In Memory Of Comrade Dr. Vickramabahu Karunaratne: Language As An Aspect Of Sri Lanka’s National Question

Comrade Dr. Vickramabahu Karunaratne’s legacy deserves recognition through thoughtful analysis. In response to my recent article titled “41 Years to Black July – Our Voices Towards Meaningful Reconciliation,” I propose addressing a critical issue.

Comrade Karunaratne’s political journey began within the Lanka Sam Samaja Party (LSSP). However, in 1972, he parted ways with the LSSP when it joined forces with the Sri Lanka Freedom Party (SLFP). The 1972 republican constitution, drafted by the SLFP, inadvertently transformed Sri Lanka into a Sinhala Buddhist state, marginalising the Tamil community. Subsequently, the 1978 Constitution, enacted during Prime Minister JR Jayewardene’s regime (with current President Ranil Wickremesinghe as a cabinet minister), further entrenched Sinhala separatism, further alienating Tamil speakers.

Comrade Karunaratne’s principled stance against the 1978 constitution led to his dismissal from the academic position he held at the University of Peradeniya’s Faculty of Engineering. His commitment to addressing Sri Lanka’s national question—rooted in fairness, justice, and recognition of rights—exposed him to death threats. In 1988, the Deshapremi Janatha Vyaparaya (DJV) targeted him for advocating on behalf of Tamil people subjected to state terror.

Despite political shifts later in life, Comrade Karunaratne consistently championed national unity based on equality, autonomy, and self-determination. Even posthumously, he faces criticism from fervent nationalists. As we reflect, let us recognize the consequences of shortsighted policies adopted by our political leaders throughout Sri Lanka’s post-independence history.

In 1956, when Mr. SWRD Bandaranaike pledged to make Sinhala the official language of Ceylon, he included a proviso: Tamil would have administrative status. As a twelve-year-old, I listened to Mr. KMP Rajaratne, a fervent Sinhala nationalist, on Radio Ceylon advocating for extreme measures like skinning Tamils to make shoes. Meanwhile, Tamil politicians—though I had not heard their live speeches—reportedly made similar statements about the Sinhalese.

The torch of Sinhala nationalism, ignited by Mr. Bandaranaike and the Sri Lanka Freedom Party (SLFP), led to the enactment of the Sinhala Only Bill in 1956. Both the SLFP and the United National Party (UNP) supported this legislation, while the Lanka Sam Samaja Party (LSSP), the Communist Party of Ceylon (CPC, later the Communist Party of Sri Lanka), the Illankai Tamil Arasu Kachchi, and the All-Ceylon Tamil Congress opposed it. The repercussions of this decision continue to shape Sri Lanka’s political landscape even after 68 years.

It is important to remember that a Sinhala Maha Vidyalaya operated in Jaffna during colonial times. Some Tamils learned Sinhala and respected Sinhalese traditions. However, the Liberation Tigers of Tamil Eelam (LTTE) disrupted this trend, preventing the school’s operation after security forces set the Jaffna Public Library ablaze in May 1981. The subsequent anti-Tamil pogrom in July 1983, orchestrated by the UNP regime under President JR Jayewardene, exacerbated tensions.

The 1978 Constitution reinforced the supremacist provisions of the 1972 constitution adopted during the Bandaranaike regime. The Sinhala Only policy, established by the Official Language Act (No. 33 of 1956), further divided our once-unified, pluralistic society. Each constitution deepened the alienation of non-majoritarian communities. This process began in 1948 when the DS Senanayake regime disenfranchised Malaiyaha workers and escalated with state violence against Tamil youth.

Interestingly, students who attended colleges in Jaffna excelled in education without discrimination. For instance, Mr. KB Ratnayake, a Sinhala student at Hartley College, captained the cricket team and later became the Speaker of Parliament. Similarly, Mr. Maithripala Senanayake, who studied at St. John’s College, Jaffna, held several cabinet portfolios and served as Acting Prime Minister.

