Hoole’s Car Searched At Every Checkpoint; Pro-Gota Newspaper Makes False Claims About Daughter’s Quarantine

Member of the Elections Commission Prof S. Ratnajeevan H. Hoole has expressed concerns that could be forces at work trying to sabotage election matters by denying the Commission its quorum of three, after false rumours that his daughter had not been quarantined since returning to Sri Lanka from the UK.

On Wednesday the pro-Gotabaya Island newspaper carried a news report that Hoole and his daughter were kicked out of the Commission premises due to a protest by staff at the Commission. The staff had claimed Prof Hoole’s daughter, had not been subject to quarantine and had been asked to self-quarantine in Jaffna. According to the newspaper report the EC premises had been “disinfected” later.

Chairman of the EC Mahinda Deshapriya had later claimed the whole episode was a misunderstanding. Hoole presented a certificate signed by Army Chief Shavendra Silva and Director General Health Services Anil Jaasinghe, confirming that Elilini Hoole had undergone 14 days of quarantine at the Jetwing Blue.

According to Prof. Hoole his daughter paid for her quarantine, a sum of Rs 175,000. She had never been told to self-quarantine he clarified.

More disturbing events had occurred when Hoole’s vehicle was stopped and searched at every checkpoint from Puttalam to Jaffna. Dr Hoole said that the police and military had the number plate of his car along with instructions to search the vehicle. The passing of Hoole’s car had been recorded at every checkpoint which he said was not the norm.

According to Hoole, the Chairman of the Commission had later apologized. While at the Commission, Hoole said he told Mahinda Deshapriya that his daughter had undergone paid quarantine – therefore he asserts the chairman was aware of what had happened.

However despite his Personal Assistant to Deshapriya had called Hoole saying Tuesday’s meeting was cancelled adding that Hoole and his driver had to be quarantined for two weeks. The Chairman later said it was not necessary, according to Dr Hoole.

He describes the situation at the Commission when he was last present in this manner:

“When I returned from lunch, my office was empty, the few I met seemed ready to jump out of the second floor. My office had been sprayed and all doors left open. Except for one man, the rest were gone. It was most embarrassing for me.

I returned to Jaffna promptly. I wonder if this is a ploy to sabotage election matters by forcing me into quarantine to break the 3-person quorum rule.

I thought it was a minor matter till I saw this morning’s Island.”

Elilini Hoole’s quarantine cirtificate

My daughter underwent quarantine at JetwingBlue and paid Rs. 175,000 for it. When she was released the army after testing her gave her the attached certificate signed by Shavendra Silva and Jasinghe and never told her to self-quarantine. The certificate said that she “underwent the necessary quarantine process.”

The Editor of the Island, Prabath Sahabandu never checked with me to verify that my daughter had not undergone quarantine. I hope he will issue a correction after portraying me as irresponsible.

All the way to Jaffna from Puttalam and after I was stopped at every check point where they had my number plate with instructions to check our car. One policeman at Omanthai apologetically told me he did not know what he was to check for. Unlike the norm, they recorded the passing of our car at most check-points.

The chairman who never spoke to me on this later apologized and said it was a misunderstanding. However, on my way to lunch, I spoke to him and told him my daughter had paid Rs. 175,000 so he knew that she had been quarantined. But his PA telephoned me saying today’s meeting “is going to be cancelled” and the driver and I needed to be quarantined for 2 weeks. Later the chairman said this was not necessary

      I’m pretty sure that I also said somewhere on Colombo Telegraph that there is a definite danger of Prof. Jeevan Hoole meeting with some mysterious accident. I spent quite some time looking for it; else this comment would have come on a little sooner.

      I think that Jeevan has taught us, Sri Lankans, what is meant by courage.

      I’m not given to delving into the supernatural at times like this. However, I think that we must all express our gratitude to Professor Hoole for standing up for the rights of all the people of this country.

