Jaffna University: Limping Back To Normalcy?

On July 16 the Colombo Telegraph reported on the clash between Tamil and Sinhalese Science Faculty students of the University of Jaffna over whether to allow Kandyan dancing in addition to the Tamil drums and trumpets as freshers were welcomed and escorted from the Science Faculty gates to the Mathematics Department Lecture Hall. The request to include the Kandyan dance act had come only the day before the event which was scheduled for Saturday 16th at 1:00 PM and hence was turned down by the Science Students’ Union. However, academics from the faculty informally intervened and decided there would be no dance or procession, and both dances may be held but only at the lecture hall.

When this ruling was violated by the Tamil students at the start of the event who brought in the Tamil musicians to be part of the procession, then the Sinhalese students also brought their Kandyan dancers to partake in the procession which followed by a ruckus with students from the arts and management faculty assaulting the Sinhalese students. The Vice Chancellor (VC) then ordered that the Sinhalese students be evacuated immediately on Saturday night itself. This is how Colombo Telegraph reported the matter and stands by it.

The newspapers on Sunday announced that the university was closed for 2 weeks. That afternoon, however, the VC Prof. Vasanthi Arasaratnam met with selected Council Members and decided to close the university indefinitely. Under heavy pressure because of her alleged violation of rules and demands for her ouster, she was taking no chances in case the matter got out of hand, said a Council Member sympathetic to her, while a retired academic added, “That Saturday morning itself the Council had rejected a unanimous negative Selection Committee decision she had signed because it was so brazen in it’s malice towards the candidate.” However, despite her abundance of caution, she was already being criticized within the university community for shutting down far away campus-sites like those in Vavuniya, Kilinochchi, Kaithady and Marudanamadam where there had been no problems.

The removal of Sinhalese students also caused an uproar in the South. Those who worked for the election of the current government and for peace and reconciliationwere are upset. “Thing are much better, but not as good as they could be,” said a senior Sinhalese lawyer. A cynical Sinhalese SLAS officer added, “How can Sinhalese students get Kandyan dancers in Jaffna? The army must have offered the dancers and instigated all this.”(This very matter, as seen below, would have the VC and Dean Mikunthan being argued over in the Senate.) Former FUTA President Dr. Nirmal Ranjith Dewasiri urged the government to take swift action to effect reconciliation.

On the other hand, the JHU’s Nishantha Warnasinghe thundered that Tamil students should not be treated in any special way and called for stern action against those responsible. Minister Champika Ranawaka also expressed similar views although the two comrades seem far apart nowadays

Unfortunately, the emerging videos tend to support the view that the Tamil students began the violence. As if to counter this, a lot of misinformation is being put out. For example, a senior retired professor told Colombo Telegraph that he had seen the new science Dean, Prof. Vigneswaran, being attacked by Sinhalese students but Prof. Vigneswaran himself, when queried denied it. Another story claimed that a Tamil academic had been hit. It turns out that when one student was hitting another, this academic had tried to stop that and the stick had hit his hand.

A member of the Council who participated in the meeting held with selected members of the Council said, “This tradition of garlanding the Dean is new, unnecessary and only to inflate the Dean’s ego. If the VC had only asked for the programme and been as vigilant as required prior to all student functions, she would have seen the dangers and would have been able to avert this unnecessary damage to our good name.”

The government and the TNA’s R. Sampanthan were quick to grasp how harmful this violence can be to the peace process and the rebuilding of the North. Emissaries of the President and Prime Minister, namely Ministers D.M. Swaminathan and Yapa Abeyawardena and Deputy Minister Karunaratne Paranawithana were sent to Jaffna and they had a special meeting with the Senate on July 19. Some Council Members and students were also present. Many people spoke. It was decided to reopen all faculties but science, arts and commerce on the main campus on July 20. The medical faculty is already back at work because of patient needs. The Sinhalese students may be brought back in a week to a reopened main campus if the university will assume responsibility for their security.