The Sinhala Only policy, implemented in 1956 by Mr. SWRD Bandaranaike, had significant consequences for public servants in Sri Lanka. In areas where Tamil-speaking populations were prevalent, Sinhala public servants were not required to learn Tamil. However, Tamil public servants—even those working in Tamil-majority regions—were compelled to learn Sinhala. As a result, the number of Tamil public servants in the state sector declined sharply.

Statistics reveal the impact: In 1956, Tamils constituted 30% of the Civil Service, 50% of the clerical service, 60% of engineers and doctors, and 40% of the armed forces. By 1970, these numbers had plummeted to 5% of the Civil Service, 5% of the clerical service, 10% of engineers and doctors, and a mere 1% of the armed forces.

In the 1960s, the government failed to provide documents or application forms in Tamil for the native Tamil-speaking population. Protests by Tamil communities eventually led to a slight relaxation of language policies. The Indo-Sri Lanka Accord of 1987 recognized Tamil as an official language, while Sinhala remained the country’s official language. Despite the 13th Amendment, which aimed to address these language disparities, full implementation remains elusive.

Consider the challenges faced by Sinhala-speaking security forces personnel posted in Tamil-majority areas. Their lack of competent Tamil language skills hinders effective communication with both the government and the local population. I personally raised this issue with President Chandrika Kumaratunga and Mr. Ranil Wickremasinghe during their tenures.

Had the JVP Policy Declaration from 1972 been consistently followed, the Indo-Sri Lanka Accord might have recognized both Sinhala and Tamil as national languages. The JVP also advocated for English as a national language, although it ultimately it became the link language. Devolution of land, police, and financial powers to provinces remains a contentious issue, with the incomplete implementation of the 13th Amendment allowing external interventions, notably from India.

Recognising the shortsightedness of past Sinhala nationalists is crucial. The Sinhala Only policy did not benefit Sinhalese, Tamils, or Muslims. Fortunately, recent shifts—possibly influenced by multicultural exposure—have eased some language restrictions.

As a Sri Lankan Australian, I must briefly mention Australia’s language policy. While lacking coherent principles initially, a National Policy on Languages emerged in 1987. It emphasized English proficiency for all, support for Indigenous languages (including bilingual education), and recognition of languages other than English.

Australia’s groundbreaking multilingual policy, endorsed by both sides of the political spectrum, aimed at cultural enrichment, social justice, vocational opportunities, and global trade promotion. As the world’s first comprehensive multilingual policy, it has become an influential landmark internationally. Over time, Australia’s increasing cultural diversity has made multilingualism an integral part of its social fabric, driven in part by economic imperatives to engage with Asia and diversify exports.

Notably, this policy explicitly outlines values to guide language decisions—a departure from the past. In Australia, English remains dominant, spoken by 72% of the population. Mandarin (3%), Arabic (about 1.5%), and Vietnamese (about 1.3%) reflect the country’s multicultural tapestry. Importantly, an employee’s pay cannot be influenced by their language or origin.

Visitors to Australian cities encounter a vibrant linguistic landscape: English, Mandarin, Arabic, Cantonese, Hindi, Italian, Greek, and more. In Central Australia, Indigenous languages like Warlpiri, Arrernte, and Pitjantjatjara thrive.

Contrastingly, in Sri Lanka—except for Colombo—the prevalence of Sinhala and Tamil speakers remains uncertain. Drawing lessons from Australia’s inclusive language policy, Sri Lanka can foster peace, human rights, and social cohesion through equitable language education.

    I was someone who worked in aviation. My government job was entirely in English. Yet, I was sent home for not having fully complied with the Language requirement.

    Why not consider this policy in hindsight? Knowing Sinhala or knowing Tamil alone is not enough to be competitive these days. A better policy would have been to make Sinhala the official language and then require English to be compulsory in schools. The Sinhala-Only language policy is not in itself racist. A language cannot be racist, as it is just a means of communication.

        Some sectors are even worse. All 60 or so DIG rank Police officers are Sinhala Buddhists.

        English was the language of the elite. Making Sinhala the official language offered more opportunities to the economically disadvantaged.