Even when the former Editor of Sunday leader Lasantha was brutally murddered by the same regime, majority of Sinhala and Sinhala media’s did not bother. What did Lasantha did?     ‘Quarantine’ means 40 day separation at pandemic times. Sri Lanka can’t be too careful about the need to quarantine all arrivls from abroad, especially people with a century old dubious foreign connections.

    As to the checking of the car from Puttalam to Jaffna, it is understandable that the authorities wanted to make sure that the vehicle proceeded to the address given in the documents. Nothing strange there.

    Hoole can’t expect special treatment just because he is in this all powerful (so he seems to think!) EC position.

    EC staff needs to be congratulated for being alert, and Government ought to be applauded for enforcing the law without favour or fear.

    This is also a warning for others who may think of doing the same.

    Sri Lankan modayas wanted the last lot out because of corruption and incompetence,
    but look what they ended up with. At least with the last lot people speak more freely, racism was far less, and the threat of being killed or mysteriously disappearing was not there. We have a long way to go, and the signs are not looking good for the country.

    In order to clear the air on this matter, I spoke to a doctor in the public health sector in Jaffna. He told me that at quarantine centres, there is a chance of cross infection from other infected persons after an inmate is healed, so that this inmate may be a carrier after being released from the centre, as they found from selected tests. The chances are deemed small.
    In the case of my niece, she was not a corona infected person to start with. In the hotel where she was quarantined she spent her entire time in a room in total isolation, so that the chances of cross infection were almost nil. A PCR test was done on her last Friday and she was released last Monday morning.
    At her release someone from the army medical division explained to her that just because the PCR is negative did not mean that she should be careless. They certainly made it clear there was a risk. But what they said is be careful and did not say anything about further quarantine.
    But on Tuesday (next day after being released), following the issue being blown up at the Election Commission, a doctor called and explained to my niece about being home quarantined.

      I hope that all readers will pay special attention to what he has written. Only a person who is extra concerned about his responsibility towards others could have written as he has. The typical Sri Lankan practice is to start saying that there is no risk whatever, and start abusing all those around.

      To me, the account that I see before me, and the comments, demonstrate how much concern the Hoole family has for others. Having said that, however, it is time for Prof. Jeevan Hoole to go to even greater lengths to take precautions to ensure that nobody is given a chance to mischievously embroil him in more trouble.

        It is good that I checked. He has been at a University, so he probably has a first degree. It’s not only the Present Government that does this – I have seen Ranil Wickremasinghe described as “Dr” whether by himself, or by others I’m not sure. Certainly, I remember that he went to Australia and (when he was Prime Minister, so I blame him) was given an Honorary PhD with great fanfare by a University – I think that it was Deakin. Why haven’t I checked? Not a huge issue.

        To get back to Dr Rajan Hoole, he never was a Professor, and for that all of us Sri Lankans ought to be ashamed of ourselves. It was for us that he has done this! He was in hiding for fifteen years (almost entirely in Sri Lanka – I don’t know all the details). The greatest danger to him was the LTTE. They murdered Dr Rajani Thiranagama (nee Rajasingham, her widower, Thayapalan Thiranagama is still around).

          On the issue at hand, there is a lot of fear and suspicion about the virus, especially when people come in from foreign countries, so some may overreact. Here in the US, many Asian American medical personnel are facing hostility and racism from Americans , who tell them that they eat snakes and have bad habits that brought the virus in the first place. They are being told to go back to China even when they were born here or the Philippines, South Korea, Vietnam, Taiwan, Malaysia, etc.

          Even as they take big risks in helping patients who are infected, the patients are spitting on them or telling them to find another doctor to treat them; when told there is no other doctor or nurse, they sometimes leave the emergency clinic altogether without getting any treatment. Given such things happening in a supposedly ‘advanced’ country like the US, I think both sides of this debate in SL need to take a deep breath and calm down.

