“Diaspora Investment to build economy” ~ (Vijitha Herath, Minister of Foreign Affairs)
President Anura Kumara Dissanayake and the NPP Government are no doubt committed to make Sri Lanka an economically independent nation. Over three decades of uninterrupted misgovernance, maladministration and systemic corruption had driven this fertile island to the brink of bankruptcy with a mounting external debt totalling $37.5 billion by June 2024. The country was virtually mortgaged to foreigners. A new generation of Sri Lankans united by anger over the prevailing economic disaster and chaos woke up, ignored all ethnic, religious and linguistic divisions that were hitherto systematically exploited by successive regimes to win elections but without changing the style of governance and economic management, rose in revolt and staged the aragalaya, which ultimately forced President Gotabaya Rajapaksa to flee the country and resign. It was a unique event unprecedented in the history of post-independent Sri Lanka. Ranil Wickemesinghe, a born loser, replaced Gota with the consent of a parliament on which the aragalaya generation had already lost all confidence. He at once ordered the security forces to disband the aragalaya gathering with force before inviting the IMF, the watch dog of the new capitalist world order, to take control over Sri Lanka’s economic and financial management. This was the seventeenth time that this institution was called upon to provide advice, a testament to past regimes’ economic mismanagement. This in short was the economic background to the entry of LKD and NPP with their promise to transform the country economically independent. It is no doubt a challenging task and needs to be achieved with minimum disruption and inconvenience to people’s life.
Economic independence however does not mean opting for an isolated and closed economy, because science and technology has inescapably forced humanity to live in an interdependent world, and that is the axiom on which the concept of an open economy operates and to which openness the new leadership made a commitment. Thus, despite all criticisms from an opposition that had lost all credibility among voters and was reduced to a miniscule in parliament, AKD displayed his sense of pragmatism by not bidding good-bye to IMF as many expected but by accommodating its reforms within his scheme for system change. True, IMF’s primary focus is not enhancing the welfare of ordinary citizens directly, but indirectly through stabilizing the monetary and fiscal environment so that the class of entrepreneurs would lay the golden eggs of economic growth and prosperity. Thus, with assistance from the Central Bank whose current Governor was formerly an employee of IMF in Washington, IMF concentrated in achieving monetary stability through capital controls and tight fiscal measures, which no doubt inflicted pains on peoples’ living conditions. Yawning twin deficits had to be curtailed, and the government had no choice but to swallow IMF’s bitter pill. Pragmatism converted an otherwise revolutionary JVP into a reformist partner in NPP coalition.
However, the coalition decided to minimise the pain in a roundabout way by closing the leakages through systemic corruption which ultimately reduced the volume of the circular flow and consequently the size of the economy itself. Even IMF applauded this decision. Accordingly, AKD introduced a vigorous campaign to eradicate corruption and bring those who promoted and benefited from it to confront the force of law. He also issued a severe warning to his own colleagues not to indulge in any form of corruption. His Clean Sri Lanka campaign meant not only a clean physical environment but also clean government. It was corruption that turned all SOEs like the SriLankan Airlines into lossmaking white elephants, which in turn became a burden on national budgets. Anti-corruption campaign is not over yet, and the government cannot afford to relax its vigour until it is eradicated completely. In this respect AKD and NPP are batting on a winning wicket.
Yet, there is a long way to travel to achieve economic independence. IMF believes that once economic stability is achieved, economic growth would gain momentum, level of foreign debt would remain sustainable and foreign investment would flow in to promote growth. Perhaps it was with this optimism restrained by the Trump Tariff Effect that Foreign Minister Vijitha Herath recently called for investment from Sri Lankan diaspora to develop the economy. But there is a big hurdle to be removed before that happens.
The majority in this diaspora community are Tamils who fled the country after a series of anti-Tamil riots and violence since 1950s culminating in an unaffordable twenty-five-year confrontation between a Tamil militia and the state. The total extent of losses incurred by all communities in terms of human lives and material destruction has not been fully accounted for yet. Skeletons are now coming out to bear witness to the horror and causing nightmares to the perpetrators. But the mental wounds inflicted upon the Tamil community still hurt its members living locally and abroad. No meaningful attempt has yet been taken by any previous government to heal those wounds. Ranil Wickremasinghe talked about ethnic reconciliation on the eve of the last presidential election, but when a bunch of political bhikkhus demonstrated in public against his decision he quietly let it die. Now it is the economy more than the politicians that demands ethnic reconciliation.
There is a fair amount of investible capital and entrepreneurial skill within the diaspora Tamil community which could be welcomed to develop at least the eastern and northern parts of this country which were deliberately neglected because of communal hatred. Even now after sixteen years since the end of the Eelam war the intimidatory presence of military personnel in Tamil districts and the threatening behaviour of political monks are not encouraging features to attract diaspora investment. For example, inspired by Gotabaya’s Archaeological Task Force to Build Buddhist viharas in places like Thaiyiddi in the North where there are no Buddhist population except the military, but with the hope of colonising that area with Sinhala Buddhists in future is not going to achieve ethnic reconciliation. Similarly, the behaviour of monks like that obstreperous Gnanasara who cremated the body of a monk died in Colombo in the premises of Neeraviyadi Pillayar temple in Mullaitivu is not going to create a conducive environment for Tamil diaspora to risk its investment.
One of the welcoming characteristics of the aragalaya generation is its ethnic and religious inclusiveness. Unlike members of earlier generations, the aragalaya youth are not schooled in the philosophy of either political Buddhism or Sinhala supremacy. This is also true of AKD who unlike Rajapaksas openly advocates that Sri Lanka belongs to all its citizens whether they are Sinhalese, Tamils or Muslims. Therefore, if there is a leader who can bravely confront the Sinhala supremacists and political Buddhists to make ethnic reconciliation a reality it is AKD and his political comrades. It is time the new government starts the ball rolling at least by initiating a series of dialogue with rationalists from all three communities.
Ethnic reconciliation should happen at two levels, at the state level and at people level. The first should ultimately end in a new constitution founded on principles of secular democracy and power sharing between the centre and periphery while the second should lead to a change of hearts. It is a sad note in the history of this blessed island that ethnic politics has made each of the three communities to live in mutual suspicion and fear of the other two. Brevity prevents elaboration of this sad phenomenon. But the time has come for and the economy makes it imperative that a change of hearts and ethnic reconciliation go hand in hand through a social revolution and constitutional changes. Let the state make the first move for the new generation to complete the revolution.

