From Crisis Prime Minister To Put Down President

The Island editorial on Thursday wondered whether the current debate in parliament is on Budget (2023) or Buddhism. What is beyond wondering is that there is no mention of the country’s economy in the ongoing committee stage debate after the very comfortable passage of the vote on the Second Reading of the 2023 Budget. The President is adding fiery spices to the debate by his frequent participation in the debate and dropping baits all around for his detractors to pick up and run wild. Ranil Wickremesinghe has opened a new track in Sri Lankan politics as a ‘parliamentary president.’ 

Sajith Premadasa is showing himself to be a glutton for argument along with his penchant for wide ranging quotations all the way from Keynesian equations to Buddhist Suttas. Even Anura Kumara Dissanayake, who made an impressively substantial speech on the country’s economic woes and corruption curses at a recent public meeting in Badulla, has been reticent on these matters in parliament. He too waded into the holy waters of Suttas in parliament, according to The Island. 

Buddhism may have been the only enlightened distraction in the budget deliberations, and one that allowed Buddhist MPs to put their religiosity on public display. There were plenty of other distractions that reduced politics to its sordid worst and provoked MPs into acrimonious arguments. For all his calm equanimity, the President seems to be getting hot under his collar every time someone reminds him that he owes his presidency to Aragalaya. He denies and contends that he owes it to the constitution. Really? 

From Crisis to Putting Down

Is it the constitution that required Mahinda Rajapaksa to resign and Gotabaya Rajapaksa to invite Ranil Wickremesinghe to be Prime Minister? Is it the constitution that forced Gotabaya Rajapaksa to appoint Ranil Wickremesinghe as Acting President, before fleeing and then resigning? Resignations and appointments were all consistent with the constitution, but they were not required or caused by the constitution. The last time someone made a silly non-constitutional argument like this was when Wimal Weerawansa crowed that “it is our constitutional duty” to impeach Shirani Bandaranaike. Ranil Wickremesinghe knows better even though he took a cynical and lighthearted approach to the impeachment of a Chief Justice. Now he is talking constitution. 

After he became ‘crisis Prime Minister’ to Gotabaya Rajapaksa, it was reported that one of the conditions, if not the only one, insisted on by Ranil Wickremesinghe was that the government should take no action against Aragalaya protesters. From crisis Prime Minister, Mr. Wickremesinghe has graduated into a putdown President. Put down protesters on the streets and put down Sajith Premadasa in parliament. The President ignored interventions by others, notably by JVP/NPP’s Harini Amarasuriya who persisted in questioning the President how he could deny that he became Prime Minister and President only because of the protesters. Instead, he picked on Premadasa, a vulnerable target and taunted him with the letter that Premadasa had written to Gotabaya Rajapaksa expressing his willingness to become Prime Minister subject to certain conditions, one of which was that parliamentary elections should be called at the earliest possible opportunity. After the President finished, his attack dogs went after Premadasa in parliament. 

The point in all this is why should the President get so defensive whenever he is not incorrectly reminded that he is where he is today because of Aragalaya? Why cannot he generously acknowledge the antecedents of his ascent to the highest office in the land, while at the same time cautioning that the country cannot afford endless protests in the economic situation that it has been shoved into? As well, why is it that he has not to-date tried to open a dialogue with protest delegations either directly or indirectly through accredited emissaries? That would go a long way in affirming his bona fides as a liberal democrat and an inclusive political leader than all the kite flying about starting a youth parliament or creating quotas for youth representation in parliament. 

The even bigger point is that the President doesn’t have to stoop to anything low from the political high road that he can comfortably keep riding in the current circumstances. He could keep his focus and that of the country on the economy and on critical political initiatives which would generate more consensus than controversy among the people. That way he could build on the general goodwill that he is currently enjoying and the political capital that has come his way as a result of the fall of capital in the economy. 

Goodwill and capital are ephemeral acquisitions in politics, and more so for a person like Ranil Wickremesinghe, who by most accounts is respected for his intelligence but otherwise unpopular as a politician. So too was his kinsman and mentor JR Jayewardene, but there is a difference. JRJ was also feared, but not Ranil Wickremesinghe whom everyone feels free to take a potshot at. RW has louder detractors than he has loud supporters, and they are already vigorously at work to undermine him after sitting on their hands while the Rajapaksas took the country to the cleaners. That he is now in bed with their beloved Rajapaksas makes no difference to their political bile. 

