Four Years Of Misrule & The Fate Of Future Generations In This Country

Sri Lanka faces three major dangers as we complete four years since the change of government on 9 January 2015. The first among them is the danger of the economy collapsing at any moment. In the past four years, the UNP led government has borrowed the equivalent of 50% of the total national debt that was outstanding as at the end of December 2014 from the loans taken in the six decades after gaining independence in February 1948. Even though the UNP claims to be taking loans to repay the loans taken by my government, if debt was being incurred only to pay off previous debts, the total outstanding debt in the country cannot increase. What has happened however is that while the total outstanding debt as at the end of 2014 has remained as it is, a sum equivalent to more than 50% of that total has been added on to the national debt in the past four years. 

When we ruled the country between 2006 and 2014, there was a major war in the country in the first few years. We had to face a world food crisis in the middle of that in 2007. Between 2008 and 2009 came the worst global recession since the 1930s. Between 2006 and 2014, crude oil prices went up continuously in an unprecedented manner touching 140 USD per barrel. Despite all those challenges, in the entire nine years between 2006 and 2014, the Rupee depreciated by only Rs. 28 to the US Dollar. However over the past four years, without any of the crises that we had to face, the Rupee has depreciated by Rs. 53 to the US Dollar. The average growth rate of 7.4% that we maintained has plummetted to below 3%. Even though the President realised the danger of what was happening and tried to hold a general election and hand the running of the country back to us, that did not succeed. We are now in a situation where no one knows what will happen to the economy in the comming weeks and months. 

The next danger we face is that of the entire governmental mechanism breaking down due to the 19th Amendment. Under the provisions of the 19th Amendment, Parliament cannot be dissolved under any circumstances, even in the event of a government repeatedly losing votes on the budget, the statement of government policy or no confidence motions. A parliament is a gathering of individuals and organisations with their own views, needs and ambitions. Over the centuries, the parliamentary system evolved certain mechanisms to retain these individuals and organisations within a framework that will enable a government to function in the country. If differences emerge with a parliamentary ruling party to the extent that it disrupts governance, the power to call a general election and allow the people to elect a new government was one of the corner stones of the parliamentary system. Since it is now no longer possible to go before the people when necessary, the capacity of the governing party to retain its MPs and colation partners within a certain framework has been seriously impaired. 

The parliamentary dissolutions that took place in this country in 1952, 1959, 1964 and 2001 were due to turbulence within the ruling parties and coalitions of the time. Before long, it will become clear to everyone how inimical it is to a country to block the ability to call a general election when necessary. The main criticism made against the 1978 Constitution from the very beginning was that in the event where the parliamentary majority goes to a political party other than the party of the President, the system could face a situation of gridlock. The precedent that was created in this regard after the general elections of 1994 and 2001 was that in the event where the President calls a general election which is won by a different political party, the President would submit to the people’s mandate, take a step back and hand over the running of the country completely to the Prime Minister and the Cabinet appointed from within Parliament.  That however, is no longer possible today.

Even though the President is now prohibited from calling a general election to seek the people’s mandate, the 19th Amendment itself has placed the responsibility of forming governments with the MPs in Parliament and taking the country forward entirely on the same President. The President continues to be the head of government and the head of the Cabinet. The President will also be responsible for everything done by such a government. The President now cannot call elections to test public opinion and take a back seat if the people’s mandate goes against him. After the 2018 local government election, the whole country knows that the UNP does not have the people’s mandate and that they have been avoiding holding elections for that very reason. In such circumstances, it will be impossible for the President to hand over the running of the country to the UNP and take a back seat. Because of the irrational provisions of the 19th Amendment, there is a clear danger of a breakdown in the governmental mechanism of the country. 

The third danger facing the country is the proposed new draft constitution which is to be presented to the Constitutional Assembly. Through this draft constitution, the government seeks to divide the country into nine semi-independent federal units. The powers wielded by the central government today, are to be devolved to the provinces. Each province is to have a separate police force. Provisions have been introduced to weaken the central Parliament and the legal framework in such a manner as to make it impossible for the central government to respond adequately to an emergency in order to safeguard the peace and integrity of the country. This draft constitution has been prepared by the same persons who drafted the completely confused 19th Amendment.

