Expectations & Disappointments

It is nearing eleven months since Anura Kumara Dissanayake became President and nine months since JVP-NPP coalition was put in power with an unassailable two-third majority in parliament. Both were made possible by a new generation of Sri Lankans awakened by an accelerating desolation of the country’s democratic governance, economic development and its socio-cultural heterogeneity. The 2022 aragalaya was the expression of their discontent, which impressed upon voters that without a fundamental change in the political leadership and art of governance the country had no hope of getting back to its past glory. But even before the aragalaya, there were progressive thinkers and spokespersons within the elder generation who too were advocating the need for system change. AKD’s promise of a new political culture through social revolution was music to their ears, and when the coalition was swept to power with Madam Harini Amarasuriya, a qualified and experienced social activist as the country’s second woman Prime Minister there was an air of optimism sweeping throughout the nation. There was an aura filled with great expectations from the new leadership.

True, system change cannot happen overnight especially in the absence of a pre-set blueprint on the proposed new system. Therefore, the expected change needs to come through a process of trial and error. Even so, voters are entitled to expect at least a clear set of signals that the promises made are being translated into reality.  But sadly, whether because of incompetence or inexperience or because of ideological differences between the coalition partners progress made so far has been too little, too narrow and too tardy. This is disappointing to say the least.

There were four main areas where the new system needs a thorough break from the past: governance and public administration, economic development, inter-ethnic cohesion and the constitution. There has been some notable progress in the first and constrained achievement in the second but absolutely nothing in third and fourth. It is unfortunate that the new leadership is trapped by a destabilizing Trump Effect on the international order whose accepted rules and values are being made redundant and institutions made powerless. Yet, there is also a window of opportunity for countries like Sri Lanka to minimize the negative impact of that Effect by aligning with the rising alternative leadership from Global South.     

One area in which AKD and the NPP Government have made notable strides is in tackling the curse of nepotism and corruption in governance and public administration. These evil twins had spread so deep and wide in the country’s political governance and public administration that ordinary citizens had come to accept them as part of normality.  Apart from the colossal financial waste and inordinate delays in getting things done through officialdom the most dangerous consequence had been the penetration of underworld operations in public affairs. Even security forces appear to have come under its influence. Financial corruption in managing public enterprises like the national airlines for example had turned them into loss making white elephants which in turn had made national budget balancing an impossible exercise.  This is why the anti-corruption drive which AKD and NPP promised during their election campaigns is now in operation and they deserve to be commended. So far, a few notable personalities including previous ministers and public servants have been brought before the law, but there are still more out there yet to face the music. This project with the backing of voters must succeed for a new system to take effect.

But there is one pre-election promise on which the new leadership seems to be dragging its feet. This was to abolish the draconian Prevention of Terrorism Act (PTA). The law enforcers and specially the local police force seem to have no clue about what constitutes terrorism. In fact, there is no universally accepted legal definition of terrorism and terrorists.  The widely publicised arrests of two Muslim men who are now released on bail after months of incarceration demonstrate the prevailing confusion about PTA. One of them was arrested by the police for displaying an anti-Israel poster and the other for trampling an Israeli flag. Both were acts to demonstrate the men’s disgust at what is happening in Gaza. Although the magistrates have released the two so-called offenders there is increasing suspicion within the local Muslim community that the police and security forces have come under pressure from Israeli sources to take a tough stand against pro-Palestinian agitators. The recent influx of Israeli tourists, their daring disregard to the moral norms and values of local communities, unlicensed businesses run by Israelis arriving on tourist visas, and the establishment of Chabad Houses have raised concern about possible influence of Mossad in the Foreign Ministry. It appears that AKD and NPP are caught in an agonising dilemma between balancing the economic benefits of employment for Sri Lankans in Israel and paying a price for it by compromising Sri Lanka’s historic sympathy with Palestinian cause. To Israel of course all Palestinians and pro-Palestinian demonstrators are either terrorists or antisemites. PTA will complicate matters further and sooner it removed from the statute book better for peace and tranquillity in this country.

