July 9th 2022: ‘Ever Onward To Victory!’

July 9th 2022 is the day the final siege of the Gotabaya governance garrison begins. It may end on that day or it may not, but end it will and it can end only one way: with his departure. What we do not know is the timeline, but it is not going to be anything remotely approximating what he dreams it can be, namely the ending of his full term.

With a whole society straining every nerve to liberate itself from Gotabaya rule, July 9th 2022 may bring him down also if, against all evidence, we are very lucky as a nation and/or he generates a sufficient measure of shame, sanity and self-preservation.

Yet even if those factors do not cluster in a manner that Gota rule is ended by the end of July 9th, one thing is more certain than any other. July 9th will be the beginning of the end of his rule. On the morning of July 10th there is no likelihood that he will have even the small space he currently does for governing and functioning in office.

That proposition remains true even if he were to induct the military into the power equation. No one, no combination, can really govern without popular consent and no popular consent will be available for any equation that retains Gotabaya Rajapaksa and contains any member of the Rajapaksa clan.

Whatever the outcome by the end of July 9th, even if Gotabaya is still standing or rather, skulking, that day will mark the beginning of the last phase of the struggle against his rule. July 9th may not be the final battle but even if it is not, it will be the first battle of the last stage of the political war. There will be no more intermediate stages or phases, no halfway houses or way-stations, between July 9th and the ouster of the irrational autocrat.

The battle of July 9th must begin the final offensive that moves swiftly and uninterruptedly to the final victory of dislodging of the dysfunctional quasi-dictatorship which has ruined and is still further ruining the country and reducing its people to destitution.

In short, July 9th may or may not be the final battle but it will be the beginning battle of the final offensive. The objective on July 9th should be the overthrow of the autocratic ruler, and if every nerve is strained for that purpose, the effort would be able to secure a victorious advance and achievement even if Gotabaya hasn’t been ousted by the next dawn. July 9th must shift the balance of forces decisively and irreversibly against the regime and in favour of the democratic revolution.

There are three streams in the struggle.

One is the original, non-party Aragalaya and Civic Movement.

The other is the Left parties, the JVP-NPP and the FSP, with their affiliates and auxiliaries.

The third is the parliamentary Opposition, the SJB, SLFP and 10 party Independents, the TNA – which are now, finally, belatedly converging—and the JVP which is at the interface of the parliamentary and the extra-parliamentary.

What can each of these do to ensure victory on July 9th or at least the maximum possible advance that brings the horizon of victory closer?

Firstly, occupy and retain the moral high ground. That alone guarantees victory. The principle of non-violence must be observed as a rule, but if there are situational exceptions, retaliatory counterforce must be strictly proportionate (unlike May 9th night), and must at all costs avoid innocents –uninvolved civilians– and any form of property.

Secondly, be aware that the crucial variable is the military. Be non-aggressive in addressing the Armed Forces; appeal to them, not go head-to-head. Great care should be taken in discourse, to pivot their loyalty in the direction of the sovereign people; to win them over or at least neutralize them.

Thirdly, do not keep July 9th contained in the southern two-thirds of the island. There should be a Hartal and an ocean of Black flags in the North and East. If one wishes to dismantle Sinhala chauvinism, it must be recognized that a foundation stone of that chauvinism was the allegation that during the struggle against British colonialism it was the Sinhala-majority areas that waged wars of resistance. That narrative must not be renewed someday, concerning the on-going democratic revolution against the autocrat. Even the struggle against militarism has no better, more legitimate target that the ex-military officer who has wrecked the country.

Fourthly, the Opposition party leaders must sign a joint appeal in support of the struggle and there should be a common video with clips from all the leaders. Though it is most welcome that there has been some conversation and convergence on the side of the Opposition, there must be qualitatively far greater coordination and cohesion when entering the titanic battle of July 9th.

