Renegotiating parts of IMF’s economic recovery program underlined the campaign platforms of Anura Kumara Dissanayake (AKD) and his NPP teammates right from the beginning. While RW was bragging about his record of stabilizing the economy and restarting growth AKD was questioning the benefits of that growth to the citizenry. RW’s answer was that they may have to wait until 2048 to enjoy the splendour of his high-tech export miracle. In other words, their debate was about one of the fundamental controversies in economics of development between growth and equity.
IMF and its sister organization World Bank were created after Second World War in 1944 to restart economic growth in a war dislocated Europe and in the underdeveloped economies within the capitalist zone respectively. The primary objective of these two institutions therefore was to promote economic growth and not delivering economic justice. The assumption was that economic equity would follow automatically once growth begins. What really did happen was the opposite. This is why even after eight decades of IMF and WB existence income disparity and wealth gap between the rich and poor nations and within each of them between the rich and poor has widened unprecedentedly. The growing global discontent against the ruling economic order tells the story.
In Sri Lanka, soon after the 2022 crash and consequent political fallout the stopgap president Ranil Wickremasinghe (RW) was smart enough to invite the IMF for the seventeenth time to take charge of repairing the bankrupt economy. With $2.9 billion loan under EFF to be delivered in nine tranches, IMF drew up a program for the recovery and started it with steps to stabilize the monetary sector. After two years and with CBSL’s capital controls monetary stability was indeed established and seeds of economic growth started sprouting. It is now expected that the economy would register a moderate growth rate of 2.2 percent in 2024 and may reach 4 percent in 2025. However, that stability and growth were achieved at a disproportionate cost to ordinary Sri Lankans. As per advice from IMF the two annual budgets of 2022-23 and 2023-24 drawn by RW as Finance Minister were aimed primarily at achieving fiscal consolidation via raising government revenue and reducing public expenditure so that the out-of-control budget deficits could be reined in. Measures taken to raise revenue such as broadening the tax base via VAT, raising tariffs on public utilities, and increasing import duties while reducing budget allocations to amenities of public welfare such as health and education were parts of IMF prescription to raise revenue and were duly implemented by RW. The Aswesuma safety net program to sweeten the bitterness barely eased the pain. In other words, equity was sacrificed to attain monetary stability and economic growth. Public dissatisfaction naturally increased which was capitalized by all contestants to the presidency, but AKD went a step further and offered a radical solution by calling for change in the ruling political culture and governance. In a sense, RW’s record of economic stability and revival of growth were lost in the face of AKD’s campaign for greater economic equity and clean governance. His proposal to renegotiate with IMF on reducing the share of indirect taxes while not rejecting the entire program is pragmatic and reflects the perennial debate in economics between growth and equity.
As pointed out earlier, IMF is more interested in growth than equity. It is a class biased institution and believes that if a horse is fed with oats some thing will drop from its hind for the sparrows to eat. Thus, once the wealthy and entrepreneurial classes are given the incentives to restart their investment and production activities by creating an environment of financial stability and market freedom, economic growth would pick up and prosperity would ensue. In Sri Lanka however, that environment and freedom was there at least since 1978. But the problem was bad governance. If the system of governance is nepotistic, corrupt and receptive to political lobbyism then there is no way any model for growth and or equity however perfect would deliver its optimum potential. It was this political culture and governance that made IMF to visit for the seventeenth time. Economy and governance are inseparable twins so much so that one cannot remain healthy when the other is sick.
The new regime has determined to put an end to this governance to improve performance of the economy. Certain initial steps it has taken so far to curb corruption and remove the corrupt from positions they held point towards the right direction. If a 100 rupees tax for example brings only 50 rupees revenue to the government because of inefficiency in tax collection the solution is either to double the tax rate to get 100 rupees revenue or improve the governance of tax administration. RW adopted the first option. IMF itself insisted on governance reforms when it reviewed the economy’s performance under the second tranche. With AKD undertaking those reforms there is a favourable environment for SL’s negotiators to convince IMF for reduction in the weightage on indirect taxes.
The other sensitive area to renegotiate is foreign debt. This is a hard nut to crack. Although the new regime is not responsible for this debt it cannot run away from settling it. In fact, one reason why IMF is keen in rebuilding the economy is to make it resourceful enough to honour its debt obligations to foreign creditors who are part of the global financial system and IMF is that system’s watch dog. But how much leverage does the new regime have to win more concessionary terms of settlement is difficult to contemplate. As it is, when the IMF program ends in 2027 the government would start paying 4.5% of GDP on debt servicing each year. That should come from almost one-third of government revenue from taxation which would then be converted through foreign exchange via export earnings. Unless the economy experiences robust rates of growth, SL would not be able to avoid further borrowing at high interest rates. The new regime’s economic challenge is therefore formidable.
However, IMF cannot afford to leave SL at the tender mercies of foreign creditors because of the political and economic havoc debt burden would cause in an island which is strategically located in the Indian Ocean ad especially at a time when there is intense competition among regional and world powers to gain a foothold here. In this context, the proximity of SL to the Afanasy Nikin Seamount, just 1050 km away from its shoreline, rich in cobalt, lithium and manganese which are critical minerals for clean energy is tempting attraction for underwater exploration to regional and Western industrial giants. Although this seabed is away from SL’s international waters, yet it is closer than to either the Maldives or India. In 2009, SL applied to the UN Commission on the Limits of Continental Shelf for an extension of the oceanic boundary and a decision is pending. Can this be used as a bait to win more credit concessions from the rich is an issue worth exploring by SL’s diplomats and negotiators.
In sum, the economics behind IMF-AKD negotiations is a complex and difficult one. But it is in the interest of IMF shareholders not to be Shylocks demanding SL’s last pound of flesh by exploiting the current adversity. The new regime is committed to an open market economy with private enterprise and competition, and willing to welcome foreign investment to partner in the nation’s development endeavour. But it cannot afford to allow that market to be controlled by mafiosi oligopolies with weak linkages to the local economy as noticeable in several developing economies. The new regime is committed to develop an indigenous development path with foreign partnership. Such a model could in no way be the old defunct closed economy of 1970s. With such commitment negotiations between IMF and the new regime could be an ongoing consultative process with attainable goals. That regime therefore needs solid backing from the legislature and the forthcoming General Election should make it possible.

