Health Secretary Adds Fraud Marks For J’pura Hospital Director’s Interview: Same Dogs, New Tricks

In an unprecedented violation of the law, the Secretary to the Ministry of Health Wasantha Perera yesterday altered the marks awarded at the interview held to select Director of Sri Jayewardenepura General Hospital (SJGH), Colombo Telegraph can reveal today.

Dr. Athula Kahandaliyanage, Chairman SJGH infamous acolyte of the Rajapaksa regime hand carried the marked interview schedule to the Ministry. There, he got Secretary of Health Wasantha Perera to add on marks to Dr Rathnasiri Hewage and issue a letter stating that an increase of marks has been done. In the originally marked schedule Dr. Hewage had scored a measly 39.5% without adequate marks for his experience.

Kahandaliyanage Needs A Corrupt Director

At a “staged interview” held for the post of Director SJGH, Hewage, the predetermined candidate who has an established history of corruption, administrative violations and current violation of the law was selected for the post. A noted showman in the field of medical administration, Hewage infamously staged a protest to get rid of the duly appointed Director of LRH to illegally occupy the political appointment he was holding for the same post.

Hewage is also in violation of the law pertaining to Medical Administrators engaging in private practice. His housewife spouse famously gave an interview to a Sinhala newspaper confirming the same, where she glorified his practice. Engaging in private practice is a punishable offence according to the Establishment Code for a medical administrator.

Kahandaliyange is entangled in charges pertaining to the administrative corruption he has blatantly committed in aiding massive financial fraud of Susitha Senaratne, the former quasi Director of SJGH. He desperately needs a well-trained and malleable administrator whom he can control for the purpose of document manipulation, false evidence bearing and cover up activities to delay punishment from law enforcing agencies.

Fraudulent Interview For Director SJGH: “Not Even 50%!”

On 09.08.2019 an interview was held before a panel of complicit officers, namely, Wasantha Perera (Secretary Health), Dr. Sunil De Alwis (Additional Secretary Ministry of Health), Athula Kahandaliyanage (Chairman SJGH) and Dr. Anil Jasinghe (Director General Health Services). They interviewed two candidates, Dr. Pubudu De Silva, a Consultant Community Physician. Dr. De Silva was not eligible to be interviewed as the requirement was to possess post graduate qualifications in Medical Administration. The other was the “pre-selected” candidate Hewage.

A highly placed official in the Ministry of Health commented “Short-listing Dr. De Silva and calling him for the interview itself is a violation of the regulations. It appears they have just called the in-eligible candidate to avoid looking like this was a staged interview. If you analyze the marks you will see that the selected candidate does not even have the minimum experience required. He has just scored 39.5%. Even at Medical College level, you need 50% to pass any exam, viva or interview”.

Sunil De Alwis Issues Letter Under Conflict Of Interest

When the three specialists at the Board protested, that an unqualified person is xbeing selected as Director SJGH at the Board meeting, a livid DGHs, appearing to lose his sanity had vehemently defended the decision, Colombo Telegraph reliably learns. When the specialists asked for clarification on the alleged financial frauds committed by Dr. Rathnasiri Hewage, the Chairman had produced a letter issued by Dr. Sunil De Alwis, Additional Secretary, clearing Dr. Hewage. It is a conflict of interest for Dr. Alwis to issue such letter defending the challenged decision of the same interview panel he was a member of.

It is well known that Dr. Rathnasiri Hewage was investigated and punished for financial misappropriation of public funds during his tenure as “Acting Director of LRH”. Colombo Telegraph will reveal other serious financial and moral violations with documented and visual evidence in follow up articles due to be published on this matter in the coming days.

Wasantha Perera And Kahandaliyange: Partners In Administrative Crime

A shameless Kahandaliyange avoiding the FCID for months claiming life threatening ill health was seen at the Ministry yesterday, vigorously concocting a letter with Wasantha Perera Secretary Health retrospectively altering the marks of the already finalized and tabled results, offering undue marks illegally to make the total marks up to 48%.

Our source at the Ministry of Health commented: “it is an unprecedented act of utter shamelessness and disrespect for the law where two members of an interview panel were retrospectively changing the result of an interview of an utterly failed candidate. A former stooge and corrupt secretary of Health Kahandaliyanage, and the current stooge and corrupt Secretary of Health Wasantha Perera, are bending their heads together to rape the law. Such rapists are the reason that law and order has become a mockery in this country”.

Kahandaliyanage And Corruption

The Jayawardenapura Hospital has been embroiled in controversy since 2015, when Kahandaliyanage who through serious acts of administrative corruption defended and protected Minister Rajitha Senaratne’s middle man Susitha Senaratne, to occupy the office of Director SJGH for four years without a letter of appointment.

