Government Encourages Women To Work, Issues Comprehensive Guidelines For Day Care Centres

In a fresh effort aimed at encouraging more women to work, the Prime Minister’s Office together with the National Child Protection Authority (NCPA) has drafted a comprehensive National Guideline for Child Care Centres to ensure quality day care services across Sri Lanka.

The guidelines aim to ensure quality assured, standardized processes among centers nationwide; Promote quality, safe, and caring child care facilities and child care givers; Ensure child care and overall childhood development needs are met and aligned with individual developmental goals and Improve and provide guidance for setting up child care centers to reach the specified standards and extend services for children up to the age of 18 years.

A joint statement issued by the Prime Minister’s Office and the NCPA said, “In order to guarantee that more women enter the workplace, the Government ensures quality child day care throughout the country.”

The guideline drafting process included wide-ranging consultations, from the national level and the provincial and district levels: as well as from the Department of Probation and Childcare Services, the Children’s Secretariat, the Ministry of Health, Ministry of Education, Ministry of National Policies and Economic Affairs, the Attorney General’s Department, National Apprentice and Industrial Training Authority (NAITA), Open University of Sri Lanka, Non-Government Organizations (NGOs), International Non-Government Organizations (INGOs), workers from child day care centers, and expert in the field.

“Under the guidelines, Provincial Probation Commissioners will register and monitor child day care centers. The guidelines stipulate standards on caregiver to children ratio, recruitment processes, minimum qualifications for child care givers, care center infrastructure, care, learning, play, etc. The guidelines provide a grace period of 2 years for child day care centers to achieve the standards set out,” the statement said.

Meanwhile, in a parallel process, the NCPA has developed a draft National Vocational Qualification (NVQ) level 4 curriculums on Child Care Giving and is collaborating with NAITA and Tertiary and Vocational Education Commission (TVEC) to promptly make them available for child care workers and those interested in this subject.

    At the moment workforce participation by women is one of the worst in the world.

    good on ranil looking into its causes.also he must have sexual harassment laws into place and stringently applied with our kukulas around the place.

    Female only buses also may be necessary to deal with Mr.Jackson.So many women have to tolerate Mr.jackson all the way home or to the office.

    Yahapalana PM Batalanada Ranil was waving the UNP Flag in front of the Hindian Ambulance Fleet, before it took off to fetch the first patient in the Yahapalanan megapolis.

    Now Batalanada wants a code of conduct for Creches to look after Yahapalana kids..

    And Batalanada even promised to put money in the pockets of Yahapalana suckers to fill them up..

    Why the hell our Dalits in tens of thousands are pounding the pavement all the way from Kandy to Megapolis?.

    Why don’t they sit at home, buy all the goodies with high saturated fats, and sugar with the money which Batalanda is pouring in to their pockets and take the Hindian Ambulance to the closest hospital.

    May be they are worried about the traffic.

    Or could it be our dalits have empathy for fellow dalits in India, in fact over 300 Million of them ,who don’t have money or the creches let alone Hindian Ambulances.

    Make prostitution a legal profession. All human beings have to use or sell a part of the body to earn money. So, there is nothing wrong in women using their private parts to earn money. It is the corrupt police officers who get benefited by keeping this illegal.

        difficult to find locals to fit your category because of our DNA problem. Would you mind an imported product to lead the country as everything here is imported anyway?one of the former retired leaders such as,let me think,hmmmm,hmmmm blimey difficult to even find a foreign one,the compassionate ones have no vision and the visionary ones have no compassion.Lee kuan yew,mahathir,compassion bollocks.vision,yes.

        what about the mahinda chintanaya?we had a compassionate man with a vision,but people did not appreciate him and sent him on long service leave because he compassionately killed many.

          also i forgot to mention that mahinda chintanaya indeed had a vision,but that vision was to build and build at hambantota white elephants.So,vas,we might get a man with vision but whether that vision is compatible with our needs is the problem.

          As for killing compassionately,you might be wondering what we are talking about.For example we kill animals to eat,but we try to do it as compassionately as possible to minimize their suffering.Same way mahinda chintanaya killed but killed in a compassionate manner.Take the example of lasantha.Indeed it was a vicious attack,but by landing on the head everything he died fairly quickly without suffering in hospital for days and days before dying.In fact the first thing that mahinda said when he was told of lasantha’s killing was “oluwata vadunada”(did it hit the head).So he was happy that it was compassionate pest control.

    Government offices are infested with women today and the performace of their of duties is thoroughly unsatisfactory. Go to any office and see if you can get any wok done. Send a couple of letters – of course under Registered Cover – to any Govt. Office.You`ll never get a reply.Today, the Government Service has gone to dogs. Most of these women who work in offices as clerks do not realize that they are being paid by the public funds. Please do not recruit any more women to Govt. Offices.Send them to Middle East!

      Generally women know their responsibilities but lack of supervision and motivation may make them unproductive.

      Government offices are generally over staffed due to ministers and MPs’ activities and responsibilities are not clearly defined.