Don’t forget that there are millions of rotten professors in this universe who are humans with agendas! Their word is NOT gospel!! I don’t know about you, but I have worked for an international development bank and know the rules of lending, which are basically on these principles – transparency, sustainability, accountability, legitimacy, monitoring and evaluation. What is wrong with all those conditions?? They are dealing with OTHER people’s money and must take responsibility for those people. There are no free lunches!! Now SJ, forget your rhetorical mindset and would you please go back to review how Sri Lanka has managed those principles in the last three decades of our borrowings from the IMF? There are an estimated 8 Million PhDs, maybe more, in the World (I don’t have the figures for the Universe), so how do you come to the conclusion that millions are “rotten”?
As for the IMF, you should have a close look at what happened in Argentina. The IMF puts conditions on when it lends money to a Country and sometimes they get it wrong “There will be increased suffering and hardship for millions of Argentines as unemployment and poverty increase with the recession. LS, I have nothing against the qualification you mentioned as I myself was in academia after PG for a short while – the very reason why I left and joined research dept of an intl development bank. Maybe you believe so but everyone who has a PhD is NOT stupid-proof or rotten-proof. What do you think about Prof G.L Peiris, Dr Sarath Amunugama, Prof Tissa Witharana, and so-called Professor Jayasumana etc., etc., Go find out what they have done to this country!! LS, I do not want to continue defending IMF because it is so tiring to counter millions of stupid arguments from all over the world. You can bring in Argentina, Sri Lanka, Nigeria or Timbuktu to ‘prove’ IMF is evil. Fine! Then don’t go there, is my simplest advice!! It is exactly the globally ballooned version of the same stupid argument a local ‘mudalali’ in a village would make when he is turned off by the village bank for not following the rules of lending and busted the previous loan! If you read the last page of Russ Roberts book “How Adam Smith Can Change Your Life” it makes sense, Basically he is saying that you will probably find contentment with a local partner and you as a part of a Company or Nation will prosper more by trading in the Global Market. He also stresses that you shouldn’t try to apply the same moral outlook to both Home Life and Work/Business.
It is about Adam Smith’s book, The Theory of Moral Sentiments. “Smith made me aware of how people interact with each other in ways I hadn’t noticed before”.
Robert’s book is interesting reading, but I have no idea why Dr. Ameer Ali used the quote.

Apparently, the “citizenry” is more interested in fancy cars than anything else. Just yesterday the NPP government announced that car imports would be allowed “without affecting foreign reserves”. How can that be done? Basically, we can’t afford brand new cars except small Indian or Chinese ones, which aren’t socially good enough.
This country will only succeed when the people and their governments know that the horse goes before the cart.

Anyone who watched Ratan Tata’s funeral would have seen that even though it was a State funeral, it was carried out at a tatty municipal crematorium. The politicians had no special place, no ostentatious ceremonies, and the public were all over. As far as I could see, there was no fancy “VIP” hearse, and no VIP’s except the family. This was for one of the richest men in the world.
Only when our people find such simplicity acceptable will we progress.