Alternative Truths

Alternative-truth narratives are slowly emerging. Aragalaya was neither homegrown nor spontaneous. It was all the work of foreign money – precious dollars! Gotabaya Rajapaksa would still be in power if only he had gone to the IMF in December 2019. (Before or after slashing income taxes? Just asking). Organic fertilizer fiasco was not the President’s fault, but the result of faulty advice. (What about his judgement? Like the one that freed Duminda Silva from jail). The most creative of them all is that President Gotabaya Rajapaksa had his hands tied from controlling Aragalaya by the United States of America. (What happened to patriotism?). And Ambassador Julie Chung’s statement was enough to restrain the army and the police from containing the violent backlashes on May 9 afternoon in retaliation to the morning attacks on the Galle Face protesters by Rajapaksa goons let loose from Temple Tress. Who inspired Temple Trees, Beijing? Does anything originate in Sri Lanka without a foreign hand? So much for sovereignty. 

No one has connected the imaginary dots to directly accuse Ranil Wickremesinghe that he is part of a grand US or Western plan that got rid of the Rajapaksas and installed him in power. Making a statement during the budget debate, Mahinda Rajapaksa drew half of the conspiracy circle, alluding to forces who created the crisis and organized the economic collapse. Yes, Sri Lanka’s economic collapse is a wholly “man-made and voluntary economic crisis,” as Prof. Mick Moore of the University of Sussex has described it. But the men who made it are members of the Rajapaksa family and their corteges. Not any other forces, internal or external. 

I said Mahinda Rajapaksa drew only half a circle, because he could not start the other half without crashing into Ranil Wickremesinghe. The Rajapaksas are in no position to implicate Ranil Wickremesinghe in any conspiracy. If at all, Ranil-Rajapaksa might be a conspiracy. As President, Ranil Wickremesinghe has done what Gotabaya Rajapaksa did not do. He let loose the army and the police on protesters to clear public spaces, and he drew criticism from the West including the US Ambassador in Colombo. He rebuffed them, and for that he earned the praise of that venerable patriot Gunadasa Amarasekara. Lesser patriots may yet take a different route and  implicate Ranil Wickremesinghe in one or another conspiracy theory against Sri Lanka. 

That is the paradox of being Ranil Wickremesinghe in Sri Lankan politics. Now more so, than ever before. He benefits from a general sense in the country (some might say only in Colombo), that he is better than everyone else in parliament to lead Sri Lanka’s economic recovery. At the same time, he has an implacable body of detractors who are dead set against him as an untrustworthy 21st century version of Sri Lanka’s 20th century Yankee Dick. JRJ. Who else? Unlike JR, RW has cultivated an image as a liberal democrat, minority friendly, and human rights defender. For that reason, the nationalists suspect him and make his relationship with the army appear to be more tenuous than what it really might be. His placating the army and berating the protesters is not going to overly please his detractors, or save him from becoming a victim of their new counter-aragalaya, alternative-truth narratives. 

Politics and politics

There is politics in the country and there is politics in parliament. The twain has never been so far apart. The linkages between the two have never been so sparse as they are now. Parliament failed miserably when it failed to channel the momentum created by Aragalaya out on the streets into the institutional structures on the arena of the state. The President who is a beneficiary of the protests is also an electee of parliament and not elected by the people. That in itself is not a problem and it is also constitutional. The problem arises when the President asserts only his constitutionality and ignores the equally vital need for political credibility. And it arises when the President tries to yank the country towards what he thinks is best for the people instead of yanking himself to align with what the people indicate they most need at the moment. The political parties in parliament are as ineffective now as they were during the protests. The opposition parties are all relying on an early election whereas the SLPPers in government would prefer to complete their full term before facing the people or running away from them. 

As I wrote last week, the President is sitting pretty and that assessment holds more on account of the political dynamic in parliament than the more diverse political currents in the country. The opposition calls for early elections are also intended to gamble on the political uncertainties in the country rather than bide their time till elections are called as they come due. With the President saying that he is not going to prematurely dissolve parliament for an early election, there would be pressure on him not to delay the local government elections which are due next year. 