      Hello Lester,
      Even in Scotland, in the 1950s (and before) speaking our Doric Dialect in school was punished. The Gaelic language was outlawed in the 1600s and later after the Jacobite rebellion. That was Racist, or whatever word you need to use – it was discriminatory.
      Just as the Sinhala-Only Policy was Racist. It was the policy that was racist not the language. In jurisprudence the terms “mens rea” and “actus rea” are applicable.. So what was in the minds of those that devised the Policy and how was it carried out in practice?
      I think you know the answers, but if you don’t others can explain in a way that you will understand.

          Arabic (3.6%)
          Portuguese (1.5%)
          Spanish (1.2%)
          Italian (1.0%)
          German (0.7%)
          Turkish (0.5%)
          English (0.4%)
          With French being nearly 90 % what other language could be official. The other 10% or so is shared between 7 other languages. I have been to France many times, I spent 11 years working with French colleagues. I can speak, read and write passable French. Even my French/Moroccan Colleagues had no problem with French being the official Language in France.
          Next door Belgium has significant minorities and has 3 Official Languages French, Dutch and German.

            Not only is French the official language of France, but there is an Académie Française, which is responsible for maintaining and preserving the French language. Founded in 1635 by Cardinal Richelieu, it is one of the most prestigious institutions in France.
            Regarding percentages, the same argument can be applied to Sri Lanka. If you deduct Indian Tamils, the remaining Tamil percentage is around 11%. That means 89% of the population speaks Sinhala. There is no benefit to making Tamil an official language if only 10% of the population speak it.

              Lying again. Tamil speakers, including Muslims, are closer to 25%. Plus, Tamil speakers produce the most economic output.
              Even the Galle trilingual inscription, left by the Chinese in the 15th century, has Tamil, Chinese, and Persian, but not Sinhala, because even then Sinhala was not the language of commerce. It is doubtful if it was even the court language, because the King captured by the Chinese was of Indian descent.

Anyway, *real* medical students take only one semester of formal pharmacology. I don’t know the procedure for reservation candidates in Toilet Nadu. Since all the drugs there are fake anyway (the same ones that were distributed by Keheliya). Fake scholarships and fake medicines. How do you teach someone to “prescribe” fake pills?

                    This is the Requirement first a Medical Degree ” Courses normally last five years, or four years for a graduate entry programme”.
                    Then foundational Training.
                    “After graduation, you’ll enter the two-year Foundation Programme. You’ll be provisionally registered with a licence to practise while completing the first year. Full registration is awarded when you’ve completed year one”.
                    So that’s 7 years if you don’t have a Degree on Entry, 6 if you have a previous Degree. So it could take anywhere from 7 years to 10 years to become a Medical Doctor in the UK

                      Finally, let me warn you that the issue is no longer a personal matter involvimg me and my future partners in business, research, politics, and of course in life. But an international, geopolitical one. If you dnt believe me you could ask Lester. Since you do not believe him too, ask tour own Dr. Sankaralimgam who appears to be better informed since of late. And try to make something out of ypur indinidual lives and the lives of tamil speaking people. Its not too late.

                      Some of Ruchira’s comments (at the begining) proved him to be intelligent.
                      I told some commenters in CT, not to criticize someone who has psychological issues.
                      To tell you the truth, I also had them (sort of depressions) at the begining in Europe. Also, after the death of my beloved mother, I thought that I would never live my life without her. I had to go into high depression. There I had good psychologists (some colleagues) analyze my situation as best they could. It helped me a lot.
                      I believe,that is just normal and good experts (psychologists not psychiatrists) can help further.
                      However, Ruchira is not a pseudo-intellectual like Lester. Lester is a hater of people. His existence is not a blessing to humanity

