Gotabaya Rajapaksa’s Three-Month Report Card: What Is The President’s Game-Plan?

It’s official! President Gotabaya Rajapaksa informed a visiting UN dignitary that the 20,000 so-called missing persons “are all dead”. Reports in the BBC, New York Times and Telegraph (UK) have not been contradicted by him or GoSL. The missing are nearly all Tamils and the President’s half-hearted attempt to pin the blame on the LTTE flopped. The LTTE killed 20,000 Tamils!! That’s as hilarious as Aesop’s Fables about talking rabbits. Sure, LTTE killers eliminated dozens of fellow Tamils, slew some three thousand service personnel in action, killed 600 policemen in cold blood and many civilians perished in its bomb blasts, but to destroy Tamils on a massive scale contradicts the LTTE’s raison d’être. Gota wants to conceal the involvement of the state in the evaporation of missing persons. Thousands were surrendered by their families to the military for ‘safe keeping’. Now this; it’s an awful betrayal!

Mothers are incensed and ordinary Tamils knew it all along. But now everybody will have to adjust to reality; they “are all dead”. Folks are easily side-tracked; the stupid debate in social circles is “The number is too high”, “It’s too low” and such drivel. Of course, Gota would have consulted his officials and this is an official estimate. I find it neither too low or too high and in future I will use it as the best available. Add battlefield losses on both sides and civilians killed deliberately or in cross fire and the total dead in the war is about 30,000. So that’s settled. 

The critical question is not the numbers game; it is why Gota made this revelation. That’s what’s crucial. One possibility is that he blundered and blurted out what he and his officials may have estimated but he spoke without clearing it with his military and political consultants. I am inclined to rule this out. Then we must conclude that the President was aware of the consequences. If he sticks to his story the role of the military can no longer be concealed and a rift with chauvinists and fanatical monks is on the cards. Surely, he realises this; is he prepared for a faceoff? Somersaults are not unknown. Hitler smashed his Brown Shirts (Sturmabteilung or storm troopers) after using them to rise to power and Islamic extremists are used by political leaders who afterwards turn and crush them – Syria, Iraq and Egypt. Nevertheless, it’s hard to see Gota battling Sinhala-Buddhist extremism so as to stabilise a pragmatic regime.

An alternative thesis. He wants to put the past behind, admit the truth, grant amnesty to military personnel guilty of grievous misconduct and issue death certificates. I toyed with the thought that he was seeking closure with the Tamils and clearing the decks for a new dispensation, but proscription of the national anthem in Tamil on 4 February disabused my mind of that illusion and negated Gota’s 4 Feb homily on serving all nationalities. The symbol is the silenced soundbite, the message the missing music. His will be a government of the Sinhalese, by the Sinhalese, for the Sinhalese. Racism imitates a luscious queen of whom it was famously said: “Age cannot wither nor custom stale her infinite variety. Other women cloy the appetites they feed; she makes hungry where most she satisfies”. 

Gota has no declared ideology and subscribes to no political philosophy; pragmatism is his yardstick. I am of the view that this analytical approach will provide a more reliable way to assess his presidency than attributing to him immovable ideological, dictatorial or racist predilections. Both Gota and we political analysts are in uncharted waters. He has no state-power game-plan and as a pragmatist he will play the cards as fate deals them out to him. Whether he will stumble into dictatorship will in part depend on how we the citizenry, the opposition, the minorities and the international community play their hands. Nothing is fixed in the stars. Hence, we the people can still call the shots.

Enough on that matter; I wish to move on. Though the presidency is far from an Archimedean Point a report card is useful. (An Archimedean Point is a vantage from which one can judge a totality). Three axes along which a report can be drafted are actions to date, policy statements and appointments. Whatever my personal inclinations a column such as this must seem balanced in the public eye. I intend to do just this along my three axes until such time as we arrive at an Archimedean Point. Today’s column will not find favour with those who demand unremitting hellfire against Gota, but my responsibility is to posterity; to write in measured tones and not to cross red-lines till it is legitimate to do so. At the same time we must not ignore the dismal fate of human and democratic rights in the Rajapaksa era. Those who ignore the lessons of history are fated to repeat its mistakes. 

What then does the balance sheet look like? Gota has taken no action to date that can be called egregiously malicious though his Police and Attorney Generals Departments have not always conducted themselves in ways that inspire confidence. For example, will they charge Ampitiye Sumana? If not, it is quid pro quo for clerical support and we need not hesitate to allege that the president behaves as if he is beholden to chauvinist monks for past and pending electoral favours. In the case of Narendra Modi those of us who let our guard down too early regret not having remained cautious for longer; we mustn’t repeat that mistake with Gota. 