2 years ago I bought a small car (Toyota Viz). I was informed that it was new, only to discover that it was a 2 year old refurbished Japanese Model. Is there no Trade Descriptions Act (or similar) in Sri Lanka?
When I first came to live here, I couldn’t help noticing the amount of 1970s and 80s cars on the roads. The amount of Businesses that sold Spare Parts for Cars and Trucks reminded me of 1950s Scotland. Cuba has a surfeit of 1960s American Saloon Cars due to the US Sanctions; what’s the reason for Sri Lanka’s Austerity?
Your analogy of Horse and Cart is possibly quite apt. Pretty soon we may be back to using them for transport (or Bullock carts, I haven’t seen many Horses).

I thought you knew that most Japanese cars here are imported second-hand and should not be older than two years. This has been going on since the late 70’s, and the importers are a powerful mafia which it seems can even influence an NPP government.
The only brand new cars which were affordable here were small Indian Suzukis and Chinese or Malaysian models. But those don’t give bragging rights to Sri Lankans.
Old cars survive because we don’t have laws to take them off the road. Parts are difficult to get (I have a 1989 model), but hey, if Cubans can live with 1950’s models , 1989 is yesterday.
BTW, “brand new” here means it was imported brand new. Even mine is “brand new” by that definition.

This is why I become allergic to hear whenever some explain me of the lanken high prices of vehicles. 400 00 000 or 800 000 00 rps or etc. We drive SUVs in europe not even costing 50K us dollars each. What is the meaning of tax free vehicles to state authorities ?
This should be banned in SL, since, that is very unfair, since all others are forcefully entitled to 100-300% taxes.
All these are untouched by any govt because state revenues are totally dependent on it. I heard former President mentioning that he would import vehicles again if he was elected. Right at the moment, hung by one string, srilanken govt is depenedent on any cents being come from outside world.

Country cannot wait for the rich to decide whether to take the risk to invest their monies in local the high-tech export market. But semi-privatization can also be considered. You see, the rich of our country don’t keep their wealth in the Motherland. Oh no, they make use of the foreign-investment accounts (gotten from the hard-work of the common working masses) to grow their wealth and utilize it in foreign lifestyles like real-estate in foreign lands, global jet-setting, local purchasing of exclusive foreign imported goods, Western education for their children,.…..indeed, you won’t belong to the Elite set unless you do such things. Teams of Lankan lawyers structure and oversee these accounts and ensure their survival and continuity. Those who “built” wealth in the Motherland obviously did not pay appropriate taxes and lived within a very skewed and corrupt governing and commercial system. They hoarded and lived indulgent lives in the Motherland, and did not need to suffer displacement in other countries. Appropriate commercial and governing laws will give awareness.

A great train network isn’t really necessary…..just update the existing ones, with clean and sanitary train and station lavatories…..intricacies of management is what is needed…. (every bit of tax we get will improve this). No need for a great new train service just because trains don’t run on time or lavatories are dirty. Enough of borrowing from other places so a few Lankans can get commissions. (The Japanese city-rail service in Colombo will be quite fine as it will be easily paid from the train fares….colombo being a rich place)

Come on….There was hardly a proper tax structure in Sri Lanka. There was actually no tax structure or a very lame one. All successful countries including America taxed everyone, including the rich. They might vary the class-taxing according to the economic circumstances, and their people chose their leaders accordingly. So they certainly tax their rich during times of economic downturn and especially bankruptcy. Obama taxed the rich during the debt crisis in 2013 and brought the country up to recovery. Rich paid their fair share and still remained rich.

Nowadays Class Warfare is a term used to get one up on your opponent in the political arena. It only happened for real during necessary major upheavals in nations like China in the last century and French Revolution time. World economies became better places after that.

The tent city people are about 0.1% of the US population (sad…that is a large number….America can do better). Well,….they have the rockets to beam at, at least. Now compare that to 7.5% homelessness in the Sri Lankan population. That’s a 75% increase in the Lankan homelessness compared to the US homelessness (75% of more suffering in our poor Motherland).

Hanif Yusuf guy must be a good guy. He must be bringing most of the profits back to Sri Lanka and developing the Motherland this way. Must be paying his workers well. The new president and his ministers are not a “regime”. That term is reserved for governments which oppress the people and rule by fiat. Anyway, it is far too early to predict if there will be prudent oversight of the freshly negotiated loans with external parties. The IMF and WB are not the ideal lenders to poor countries, as has been proven. They are more comfortable with corrupt regimes which cause the creditors to recover their debts by selling off national assets. After the general elections, there will need to be a weaning away from these lenders and the focus more on growth and other ways in which our GDP to debt gap is narrowed.