There is no point of talking reconciliation without telling what happened in the past, what was the problem and what was wrong and what needs to be done. What happened in the past was genocide or ethnic conflict. If the Banda-Chelva fact implemented the rest would have avoided. What happened in 1958 and 1983 is proved it is genocide.

Vijitha Herath can dream and spout fantasies all he wants, but the reality is that expecting miracles without genuine effort will always lead to zero results.
First and foremost, the government must clearly communicate to the diaspora what incentives are being offered to those who invest. Secondly, it must guarantee the security of such investments. Thirdly, it should demonstrate concrete efforts to support and safeguard these investments, ensuring they do not go to waste.
In other words, the government must formulate and implement clear policies, followed by real, measurable action to develop the infrastructure and frameworks necessary for sustainable business growth. It must act pragmatically and honestly, proving its sincerity through actions rather than hollow promises.
So far, however, this government has revealed itself to be opportunistic and predatory—making zero real commitment to business development while eagerly waiting to burden investors with massive and multiple taxes.
Anyone living in Sri Lanka knows that most citizens are exhausted and disillusioned with AKD, his people-unfriendly attitude, and his endless empty promises.

I met a retired old Tamil businessman whose father used to run businesses in Negombo. In the early 1970s his father wanted to set up an Ice Factory around Palaly/KKS area and had already bought the land. He was able to raise capital and sourced plant and equipment, applied for licence to build the factory. In the interview at the Ministry/Department he was asked about the human resources requirement and the number of Sinhalese person to be employed in his factory. He couldn’t answer the question, perhaps being a businessman he didn’t want to answer the racist question. License was denied. That land is still being occupied by the armed forces.

