisis and misallocation of resources? The cure for Sri Lanka’s SOE travails lies in answering this question.           

But the economy is still not out of the woods, and there is a long way to travel. There is a $58 billion debt to be serviced and settled once restructuring negotiations are over. It would take many years if not many decades. But, IMF itself is a money lender. Its $2.9 billion EFF loan has to be paid with interest, which, according to one calculation amounts to another $2 billion. There was a saying among Malaysians of yore that if one were to see a snake and an Indian one should kill the Indian first, because of the hardship kampong Malays endured at the hands of rapacious Indian money lenders. Elderly Sri Lankans too would not have forgotten similar fear among local villagers about Afghan money lenders. IMF is the institutionalized version of those pre-modern lending behaviour. In short, RW has virtually mortgaged the country’s economy in the name of economic recovery to a loan of $2.9 billion. How many poor economies that sought help from IMF have prospered as a result? Before reforming the emerging market economies IMF itself needs reforms to become more benevolent towards those economies. That is a subject for separate discussion.

In the meantime, RW, acclaimed by vested interests as the architect of a transient stability, has produced a list of evidence to prove his success. A replenished treasury with nearly $5 billion, low inflation, rupee appreciation, booming tourist trade, inflow of foreign remittances, and ending of long queues for fuel and cooking gas fill that list. He now appeals to the masses to bear whatever hardship they face for a while longer before enjoying the comforts of his economic paradise in 2048. But the listed positives were achieved with tight capital and import controls, and when those controls are loosened, when economic transactions become normalized and debt negotiations completed there is no guarantee that the hardships would disappear. Ordinary consumers who visit the market daily do not see RW’s evidence translated into lower prices for their daily necessities. Artificial reduction of prices for consumer goods on the eve of an election is an old trick to buy votes.   

In general, and on international level also the prevailing economic constraints caused by conflicts and climatic disasters make even rich countries like Australia for instance, a country with successive surplus budgets difficult to cope with rising cost of living. The Reserve Bank is fighting a losing battle in balancing inflation, interest rate and unemployment. But at least Australian democracy is not bedeviled with corruption as in Sri Lanka. The underlying socio-political foundation upon which all IMF reforms are experimented at present remain as rotten as they were for many decades. What IMF casually mentioned in its check list as the need for better governance is not possible without a tectonic shift in the ruling ethnocentric and corrupt socio-political order. That demands a system change. Without that change IMF’s 17th visit would not be its last.     

Sri Lankan voters, unless deprived by saboteurs, are about to be presented with an opportunity to make that change possible. Frantic attempts are afoot with tit-for-tat tactics to form opportunistic coalitions just to win political power to protect the old order. But, thanks to the Aragalaya a new generation of voters has appeared on the scene demanding a tectonic shift. The only coalition that lends support to the voice of this generation is the National Peoples’ Power (NPP). However, NPP is yet to outline the shape and content of the system that it wants to replace with, while not divulging too many details for its opponents to knit pick. This delicate balancing between political expediency and practical difficulty must be understood by NPP’s armchair critics. The forthcoming election, whether Presidential or General, is going to be an intergenerational battle between NPP and the rest or between those who want to retain the old order and those wishing to replace it. Sri Lanka’s real economic stability with clean government and secular democracy hinge on the outcome of this election. All other parties and coalitions except NPP have nothing new or original to offer except to reiterate the economic mantra of IMF. NPP wants to go beyond that and is willing to tackle the root causes of the economic crisis. Shouldn’t it be given a chance? As said by Mao, “even a one thousand miles journey has to start with the first step”.

    According to scholars, Sri Lanka is still hanging on by a single hair. The danger before us is great and incalculable. If you fall back, it will be a dangerous journey down a path of no return. Our worries are growing faster day by day. The second GOTA DRAMA is also being made.

    Economic or other reforms can only be achieved by coming together. Unity rather than division. All the religious LEADERS should demand a common platform and convince the nation of the critical situation of the nation.

    At this very critical stage of the Sri Lankan state, all political parties should be put aside and united for national level reforms.