It is well known in the Ministry of Health circles that Rajitha Senaratne poured in money to SJGH during the tenure of Susitha Senaratne who allegedly made himself, his wife and the politician rich by implementing projects violating the procurement process with the full blessings of Athula Kahandaliyanage, the Chairman of the Committee on Procurement. Several of such massive frauds are currently being investigated by the FCID and the Presidential Commission on Corruption. Kahandaliyanage has been avoiding appearing before the FCID siting serious ill health, repeatedly admitting himself to hospital to avoid investigation. These massive frauds include a document scanning project, toilet projects, incinerator project and several other massive projects in which Kahandaliyange has literally looked the other way letting Susitha Senaratne mint money for him and others.

The Wife Runs The Hospital!

A former employee of SJGH commenting to Colombo Telegraph stated “Kahandaliyanage facilitated the illegal diversion of 170 lakhs in to the personal account of Ancy Senaratne, wife of Susitha Senaratne by violating the regulations of procurement. But when the JVP led Voice against Corruption filed a case against Susitha Senaratne for massive fraud, Kahandaliyanage promptly dropped Susitha Senaratne like a hot brick. Kahandaliyange and corruption go hand in hand. He was the Secretary Health during Nimal Siripala De Silva’s tenure as minister. Currently he is claiming ill health to avoid investigation. He needs a seasoned fraudster to manage his affairs during the alleged ill health. As done during the Nimal Siripala era, Kahandaiyange’s wife is running the show. Files are taken back and forth to his home where his wife is attending to them and Kahandaliyanage is a mere signatory. The contents of these files are a common commodity in this era of smart phones. Nothing will stay a secret in this day and age”.

    The incredible damage Kahadaliyanage has done to our hospital is immense . He manipulates and lies , He creates facts . and acts on them . He is now a rare sight in hospital . And the mischief he has caused in the health system . We would be very advanced if not for his dirty help for ministers to commit fraud .
    The SJGH was once a leader . Now we are like a district hospital . With shortage of doctors and nurses basic drugs and equipment. SAD

      In a different note the visiting UN Rappoteur Ahmed Shaheed when he visited the Fake renounced opposition leader MRajapakse had apparently commented on freedom of Religion or belief , that ” All ethnic groups in SL enjoyed freedom of Religion unlike some other countries.”
      Folks this man either had been Sleep walking or entangled in Rajapakse media propaganda or totally Misunderstood on what was said.

    SJGH, is indeed a very fine hospital by its construction.
    When Japan gifted us with SJGH they had really given us something to last us a long time.
    However the reality on ground is quite different as we all know. The management had grossly underperformed and has been running SJGH well below par.
    This has been largly due to corruption by their Chief Medical Director in the past. The CMD on the other hand has been kept there by Rajitha because of their friendship.
    To my knowledge there are capable hands working at the top management level that can trutly turn things around and bring back SJGH to its glory.
    If only they can consider selfless civil servants with the right attitude, background and a clean track record…
    I know one such person, she is a lady with all the right credentials and qualities.
    Seek and you shall find her!

They will never ever permit a strong management, simply because they cannot buy expensive equipment which are not required while available stuff still very well serviceable. The Director who is selected will never permit these old dog tricks. The trick with Medics that’s Techno was played for many years. When equipment is bought with tax payers money the pockets of those who will use will fatten. They insist that these items are required. Strong management will see through the request and refuse. So, these scavengers will object to the appointment of a strong management. They instead need a puppet, a puppet who will work on strings ( she cannot basically walk straight ). PLEASE CHANGE THIS ACT. Most directors wanted it changed as its administration is curry.     There is also a medical officer . She is the niece of POWERFUL minister . She was missing from work for three months drawing her salary . This was reported to the management by lab staff . She was sent an letter of vacation of post ,She returned with some x rays and tears . She was given her job back . Kahandalinage try to give a acting deputy director post . She was not given it and few days later the letter was removed from her file . She was then appointed the Data officer . She made two huge blunders of severely underestimating the clinic of one consultant and the surgery done by another
    She was removed by the board . She has now appeared with a letter from from the ministry of health asking her to be reappointed .

    It is sad to hear all this but it is not surprising. A corrupt and inept political leadership breads a bureaucracy facilitating the same. In the process the officials fend for themselves too. Birds of a feather flock together. CT has managed to photograph the bureaucratic kingpin (or Queenpin in this case?) with an aura that radiates what? Good or bad? I am quite sure that this is not something new. All the theoretical politicians talk of independent commissions to run a politically independent public service. Is this the final result? Some less mature guys claim that this is because the Constitutional Council comprises a majority of members of parliament. Pooh! Even it had zero MP’s the result is the same. What we need is an honest, capable and an efficient leader who can serve the nation leading to prosperity with integrity and excellence.