On the economic front there is a long way to go before reaching a state of play that would provide a degree of economic independence with affordable living standard for a vast majority of Sri Lankans. Although IMF is satisfied with progress made so far while warning the government of challenges ahead, its main concern is about maintaining a rate of growth that would make Sri Lanka’s level of foreign debt remains serviceable and sustainable. However, as indicated already the fallout from the Trump Effect on trade and international relations would certainly make even IMF’s limited goals a challenge to achieve.  The menace of rising cost of living which is a pandemic spreading almost all nations and on which local opposition is trying to make political capital will persist until there is peace in Europe and Middle East – a point only receiving casual mention in liberal economic analysis. The ultimate objective of Trump’s tariffs on imports is to force exporting countries to join his bigger war against China.

Be that as it may, the current situation at home and abroad is also providing a fresh opportunity for AKD and NPP to reconsider the country’s economic relations with traditional trading partners. Instead of looking towards Global North for economic salvation why not turn towards Global South? The economies of SARC, ASEAN, Far East and Asia-Pacific regions have tremendous potential and experience to offer for Sri Lanka to reorient its development strategy. For example, instead of begging from Trump for a further reduction in his announced 30% tariff on local exports, which he may concede but at another but hidden price, why not diversify our markets and sources of foreign investment with regions mentioned above? The economic experience and achievements of China, Japan, Vietnam and Singapore for example offer invaluable lessons to Sri Lanka. It is disappointing that not sufficient measures been undertaken along this direction despite JVP leadership’s schooling in a bricolage of radical economics.

However, two promises that still have not seen the light of action are ethnic reconciliation and a new constitution. On the first, no system can operate successfully and realize its goals unless people are supportive of it, and one factor that does not guarantee this support is the prevailing distrust between the two major ethnic communities. Over three quarters of a century a policy of divide and rule had been the pet strategy to win elections for the national parties. There is no need to go into details of this strategy’s disastrous consequences. The most welcoming feature of the new generation’s aragalaya was its a-ethnic and a-religious character. The new leadership that captured power on the back of this generation cannot ignore this fact and AKD and NPP are dutybound to make reconciliation a top priority.  That reconciliation should be built on the foundation of composite nationalism. Once that is achieved it should be protected with a new constitution founded on principles of secular democracy. Here again the new leadership appears to be dragging its feet.   

The new generation of voters built its grand expectations on the belief that the current leadership would not let them down. Let the not be betrayed.

    key promise was not development but Punishing Wrong Doing .It now

      Don Stephen had Sir Pon Arunachalam requested Independence by full Republic status, dismissed and obtained Dominion Status Independence. This benefited him obtaining Britain’s authority in deciding whether Tamils receive their independence as they want. In India, because it requested full freedom from Britain, Pakistan had it divided. Ceylon retained the British administration’s format. GG came through his method to balance the minority-majority composition in parliament. Don again blocked it, showing a bone to Lord Soulbury, that is Trinco Harbor. Then the Sinhala-Muslim Governments pulled back the bone piece out of Britain’s mouth and kept Britain at arm’s length on Langkang internal affairs. Freed Ceylon nationalized all British FDI investments. UNP Aanduwa recognized Communist Chinese’s trades as the first nation in the world. At an appropriate time, they cut off contact with India and brought in China. Independent Langkang’s international relationship became a cesspool, because Muslim Sinhala Aanduwas looked for vengeance with IC as much as they did to Tamils.

Vietnam, who directly fought against the US and defeated with humiliating shame and implemented communism as they wanted. So far, Vietnam got the most favorable tariff deal. Kadirgamar won arms deals from Western democratic countries, only to disable his Tamil enemies and hoping to become the prime minister. But unknown Vietnam Diplomats are negotiating celebrative trade deals in the West.

      The end of that episode was when Ceylonese rejected Don Stephen, who created UNP-SLFP royalty, and brought true freedom by electing NPP.