                      Lester – never knew humour is one of your strengths. Yeah JASI busses. Indian Roads when I went there in 1990 were full of them. Looks like not much has changed since then.                       I know many people of this kind from many nations in Europe. Also some Arabs think they are superior to all other nations. I lived in a student dorm in the mid 90’s with many other nationalities (north americans, north eruopeans, north and black africans, arabs, iranians and lot more). There I got the privilege of knowing different cultures, religions and nationalities.
                      Our Sinhalese clean toilets in Italy, Korea and many other countries in the Middle East, even if they behave like test-tube beings.             Regarding what I said earlier.. Out of all the minorities, only Tamils (specifically Jaffna Tamils) asked for special language rights and devolution. The Muslims came in the 15th century and learned Sinhala. The Burghers also learned Sinhala. The reason why Jaffna Tamils were against Sinhala-Only – there were a lot of missionary schools in Jaffna that taught English. A large number of Jaffna Tamils learned English and secured civil service jobs (under the British). In comparison, Sinhalese were engaged in agriculture. Obviously this kind of system did not make any sense once the British left. SWRD was correct to try to fix the imbalance with Sinhala-Only, at least temporarily, since many in the majority community did not speak English at the time.

              There were English medium missionary schools all over the country. The difference was in the uptake of education. The Tamils were always interested in education . Once employed, they were punctual, reliable, and efficient, in contrast to those who would disappear for days on flimsy excuses. The British valued hard work and punctuality, and when they found that these qualities were found in a particular community, they tended to employ them.
              This is not to say that all Sinhalese were marginalised. B.D. Kampala and DJ. Wimalasurendra were the best local engineers of their time. Both were educated at Buddhist schools, and in the UK.Their work attitudes of course were more British than Sinhalese. The Brits didn’t care who you were if the work got done.
              A large part of the blame must go to Dharmapala, who discouraged Sinhalese from joining missionary schools, on the grounds that they would be converted. That eventually led to their disappearance and the currently striking “teachers” of today.

      JRJ was not a racist. Though people in his cabinet opposed it, JRJ let India implement the Indo-Lanka Accord as far as necessary. With this Accord, India was willing to let Prabhakaran be the Chief Minister of a de-facto autonomous state in the North and East. Prabhakaran did not want the LTTE to share power with the other Tamil militant groups at the time (EPRLF, TELO, etc.). He eliminated these groups one by one. Prabhakaran waited until Premadasa became President, then he made some deal with him to kick India out of the country. The LTTE would do the fighting with some weapons supplied by the Sinhalese side (though the SL military and people in Premadasa’s cabinet were opposed to this deal). Of course, once India left, Prabhakaran assassinated RP. He later assassinated Rajiv Gandhi as well. The main issue is that Prabhakaran could not be trusted. Many important people died as a result of their naivete before Mahinda finally did what was necessary.

          Yes, Apple iPhone & Samsung Galaxy now have instant real-time AI translators. Much better tools than Google Translate. I am not against learning a new language – if someone has the time, go for it. But there is no creative element involved. Programming teaches you how to think algorithmically and logically. As well as optimize. These are useful skills in any field. Unlike learning how to count to 10 in Japanese. Now if someone wants to learn English (global lingua franca) to advance in their field, that makes more sense.

From the start, looking at results from various questions I fed it, I got the impression that ChatGPT is mostly Google with an interface that understands natural language. With Sigiriya, it has to depend on local tourist-trap websites, and displays the technically illiterate rubbish they have, just as Lester does. It isn’t intelligent enough to figure out that water doesn’t flow uphill in the context of the question, though it might say so to a more direct query.
                    That’s my opinion as someone who never attended a University, though those who claim they did might have a different take on it🤣🤣🤣.

                    Have a look at Elon Musk’s background first. He says many things when he is stoned out of his mind. One of my last responsibilities before I left Server Management was troubleshooting IT Helpdesk recurrent issues. Even at that time many tasks were automated with no Human Intervention. One of the biggest problems was the offshoring of the IT Helpdesks. I can’t remember how many times I told an Assistant on the phone “no, you are not in Manchester (or other Cities) you are in Hyderabad and I know because I am fixing recurrent issues”. For many on Helpdesks they had limited time to resolve issues and would quickly pass them on to another Department who would quickly pass it on to another Department and so on round the cycle.                   Unless you have already read some articles about mapping brain cells to be processed by an external computer, I do not think brain cells need to be mapped. Brain cells may not operate with strict cell identity for mapping them like a computer chip. For Ex: You may not attempt to instruct the brain of patient where what needs to be stored or where what how should be processed. It will be the other way around; external data will be processed by the human brain. The problem is, if a few of your memory cells die from drug over use, some visionary cells will give hand to memory. It is a dynamic assignment process. It cannot be crystallized easily, in my opinion. On the other hand, as soon as the external computer falls in touch with the brain, its AI will immediately access brain status & remap the brain cell addresses (in limited style) with which it was in touch. At this time, computers can be expanded unlimitedly to store data and the brain is the master in maneuvering the processing needs. Major part of Neuralink is about uploading and downloading. I do not know how it is fixing speech problems like issues. It’s all decades away.