The absence of a Left Front is an affront! If the JVP-NPP and FSP do not want to sign anything with the main parliamentary Opposition parties, then they should at least sign a joint appeal with each other.

As someone who belongs to the ‘baby boomer’ generation, supporting the Movement propelled by the millennial generation, I can do no better than to express my solidarity and fraternal wishes in the famous slogan of one of the great revolutionary leaders – Mao Zedong, Ho Chi Minh, Tito, Fidel Castro, Che Guevara, Amilcar Cabral — my generation was privileged to watch as they strode the world stage like Titans. Che Guevara, perhaps the greatest individual personality of them all, regularly signed-off with his phrase “Hasta La Victoria Siempre!” which in English translation, was:

“Ever Onward to Victory!”

      No, he never objected but defended it in the UN and was very proud of this achievement. It was the Sinhalese who invited all colonial powers to the island due to internal rivalry. The Portuguese, surrendered without a fight and only the Tamil kingdom of Jaffna fought and Sinhalese mercenaries fought for the Portuguese against the Tamils, They later invited the Dutch to oust the Portuguese and then the British and helped the British to conquer the Kandyan kingdom, as they did not want a Tamil king ruling them, very ironic as 90% of the Kandyal nobles and aristocrats were also of Tamil origin. The island got independence not because of the Sinhalese but due to the Indian independence struggle. When the British left India, Ceylon automatically got independence as it was not worth their effort to remain in Ceylon father they left India. The Sinhalese elite and establishment were in cohorts with the British rulers. Now new stories are being invented,

    When it comes to July in Sri Lanka the memory goes back to Black July 1983 which killed more than 3000 innocent Tamil speaking civilians and over 150000 made homeless around this island in front of Sri Lankan military and all armed forces enjoying the distruction. The great dictator JR Jayawardena who created the constitution to get all executive powers with him who was the head of armed forces that executed this black july remained in power for further six years. Similarly, Sri Lanka gave birth to another dictator who was brutally massacred thousands of Sinhalese youths and civilians during 1989-90 as a military commander and another massacre of Tamils including those who surrendered and those who were handed over in May 2009 was honoured with him executive power but al last he brought all irrespective of race, religion, language to line up in streets to begging and now we talk about revolution and removal of him. Where was the mistake? Have we learned anything from the past or just called off until the petrol que ends?

      Hopefully those who are acting with impunity destroying property and the economy will learn the lesson that use of force is not acceptable on either side.

      Does everyone realise that except for the Pandemic we would still have another 2 years of the Presidency of Gotabaya Rajapakse and his government?

    Southern two-thirds of the country only elected this racist as they wanted more of this racism, thinking that it will bring them great prosperity at the expense of the marginalized Tamils and the Muslim Tamils. The north and east did not vote for him. Now the South is revolting as the promised prosperity on the backs of the marginalized Tamil speakers has not arrived, instead hardship, poverty hunger and starvation, with no food, medicines, fuel/gas and other essentials of life. This is why they are protesting, not because they suddenly got enlightened and decided human rights and justice is very important, and everyone should be treated equally, instead of Sinhalese Buddhist Fascism preached by their beloved Hitler, the yellow pets and members of the armed forces. They do not care about the Tamils or Tamil Muslims.

    Even now the country is bankrupt and they are begging everywhere and even receiving aid from India and Tamil Nadu but the marginalization of the Tamils is still going on. As seen by Kuroonthoor Malai and the recent attempt to transfer Tamil villages from the Batticaloa district to Sinhalese Polonnaruwa. The Aragalay or the Sinhalese protestors do not care and have not protested about this, showing that they really do not care two hoots about the rights of the Tamils but just their stomach and comfort. The Tamil-speaking north and east know this, this is why they are not protesting. They were already starving and facing hardships due to the deliberate policy of the Sri Lankan state and most Sinhalese knew about this and did not care. Now want us to care because they elected a racist who promised heaven to them, by further marginalizing us but instead has given them a living hell. Go with evil and the devil and you will be damned. All religions preach this. The Germans learnt this the hard way after the second world war and Sinhalese should learn this too but sadly I think they will never learn and elect another racist and the cycle will start again.