Diaspora will not invest to this island for the promises of the rulers but it will make sure that the system changes happen where Tamils are safe and secure. I know what is your intention and what is your fear now. I don’t know whether most of the Sinhalese or only few of you are exhausted disillusioned with AKD. The politicians DID NOT do a root cause analysis as to the uprising in the south and north at all since independence. It is because the constitution does NOT give equal rights for ALL irrespective of cast creed and race. These are not enforced as the judiciary too is weak to enforce the law to the letter as the judiciary is under the thumb of the politicians. Unless and until full separation of powers of the judiciary and executive is there, this country will not move forward an inch and cannot ensure such unfortunate uprisings will occur again. First of all citizens should be addressed as Sri Lankans (not Sinhala, Tamil or Muslim etc) and all political parties with racial and religious affiliations should be BANNED to begin with. It is very true that the Economy Demands Ethnic Reconciliation, in other words, economy requires contributions from all citizens of the country.
In economics, the factors of production of goods and services are: land, labour, capital and entrepreneurship. The economy doesn’t care whether the labour is black or pink, Muslim, Sinhala or Tamil. For a country to prosper, the whole population should participate and the policies of the government must be inclusive. All the past SB majoritarian governments pretended that they were exclusively working for the benefit of a single ethnic group and it took 75 years for the citizens to realize that they were really working for themselves.
The NPP government and people have a golden opportunity to learn from the past and march forward for a prosperous country that treats all her citizens fair and square, equality at work.

There is no doubt that Diaspora Tamils can turn Sri Lanka into a disease free, debt free, independent Sri Lanka without any loss of life if AKD and team understands what the Aragallya really wants in this country. Only need is to accept the truth about past 77 years was wrong and all those who governed this country. Tamils did not want to divide the country or against to Sinhalese or Muslims. Basically, the rulers misused the Buddhism or Buddhist leaders mis used rulers, they should accept that it is a mistake of theirs. You don’t need to punish them or put them in jail. When the start was wrong, everything followed the same and if AKD do not explain it clearly, there is no point of talking about it. It is our country made them to take arms, our country made them to call diaspora. All other Countries only help or pretend to help but only Diaspora can now remake their country and their people. Its all depend now the state that is Sinhalese and Buddhists to decide.

Naman, You have a poor understanding of the ‘third’ ethnic group. ‘Islam’ is the name of the religion, while ‘Muslim’ is the term for a person who follows it. So that is another ‘ethnic’ group! However, in SL there are Moor, Parsi and Bhai groups as well, who you may categorize as Muslims but their religions are different to Islam. Also, there are Muslims who are not observant and people from Muslim-majority countries who follow other religions, such as Christianity. This is true even in a country like Iran, Iraq and even in Pakistan.

understand that it is Corruption that has so long been Key to What we call

I believe it might have been possible to lower TRUMP-TARRIFFS to less than 15% if the Sri Lankan leader had been directly involved in the process. I truly don’t understand why our HE has the audacity to travel to the Maldives but not the United States.

If he had, his trip to the US would have been a leader-to-leader symbolic visit. As of right now, I don’t think the current leadership has enough “good advisers” on board. Furthermore, tax reductions of up to 20% are available not only to Sri Lanka but also to our comparator nations, such as Bangladesh. However, it is up to 19% in Pakistan.

Trump tariff , let it be 20% or even 10 % on Srilanka , the same
would have gone with Vietnam , Bangladesh or Cambodia
in order to play a balanced game . So that the competitors are
on equal footing , especially on apparels . On one hand , the
American will buy less garments and on the other ,we will
buy more American products . Either way , we lose . There’s no
win here for us . We now have a new tariff on our heads . This
also shows that America is not able to take this burden any longer .

” On one hand American will buy less garments .” This part of
my comment of few words says who will be paying the tariff .
Our govt had to negotiate the tariff for Americans or for us ?
The tariff is on our products which works two ways , higher
price for Americans for our products which will make both
supply and demand less attractive . Buying less , Americans
will be saving , manufacturing less , we will be losing . The US
discouraging Textile import and export started in year 2000 or
2005 with the elimination of Quota System . And now another
step .
