Is Sri Lanka Running Out Of Time To Attract Investment ?

The World Bank’s latest Sri Lanka Development Update could not have been clearer: the country is still failing to attract meaningful private investment. Despite a gradual macroeconomic recovery and a wave of reform talk, the reality on the ground remains bleak. Investors are hesitating, projects are stalling, and bureaucracy seems to be winning over business. Unless the government moves from announcements to action, time will soon run out.

The most glaring problem lies in land management. Nearly four-fifths of Sri Lanka’s land belongs to the state, but responsibility is scattered across dozens of institutions. The result is a confusing maze for investors trying to secure a project site. Even when land is identified, approvals move at a glacial pace, often bouncing between ministries. The absence of pre-approved, infrastructure-ready investment zones outside the Western Province forces every investor to start from zero, discouraging all but the most determined.

Bureaucratic paralysis compounds the problem. The Board of Investment (BOI) was created to be a one-stop shop but has instead become a mere forwarding desk, dependent on decisions from other ministries. Investors report being sent from pillar to post, waiting months for routine permits. Despite new legislation such as the Economic Transformation Act, coordination remains weak, and accountability for delays is virtually nonexistent.

Environmental clearance procedures—particularly Environmental Impact Assessments (EIA) and Initial Environmental Examinations (IEE)—are another major source of frustration. These reviews are essential, but the process is slow, opaque, and riddled with duplication. Several renewable energy projects worth billions of dollars are reportedly stuck in limbo because no agency takes responsibility for final approval (World Bank, 2024). According to the World Bank (2024) and the Asian Development Bank (ADB, 2023), this regulatory bottleneck has severely hindered progress in expanding solar and wind capacity despite significant private sector interest. The International Energy Agency (IEA, 2024) further notes that Sri Lanka’s renewable potential—especially in wind power along the Mannar coast—remains largely underutilized due to policy uncertainty and grid integration delays.

Behind these systemic failures are outdated laws and institutions. Many of the acts governing labour, land, and investment date back decades, reflecting an era when efficiency was secondary to bureaucracy. Labour laws discourage flexibility, while land regulations overlap and contradict one another. Investors have cited unpredictable tax policies, possible shifting incentives, and rules that change midway through projects—all of which create a climate of uncertainty that no serious investor can afford.

At the human level, there is also a culture of inertia. Many state officials are capable and well-intentioned, but they operate within a system that rewards caution, not performance. Too often, avoiding blame is safer than getting things done. Unions, low productivity, and a lack of initiative in parts of the public sector have further diminished investor confidence.

Meanwhile, Sri Lanka’s diplomatic network does not seem to have kept pace with the global competition for capital. Some missions still focus on protocol rather than proactive trade and investment promotion, which is typically entrusted to trade departments. Competing nations send out aggressive, well-prepared delegations that market their industrial zones and policy stability.

What investors seek is not perfection but predictability and efficiency. They want to know that their approvals will be processed on time, their contracts will be respected, and the rules will remain stable. These are not unreasonable demands—they are basic conditions for modern investment.

The government must act decisively: streamline environmental and land approvals, empower the BOI to issue all investment permits within clear timeframes, modernize archaic laws, digitize government processes, and make officials directly accountable for performance. Without such reforms, the much-publicized economic “transformation” will remain an illusion.

The World Bank (2024) has warned that Sri Lanka’s foreign direct investment stands at barely 0.5 percent of GDP—one of the lowest in the region. Competing countries are moving ahead precisely because they removed the very obstacles that still hold Sri Lanka back.

The message is simple and urgent: investors have options, and patience is running out. Unless the government delivers visible, credible reforms soon, Sri Lanka risks being left behind once again—watching opportunity slip away while others move forward.

    The future is AI and robotics, as I said a long time ago. This requires heavy capital investment in data centers. Data centers are expensive to build. A typical mid-sized enterprise data center can cost $10M –$50M USD to build. In the developed countries, much of the middle class will lose their jobs. Some kind of supplemental income program (UBI) will be provided to the people in these countries. This supplemental income will largely come from very high corporate taxes. These changes will take place within the next 15-20 years, likely sooner.