They will only appoint their puppet who will let them run the hospital. A strong management will never be at peace. They will make life miserable until they get a puppet on a chain. Then they can flounce on the innocent patients. They unfortunately will have the support of a few Psychstric patients who support this endeavor. May all these hooligans be cursed.

    It is not a secret that most of the consultants of the hospital are corrupted. They ordered millions worth equipments to the hospital getting big portions of commission. Few of them were questioned in the COPE committee. That’s why they such eagerly quarrel for the board member positions recently. They need their surathali to cover their asses.

    In the old days, the Health Secretary was always a senior civil servant, and later, a senior member of the SLAS.
    This lady seems too inexperienced.
    Corruption and nepotism appear to plague appointments in the SJGH.
    The minister appears to be ignorant of/to ignore ongoing corruption & maladministration.
    Earlier reports in CT have highlighted these, but with no improvement.
    Maybe matters will improve after the presidential election.

      Those days or now days the secretary is quite stern and nature. If she bands forward and backwards to the wish of the 3 corrupt consultants and surathalee ( appachchi’s daughter) she is mature. If not she is immature. These consultants should be dealt with in the way they understand. There is no end to their manipulation. They want to run the hospital in a way they carry on with their nefarious activities. The money they earn only in the hospital they are unable to count and takes them in gunny bags. Over and above they take kick backs and commission on every single blood test every piece of implant etc. when can they spend all this. They are in channel centers till midnight.

    The GMOA should take immediate action avoiding corrupted consultants in SJGH Board. They should demand the minister to change the Hospital Act not to have any representation of consultants or to have representation of all categories in the Board. Corrupted consultants think SJGH is their own property ( which is not a secret ) and using public money and human resources making their pockets full.     Sri Jayewardenepura General Hospital (SJGH) has been in the news recently for contacting a virulent form of Fraudities. One wonders why SJGH is targeted when the vectors, carriers of Fraudities, are endemic!

    Do not despair. For the first time in recent Lankan history a new political movement has promised to eradicate Fraudities. They may not fully succeed but for a start may contain it.

Secretary need not alter the marks even if the selection committee has made a mistake in calculations. Don’t we all know doctors are very weak in mathematics? It’s all to do with purchasing equipment and kick backs and trips abroad. These old dogs go to the extent of threatening the junior doctors to vote them to the board if not reward. They will never allow the other better honorable skillful young ones to come to the board. They will flex their muscles and they mud machines to shoo the honorable just like the way they stood off the qualified candidates. In the process encouraged an unqualified candidate, a distant cousin of surathalee to be appointed but failed.
    Hope secretary health will stick to her grounds and appoint their choice based on the court order. The unions are watching. CID is armed with evidence, solid evidence to draw the nets. May truth be revealed and expose these blood suckers.

    Can just four members of the so called noble profession fall to such low standards to prevent the appointment of a permanent director. Their demented brains seem to have the capacity to imagine and create such fantasies ……… with the mere intension of frightening the administration, prevent the appointment of a director based on procedures as per a court order. Just imagine their frustration in having to accept a leader who will ensure that their illegitimate incomes will be hampered. Can you imagine the income based on the lowest of the low they have gone to even to accuse the top most officials of the ministry. It’s not difficult to find their names based on comments. Cannot imagine what kind of treatment they dole out to patients. Potential patient’s be aware. The old dogs are infected with rabies in the absence of rabies. Madam secretary, do what you can if not alter marks to send a stern permanent director and settle this issue once and for all. All employees, unions, majority of the young doctors and hard working and dedicated consultants, paramedics have had enough of this acting nonsense with Surathalee. They want this issue settled once and for all.

    The guy commenting here called Raja is no one else but the only consultant for that field bearing that name as a part of his full name. He must realize the fact that before criticizing on others’ qualifications one must reflect on him/herself. He got 2Fs and 1S for A/L and now we have the problem how on earth he has become a doctor in Sri Lanka. That’s because his father, Who’s funeral recently held at Borella had exploited the law of the land in favor of making his retarded son a doctor. He parks 3 vehicles in hospital premises despite 15 out of 36 consultants don’t have a slots for their vehicles. I’ll keep the reason why this pseudo consultant doesn’t hold UK postgraduate qualifications although he had been sent to UK for ‘foreign trining’. He should realize there are thousand fingers pointing at him when he’s pointing one.