The same parties that drafted this proposed new constitution introduced a new elections system for the local government bodies and provincial councils in 2017. Today, the every people who enthusiastically voted for that new elections system say that no election in the future should be held according to that new system. If the new constitution drafted by the same people is passed, Sri Lanka as we know it, will cease to exist. We now hear that attempts are being made to buy MPs to get this new constitution passed. Thus, Sri Lanka now is confronted with three deadly dangers. In these circumstances, I wish to draw the attention of the people to the fact that the only political force capable of preventing these dangers from becoming a reality is the opposition alliance that I lead, which has an established track record of having overcome even challenges deemed impossible, in the service of this country.

    We all know that you destroyed the country’s economic opportunities, stability, rule of law with mega level of corruption by your family during your 10 year dictatorship. During the past four years it is a unity government formed with SLFP (which is a political party you now belong to. Is it right?) and UNP. There were number of SLFP ministers were in the government for past four years. So, you should take half of the blame if there is an economic collapse. If you are genuine patriot you and your family should declare all of your wealth and this money should be used to welfare of the country. Can you do that?

            Dear Mahinda, Buddha correctly said that the cause of all problems is greediness. You have become greedy for power and amassing ill gotten wealth. This is the reason why you are behaving like this. You were given an opportunity to rule the country for two terms, which should be adequate and you should have retired from politics honourably like your predecessors. You are stoking anti-Tamil hatred to ride to power on the dead bodies of people. Please remember King Asoka did not attain greatness by war, but by propagating message of peace worldwide. You were given support by USA, west and particularly India to defeat LTTE on your promise of settling Tamil problem if LTTE who is intransigent is wiped out. But you reneged on your word and refused to do anything to grant justice to Tamils. You won the war but lost the peace and you were thrown out. Now you want to come back to do the same.

                (Continued) When India asked you to go beyond 13th amendment and settle the ethnic problem, you told them that you will but did not do. You got supreme court headed by the corrupt CJ to de-merge north and east, when Sri Lanka supreme court had no jurisdiction over an international agreement. India tolerated it hoping that you will honour your word. In order to keep India at bay you brought China in, threatening India not to interfere. This has resulted in massive debt with parts of Sri Lanka leased and/or sold to China. When there is an attempt to settle Tamil demands, you are sabotaging it by coming out with racist lies. When supreme court decided that federalism is not division, why are you fear mongering other than to play cheap politics. For that matter this government is not going to bring a new constitution as there is only 18 months more for to complete the term. Even a small concession to Tamils cannot be tolerated by you. Please remember it is your actions that is going to divide the country as this is the last chance to find a solution within an undivided Sri Lanka.

      As the first person to comment, you have ruined a golden opportunity to have a timely political dialogue with Mr. Mahinda Rajapaksa, the current Opposition Leader. Today, he had a discussion with the EU parliamentary representatives and if he is ‘Fake’ as you say, the EU would not have any discussion with him. You should read the constitution for the 1st ‘Fake’ criticism. He was the legitimate PM of Sri Lanka from Oct 26th until he duly resigned. If it were not the case, the UNP, JVP and TNA would have already filed a law suit against him for having held the premiership for 50 days!
      The 2nd point that I would like to make is that if Mr. Rajapaksa had done anything wrong during his presidential tenure till 2015, why did the Yahapalana government fail to find any evidence or any allegedly stolen money so far? Didn’t you guys even dig his backyard and toilet pits for golden horses, Buckingham palaces, and helicopters. What’s this ongoing joke my friend?
      Mr. Rajapaksa has pointed out 3 dangers we face in SL in 2019. As comments, your job should be to prove that they are no dangers. Instead you speak nonsense! Don’t you?
      What’s the use of repeating allegations that your Yahapalana government failed to substantiate and prove throughout the last 4 years? Instead, we have solid evidence to prove that your governing men robbed the Central Bank in broad day light!! Not just once but twice!!!
      Please stick to the point and engage the new Opposition Leader in a worthy discussion. You won’t get this opportunity for too long a time because 2019 is THE ELECTION YEAR!