Nishanantha Silva, CID Gang Robberies Branch, who was handling sensitive investigations such as the assassinations of Lasantha Wickrematunga and Prageeth Ekneligoda and the abduction and assault of Keith Noyar has fled the country fearing the regime’s retribution. Silva also oversaw the explosive abduction and murder in custody of 11 Tamil youth. The allegations implicated chief of defence Ravindra Wijeguneratne and former commander Wasantha Karannagoda. Silva has raised a bright red flag but Gota to his credit has not, as far as I know, interfered with the prosecution.

We need to watch the Champika, Rajitha and Ramanayake cases; so far in these cases one cannot accuse the regime of interference with the police or the justice system though Speaker Karu sounded an ominous warning. My caution is not to allege that indiscretions have been committed but to underline the need to remain alert. It is unfair to blame a regime for what it has not done, but may do; no intelligent discourse is possible on that presumption. UNP MP Rahman alleged that resumption of probes into the hit and run accident involving Champika Ranawaka, Rajitha Senaratne for matters involving white-van drivers and the investigation of scandalous phone calls by Ranjan Ramanayake are politically motivated. He also claimed that Viyath Maga is seeking to secure SLPP nominations at the parliamentary poll. Those close to Gotabaya are being promoted as candidates, Rahman said. 

Homes, chambers and vehicles of senior magistrates have been bugged by military intelligence. 

There is a crackdown on public servants who have shown a sense of independence before Gota’s election. In summary signs of heavy-handed authoritarianism are building up but not yet (sic!) full blown.

  “The stimulus package put in place is not sustainable; the extra layer of spending adds to already perilous public finances. The budget and current account deficits required an IMF bailout. IMF conditions are being broken; a crisis is in the works. Tax concessions reduce revenue; economic problems will stop Lanka from getting out of the rut” says economist Razeeen Sally. “The welfare measures may be election gimmickry but reversing them will be difficult” Sally added. Furthermore, PM Mahinda all but declared bankruptcy.

On the upside Ameer Ali in “Gota’s Vision and Gautama’s Villains” in the Colombo Telegraph of 1 January says: “Some of the measures Gota undertook, such as minimising traditional pomposity and durbar attached to office, a leaner cabinet, reducing tax burdens on producers, middlemen and consumers, removing political interference in public appointments and economising on public expenses, certainly won kudos even from his sceptics”. Ali overstates, but hhas a point according to even my grudging UNP friends. To continue with Ali: “The most controversial aspect of his vision is belief in solving national reconciliation through economic development rather than devolution. In a plural society prosperity instead of promoting acquiescence accentuates agitation for inclusion which becomes irresistible”.

Regarding appointments, Tissa Vitrana and Mrs. P S M Charles have been sworn in as governors; good choices compared to the riff-raff that pig-headed Sirisena was flaunting. We can be confident these two will be balanced in decisions and financially honourable. Indrajit Coomaraswamy quit as governor of the Central Bank more than two years before the end of his term, but the choice of Professor Laxman as his replacement is also a good choice. 

Other appointments are awful. His personal travel agent Upul Dharmadasa from Los Angeles has been made Chairman of the Civil Aviation Authority, Namal’s father-in-law Thilak Weerasinghe and Rohitha’s mother-in-law Diedre De Livera a director of Airport & Aviation Services, the latter two probably Mahinda’s picks. Gota’s buddy Malraj de Silva and Mahinda’s buddy ex-judge Eva have been nominated as ambassadors. The nomination of Abdul Nawaz, who has been charge-sheeted by the Bribery Commission to president of the Court of Appeal and the promotion of Yasantha Kodagoda to the Supreme Court have both sent shocked legal circles. A presidential commission to investigate political revenge during yahapalana includes allegedly corrupt officials. The nadir is C.A. Chandraprema, ambassador designate to Switzerland, accused of a slew of nefarious activities. What’s going on? What on earth is Gota up to! On appointments, with the exception of Vitarana, Charles and Laxman, Gota’s report card reads Fail! He is surrounding himself with froth, not the burnished promises that Viyathmaga proffered at Sahgri-La. He is making extraordinarily bad appointments.

    Dr Rajitha, Mr Ranawaka and Mr Ranjan Ramanayaka, the heavy lifters of Dr Rani’s Yahapalanaya could have had a GUN PC to defend and save them from political victimization by Prez Nandasean and the Pohottuwa…

    Even Uncle Karu and Mr Rahuman of the UNP would have been relieved from their current worries about the fate of the above trio at the hands of the same Police, which was totally controlled by Dr Rani’s hand picked IGP once ,and under the guidance of the Police Commission headed by Uncle Karu himself.

    In stark contrast to those above UNP Trio , another heavy lifter from Yahapalanaya who was not even UNP then, has come come out swinging, instead of keeping MUM like Dr Rajitha.