Here again the President is unnecessarily complicating matters for himself and for the management of the economy by not forthrightly committing his support for the local elections to go ahead at the lawful discretion of the Election Commission. Ideally, and as the Head of State, President Wickremesinghe should stay neutral and not involve himself in the local elections in any way. That would keep him above the fray and on the high road no matter who wins or loses the elections. On the other hand, he would immeasurably hurt his credibility as a ‘crisis President’ if he were to lead the UNP campaign in the election or form a desperate alliance with even more desperate Basi Rajapaksa.  

Last week, I got carried away by election speculations and alluded to the possibility that the President might opt to have early presidential and parliamentary elections together any time after November 16, 2023. I was going by news reports that an early presidential election might be called using the constitutional provision to call such an election four years after the last presidential election. I was immediately corrected by an email from Rohan Edrisinha, academic and constitutional scholar, that the current President cannot call an early presidential election because under the Third Amendment, which created the provision for early presidential elections, a person becoming President by virtue of being elected by parliament to fill a presidential vacancy, is not entitled to use that provision. 

In other words, President Wickremesinghe cannot call a presidential election before the end of the five year term for which Gotabaya Rajapaksa was elected in November 2019. On the other hand, if Mr. Wickremesinghe were to decide to be a candidate in the presidential election after two years from now, he could still dissolve parliament and call for the two elections to be held concurrently. I wrote last week that November 2023 would be an eternity in politics. November 2024 would be an even longer eternity. And there is still a week left, itself a long time in politics, for more budget debate before the Third Reading on December 8. 

Hopefully, the remainder of the debate will involve serious economics instead of political acrimony. Hopefully, as well, someone like Anura Kumara Dissanayake will force the new parliamentary President to update parliament, and the country, on the status of IMF assistance, debt restructuring, food supplies, fuel procurement, electricity tariffs, and the President’s assessment of the extent of corruption in his government and what he proposes to do about it. All of which have been glaringly left out of the budget.

        Where did I say that? Certainly not, no more likely than Gota. Gota was the typical village idiot ( but wearing a tie, which made him credible in the eyes of other idiots).
        Ranil is bringing us hardship upon hardship. If that sounds contradictory, I think he knows that getting people to work harder involves inflicting higher bills, taxes, food prices. There shouldn’t be easy ways out, like a million tuk drivers . The time for the usual Sri Lankan trick of rolling over your credit is over.
        I don’t think he’ll win any elections, because things even in 2024 won’t look good, but if he saves us from a Zimbabwe situation, and leaves an economic framework that can’t be changed by the next inevitable elected baby-kissing populist, I’ll be happy.

          I feel so down and out ……… depressed …….. when I think of the country and talk to family back home. I’m just trying to cheer myself up by sticking it to people. ……… Native, most of all.

          I know you guys back home know the situation much better than any one of us out here ……. and I value the practical real-world view you always have/offer.

          But most days I feel like killing Ranil ……. wish I could get my hands on his neck …….

Ergo, queues have disappeared.

          I’ve said repeatedly that I don’t understand Economics , but given the present situation, salaries must not be increased. Inconsistent LM cries one moment for the poorest; next moment he says something about “yellow pets” (doesn’t he realise even the second time he uses a metaphor the freshness is gone?) and the people deserving to be “hanged by the balls” (is that even possible?) because they voted for the Rajapaksas.

I support him because, as far as I can see, he’s doing his job. He isn’t elected, and he’s not popular, but even you should know what the last popularly elected president got us into.
            As for the price of petrol, perhaps you don’t know that petrol costs about 550 LKR in India, even with 20% local production.

              Others may have asked for petrol prices to be brought down, or for incomes to be increased. I haven’t.

              I’m only pointing out that once people have got used to a certain life-style, it is difficult for them to adjust to being poorer. Even under some other administration that would be the reality.

              However, a government that has greater acceptability by the people would also be seen by people like the IMF to be safer to deal with. Therefore, we will put up with hardship with greater resolve. What we now see is that the rogues are not only allowed to protect the loot that they now have, but also to steal more.

              Towards the end of Yahapalanaya, he was following world prices of crude oil, and was demanding that with every change in prices, we should be adjusting prices at petrol pumps.
              .
              If there were sufficient faith in the rulers, keeping prices stable would be acceptable. Building cushions would be fine.

                Either you’re twisting it to your advantage, or you’ve forgotten why I raised those questions. There you said that the government should take that huge amount.

                Do you remember the first thing they experienced was the massive drop in fuel prices in the world market with the inauguration of the Gotha and rogue-led Saubhagya government?