        The Supreme Court of Srilanka gave a verdict that the President Sirisena’s actions are unconstitutional and illegal. Every one knows that it was a political coup by both Mahinda Rajapakse and Sirisena. So, the Sirisena’s appointment of Mahinda Rajapakse is an illegal appointment. Do you agree or disagree? Why UNP, TNA, JVP did not file a case is up to them. Did Mahinda or Sirisena filed a case against Ranil of their allegations of murder attempt or Bond scam?
        I am not a defender of UNP government or Ranil. Srilanks’s politics is corrupted. There is no doubt in my mind that Mahinda Rajapakse is a fake patriotic and one of the worst political leader ever our country had in the seven decades. The level of executive power developed a system where they can destroy the evidences of their crimes simply and our justice system and law and order institutions are easily manipulated and we have ample examples of that.
        Remember once again Yahapalana government consists of President Sirisena (SLFP), Ministers from SLFP & UNP, MPs from SLFP and UNP. So, all those components should take responsibility for the failure. Can you let me know who is the Chairman of SLFP? Which Party Mahinda Rajapakse represented when he became SLFP?
        You should know the new constitution proposal was a product from President Sirisena (SLFP), members of SLFP who were in the Yahapalanaya govt, UNP, TNA, JVP, MC, and other political parties.

          Again my friend, if it is a coup you can file a case against it (if others don’t do it) and request the Independent judiciary of Sri Lanka to punish the coup leaders. However, there are the underworld gangs, and your political leaders don’t capture and prosecute them. There are bank robbers and the cases are held and blocked so that these leaders can free the wrong-doers later. You have a cool, brand new yahapalana government! Why are you dragging on important matters like this indefinitely! Isn’t it a waste of time and resources?
          The second point you raise is that the SC has given a verdict that the President Sirisena’s actions are “unconstitutional and illegal”. Very good! The SC’s verdict is about ‘dissolving Parliament and calling a general election’. The verdict has nothing to do with ‘appointing a new PM’. Do you agree?
          The president, after seeing the break-up of the national government, has apparently invited Karu Jayasuriya and Sajit Premadasa for premiership under a new government, but they both were scared of RanilW and did not accept it. They were also scared of any immediate general election. These were the realities behind the stage.
          The general public were happy because they thought they would get the opportunity to resolve the current political imbroglio by electing a new parliament. Though it did not happen in SL, any country that practices democracy would not go against it. However, we did. Unfortunately the 19th amendment (actually, the SC’s interpretation of it) was contrary to what the general public believed and expected. Hence the ongoing current political turmoil!
          We need solutions not muckraking and mudslinging! The Opposition Leader has opened a dialogue. Your duty is to bring in a solid and logical counter argument.

Now they are on the top on all the ratings. America adopter their educational system and I am a teacher for 40 Tera in usa. Please come and visit and you cat free and free food. There are many horse barns and chicken coops in my Neighbour hoods. Much cleaner than many houses in Sri Lanka. All the politicians looted the country and people are keep voting for them.

      Yes. Four years of misrule was followed after 5 years of misrule, crimes, corruption and other illegal acts to steal from the public.

      So we had 9 years of misrule. So you want another 5 years of misrule? Approximately 50% of the State revenue goes for loan repayments. About US $5 Billion is to be paid for loan repayments, most of it to the Chinese and others for the projects that were not economically viable, but gave you great commissions.

      Sri Lanka does not need you. Just retire and go fishing.

    A new constitution covers a wide range of areas. Some of the things in a new constitution could be beneficial but it is also possible that certain things could be detrimental to the country. Definitely, there will be a section on ‘Devolution of Power’ because Demala politicians insist that ‘Devolution of Power’ as the panacea for the so called ‘Ethnic Problem’ in the country.
    According to them:
    • Country should not have a Unitary Government.
    • Powers devolved to the Provinces should not be taken back;
    • Powers given to the Provinces should not be reduced;
    • Powers given to the Provinces cannot be interfered by the Central Government;
    • No new Constitution can change the powers given to the provinces;
    • Northern and Eastern Provinces should be merged.
    Demala people in this country are only about 11% and they are confined to five pockets (Yapanaya, Tirikunamale, Madakalapuwa, Kanda Udarata and Colomba). Can they decide how this country should be governed? Sinhalayo are around 74%. They do not want Provincial Councils imposed on this country by India. The low caste Demala people in the North have requested not to give land and police powers to NPC. Will this government of Unpatriotic National Party ignore the views of the majority and heed to the demands of the Vellala Demala politicians in the North who comprise only about 2.00% of the people in the country, if possible by forming a ‘National Government’ with a political party with one MP and buying MPs. Is this the democracy they want to promote?