      When there are more ladies than work they should be gossip makers; or what else?

      It’s the opposite in the private sector, women are very active. They know what they have to do.

      Why should we send them to the Middle East when we don’t have more than enough of them?

      Culture permeates from top to bottom.When the government sector at the top from the minister,secretary,GM onwards are rotten,then the shit comes down too.

      As for your word “infested” i must take umbrage at it.We are not cockroaches to be infecting some place.I personally run a mile when i see a cockroach,but i don’t like someone insinuating that i am a cockroach.When you get an erection we are not cockroaches,but just like a fixed deposit you lose interest when you withdraw and then we become cockroaches to you.How come we are not cockroaches when you come panting panting like a dog when you have the erection in our direction and moment it has a correction through ejection you lose all your affection and then we become an “infection”.Shame on you.

      Yes, the housewives contribution isn’t recognized in economics.

      It’s good to pay a salary for housewives according to their husbands’ performance in their work place and government can start it and set an example for the private sector.

    This man [Edited out]cannot encourage women to work in a jobless environment and deprive our future generations of nurturing their children. The repercussions are already felt in the USA where gunrunning and mass inhumanity of the present generation deprived of maternal nurturing is seen daily. This man does not understand the basic human needs.He is led by a western ethos that is destroying the world.

      Only women with Specialised Skills should be encouraged to Work. Otherwise, bringing up their children to be Well Educated and Good Citizens would be more important, than working at Low Income Jobs to earn a little extra Money!

      If a woman wants to work and does not want children, should the state force her not to do so? What is this nonsensical logic you’re on about?

      As for your contempt for this western ethos, riddle me this- for decades now we’ve been going according to your precious traditions and eastern ethos. Other than a pointless war, an ultra conservative hardline ethnoreligious movement and a society at the brink of collapse, what has your way done for this country?

      I agree. Sri Lanka needs to preserve her heritage lifestyle, and family life. We did so for millennia without resorting to the modern Western ethos.

      Day-cares are the unfortunate result of Westerners/Europeans not knowing how to handle their societies, their economic conditions, and the philosophies of their lives.

      Crèches were started in communist Russia for women forced to work to tackle the harsh economic conditions forced upon them by former Elite who hugged the country money. Nowadays, after the rebalance, places like Russia are encouraging traditional family life on tradition family farms (without GMO crops and non-GMO animal–feed).

      The rest of Europe took over the concept together with America. They destroyed their land with industrialization and plantations with slavery, and then were forced to create nonsensical job-creation so their people wouldn’t starve.

      At this time, the Western world is desperately looking for an innovative new-order. Sri Lanka is in a position to provide it. But Sri Lanka is now aspiring to move into the very Western system that is slowly becoming outdated.

      If we started the nonsensical job-creation, it should have been in the 60’s and 70’s. Instead we held back with heritage nationalism (probably a good thing in retrospect).

      Unfortunately as we held back, much turmoil in our society was created due to other places resorting to the Western system, thus creating monetary imbalances.

      However, since we have already undergone these horrors, now is certainly not the time to “make up for lost time.” It is the wrong time, and we will merely be latching onto the Western monetary system that is fast-failing, and desperate to survive. We are attempting to get to Western goodies through South India and/or China…….South India, of course, being the worser.

      Getting women to work at the small jobs that Ranil is going to create, will certainly deprive our future generations of nurturing their children. Every book on child psychology states that the best person to look after their children, is the mother and the extended family circle. Having worked in child day-care, I have seen it is truly a miserable deal that the Westerners use ¬ one that is mostly used to deal with children of single mothers who are forced to work out of necessity.

      Guns is solely the problem of the US. But there is the societal degradation of the rest of other Western places that Sri Lanka doesn’t need to emulate.

      Crèches are however necessary and imperatives for the poor Lankan mother who works in places like the Middle-East. It will be a safe haven for neglected children. Instead of women working in the middle-east, Ranil desires to create jobs for them in the homeland.

      That is probably a deal that comes out of dire necessity, one where we will be forced to resort to the Western technique, and alliance with China and India. However, if correct taxation of the Elite was put in place, we might yet be able to save the children and families of the struggling masses, from ever undergoing unnecessary and forced trauma to their families.

      The last thing Ranil needs do is to envy the mother who is secure in her family life, happy with her resources, and looking after her children. Ranil doesn’t need to force them into the culture to work just for the sake society looking modern according to fast failing Western standards (LGBTQ and all).

    It might be a better idea to offer training and proper jobs to hundreds of thousands of young three wheel drivers , who clearly have no prospects of becoming disciplined citizens making a meaningful contribution to the economy of this country .

    if ranil wants to increase the female participation in the workforce he should firstly look into female discrimination in the work force and bring in the proper laws so that women could work freely just like men,as equals.

    even the MP’s who are elected by the people themselves are getting discriminated and can’t do their work effectively,just imagine what it will be like for a woman in another workplace to do her job in this male chauvanist society.

    this is more important that childcare centres and should be the no 1 priority.