      Thanks for your early recognition, which many of the CT pundits here are not ready to recognize but even become wild when Don is accused of this bastardy history of British Built pearl in the Indian Ocean, reduced as world shameless poop importers because they had no money to import fertilizers. Many of these pundits have only big heads like Don Juan, but not even a puny brain in it to recognize what they are talking about.

      So, what exactly has the NPP done to make Srilankan better? True, it has locked up its former Chairman, a Rajapaksa crook, but it continues to throw money at the airline instead of shutting it down.

        All 350 SOE should be shut down so the FDI investors will be able to find some space to bring their capital. What is the point of NPP keep borrowing in the old style and duping in those bottomless holes, and that is how keeping FDI only as mirage? Borrowed monies should not go to White Elephant projects, they should be used to for small guys to setting themselves on some income earning projects. If they are shown proper path and if they make money, they will pay back the loans, not NPP Aanduwa.

    I expected AKD to take me around the world first-class, 5-star, all expenses paid. I expected a bar licence and a gas station licence. I expected 40 acres from LRC. I expected 100 million from the President’s Fund for the house that remained intact during the Aragalaya.

    And above all I didn’t expect to end up in gaol.

    Naturally I’m disappointed. …….. Native even more than me …….

          Did you know the Prabaharan’s overseas b***s carriers have finally decided to acknowledge the death of Prabaharan, after 16 years. They will officially confirm it on 2nd of August 2025. Now the problem is his b***s carriers have to account for LTTE’s overseas assets, cash/bank balances and investments.

          I learn memorials will be held in most of the Western/European countries.

          All these years VP’s b***s carriers were busy telling the world LTTE merely silenced its arms, it was not defeated, and their Thalaivar (leader) was/is alive.

      Until that shortage if fulfilled, no SA, no Iran, no Pakistan, no Hamas’ Palestine or any one of the 55 OIC countries will come to redeem. Remember how Hezbollah called OIC countries and installed Hakeem leading 4/21 parliamentary commission investigation? Because he had the art to bring 3000 M Rs from SA to Lanka (without Central Bank imbeciles noticing that transactions) to build Jihadi university, which had the Evil Emperor’s blessing. A few months ago, I heard 370 schools had to be shut off because there were no teachers in those schools.

    Thanks for the article, but The disappointments are enormous. More than what is expected at times.
    When the scale is positioned above, this occurs.
    They still don’t appear to acknowledge their grave errors and gaffes.
    Instead, some ministers use provocative statements based on false information to continuously challenge their rival panellists. “We asked it just to improve our knowledge” appears to be their blatant remark after the facts are revealed. Ha ha.

    If Minister Lakamli or someone similar behaves in this manner, I wonder if they are not corrupt. Financial corruption issues are tainted by corrupt behaviours. what happened to srilanka ? Unfortunately, only truths can advance us. They fell on their noses once more.

    There is an abundance of shamelessness. Although they are now nude, it is highly doubtful how many more months they could keep up the performance style.

    Dr. Ameer Ali – The type of pressure building that you are imposing on the NPP Government is praiseworthy, and that is what is expected of all sincere people who are bent on rebuilding our country. Yet, some others will neither help nor bring pressure to bear to achieve reconstruction goals to pull the country out of the abyss that it has been forced into. Mostly, they do is to bark and bark day in and day out, foul-mouthing the leaders, and waste no time looking for an opportunity to bring down the government in whatever possible means.

    No doubt, as you say, there was an aura of great expectations from the new government. But, it must be noted that such huge expectations cannot be achieved compared to the huge mess that has been created during the regimes of both Rajapakses and Ranil/Rajapakses. However, we know the corruption levels in politics have been zeroed. The next task (a huge one) is to introduce that same spirit in the Public Administration – all Government services, including Policing and the Justice system. No doubt, this step moves in snail speed, because that is a very delicate matter, and if not handled cautiously, everything else would collapse.