          I think he did teach Math at the Univ. of Jaffna. He had to be in hiding and was out of the university during the LTTE years, but I think he got back to the university after the end of the war. Maybe he was a senior lecturer, even if, given the years he had to hide from the LTTE and be out of the university, he might not have reached the rank of full professor.

I remembered that he was brilliant as a student, so I thought that he had a First Class. He corrected me. However, he had got a First Class BSc Mathematics later, and a PhD in it from Oxford. What do you and I know of Mathematics, at that level?         The fact is that he taught Mathematics for a living until he retired as “Senior Lecturer”. Somebody told me that he had done some studies in Harvard as well. I haven’t asked him – aren’t there more important things in life? The fact is that he is today a meticulous Historian. Read all that he has written. He’s an “unqualified Historian”, but in my view he deserves to be called a Professor of History.

    Professor Hoole’s attitude of crossing every “t” and dotting every “i” was not acceptable to the “Thalaiver ” (Fuhrer in German) resulting in his inability to perform duties as the Vice Chancellor of Jaffna. I am not the least surprised that he is a “nuisance” to every crab who wants walk sideways. If a “further stay at home” is required, in my view it should have been clearly stated in the certification so released. But it is admitted, at least by a comment by one of the Uncles, that she must be careful and as such she visiting to a public office as alleged is serious, instead she should have straight away gone home. Yes! this business of checking vehicles for harassment is an age old practise. Of course, the security authorities may have all sorts of answers. Prof. Hoole and his colleagues are respondents in court case and let the court decided the outcome of their action as Commissioners of Election. The country should not descend to the level of “car checking harassment” just because the Tigers could ease of Prof. Hoole to flee the country in the wake of his appointment as VC Jaffna.

    You fool no one. You travelled from Jaffna to Colombo on Sunday, 17 May in an Election Commission vehicle. Besides driver and yourself, why did your adult son, a student, travel in the vehicle violating curfew and social distancing regulations? The Island Editor made a mistake in his report. You went to Jetwing Blue on Monday morning in an EC vehicle to collect your daughter Ehilini who completed 14 days quarantine. She was issued a certificate and informed, she had to further self-quarantine herself for another 14 days at home. She declared an address in Jaffna as her home. The 14 days additional self-quarantine is mandatory for all those being released after 14 days and applies to your daughter as well. Why did you take her and your son direct to the EC office? You and your family members spent that night at your rented flat at Gothami Road. Why did your daughter and son turn up at the EC office again on Tuesday morning? What business did your children have at the EC office? When staff complained to the Commissioner General, he informed Deshapriya who claims to have 32 years’ experience in public service but does not have the guts to tell you when you are wrong. He had his PA inform you! You then removed the two offending children and left for Jaffna without waiting for the Commission meeting on Wednesday. So Professor, did you come to Colombo in an official vehicle for official work or to collect your daughter? Take note, your day of reckoning will come before November.

    This is only possible when military is handling the pandemic “AS IN WAR”. Mr. Hoole, my relatives living abroad in medical field , who were Covid positive are all working that too in hospitals in direct contact with patients after 15 days of quarantine. Some countries are not even recommending a repeat test prior to assuming work again, unless clinically required. One person who after turning Covid positive was requested to work with Covid patients (because he is immune / had antibodies) to help overwhelmed staff due to shortage, which he readily accepted. Now compare this with your story and see how in a land like no other, same measures are used for political/punitive purposes. Question (call it naive) how many days of quarantine did that first Chinese patient undergo before taking selfie with Pavithra. Did Pavithre was mandated to quarantine ?

        You have not the least knowledge about how western countries work round the clock in the containment of COVID-19. THeir numbers to go up are more connected with multi-factors. Not just that their health care systems are poor compared to that of srilanka.. you guys being frogs in wells seem to ignore basics nevertheless compare the numbers with those in Srilanka. Why not you guys compare it with those in like minded countries (African countries, vietnam, Nepal, Thaiwan etc).