    Mr Bathudeen who is also being under scrutiny from the same Police ,warned our Pohottuwa supporters yesterday, that Nandasean has Buckly’s getting his own Government without the support of Bathudeen and his clan.

    Pity Dr Ranil does not hire him as the head Coach of of the Motivational team at Srkotha ,with Bathideen specializing in Positive Thinking..

    BTW how did Dr David miss that 300 in Kaththankuddy while doing his Maths about the LTTE deaths.

    Pakistani High Commissioner Muhammad Saad Khattak said he wondered as to why Sri Lanka could not become a developed country like Singapore when it had all the necessary assets and a literacy rate as high as 97 percent.

      Like many admirers of Singapore the Pakistani High Commissioner is ignorant of the facts. In Singapore a well qualified Tamil or Malay applying for a job will be asked whether he is fluent in Mandarin. If he isn’t he is finished. No Human Rights nonsense there, vandals are whipped, druggies are hanged. If slum dwellers offered basic housing refuse it the slums are bulldozed and properties burned. Two years ago the PM banned Evangelical Christian groups as he said they were disturbing the social balance. The Government has urged highly qualified men to marry equivalent women to maintain high IQs. There is a well known joke about Singaproe being a fine country to live in….you’re fined for this, fined for that …On the plus side crime is low and the nation is clean and efficient.

          Native Sinhalayo made a blunder by giving citizenship straightaway to ‘Para’ Demalu anf ‘Para’ Muslims. Sinhalayo should have given ‘Resident Permits’ with conditions that ‘Para’ people should acquire Sinhala language proficiency and ability to sing National Anthem in Sinhala before granting citizenship in Sinhale.

          Though it is late it is not too late to impose such conditions. After all Sinhale is the Land of Native Sinhalayo and Vedda Eththo. All the others are ‘Para’.

            Even according to your government statistics Sinhalese are 74% of the country’s population and 75% of the country speak Sinhalese as their mother tongue and 25% speak Tamil as their mother tongue. Which is a high percentage for a minority language , moreover this minority language is far more . vibrant richer , advanced and spoken more widely throughout the world , especially in the region. 15 .75 million Sinhalese speakers comparted to around 80 million Tamil speakers. Whether you like it or not stupid racist Sinhalese speakers like you , with should come to terms with it . Especially part European Sinhalese half/quarter castes with Portuguese surnames. Just because you are now in a majority in the island , thanks to the British and later state sponsored Sinhalese racism by all Sri Lankan governments , since independence that reduced the Tamil population from around 26% at the time of independence to around 15.2% now , does not give you or the rest of the Sinhalese most of whom are descended from recently migrated South Indian low castes to marginalise and discriminate the island’s Tamil population and treat them like shit. They have a far older history than the Sinhalese in the island and are native and indigenous and ruled their own land and the Sinhalese had no peep into these lands, until the British gave them and their lands to Sinhalese racist like you on a platter in 1948.         It is a pity that Sinhale did not have a leader who could do the same in this country in 1948. We should have deported all the racist separatist ‘Para’ Demalu (e.g. Chelvanayakam) from Hindusthan and given the descendants of slaves a warning that anyone talk about separate State or Federal System will be dealt harshly.
        Similar warning should have been given to Muslims who were given refuge in Sinhale by Sinhala Buddhists.
        Rotten democracy imposed on Native Sinhalayo by British gave ‘Wal Booru Nidahasa’ to ‘Para’ people to play hell and ruin the country after country was given nominal independence.

        Though it is late, it is not too late to take such actions.

      History shows a different picture. While fighting for a Tamil homeland, Tamil groups killed each other and finally LTTE succeeded by killing all others. This is the reality. if ever Tamils in the north are given self-rule, that will not last for long because they will kill each other as usual. Another example is the TamilNadu. Singapore became a developed country only because of one country loving ruler. That kind of Rulers dont exist in Sri Lanka.

    Not a grand article. Even in TV discussions, they badger the new govt saying, it is already three months but nothing has happened. Remember, Mahinda Rajapakse became the PM for 52 days or so during October 2018 and one of the first things he did was appointing KAPILA CHANDRASENA as the CEO. Then what could Maithripala Sirisena have done. Only the president can not do everything on his own. I heard some of these appointments are common friends of both. Their secret dealings may not be known to both and only to one person.
    The most pathetic thing I heard, JVP, UNP all come to TV and say President did not do anything even then they like to gang up (do you get) with him. Yet, they do not understand, President is debilitated with the 19th amendment and the corruption addicted parliament. If the parliament is honest, they should bring right away legislation to dissolve it and go to elections. So, the president can go his way. They predict Yahapalanaya like situation as President and Prime minister were playing different maneuvers. Now he has an interim govt and experienced career politicians pull it another direction. Just imagine it is Maithripala Sirosena re elected and go with the PM from Pohottuwa. Then that president gave fell from to “the FIRE FROM THE HOT PAN”
    You ACCUSE sINHALA BUDDHIST sUPREMACISM. But you do not explain what they did. Did you read present day situation of Tamils (Tribalist only) , protestants and Muslim extremists before 1505.
    It must have been 99% sinhala buddhists. now, the situation is different and their backers of US needs you are aware.
    No one is talking about very uncooperative, just talking very corrupt parliament and quick need to change it. Even JVP implies that president must pull the govt until September 2020 and he dissolving parliament on March 2nd is for his liking. They simply do not think about the country.