    Reconciliation has to happen between the Tamil and Singhalese speaking SL citizens. It has to has to happen on linguistic basis and NOT on religious basis. It’s time that the clothings that SL citizens wear should not denote their religious backgrounds.
    It was so 50 years ago. In European countries bur-qua niqab etc are being banned.
    NPP should expedite the bringing in of the new constitution and punish those who were responsible of economic meltdown

      I agree that NPP should expedite the bringing in of the new constitution but NPP should have a clear focus on what changes are good for the future of all citizens and what forms administrative structural changes will bring a clear understanding between two communities who speak different languages. As you say the religion should not be in politics and religion should focus only on how to improve the goodness among its followers. Violence should not be allowed within or between religions. Religions should be reformed itself. Further Fear mongering politics should come to an end. For example, PTA is still used by NPP based on the fear that Tamils will take up arms or LTTE will come back. Even after 16 years of end of war, this fear mongering politics continue. Will the JVP go for armed rebellion again? If you can come to Politics with new policies, Why cannot you expect to other communities to continue to suffer. Why do you need to keep two third of Military in the North East? Why can’t you use that manpower to the development of South?

        The dishonesty and hypocrisy of some so called “Christians” is breathtaking. Catholic Nuns in Ireland and Scotland were also culpable in the abuse of Children in their care. To quote another of Burns Poems “O wad some Pow’r the giftie gie us. To see oursels as ithers see us!” 1786.
        Basically Burns ” expresses a wish for the ability to perceive oneself as others do, which Burns suggests would be a valuable and humbling experience”.
        Self Reflection is Alien to DTG.

Could you process the above-mentioned theory on Malthus’ milling machines and find out if this will help bring down the Muslims’ excess population in small countries. In Langkang, all Muslim villages are experiencing land shortages. The only way to defuse the women’s ID by dressing is men switching their dresses to make them look like sexy looking women. If men had mastered that technology before 1978, Junius Richard would not have worried that his constitution could not change the men into women & V-v-V. He would have just discounted his worry saying: “Anyway, what is the difference, don’t they all look like women?” Shouldn’t the Langkang garment girls, losing jobs because of USA’s terrible tariff, should start tailoring for SA Sheikhs good-looking ladies’ dresses? Also, for the Dubai’s drug lords to look like Shevanti the lawyer! No more demand to produce Shevanti back again.

    NPP/Anura should understand properly about the history of Sri Lanka since the period of Sinhalese rule since independence to understand what made the country into war and what made the country to become corrupt under the 77 years of Politics of leadership and what made the country to ignore the corruption by the politics and how the Buddhism is used to protect them.         The above link gives historical census data from 1881. Please note that Sinhalese population which was increased to 5% from 1881 to 1921 suddenly increased to 25% in 1981 whereas Tamil Population from 59% to 42% in 1981. After 1981, Census was not done properly in the North East. If you want North, You can get it from the Census publications. Sri Lanka was not a one country only with Sinhalese. It was united by British rulers in 1833. Before there was three peaceful kingdoms .

            The Chieftains in the north were not under the king of Kandy, and the Tamil Vannimai chieftains of the east(Batticaloa/Amparai area). Trincomale, north of the Maheveli, was part of the Jaffna kingdom proper. Those who were under the king of Jaffna and paying tribute to him came under the very loose control of the Tamil Sinhalese kings of Kandy, after the fall of the Jaffna kingdom, as they requested his protection. They considered the king of Kandy a Tamil Saivite, but they actually were, they were only nominally Sinhalese and Buddhist. He dealt with them in Tamil and protected Hinduism in the east, just like the way Buddhism was protected in the Sinhalese parts of the kingdom. However, this arrangement did not last long as the Portuguese captured Batticaloa and most of the east soon.