    Dear Mr. Mahinda Rajapakse: Please undertake a “RETREAT” and contemplate on your administration of the country from 2009 to 2014 and your “FAILED” attempt to capture power one more time on “26th October 2018”. I know, with all your “Associations” with the “Saffron Clothed””FAKED” Buddhist clergy and those frequent visits to Buddhist Temples, you are unable to “Retreat” and undertake any meaningful , honest “Look Back”.       Instead of Mahinda Rajapakse taking a retreat to contemplate what he has done, Ranil Wickramasinghe should do that because he and his ‘Royal Gang’ with the backing from foreign experts who get paid by tax payers’ money ruined this country during the last three and half years.
      When Ranil took over the Government he said Yahapalana Government was saddled with $1900m loans (exclusive loans taken by state institutes). According to Ranil national debt at 31 Dec 2015 was Rs.4,959.2 billion (local) and Rs.3,544b (foreign). By 2016, debt had increased to Rs.9,387b (57% local & 43% foreign). Foreign loans had increased from $1.82b in 2016 to $2.41b in 2017. Sri Lanka printed currency worth Rs.217b from Jan-Mar2017. From 2009 to 2015, Sri Lanka maintained an economic growth rate around 7% but now it is around 3%. Foreign currency reserves down compared to 2015. Foreign Direct Investments dropped from $658m in 2015 to $300m in 2016. Bloomberg rated Sri Lanka as high risk for investments. Moody, Fitch, Standard & Poor rating agencies gave Sri Lanka a negative rating for 2017. Sri Lanka has been identified as a Paradise for money laundering.

    Well lets take each of the points made and see if they are credible.The first point is the increase in debt and the decline of the rupee. The UNP came to power promising a huge increase in government servants salaries. This had to be done after the ruthless increases in the the prices of food such as milk powder, cooking gas, petrol etc. where the decline in global prices were deliberately held back and some items sold not with a subsidy but with a profit built into it. Given the strangle hold you had on this country where elections were rigged, members of political parties intimidated, beaten up, their premises set on fire with impunity. Any political party that wished to over throw your monstrous government had to not only make such promises but deliver on them at great expense. In what state had you left the countries treasury in? Mountains of unpaid bills to private contractors, obligations to pay on loans you took to fund two white elephants with no return on investment at 7% interest where the principle was over blown by 50% to pay for kick backs to you. The current government not only services you debts but also continued your ill conceived projects to avoid criticism from your kept press. The decline in the rupee accelerated the day you were illegally sworn in PM. It dropped by 15 rupees to the Dollar thanks to you. The previous drops are also thanks to your corruption and refusal to bow out gracefully forcing the government to keep up with your wastefull projects while also trying to find money for its own far more beneficial projects. The president was ALWAYS the head of cabinet before and after the 19th. CBK presided over cabinet in the days of the old UNP GOV. So your claim the 19th forces the president to be somehow responsible for a government he did not choose is a downright lie.

    The 52 day Coup was just an indication to show you, MY3 and the world at large how steadfast Sri Lankans are and the resolve they have to deny you the top posts. You were hounded out and had to shamelessly resign even though you were not a Fifth Grade kid who just got a toy and had to give it up when another proved ownership to it. You were considered a Machiavellian politician until then but your true colors came out and you are now considered nothing but an OPPORTUNIST. Your vote base is in tatters and come the next Presidential elections and General Elections the people would show you where you really stand on this country’s political horizon.

    Just to remind you the Local Government elections that you polled a record number of votes cannot be compared to a Presidential or General election and you should know that better. This would not happen in any BIG election and your Pohottuwa would fall flat on your face, THAT IS FOR SURE.

    You have done enough damage hence the best option would be to retire and spend your twilight years at Medamulana. That would be difficult because the Sword of Damocles is hovering over your neck and if KARMA brings back Field Marshal Sarath Fonseka to the position ALL SRILANKANS aspire for, YOU & YOUR FAMILY WILL HAVE HELL TO PAY.

    The prestigous Forbes magazine had this to say. That was after all in 2016, things must have improved after three years of Yaha.