An inquiry committee was appointed before the ministers. GA Jaffna proposed CEB DGM (North) Chief Engineer Piyaratne Gunatilleke to head a three-person inquiry committee. Gunatilleke also serves as an outside member of the Engineering Faculty Board and is believed to be a decent chap. The VC and one of her friendly Deans quickly proposed two young Senior Lecturers from her own medical faculty, Dr. Muhunthan and Dr. Thiyahini Navaratnarajah as the other two members. There is still a lot of back and forth as to why two junior medical faculty people sympathetic to the VC were selected. In their defence they both speak Sinhalese and can understand the testimonies of the Sinhalese students, however then the question arises if the Committee Chairman Gunatilleke can speak Tamil.

There is fear that the testimonies will be a whitewash because when the VC told the ministers that the dancers were hired from outside, a Dean, Prof. Mikunthan, contradicted her saying they have always been all science faculty students and the VC responded curtly to him that they were outsiders. Mikunthan bowed down to authority by keeping quiet. But Colombo Telegraph’s enquiries show Prof. Mikunthan to be right and not the VC. When a senior hand like Prof. Mikunthan is so easily shut down, one has no choice but to question about the impartiality of such a situation, and will the process also allow any testimonies that will go against the approval of the VC.

“The general feeling is that the VC is very weak. She wants to protect herself by showing that outsiders are the provocateurs. There is a widespread feeling that the students should not have been sent back and immediate action taken to offer a safe and comforting environment to the Sinhalese students to help them feel they are among friends. For example, there is a person receiving the VC’s protection. He was appointed as Senior Student Counsellor and Department Head by this VC. He was a Mahendrarajah Mahathaya man and was appointed to the staff on his orders. Having come as Mahathaya’s agent, he is now the VC’s. He is very weak academically and strictly monolingual although claiming to teach in English. He keeps himself safe by waiving attendance requirements and giving A-grades to most students. This man has been promoting that the Kandyan dance act be disallowed, and openly says this is a university for Tamils. Science academics told him that they would handle the freshers’ event if only he would keep out the arts and management students who were inciting trouble. He could have done that, but he did not,” a professor said.

Many academics agree with a former Council member’s view, “The TNA unfortunately has no clue about the university and its ills. They were oblivious as Jaffna’s most important institution, the University, was being destroyed by Dougals Devananda as his Council conducted pre-council meetings chaired by Devananda at Sridhar Theatre where the day before each council meeting every decision on the agenda was taken and then accordingly decided at the token council meeting. Even VC Arasaratnam has gone to Sridhar Theatre to participate in this charade. Right or wrong, Devananda would get on to the phone and get done what he wanted. The TNA on the other hand is totally ineffective. It only makes hot speeches and does not even recognize reality as our house, this university, is being burnt to the ground.”

At least in this matter, that Council member is wrong. Sampanthan for the first time issued a statement yesterday giving attention to the university. He called on the Sinhalese students to return and for all students to work together creating the right conditions for those from different backgrounds to live and study together at the university. “Mr. Sampanthan, Thank you! Please continue to give this matter your long overdue attention. Show us that you can get things done better than Douglas Devananda. Breathe new life into this university of ours,” the formal Council Member said. ( By Our Jaffna correspondent)

          Yes. It was the Para-Sinhala Nationwide aided and abetted by the Par-Sinhala-Para-“Buddhists”, following the teachings of Mara, not Buddha, who committed those crimes, for years after “independence” whose average IQ is 79. Do the Para-Tamils now want to emulate the Para-Sinhala?

          Was there any inquiry into these crimes by the Para Sinhala? No!

          Indeed, it is really sad to see those who claim to be following the teachings of Buddha committing such crimes, against their fellow citizens, and the funny part is that they are their victims are Para cousins from India, the ‘blessed’ Land where Buddha was born.

            Now we are in different phase. Country has moved on from brutal terrorism and the hard action taken to crush the terrorism. What matters now is how well the law apply regardless of the ethnicity,religious beliefs the cast or the geographical location. It correctly viewed and panal has been appointed to investigate the incident. The instigators should need to be brought to justice whether there was a link to LTTE or SL army.

    It is said that around 60% of the science students in the science faculty are Sinhala students. I wonder whether such high proportion would in anyway help reconciliation?

      60% seems rather high.

