Foisting Responsibility For The Bond Scam On My Government

It is with regret that I inform the public of a diabolical attempt by the yahapalana authorities to foist the blame for the Central Bank bond scam on my government. The established practice in relation to government finance is that towards the third week of each month or even earlier, the Treasury determines the financial needs of the government for the coming month and informs the Public Debt Department which functions under the Central Bank that a certain amount of money is required by a certain date. The Public Debt Dept. then takes steps to borrow the required amount from the market by issuing the appropriate instruments such as Treasury Bills and Treasury Bonds. The Gazette notifications relating to such bond issues are published only after the transactions have been completed. The reason for this is that until the transaction is complete no one will know its final details because many variables are determined by the market.

For example, when bids are called for a bond issue at a certain interest rate, all the bids received may end up being rejected. Furthermore, the bids may exceed the amount of bonds offered and then the Public Debt Dept. will have to decide how much to accept. Since none of these factors can be known beforehand, the Gazette notification relating to a bond issue is issued only after the entire transaction has been completed. The great Central Bank bond scam began with the bond auction of  27 February 2015. What happened in this instance was that following the usual practice, on or around 20 February 2015 the Treasury informed the Public Debt Department that the government would need Rs. 13.5 billion by 2 March 2015. The Public Debt Department was able to raise about Rs. 3 billion immediately but needed another Rs. 10.5 billion.  They called for bids for Rs. one billion worth of 30 year bonds with a face value interest rate of 12.50%. Bids amounting to Rs. 20 billion were received and a little over Rs. 10 billion was accepted.

How this particular bond issue became a major scam is well known and need not concern us here. The issue at hand is that the yahapalana government has tried to foist the entire responsibility for this bond issue on me through the extraordinary Gazette No: 1895/19 dated  01 January 2015. This Gazette contains details of bond issues going back to 2011 and in the midst of this, the bond issues made during the year 2015 on 1 March, 15 March, 1 May, 15 May,1 August and 15 December have also been gazetted under my name. Through such devious means they are attempting to suggest that I issued a Gazette notification on 1 January 2015 in relation to a transaction that took place about seven weeks after a new President and a new finance minister had assumed office.

It is obvious that I could not possibly have known back on 1 January 2015 that the Treasury will need Rs. 13.5 billion on 2 March 2015, that the Public Debt Department would call for bids for Rs. one billion in 30 year bonds at the face value rate of 12.50%, and that they would receive Rs. 20 billion in bids of which Rs.10 billion would be accepted. As I pointed out earlier, Gazette notifications relating to bond issues are published only after the transaction not before it. Even though Gazette No: 1895/19 bears the date 01 January 2015, it is clear that it has been published long after that date.  The small print on the Sinhala version of the Gazette seems to indicate that it was actually printed only in November 2016. Therefore, I see this as a diabolical attempt to mislead the public and palm off the yahapalana government’s crooked bond issues on me and my government. I will be taking legal action in this regard.

      Even if this would have been considered as a mistake, the bond issue and how it occured etc will not be buried since it is now being investigated under a Prez commmission.

      As if this is the only problem, former Prez is allegedly to have invovled in him to come this way is pathetic.
      However, for all othe other money laundering acts, he will have no excuses as this. That is no doubt.

      Bond scam issue and related background is complex to even economists.. but this will come to surface in the days to come.
      However, all the 18 or more billions and several other gaps already noticed in the money management of former minister of finance is beyond understanding even today. There the same person will have to explain TO the locals and IC folks.. if he is that clean

      Today, current CB governor Dr Kumaraswami made it very clear. That the notification to be delayed upto Nov 2016, was also found in several years in the past too.
      That is no means for the first time occurence.
      This devoius man has been making it an issue to mislead the folks together with civili society idiots.
      I keep the place on Dr Kumaraswami even if I would not trust anyone else.
      As the current govt promised it, they will surely show you guys how investigations have been carried out.
      You as a prez you never allowed any conrtoversal or nearly conversal issues to be part of the discussions of the people. Remember, you were not born yesterday ? Right, why you make it a big issue by today… revealing your true colours to the stupid folks.