Just because, for a short period, the Tamil Vannimai chiefdoms in the east were under the very loose control of the Tamil Sinhalese kings of Kandy, who were actually Tamil, does not mean they were Sinhalese lands.         Sri Lanka or Ceylon is now one country, not because of Sinhalese or Tamil efforts. provinces. but thanks to British, who in 1833, who united the then separate Tamil and Sinhalese parts of the island into one colony and named it Ceyon, at first they made it part of the Tamil Majority Madras Presidency of India and later for their own economic and political convenience, separated it from the predominantly Tamil and to some extent Telugu Madras presidency and created a new colony called Ceylon a few years later. What if they had kept the original arrangement? You will now be part ofmother India or Bharath Maatha and either have been part of Tamil Nadu or under the linguistic breakdown of the states, a separate Indian Sinhalese-speaking state, sans the north, east, estate areas, Puttalam, and once very recently, Tamil Chilaw/Negomboi on the North-West coast, which would all have become part of Tamil Nadu or a separate Tamil linguistic state, then would have happily stated the same thing? We are all part of Mother India, learn Hindi, forced Hindi imposition on the Sinhalese, Hindian colonisation, and sung Jana, Gana, mana with gusto and gleefully agreed to converting ancient Buddhist religious places to Hindu or then being destroyed and Sinhalese history portrayed as Tamil?

            However, these 15% were very powerful, they were the land-owning Namboothris and their half caste bastard Nair offspring, who were Menons, Unithans, Thampis, Nambiars, Kurrups, and many similar castes. They were also the allies of the British, while the Tamil-speaking Dravidian masses were rebelling against the British.             For your information, half of the Telugu lands were not under the British but came under the Nizam of Hyderabad( Telengana,) only the Andhra region came under the British. Similarly, most of modern-day Kerala was not directly ruled by the British, but by the Travancore Cochin Royal family; only the northern Malabar region came directly under the British. Similarly, large parts of Kannada land came under the rule of the Mysore Maharajas or the Nizam of Hyderabad, the certain areas came under the direct rule of the British. However, other than a few royal principalities like Arco, 90% of the Tamil lands came under the British, and this is the reason the Madras presidency was essentially and basically Tamil, with a large Telugu influence in the North East coastal parts. Again, a good try to misinterpret history in favour of the Sinhalese Buddhist Fascism Snake. You can’t help spitting out your venom.

            Neither the Mysore nor the Travancore-Cochin kingdom, nor the Telugu lands that were ruled by the Nizam of Hyderabad, were ever part of the Madras Presidency, and you knew that snake. Nor did I claim them to be part of the Madras presidency. This made around half of the modern Kannada, Malayali, and Telugus then living not direct subjects of British India, nor were they part of the Madras Presidency. This is why the Madras presidency was essentially Tamil. Its core land was Tamil, and its capital was in Madras( now Chennai), and only the outlying peripheries you found the Telugus( a large minority), Kannadigas and Malayalis. You are the one bullshitting here.

            Yes, the Portuguese captured the kingdoms of Jaffna and Kotte. Still, they ruled them separately as two distinct colonies, as they realised that the people belonging to these kingdoms belonged to two different ethnicities, religions, and spoke different languages. So did the Dutch. The Tamil Vanni was captured around 1783 by the Dutch, after defeating the last remaining Tamil king or chieftain, Pandara Vanniyan. Then the British captured the Kandyan kingdom in 1815 and united the entire island in 183,3 and called it Ceylon, so it was the British who created Ceylon, just like the way they created British India and many other colonies. Not the Portuguese or Dutch. Are you aware that the British, for a short period even made Burma as part of British India?

                Hello OC,
                One of the Brigadiers that I worked with/for in Qatar told me that many of the Sri Lankan (Ceylon at the time) Official Documents were kept in Doha during the time that Qatar was still a British Protectorate (up to 1971 I believe).
                I think they are now in the Qatar National Library. He showed me some of them, however I didn’t have much opportunity to do any research.
                Any ideas as to why these Documents/Correspondences were kept in Qatar?

            I stand corrected. As soon as they captured most of the island, other than the Kandyan kingdom proper, the British incorporated parts of the island under their control, which was most, as part of the Madras Presidency from 1793 and then, in 1798, took it out for their convenience and after the kingdom of Kandy was captured in 1815. Created a new colony called Ceylon in 1833.