    It’s difficult to imagine what happens to those in developing countries. Most of these countries cannot afford the infrastructure required for AI & robotics. You cannot expect to attract FDI with the likes of Ranil or JVP terrorists.

        Some idiot will argue the country defaulted under GR. That is not entirely true. The country would have defaulted under any leader, due to the nature of the short-term, high interest external loans.

            FDI can increase GDP. So they are not mutually exclusive. Most of the increase in GDP when Mahinda was President came from Chinese investment. Since you can’t make logical inferences, foreign investment = FDI.

                It is not counted directly, it is counted indirectly.

                GDP=C+G+(X−M)+I

                Where:

                C = Private Final Consumption Expenditure

                G = Government Final Consumption Expenditure

                I = Gross Domestic Capital Formation (GDCF)

                (X − M) = Net Exports (Exports minus Imports)

                Investment is part of GDCF. If GDCF increases –> I increases —> (ceteris paribus) GDP increases.

                WB report . I was trying to explain how even the income
                generated by investments in the past , went into waste through
                unproductive use of modern lifestyles . People need to learn to
                live within their means which is not the case today . They are
                running after unreal dreams and the rulers exploit the trend .

          Speaking of the past, remember the $480 Million MCC deal that was rejected in 2020. This could have been used to provide a proper Computerised Land Registry.
          Before I sold my House in the UK to move here I needed the House Deeds etc.
          10 Minutes on the UK Land Registry site and I had downloaded all the necessary Documents and Plans for the Solicitor. Yes there was a small Fee, but well worth it.
          In my dealings with the Health Service and Local Councils I have seen Systems that are not fit for purpose and many that have no Computerised Systems at all. This is 2025 not 1825.

          Because of austerity, the extent of government economic policy, especially spending and taxation, is greatly diminished. Starting with Ranil and continuing to the NPP, there has been no attempt to oppose austerity. Therefore, you could argue that Chinese development in the country (FDI) would have been a better ROI than austerity.
          Several years ago, I argued on CT that not only should the government invest in development of public infrastructure, but build a strong class of technical workers. No government so far has made this a priority.
          I also mentioned that Sri Lanka should seek reparations from India, amounting to several billion USD, for India’s nefarious involvement in the war, e.g. aiding and abetting Tamil Tiger terrorism. This money should be used to partially pay off the debt.
          Lastly, if foreign capital is not coming into the country at a fast enough pace, there are still ways for Sri Lankan citizens to access that capital without traveling abroad. For example, by providing them access to foreign stock markets. Using some kind of microloan program. This kind of program could start on a small scale (pilot program) and then increase.

                      The unified Roman Empire lasted from 27 BC to 395 AD. The Western Empire continued to 476 AD. Yes the Byzantine Empire (Eastern Empire) lasted until 1453 AD. However it was based in Constantinople (modern Istanbul) not Rome.
                      If Lester had read Gibbon (Decline and Fall …) he would have known this.
                      Augustus (Octavian) was the first Emperor and Romulus Augustus the Last Emperor.

I used to attend an Annual Engineering/Manufacturing Exhibition at the Parc des Expositions de Villepinte near Charles de Gaulle Airport, where we attended many German and French Exhibits and Showcasing Events/Forums.

      In my estimation, the best buffer against corruption is a strong middle class. Why is that important? It means if you arrest the entire Rajapakse clan today and lock them up for life, it won’t make much difference, at least in the short-run. Only sustained economic development, alongside industrialization, can create the strong middle class. It is industrialization that creates high-value productive sectors.
      The current economic trajectory of Sri Lanka consists of indefinite borrowing (at subsistence level) from the IMF. It is no different from the peasants who slaved away for feudal landlords a few hundred years ago. The country will survive, but it will not advance.
      Speaking of next generation, they will have to repay all the money borrowed from the IMF.

There were not even 0.2 billions of USB added to the 6 billions of FOREX reservers that existed at the time the AKD leadership was established. Economic experts had set a goal of at least $7 billion by the end of 2025, but with two months left in the year, that goal has now become a pipe dream. The current government has nothing to boast about today if the RW-led interim government did not receive IMF and other benefits prior to the AKD taking power.