    It was quite obvious that on Jan 8, 2015, Lankan Rupee took on quite a different trajectory, aligning itself to greater regional currency (all pre-planned well in advance) – hardly Rajapaksa’s cup of tea!

    If you are a good leader, you must lead by example. And if you are a man worthy of respect you must stick to principles that you believe in.

    You neither set a good example for your country men nor do you have any principles. If you did you wouldn’t be writing on CT looking for sympathy, since it was you that banned CT during your time saying that CT was evil, how come you run to CT with all your grievances now? Shame on you, you bloody low life. These are not the qualities of a great man, but those of a self-centered, greedy, cheap, conniving, lying, cheating, slimy, crooked, lousy animal.

    As far as I am concerned, you were the one who legalized corruption in Sri Lanka and made corruption a part and parcel of us. You set a bad example for us and took away our freedom of expression, hence leaving us no choice than joining your filthy ways, as they say ” if you can’t beat them, join them”

    You put this country in a very bad state because of your greed for money and power. You tried to enrich your family at our expense.

    Having said that I sympathize with you for your present predicament. What is wrong is wrong. You have your cross to carry, this government should take responsibility for their crimes. That is the bitter truth.

    I am naive as to these Financial experts handling stocks shares and selling of one to feather the nest .Bit I remember this issue as conflict of interest leaking information for to help a Financial company to take undue advantage ..that is a fraud against the nation as we of those less sophisticated . Was ot so after the YAHA Palanaya came into effect ? Or were this appointee of the Palanaya taking advantage of a precedent set by some unscrupulous team of the previous Powers .Even the latter is abhorrent isn’t it ? This event of our time is slowly becoming an event in history to be included in the analysis of a future student in Economics or History …is this what we want ?

    Do not put down MaRa. When he files the case his key witness will probably be Nivad Cabral and MaRa thinks he will surely win the case.

    It looks like this time MaRa has excellent advisors of different calibre from thet of Sumanadasa Abeygunawardne.

    when MR is on power we had could see work he has done in he country after taking big loans, even after taking a large commission but now they only take Loans and no work done at all, then they blame previous government for their failure , and Stolen tons of money CB scam, Coal Scam, Power purchase Scam, Building rental scams etc,and fooling people with volkswagen car factory, Tyres factory, Sri Lankan airline lease stuff

    MR doesn’t need any sympathy from anyone, specially from people like you. There are millions of people in Sri Lanka and abroad who love him and who appreciate his unprecedented will-power and master plan to finish off terrorism in Sri Lanka.     Nobody can white-wash the CB Bond scam and its planners including the UNP’s head. Mr. Clean is Mr. Dirty today! The whole world is aware of it.
    In Nacca Jatakaya, peacock dances naked but it doesn’t know that people laugh at its nakedness and not the dance! Today’s Yahapalanaya is like this peacock’s dance!
    In the most recent attempt, the crooks have clearly planned to involve MR and used a post-dated timing (Jan 01, 2015) for the publication of the Gazette but sent it to the printer Nov/Dec 2016 (almost two years later) in a desperate attempt to hide their sins behind the name of MR. A popular TV presenter this morning criticized the language and words used in the document (like ‘fellows’) as un-parliamentary and threw it to the garbage. Apparently, in a rush, crooks conspired to use the name of Mr Mahinda Rajapakse, (who was not the Minister of Finance in 2016) and dated it to Jan 1, 2015 to mislead the public.
    The Govt printer has confirmed this ‘conspiracy’ today and now the entire story has become another ‘lie’ blasted in the face of Yahapalanaya. People have already accepted MR’s explanation without any doubt and are now waiting to see what the Commission appointed to investigate the scandal is going to do?