                With that convenience they could have given more to its people but for some reasons they thought of keeping the money in a separate account. Very sadly, people weren’t informed until later what they actually did with those billions of money????

                However, Ballyge sons did not provide that relief to Sri Lankan consumers.

                As of today, so-called investigative journalists in Sri Lanka do not have the guts to question again, what did they do with their huge savings ??????😊😒😒😒
                In European countries we have an oil formula WHICH auto regulates per minute. So we the consumers in europe enjoyed highly reduced prices then.

                I personally think Eran Wckremaratna would be up to the job, but he’s not one to pretend to be a Buddhist. There are others, but they’re not even Sinhalese. One has to admit that RW has the essential qualifications.

            No doubt that DS suffers from a rare mental illness. There are still many of you in our country. If this poor man comments something, it makes no sense.
            Now he cannot imagine how to “pull the pants” of the beast of a nation called Mahinda Rajapaksa. That lap dog Dayan Jayathilaka is a now dead silent for pertinent reasons.

            It will take several months for Gotha to go out and see people’s faces. It is now revealed that Gota had no protection outside Sri Lanka. That is why he returned home. Taxpayers should stand up and oppose Rajapaksa, asking the nation not to waste money on criminals. He has robbed everything he can.

            I think good people of all parties will have no option but to join NPP in future if NPP proves their mettle in the coming months and 2 years.

                I THINK THE HYNE-LIKE MP SHOULD BE JAILED IF CONVICTED. She has some good points, but she behaves beyond the norm wherever she is. I think the time has come for everyone to disclose their educational qualifications when they become ministers or public representatives.

          In the word “year” the letter Y makes a consonant sound. The rule of indefinite articles is that the word “a” goes before consonant sounds and the word “an” goes before vowel sounds. Since the letter Y makes a consonant sound in the word “year”, we should use the word “a” before it, not the word “an”.

        Btw, I have read that some use “Edirisinghe, Amarasinghe, Samarasinghe etc” and others without the “g”.
        I think that if parents start like that, the children will not have a chance to correct it later. Unfortunately, this is our country. Even the smallest problems in that hell cannot be fixed easily.

        They speak highly of real discrimination. They will stay talking and arguing until another few decades for sure. We dont need fake astrologists to predict this.

          The English spelling of Sinhala names has a lot to do with caste and religion. Bandaranaikes are (were) Anglicans, the Bandaranayakas aren’t.

    I feel sorry for this author and his interest in these scumbags and affording them a respect they do not deserve. Elections? That is another joke. Do not hold your breath about elections resolving the dire economic woes and rampant corruption that have brought the country to a beggar state that no longer commands any respect internationally. There is only one viable solution. That is a popular people’s revolution that wipes the slate clean and gets rid of the vermin that include not just the parasitic political class but all sycophants, political appointees to public office (with or without merit) and a useless three tiers of governance at regional and council level. The educated young revolutionaries who demonstrated their commitment must be elevated to a position of national policy-making status at the earliest opportunity. No other solution will do.

    Election alnoe dont make any solutions ,make everyone equal, impose ban on mullahs to interfere in politics, election commission should check the background of candidates. Should reject if any past or pending casaes against the candidates. If elected candidates failed to secure next around automatically withdrawn from the future contests. So it’s gives the chances to orthers.so they do best for their electorate than pleasing /praising/polishing and bending the leader.

    Aragalaya achieved victory in forcing the resignation of the President. With it it also caused its own downfall, because it was politically lacking and had no idea of “what next”.
    Aragalaya Mark 2 is another story, and RW is out to kill it before it becomes a force to contend. He knows that Aragalaya Mark 1 cannot regroup, and that those who dreamed of a free ride to power on the back of A#1 are at a loss.

    I am disappointed that someone of the intelligence and political knowledge of RP subscribes to the ridiculous, puerile view that Ranil owes his presidency to the Aragalaya. To “owe” here means to be “indebted to” with the implication that he should be grateful to the Aragalaya for elevating him to the position of President. By the same token, D. B. Wijetunge was “indebted” to the LTTE for becoming President following R. Premadasa’s assasination and many more such examples could be cited.

    That the Aragalaya’s actions brought about Ranil’s presidency is true but that was never the intention of the Aragalayists, so how could Ranil owe his Presidency to the Aragalaya?