    AKD may preach like a God on the platform but he is no political genius when it comes to working with different opinion. SJB can scream on stage but that doesn’t do much to lift us out of the pit we’re in.

      We should stop the fear mongering politics of ISS or other terrorists of Buddhist Sinhala Fundamentalism. Sri lanka never had an ISS terrorism or any other terrorism other than Buddhist Sinhala Fundamental terrorism practiced by both UNP (SJB) and SLFP (SLPP). Of Course AKD/NPP fallen into the politics of Politics of Buddhist Sinhala Fundamentalism, they never had the opportunity to Govern this country but the country has to recover from the traditional masters who are still playing a fear mongering politics. We should remember Ranil Wickremasingha is no different to Rajapaksa. Ranil was brought by Rajapaksas and other thieves. Ranil did not come from the moon. He had similar experience to Rajapaksas. He has the same Buddhist Fundamentalist policy of Rajapaksa. He was the nephew of JRJ.
      Today, the IMF gave 3 billion dollars loan. IMF is backed by USA, UK and other Western Nation. China is another nation and a Super power equivalent to USA. USAhas spent over 100 Billion dollars to Ukraine? Why Can’t they give 10 Billion dollar to Sri lanka? Why Can’t China give 10 Billion dollar to Sri Lanka? They will never do that? They knew well Ranil is greedy of power and the MPs are greedy of Power and Money and you can buy them easily.

          I heard of not only LTTE, PLOTE, EPDP, EPRLF, TELO, EROS, TMVP, JVP etc.etc. But they all are liberation groups from Buddhist Sinhala Fundamentalism. Other than LTTE, all other groups are worked along with Buddhist Sinhala Fundamentalism. It is only LTTE that fought against Indian Military invasion. Not Buddhist Sinhala Fundamentalism. I hope you may have known that the Saharan was trained by Buddhist Sinhala Fundamentalism and paid by them which carried out Easter Bomb.       Any use, in your analysis of AKD (quoted above) to get together to put “national reforms”?

      Isn’t it better (as said by you) to leave him and his party aside?

      I think, UNP; SLPP, and SJB have taken your advice and they are moving in the direction of a “Coalition” leaving AKD and NPP aside. Good advice and timely.

        Believe it or not I want my country to get a good leader and move forward. Unfortunately, that leader is definitely not AKD. AKD can only be compared to Gotabha, not a leader who was able to connect with various and diverse thinkers within and outside the country.
        Politics cannot go ahead if the leaders are not tolerant, they have to have some kind of patience in the practical world. Unfortunately, AKD does not come with such virtues. So how can we hope for him?

            RW’s political history may be true to some extent but as an executive president he proved it in the last 24 months. He established law and order in an anarchy country. He restored it in a few days. He can somehow connect with the protesters by balancing the economy for the people. He overvalued the dollar by overtaxing the people, not through debt. If the South Koreans did it for their rise, why can’t we?
            Now people are ready to breathe and all good indicators are monitored by world experts. World leaders and experts praise it while the Sri Lankan media distorts it as usual. Although the MLECHCHA Sri Lankan media did not acknowledge the news, EU and other leaders praised the Sri Lankan host government. Blatant lies keep you in the dark and suck your blood. The Sri Lankan media must be suppressed to see it correctly.

              I strongly believe if AKD had been elected two years ago, he would not have been able to restore the country to what it is today.

              Needless to say, Wimal Weerawansa led the country astray. AKD and his men can argue on the public platform but that is not a solution for people to get rid of hunger.
              In the present context we need more funds from outside than our own revenues. We should not immediately feel that our own things can easily revive us. It took 13 years for Greece having sunken to that depth. So we will need at least a few more years. After that any political party can work on their own political agendas. But until then, we must come together as one. This is not easy, so for a while, stubborn JVP people break any harmony.

