Full Text: The SC Determination On The Right To Information Bill

The much hyped Right to Information Bill, which was presented in Parliament in March suffered a setback, after the Supreme Court ruled that certain clauses of the bill was in violation of the Constitution, and steps must be taken to amend them accordingly.

On Tuesday the Supreme Court had informed Speaker Karu Jayasuriya that the Right to Information Bill in its present form is required to be passed by the special majority as provided for in article 84(2) of the Constitution and approved by the people at a referendum.

The Right to Information Bill was presented in Parliament on March 24 by Mass Media and Parliamentary Reforms Minister Gayantha Karunathilaka.

    Would this Bill also include Charities which are registered as Private Companies.?
    In the UK they are now considering Charities to be included because of collapse of the system.
    FIA is overstepped generally by citing national security.
    Can some safeguards be placed that it is not overstepped willy-nilly quoting national security when it comes to purchase of Arms, Foreign Contracts etc.

    RHETORIC AND RHETORIC NOTHING LESS BUT MAY BE MORE.

    PRIME MINSTERS HAVE SIGNED SEVERAL PACTS,WITH INTERNATIONAL FIGURES, ALL CONSIGNED TO THE WASTE PAPER BASKET.

    SEVERAL BILLS AND LAWS NOT ENFORCED ALL WITH LOOPHOLES KEEPING ROOM FOR AMENDMENTS ETC. ETC. AND FOR POLITICAL MANEOURES.

    EVEN OUR HUMAN RIGHTS COMMISSION IS NOT ADEQUATELY FUNDED, NOT SITUATED FOR THE PUBLIC TO FEEL INVITED.

    GRANTING THEMSELVES INCREMENTS, DEMANDING BULLET PROOF VEHICLES, FREE HOUSING
    COMMUNICATION ALL THE WHILE

    THE MASSES HAVE BEEN DOWNTRODDEN SCHOOLS WITHOUT DESKS, SOME WITHOUT TEACHERS,

    SCHOOL CHILDREN ARE WADING THROUGH, BROKEN ROADS AND WASHED AWAY BRIDGES.

    HERE THE PARLIAMENTARIANS ARE DEMANDING ALL THE FRINGE BENEFITS AND WHEREAS
    THE PUBLIC IS LOOSING OUT DAILY DUE TO PRICE ESCALATION.
    THE PARLIAMENT IS A TALK SHOP, SCHEMING TO ROB THE MASSES.

    BEFORE YOU WORRY ABOUT NEW BILLS, FIRST PLEASE ENFORCE THE EXISTING ONES.

    The basic problem in SL is the country is run by aged political hacks who still live in the past and unable to settle old political feuds.
    Probably one solution is to include a clause in the next constitution that no person above the age of 55 years old should be allowed to run for parliament for the next 25 years.
    This would give a smarter younger generation to run the country instead of the present tired lot.

      Spot on!

      The sooner we purge out the ageing incestuous cabal that are running the show, the quicker we will come into the 21st Century.

      AND, perhaps we will be able to get rid of the antediluvian moth-ridden wigs and robes that we inherited from our long-gone political masters. The ultimate kalu-suddha homage.