    I for one really support the good work Ranil is doing. I was a supporter of Gota but it is clear that I was wrong. I dont think any of the politicians waiting in the wings have any solution to the countries problems. The only wat these issues will end is if you take the government out of running companies. Because the Government running companies is a recipe for corruption and waste. As much as I grew up with the CEB CPC and all these institutes ( them offering jobs for uni grads etc) I see how much these organizations run by my brother engineers have destroyed the country. The only country I have been to or lived in that has efficient government run companies is Singapre, But their recipe for success is never going to work in Sri Lanka.

    In conclusion I hope ranil will be successful in his endeavor to privatize these mammoths and build a country for our younger generations.

      It’s nice to finally see it significantly for someone who has experienced with developed systems and has seen better places around the world.

      It is believed that the huge damage caused to the farming community by unanimous banning “normal fertilizers” on their crops will have a long-term impact on their livelihoods. .

      This happened because Gota did not have the right advisers in the right place. Those unedcuated but with army and navy ranks were appointed to any departmeents as heads, it just backfired.

      I have watched several videos where Sri Lankans have produced some really good agronomists to the world, unfortunately none of them have been able to improve the knowledge of our farming community till date. Many of them who graduate from Sri Lankan universities find well-paid jobs in Israel and Australia.

          The re-emergence of the royal astrologer (of the same society) is not good news, even though Sannasgala revealed enough. That means witchcraft and sorcery are still strong in the rural areas of Sri Lanka. If People in rural corners are JVP-praisers, I have no doubt, they would not go more after sorcery and the stuff again.
          At this point, in today’s context, we can’t trust anyone out there and I think there is no other option. The gap between the JVP/NPP and the rural masses has also not changed enough.

              Personally speaking, my experience with black is the opposite. Pretty sure most of them aren’t from the US.
              I knew African Americans but not one of them treated me racially. Most black Americans are blindly religious.
              I had many good friends in Black Africa. Some of them are today professors in various fields in Europe.. Fortunately, in the mid-90s I had the opportunity to connect with a number of Africans in Europe. I loved to learn their cultures.
              Unfortunately, it was not possible to travel to that continent even today.
              .
              The BLant lies we put into our heads in our childhood, about black people disappeared after I got to know them personally. My father declared that all black people are murderers.. He had seen them being brought to Sri Lanka during the Second World War.
              .
              So I lived with his lies at first but then my best friend at uni was Cameroonian. He is now a professor at a prestigious university in Southern Europe. I was then a volunteer for CDG and WUS. I had the good fortune to meet many nationalities there.

              I got to know Kenyans, Sudanese, Ethiopians, Malawians, South Africans, Zambians, Moroccans and a few others from the African continent….once from Lesotho and Madagascar.

              Yes I do. Whenever we come into contact with Eastern Europeans today, I question whether they are rich. Many of them are from wealthy families, even though they claim to have experienced communistic idealogy in their native country. I have met Czechs, Bulgarians and untouchable rich Russians.
              Some German hospitals are currently full of Russian doctors whose husbands are rich businessmen. We can’t believe how they got so rich after the ’89 crash. However, if you look carefully at how the likes of Mahinda Rajapakse, Alugamage, Rohit Abeygunawardena, Wimal Buruwanse have become rich since the Mara regime, it is easy to understand the enrichment of all Russians and other ex-Soviet men and women.         Applies to languages. Trilingualism is a policy that we should promote. Don’t force it on people. My Belgian neighbour has got an aptitude for languages. He used to deny it, and attributed it to background, opportunity, and hard work. He has fluency in all four skills with French, Dutch, English and German. About ten other languages with varying ability.

        I don’t think that I have that aptitude. I have always said that my ability to listen to and speak Sinhala is quite upto the mark. I can read, but don’t keep in touch, so I’m slow. I avoid writing. You waste time writing what nobody reads. Find a different forum for Sinhala, or a different medium. You’ll have to re-think your fears. No comments even on YouTube.

          Belgians automatically understand Dutch if they can speak their own language.

          I had a good colleague from Brussels ( 2014- 2016), with whom I traveled a lot across Switzerland (Basel, Bern, Lurzen, Zurich and also to Cambridge/UK) for our duties, I have not worked with Sri Lankans in my whole life. Once I got to know some assistant lecturers of LANKEN universities, but I could not understand how they were related to each other. All that is my own experience with academics in Sri Lanka.
          And besides the Beigians, they speak French very well. If you know German, you can understand “Dutch” to some extent. The same goes for Spanish in French and Italian.
