In a fresh effort aimed at encouraging more women to work, the Prime Minister’s Office together with the National Child Protection Authority (NCPA) has drafted a comprehensive National Guideline for Child Care Centres to ensure quality day care services across Sri Lanka.

The guidelines aim to ensure quality assured, standardized processes among centers nationwide; Promote quality, safe, and caring child care facilities and child care givers; Ensure child care and overall childhood development needs are met and aligned with individual developmental goals and Improve and provide guidance for setting up child care centers to reach the specified standards and extend services for children up to the age of 18 years.
A joint statement issued by the Prime Minister’s Office and the NCPA said, “In order to guarantee that more women enter the workplace, the Government ensures quality child day care throughout the country.”
The guideline drafting process included wide-ranging consultations, from the national level and the provincial and district levels: as well as from the Department of Probation and Childcare Services, the Children’s Secretariat, the Ministry of Health, Ministry of Education, Ministry of National Policies and Economic Affairs, the Attorney General’s Department, National Apprentice and Industrial Training Authority (NAITA), Open University of Sri Lanka, Non-Government Organizations (NGOs), International Non-Government Organizations (INGOs), workers from child day care centers, and expert in the field.
“Under the guidelines, Provincial Probation Commissioners will register and monitor child day care centers. The guidelines stipulate standards on caregiver to children ratio, recruitment processes, minimum qualifications for child care givers, care center infrastructure, care, learning, play, etc. The guidelines provide a grace period of 2 years for child day care centers to achieve the standards set out,” the statement said.
Meanwhile, in a parallel process, the NCPA has developed a draft National Vocational Qualification (NVQ) level 4 curriculums on Child Care Giving and is collaborating with NAITA and Tertiary and Vocational Education Commission (TVEC) to promptly make them available for child care workers and those interested in this subject.

As for killing compassionately,you might be wondering what we are talking about.For example we kill animals to eat,but we try to do it as compassionately as possible to minimize their suffering.Same way mahinda chintanaya killed but killed in a compassionate manner.Take the example of lasantha.Indeed it was a vicious attack,but by landing on the head everything he died fairly quickly without suffering in hospital for days and days before dying.In fact the first thing that mahinda said when he was told of lasantha’s killing was “oluwata vadunada”(did it hit the head).So he was happy that it was compassionate pest control.

Send a couple of letters – of course under Registered Cover – to any Govt. Office.You`ll never get a reply.Today, the Government Service has gone to dogs. Most of these women who work in offices as clerks do not realize that they are being paid by the public funds. Please do not recruit any more women to Govt. Offices.Send them to Middle East!

Government offices are generally over staffed due to ministers and MPs’ activities and responsibilities are not clearly defined.

I agree. Sri Lanka needs to preserve her heritage lifestyle, and family life. We did so for millennia without resorting to the modern Western ethos.
Day-cares are the unfortunate result of Westerners/Europeans not knowing how to handle their societies, their economic conditions, and the philosophies of their lives.
Crèches were started in communist Russia for women forced to work to tackle the harsh economic conditions forced upon them by former Elite who hugged the country money. Nowadays, after the rebalance, places like Russia are encouraging traditional family life on tradition family farms (without GMO crops and non-GMO animal–feed).
The rest of Europe took over the concept together with America. They destroyed their land with industrialization and plantations with slavery, and then were forced to create nonsensical job-creation so their people wouldn’t starve.
At this time, the Western world is desperately looking for an innovative new-order. Sri Lanka is in a position to provide it. But Sri Lanka is now aspiring to move into the very Western system that is slowly becoming outdated.
If we started the nonsensical job-creation, it should have been in the 60’s and 70’s. Instead we held back with heritage nationalism (probably a good thing in retrospect).
Unfortunately as we held back, much turmoil in our society was created due to other places resorting to the Western system, thus creating monetary imbalances.
However, since we have already undergone these horrors, now is certainly not the time to “make up for lost time.” It is the wrong time, and we will merely be latching onto the Western monetary system that is fast-failing, and desperate to survive. We are attempting to get to Western goodies through South India and/or China…….South India, of course, being the worser.
Getting women to work at the small jobs that Ranil is going to create, will certainly deprive our future generations of nurturing their children. Every book on child psychology states that the best person to look after their children, is the mother and the extended family circle. Having worked in child day-care, I have seen it is truly a miserable deal that the Westerners use ¬ one that is mostly used to deal with children of single mothers who are forced to work out of necessity.
Guns is solely the problem of the US. But there is the societal degradation of the rest of other Western places that Sri Lanka doesn’t need to emulate.
Crèches are however necessary and imperatives for the poor Lankan mother who works in places like the Middle-East. It will be a safe haven for neglected children. Instead of women working in the middle-east, Ranil desires to create jobs for them in the homeland.
That is probably a deal that comes out of dire necessity, one where we will be forced to resort to the Western technique, and alliance with China and India. However, if correct taxation of the Elite was put in place, we might yet be able to save the children and families of the struggling masses, from ever undergoing unnecessary and forced trauma to their families.
The last thing Ranil needs do is to envy the mother who is secure in her family life, happy with her resources, and looking after her children. Ranil doesn’t need to force them into the culture to work just for the sake society looking modern according to fast failing Western standards (LGBTQ and all).

if ranil wants to increase the female participation in the workforce he should firstly look into female discrimination in the work force and bring in the proper laws so that women could work freely just like men,as equals.
even the MP’s who are elected by the people themselves are getting discriminated and can’t do their work effectively,just imagine what it will be like for a woman in another workplace to do her job in this male chauvanist society.
this is more important that childcare centres and should be the no 1 priority.