        At least in India they the government was far-sighted and for India to be a success, it must acknowledge its diversity and create many federal states based on language and ethnicity, but in Sri Lanka, all Sinhalese-led governments were not as far-sighted but were chauvinistic and xenophobic. They thought the British had given them a golden opportunity to realise what had been promised to them in their racist Mahavamsa fairy tale that the island was the promised land of the Sinhalese Buddhist, just like the way the Old Testament in the Bible stated the land of Israel only belonged to the Jews. They were never able to realise this fairy tale as large parts of the island from ancient times remained Tamil and Hindu and ruled by Tamil, and to make matters worse, even they were largely ruled by South Indian Tamil origin Hindu dynasties, even until the arrival of Europeans.

            Punjab still is a federal state with lots of rights and protection, and what is happening now in Kashmir and Manipur is largely due to the work of the present-day ruling RSS/Hindutva fanatics, who want to create some sort of fake Vedic/Sanskrit-based Aryan, Hindu India and create all sorts of tensions and unwanted problems in the south, east and Kashmir. Still, due to India’s federal or quasi-federal form of government, there is a lot of protection for non-Hindi and predominantly non Hindu states. If they want to live there, they should go there legally, purchase land, start a business or job, and legally purchase land and legally obtain all the permissions to build their religious and cultural premises.       To be fair, he was declared guilty and fined 70 million back in 2023, just as Keheliya was first jailed during the previous regime. It was the NPC that dismissed him, not the government. The NPC was appointed by the previous government, but the current government wants to change its composition. Isn’t that strange?

      “Following the conclusion of the inquiry, the NPC decided to dismiss Jayawardena from service. “It was decided at the meeting of the police commission held on July 17 to order the immediate dismissal from police service of the senior deputy inspector general of police, Nilantha Jayawardena,” the NCP said in a statement.”

        OC: Some facts to be remembered : (1) He was found guilty by SC on a FR petition filed by a private party and NOT the Government. Were it not for that FR case, no one, including the then President, would have been found guilty and ordered to pay compensation.
        (2) The SC ordered the Police Commission to take disciplinary action against him. But they didn’t do that. This fact was brought to the notice of the SC by the litigants. When that was done, the Police Commission that didn’t comply with the SC order came to know how it was going to affect them. The Police Commission hastily obtained a copy of the order, and thereafter, this disciplinary action was taken. instituted.

          The NPP ‘s election claim was that RW interfered with the judiciary to protect his buddies, which obviously didn’t happen, at least in these two cases. The fact is that the SC was allowed to go about its work without interference, and a Cabinet Minister was jailed.
          Similarly, the NPC suspended Jayawardena in July 2024, long before the election, in order to start its inquiry.

            OC: Thanks. For how long (six long years), the Catholic church requested three Governments to take action against this DIG and a few others who were responsible for neglect of duties regarding the Easter Sunday attack. It was in frustration that this “FR” petition was filed. Were it not for that, this officer, PLUS others, would have been left untouched. The Police Commission was “COMPELLED” to take action by the SC but not by the Government. That is what I wanted to record here.

            Who said the NPP Government wanted to take credit? The previous Governments would have earned that credit, had they initiated action much earlier than that FR petition.

      may we know how you define Ajith being sensible ? The GIVING thumbs has become a different story. Many of the CT commenters dont seem to be serious about their comment content. They just add their comment for the sake doing so. As I see it today, Ajith or the like being misled by NPP committed harakiri not for him but for entire tamil srilankens. At least some of us knew that JVP led NPP would not be able to settle anything in this country. That is becoming the evident by today. Resoliving minor issues is a big thing to them due to lack of experience, let alone, making real changes meeting with their sharp pre-election rhetorics.

A large number of CT commenters don’t seem to take their remarks seriously. They merely include their remark for the sake of it. In my opinion, Ajith or someone similar was deceived by the NPP, which led to harakiri—not for him, but for all Tamil Sri Lankans. At least some of us were aware that the NPP, led by JVP, would be unable to resolve any issues in this nation. By today, that is becoming clear. Due to their inexperience, they take great pride in resolving minor issues, let alone implementing meaningful changes that align with their acerbic pre-election rhetoric