      However, if the University is functioning well, the more Sinhalese who get to know Jaffna the better. Much better than having tens of thousands of trained fighters belonging to the Armed Forces. Intelligent YOUNG students could be persuaded to see things objectively and bring back to their villages in the South a view of Jaffna society different from the stereotype.

      Amarasiri, I get the feeling that the schools system in the North is in worse tatters than in the rest of the country.

        You need all of it, plus nutrition and food. Nutrition and food affects IQ.

        The 40-year war and the brain drain of good teachers seem to have hampered the Tamil Students in the North and the East more than in the South. The Average IQ of Sri Lanka 79, and the Sinhala and Tamil students should have about the same average IQ of 79.

        The science students need an an IQ of at least 109 to complete the degree, and assuming a standard deviation (SD) of 15, allow one to estimate the percentage of students from the general population who will qualify to be science students and complete the degree. The Physical Sciences and Engineering will generally require a higher IQ than the Biological Sciences.

        So, if out the general student population, only 2.1% will qualify to do the sciences. Assuming 50% of the general student population qualify to be in the Advanced Level, then 4.2% of the AL students will qualify to do the sciences.

        Now the Population of Tamils in Sri Lanka is 15%, or 3 Million.
        The Population of Sinhala is 75%, or 15 million.
        The Population of Muslims is 10%, or 2 million.

        So, there are 5 times more Sinhala students than Tamil Students. It is a numbers game. Therefore, naturally, more Sinhala Students will qualify. The only way this will change is that, if the Tamil Students have average IQs of 110, like the Ashkenazim Jews, or 108 like the Singaporean Chinese.

    There are many unanswered questions. Where did the Kandyan Dancers come from? The Tamil musicians are local, but the Kandyan Dancers?

    Colombo Telegraph should have another look at the tapes. Stand by the reporting? Is this like ‘standing by’ the reconciliation advocate Mahindapala?

    The write up goes to attack the Vice Chancellor and the Tamil National Alliance.

    Tamil students were hit in Peradeniya in 1983, just before the July riots. I didn’t see this level of discussions and there was no comment abbout the VC or the politicians actually behind those attacks.

        Not a massive population, but the mere presence of Tamils irritated some Sinhala students, particularly the UNP Student Union.

        Tamils had (have) a temple in Peradeniya, not visible for the student population. But, there were no seious Tamil/Hindu symbols there. Still, Tamil students were beaten up.

        But, in Jaffna, the dominance of Sinhala students was to a level of ‘we will bring our things, and you cannot do anything about it’. Even hitting appears to have started from Sinhala students. We shall wait for the inquiry.

        33 years passed, but the interatiobs and other conditions among students were worse in Jaffna. Tamils students complain that Sinhala students (generalised, of course) don’t generally respond to their friendly smiles. In Peradeniya, we spoke to the batchmates in English or Sinhala, but the Sinhala students in Jaffna insist on talking to Tamil students in Sinhala, the language of the country!

        If I were Ankajan Ramanathan (glad, I am not) I would have had used the opportunity to bring both parties together. I am not sure whether he is interested.

    The main responsibility of undergraduates is learning.

    That doesn’t mean that they should not partake in other activities like cultural matters but they must be good in time management.

    They should know that how expensive it is for the people of the country to extend their degree programs due to closure for 6 months or more than that.

    In the Jaffna university incident it’s clearly the fault of Sinhala students.

    The reasons
    1. They hadn’t given enough time for the organizing committee, making the request in the final hr.

    2. As it was to welcome freshers, the organizing committee should have been given freedom to do it as they like it letting the host to welcome as they like.

    Fuck off all national media.. I didn’t see this much of attention to any other issue .. This year in Uva badulla university Tamil students was attacked by Sinhala students and more than 30 Tamil students hospitalized.. Where were u all the media guys … Racism is not only in the jaffna university u fucking media creates the racism idiots..

      Quite possible that there was some incident in the “Uva-Wellassa” University, and I hope that low key but strict action be taken.

      However, it is “natural” that attention will focus on what happens in Jaffna University. “The Sinhalese have the right to live in jaffna. It is part of our country” – so the reasoning of at least 50% of Sri Lankans goes. Well, it won’t be “Our Country” if we go there there a few more times and act crudely.