              Only a leader who can relate to demons and good people can do much in our hell, full of people with more criminal and corrupted minds than ordinary good. The only leader who can do that is the current president. Everyone else is just a jerk who doesn’t help much

                Dear LM: Thank you for your input. So let us forget AKD and NPP who have no heart to listen to others’ views, according to you. My opinion is different. I am for the establishment of those “District Councils”; “Kottasa Sbas”, “Women Fronts”; “Professionals’ Fronts”; and now the latest – the Association of Retirees. You who live far away from us. yet to know what these organizations are doing and how they contribute from grassroots levels upward to frame the policy directives to be followed by those elected representatives. One of the major such policy initiatives is the power to RECALL the elected representatives, if they, including AKD, do not adhere to the policy directives.

                In preference to the above, you need the present leader who lives with demons. You can have him and if needed we can export him to your country.

I have the feeling that SAJITH as an immature person did a big mistake to have grounded SJB in 2019. That was the root cause of everything. Had not he done so, the number of elected parliamentarians woudld not have been 2/3 for Gotabaya led pohottuwa.
                  In such a situation could have avoided Gota’s stubborn activities to some extent. 2/3 majority along with constitutional leverage made inexperienced Gota as president even more pompous.

Yes, you are correct. Only Ranil W and I am so certain that Sajith P too will relate to “Rajapakse Demons” whom you describe as “BPs” from Madamulana.                       Dear LM: If NPP takes over the baton stick, that would lead to a turning point for this country. That’s certain to me.

                      Those countries you mentioned – that breakaways initiated their policies and strategies to stand on their feet, getting free from the shackles of Russia. That is the beauty of being FREE.

                      In like manner, we need to CHANGE and develop ourselves with our available resources, invest efforts, and partner in developed countries. This is the CHANGE I stand for, which cannot be expected from the present leadership of Ranil W; MR; and Sajith P. who have had ample opportunities (for decades) to do that turnover. That is why I rely on NPP as the best choice.

As for giving a chance, we have done that before with all mainstream parties & having burnt our fingers, shouldn’t we at least question ‘how’ from the NPP? NPP were against IMF intervention but now going along with the same but anticipating a better deal with ‘renegotiations’. What if IMF don’t play ball?

Given the devil its due, I can’t remember anybody stepping in when GR fled the country. It’s always the poor who are effected badly with the tax burden, so, what will the NPP do differently? GR abolished PAYE tax but didn’t think how the deficit would be recovered. Economics is beyond my comprehension, therefore, I would like to know in simple terms, the sources of funding for the NPP to give the average citizen relief from high cost of living.

    and recognition to build family trees which were then venerated by gullible

          Ruchira, this is my sincere / professional opinion. PLEASE get appropriate help that you need. ( most probably I may not repeat this again.). Hope you consider this as an advise from a colleague in the same medical profession. Also, keep in mind there are people, like the one ( scum ) here in CT, trying to take advantage of your vulnerability. Now a days, there are enough and more help available for such conditions.
          I also request sensible others to keep this in mind when responding to certain comments. ( I’m sure some would have realized the problem by now ).

      The Design and Concept of “The New Peace Sign”, is unique. I had earlier submitted it to register with National Intellectual Property Office (NIPO) of Sri Lanka, but never followed it up and completed the registration process.         This is an extraordinary amount of stuff for you to be unloading to me in public. Yes, I could work on it, conveying it to the NPP leadership.

        As I’ve told you, on Monday, the 27th, night, I was at an NPP meeting to which I was suddenly invited by Chathuranga Abeysinghe. His father, Dr Nihal Abeysinghe, who is the Secretary to the NPP is a man who had been the Chief Epidemiologist, in the Sri Lankan Ministry of Health, and has done some work for United Nations. I could the links to these articles where these comments appear.

        However, this could hardly be done in the glare of publicity of a public forum of this sort. It complicates matters that you now say that you have had problems with Dr Nalindra Jayatissa, who belongs to the top tier of NPP leaders. And I can hardly be the link person, with very little knowledge of Medicine.

    Dear Panini- Tell the NPP to conduct a disciplinary inquiry against Dr. Nalinda Jayatissa before we initiate legal proceedings against him, and other two scumbags from THK. I think Udara Sampath too is a JVP member?

      Dear Panini – Tell the NPP to clean their own house first. If they want to show that they are serious about punishing the corrupt. Or we will get somebody else to do it for us. Tell them they are not irreplaceable…