        “Learning new languages is mostly a waste of time.” I beg to differ. Your method may be to “Memorize words like a parrot”, but modern teaching emphasises Communication. By all means teach the Students a little of the Grammar in parallel with Listening and Speaking. But the most important thing (in my opinion) is understanding what you yourself are saying and what the other person is saying. Pronunciation, Grammar, Reading and Writing will improve over time.
        Learning a new language gives you an insight into the Culture as well as the means to be independent (i.e. doesn’t need an interpreter).
        “These days, better to learn programming languages”. Are you serious? I haven’t touched a programming language since I learned “Basic” and “Lisp” back in the 80s. Anyone taking up programming needs a certain mindset (usually somewhere on the Autistic Spectrum) to be any good (there are exceptions).

          Grammar is the foundation of any language. It’s equivalent to concrete in construction. Without it, the structure lacks stability. But learning grammar in any formal way is dull and repetitive. Most of the ESL teaching methods that I have seen try to teach grammar in a formal way. Native speakers don’t learn grammar in a formal way; they learn it implicitly. That’s why Google Translate sounds so funny; it translates using formal grammar rules and doesn’t make use of colloquial language.

            I take my hat off to you, I never realised that you were a Neurologist and an Education Consultant. I have no problem with Sinhala Phonetics, but have great difficulty with Malayalam. You might have no problem drinking Vodka, but how long did it take you to pronounce it properly? The same problem for Chinese and Japanese is that many English Phonetics are never used in these languages. English people have difficulty with Welsh, Scottish and Arabic pronunciation for the same reasons not because their Brains are wired differently. Many English people can understand French very well but their pronunciation is abysmal.
            Google Translate is garbage at translating Technical Documents, either from or to Sinhala. It might have improved recently, but last year it was hopeless.
            And finally you don’t need to learn CSS HTML or JavaScript. I built a Family History website in a couple of days using Macromedia Dreamweaver and also used Flash and later Adobe AIR for Teaching how to use IT Software back in the late 90s and 2000s.

No 3rd party has verified the status of the hostages. If Hamas takes a third-Party agent and allows them to inform the conditions of refugees, Israel may have some interest in compromising their war. Relatives of the hostages whose’ safety is ensured will not allow the Israeli government to wait anymore to make a deal.

                  The second claim does not invalidate the first one. Every rule has exceptions. Learning English has monetary benefits. Learning Tamil or Swahili does not unless you live in a very restricted geographical area.       Dear LS, HT, OC and all other rational thinkers,
      Unfortunately, today we still live in a country where our people try to divide themselves instead of working together for a better future for all in this country. The majority of us, be it Sinhalese, Tamils, Muslims or others, do not seem to see the real problem with much more affection and seriousness.

      Whether in politics, policy making or wherever, this abusive juxtaposition of people is striking. This is the biggest hurdle that lies before us, no matter what legal reforms or new laws are created and getting for our own good. Most of them get rejected in successive parliaments not being able to pass them accordingly.

      If we are not careful and fix it in a way that it is behind us forever, we cannot dream of a better Lanka where the economic prosperity of the country begins to boom. It is like a patient whose medical history is no longer clear to him. We should all work together towards common dreams and overcome the obstacles along the way.

        Eastern and Northern Europeans are better at using English as a connecting language than big nations like Germany, France, Italy, Spain and Portugal.

        Any language is an advantage as we know from Indians. Many Indians are learning more languages ​​as they have no choice but to learn while fitting in with their huge nation of 1.3 billion people. English is the language that unites its people. Why cant we srilankens learn from them ?