      However, things are made worse by the continuing presence of Prof. Vasanthi Arasaratnam, who was imposed on the University by Douglas Devananda.

      As for welcoming “freshers” – how necessary is it? Think of the concerns of a fresher when entering. What are his priorities? Three Departments (e.g. Physics, Chemistry, Maths) in the first year. Where are they located? Which faculty? Who is the Dean? Who holds the Chair in each Dept. Is Prof. F _ _ _ a proper (Full) Professor or an Associate Prof. Who are the lecturers? In which rooms are lectures held? How do I get my student identity card? and then library membership? Some of the very concepts (like “Faculty”) are foreign to them. These are their concerns; how does a “freshers welcome” help them?

      Having a few uniformed security officers ought to help them, but for the fact that in Sri Lanka a uniform usually conjures the image of a guy who is there to nab you for offences, not to direct you to places. With so much wrong in our country it’s usually difficult to decide what to do first. In this case it is easy, however!

        Jaffna is just another part of srilanka just like Badulla. The only difference is jaffna is more populated by tamils where as badulla by singhalse
        WElcoming freshers is very important, the students are coming to a new environment, they must be made to feel welcome. The student union has this responsibility in any civilised society. The student union decided democratically what the function should be. Then there was a request by another section of the students for an addition at the last minute which was turned down after lot of discussion. That should have been the end of it.
        But what happened is known to all. Who supplied kandyan dancers at the last minute. We can only guess as there is only one source. Is it the hand of that source which created the incident?? THINK CAREFULLY’
        Don’t blame the VC, I know she is not in the favourable book of your class mate Dr. Hoole or his brother . Lets not bring in unnecessary issues to complicate the already a volatile situation.

          What I AM saying is that racists (among the Sinhalese) will pounce on anything happening in Jaffna University and will exaggerate it. I live in Bandarawela, Uva; this is an area ignored by most media.

          Yes, life has to be made pleasant for new entrants – by allowing them to relax and adjust to new conditions. That does not happen to new entrants if a strong spotlight is on them all the time. Just as I have to think seriously about what you say, I think that YOU have to think seriously about what any given individual fresher will feel. You are right about needing to tread carefully – but much more with Jaffna than with Badulla where politicians play a lesser role. You obviously know much more about Jaffna than I possibly could.

          I think that our common enemy is racism, bigotry, and the ignoring of people’s right to privacy. We select the students who have best stood up to the pressures of the rat race to get in to the Universities.

    I understand that Law Faculty Lecturer Guruparan is instigating the ehtnic divide among students. VC is clearly not capable of running this institute. Govt. must immediately change the this clueless VC.

    Sambanthan’s speech is not worth the paper it is written. This is the guy who said Prabakaran was the sole voice of the Tamils while they were carted like cattle to Nandikadal. Sambanthan and his TNA cohorts are a primary curse to the Tamils and a secondary curse to the Nation.

      have a democratic govt.because TNA & Mr. Sambanthan got the Tamils to
      vote for President Sirisena and he won and more over Mr. Sambanthan is maintaining good relationship with the current govt. despite the govt.
      going back on their promises to the Tamils and some things are done at
      snail pace. He even tolerates this as he knows that the govt. is tied
      up with so many important matters and only few sincere people are with the Govt.to carry out these duties. Fro E.G. the Judiciary is at stand
      still due AG’s office is not working at normal pace and only 50% of

        Lanka Watch precisely my point. Tamils have been delivered again in a platter to Bodhi Sira by Sambantha, Sira was the first to kick the International Judges into high heavens. It’s whan Tamil’s starts speaking for themselves that matters not the geriatrics Vellalahs and despotic diaspora. The sad part is this government will not deliver anything simply because they don’t have the tact nor the tenacity. If Sambanthan is an intelligent politician he will join the JO and work with Mahinda. Mahinda and Wimal can deliver something meaning full to the Tamils while convincing the majority Sinhalese that their interests are not harmed. But the problem with Ranil and Sira is they have lost credibility with the masses even if they deliver something fair it will be seen negatively. Again Sambanthan and Sumanthiran has sold the Tamil people out.