    Declaring bankruptcy is just political. A country where people are paying Taxes can not go bankrupt. Only thing is their future earnings are used to pay debts. Sri lanka is doing that. Women in the middle east and men South korea are sending money. Govt issue Treasury bills every months. Mangala was thebest for that. Their 90 days, 180 days and 364 days Treasury bills are to support foreign financial firms (from which they get a cut) and they can not wait until the remittances come from overseas (I do not know DINar people also have to wait their earniungs because sales are in dollars (get it).

    Even though we here about many appointments, I have seen only a judge receiving the appointment letter. Some of these reports are just suggestions and not any accepted appointments by the President.

    Game plan is the hegemony of the tribe, and the tribal “rules “and “traditions ” are above the Constitution and other traditions, so that the tribal hegemony can be maintained.The problem is that many of the tribal members are know crooks and scammers.

    As part of part of this strategy, the saffron clad monks are made to believe that they can maintain their hegemony, the imbeciles to prostrate to them believing that the monks are the 3rd Gem of the Triple Gem, and the monks can be left to maintain their “lifestyle” in the Temple without being “molested”: by the authorities on the monk training given to child monks on their backs.

    Has any Para- reached or attained Nibbana, extinction over the past 2,300 years? No credible independent reports., yet.

      When Tibetan monks fought against Chinese, they were very good monks and heroes to these ‘Para’ imbeciles but when Sinhala Buddhist monks try to save this country from ‘Para’ Demala and ‘Para’ Muslim extremists and ‘Para’ Neo-colonialists, they have become an irritant to these BPs. Buddhist monks have played their role as saviors of the Sinhala tribe for more than 2000 years. If that has become a problem to ‘Para’ BPs they can fk off.

        The Para-monks fooled the populace, to believe in the Nibana, extinction, which so far over the past 2,300 years, no Para-imbecile has attained. Same story with the Catholic Church. Has any Catholic , Para or not, over the past 2,000 years go to heaven? May be still stuck in purgatory

        This is a question for the child monks. Maybe , Eagle Confused Eye, Eagle Amana Eye, may have the answer.

        All the data show is that the child monks, and occasionally other boys, get the monk-treatment in their backs. After all, the Alter Boys, have been getting treatment from the priests as well. It is part of the standard operating procedure, the process.

    OK Dr. Kumar, since you accept the 20,000 figure of those killed, shall we then say that troops of the GoSL killed 10,000 and LTTE killed 10,000 – half and half – blame shared in equal portion among the killers? – civilians were caught in the cross fire and LTTE was killing those who wanted to leave the NandiKadal area and cross over?

      I can understand the average S/B voters taking such a racist stand but it is unfortunate to see some leading “yellow robers” throwing voice-curs attacking the US. Whether the US got the facts correct or not, I do believe that the US position must be appreciated on the ground that they expressed a serious concern on a well known HR issue. I’m certain that Cardinal Ranjith would never express his opinion b’cos he represents both Sinhalese & Tamils Catholics.     While talking numbers KD was careful not to mention 280,000 Tamil civilians saved from LTTE imposed cage/human shield. That is why LTTE is responsible for many civilian deaths because the cowards hid behind children and the elderly. KD also seems to have “forgotten” 12,000 LTTE cadre being arrested, taken through rehabilitation and released (given amnesty). Accordingly KD’s biased report card itself is a failure.

    If anyone interested please read details of initial court procedures in Udayanga,s case. The previous CID officers who had worked on this case were transferred and a new team was handed over the case just few days before Udayanga showedup, out of no where. A cerficate needs to be filed for any amount more than 25,000, in this case it is in millions , and yet it was done. Still the CID was requesting to take him in custody . When the Judge questioned, answer was “we have no idea, we are new”. This is what is called a SHAM where illegal activities of Rajapaksa men are legalized by the current Govt. Loo and Odor of Silly Lanka. A diplomatic positionis getting readied for this shit head. too., so that he can be of help making new deals. Happy Times for Stupid Lankans.