    Its all organized from South. The injured student had lodged a complaint that the Tamil Students’ union leader attacked him. Probably this person does not even know the leader, personally. Just has repeated the consultant’s words(who organized the disturbance) to the court. The Tamil Students’ union leader should sue this guy for libel.

    Jaffna university is led by a Tamil woman. So even after the minister promised for internal investigation, they trying though the Colombo Sinhala Courts to overrule the Jaffna University.

    This is the circumtances to Yahapalanaya and Chitanta Governments work together. That is what they are doing. Chitanata Party Organised and Yahapalanaya Party conduction the legal proceeding.

    Here a boy was injured in a disturbances. They are overriding the University and using the criminal proceeding. 145,000 has been purposefully gas bombed and cluster bombed. There only transitional judgement. Further non of the recent murders of Tamils girls are coming to court. Vidya’s is a classic example where Sinhala Police took part with Paramilitaries. Tamil life doesn’t matter!

    Wish them luck and the Jaffna University board should see that student
    committee consisting of Sinhala, Tamil and Muslim students is formed in order to plan the events in the future and ensure no recurrence of
    the past week’s incidence . Cultural activities including that of Muslims should be permitted in all Universities and protection given and ensure no discrimination. When conducting religious activities, other communities should be allowed to participate as passive on-
    lookers in order to fulfill the wishes of the Govt.on reconciliation.
    The minister of higher education should see that new students are accommodated to universities closer to their homes so that close family ties can be maintained and expenses slashed and some could
    travel from their homes. It looks like the Tamil science students of the Science faculty were scattered to other Unis.in the South, while the Sinhala students were in majority at Jaffna Uni.science faculty, who also incur expenses on travel and lodging.

    I am sorry to say that this time too CT’s Jaffna correspondent has got his/her facts tangled up in a load of fantasy. The writer is once again taking advantage of the inability of university authorities to reveal any part of the Council proceedings to expose falsehoods spread by mischief makers.

    The last report carried lies about Sinhalese students being ordered out:
    “…Vice Chancellor Professor Vasanthi Arasaratnam ordering the Sinhalese students to leave Vavuniya, after the Faculty was closed indefinitely.

    The VC in a panic ordered the evacuation.”
    Even after facts became clear, there was no apology or clarification.

    The Colombo Telegraph’s motto is “In journalism truth is a process”.
    The Jaffna correspondent seems hellbent on making it an impossible process for CT.

      Apologies if this has happened and I have missed it, but the JU Council could easily issue a formal statement to CT pointing out what the errors are — I think CT will welcome and publish such a statement.
      BTW past experience shows JU Council proceedings are not that confidential in practice, judging by how much You No Hoo has been able to quote from its minutes in this forum :-)

      Sorry to disappoint you Sigma.
      That is not how public bodies act. No University Council does so. You may appreciate the implications of starting to respond in that manner.

      Confidentiality is an unwritten code of conduct practiced by Faculties, Senate and Council. It is a matter of honourable conduct. Not everybody is honourable I guess.
      If such proceedings are public documents, a copy could be placed in the Library.

      What is despicable is for a Council Member to provide distorted versions of proceedings to interested parties. If the member had a difference of opinion University Councils are adequately democratic fora to discuss such matters.
      Many of the liars have got exposed without the Council making an effort, but after some damage is done.

        My foot! Not when the minutes are carefully crafted by the Registrar under the VC’s orders leaving out key parts of the discussions not complimentary to her record. Some Council members have had to ask the Registrar for the tape recordings and for what they said to be recorded accurately. And then there is Dr. Sivasegaram who will bark at anyone who disagrees with the VC like a rabid mongrel so much so that Council members are scared to speak up.

          Thank you very much for agreeing with me on the main points raised by me about the falsehoods uttered by the CT correspondent(s).
          May I also add that the ‘leaks’ are not of the minutes (which could not have been written and accessed so fast) but harvests of the fertile imagination of the persons concerned.

    I realized that the earlier story had unnamed sources unlike this one by the “Jaffna Correspondent”.
    If the two are different, I owe an apology.
    But I insist that both have uttered equally bad falsehoods.