      Unfortunately, most countries are cursed with weak minded people, who are easily manipulated into believing the conspiracy theories, gossip, and lies, about the other side, and vote for scoundrels. Sri Lankans is no different. Selfish leaders use racism, fear, and take advantage of ignorance, to make the people vote for them. This is how the Goat man came into power this time.

      You are right, down the road, another Rajapaksa will take advantage of this situation, and run again, using the same tools, to convince the voters, they are all for helping the people, and people will forget the billions of dollars that they have stolen, and the incompetence they have shown, to bring us to this miserable situation, and vote for the scoundrels again.     Attempting to topple a democratically elected President and a government is NOT “democracy” but “treason” under which all culprits can be prosecuted. I am surprised at the failure of the Minister of Justice to issue a warning to such people citing relevant legal clauses.
    Protest leaders are funded by various parties including foreign agents, foreign embassies, NGOs and even Rajapaksas to “protect the country from the Rajapaksas'”. The real motive is to destabilize the country. This is not the first time Sri Lankan youth blindly follow Pied Pipers and never achieved their goals. Every time, the end result was; the youth were gone, Pied Pipers survived and after a while looked for a new set of youth to lure.

      Only a monarchy calls an uprising “treason,” as a way to keep power. Ours is a set of honorable protests towards undemocratic leaders that do not have to mandate to still be staying in power. Ours is a necessary uprising because we cannot get the USD-billions from international lenders, because international lenders do not trust the current leaders.

        Protesting for fuel when there is a fuel shortage is a joke to me.
        Where were all these protest leaders when there were elections? Must be at universities disrupting other children’s education, right?
        Those who try to topple a democratically elected government and unseat a democratically elected President are those who cannot win an election.
        A prominent Buddhist monk who is leading a separate protest in parallel to the main protest is also paid to “act” to add a Buddhist trait to the main protest.
        Why do protest leaders funded by various elements including a section of the Rajapaksas themselves try to lead the country to anarchy at a time the government is trying to solve the fuel crisis and dollar shortage?
        Who else will benefit from protests? The Premiership is on sale now. The Rajapaksa buddy who was appointed as the Minister of Casino Promotion is paying in installments for the post. When it comes to money laundering, casinos and cricket top the list.

          Yes, the international lenders will. They do not find it undemocratic, but see it as the people’s right in the face of kleptocratic governance. With the change by the people, they know that their invested money will be in better hands.

          When the people protest for fuel, that is a natural, productive, proactive approach to the horrors they are undergoing due to kleptocratic governance. Even the education of our country’s children is twisted and skewed by the useless powers for monetary gain for the elite…wrong set of subjects are learned at the expense of the taxpayer, where ¾ of the graduates leave the land to usually migrate. The protesters in the universities aim to create a more correct system of education more in line with what is most conducive for the Motherland.

          Trying to twist conspiracy theories into each and every element of the protests takes away the right of the people to have a decent government who will give them a decent meal, transportation, and employment.

            Oh, please, list names of international lenders and investors who are ready to negotiate with protesters. Your “honourable” protesters are totally disoriented. They protest “as it goes”.
            The protest is to block the government from any attempt to resolve the crisis.
            The US Ambassador has already hinted at a “new government”. How could she be so sure? American shenanigans worked in many other countries, but not in Sri Lanka. This is not the first time Sri Lankans fell into such traps. What is remarkable is, in no time people realize their folly and come back to their senses. I am not talking about the protest leaders who are paid to protest. I am talking about the general public.
            If the President resigns on the demand of undemocratic elements, Sri Lanka will never become a democratic country ever again. What if Gotabhaya’s predecessor is shot dead by an unknown gunman? What if the military and the police refuse to heed orders of Gotabhaya’s predecessor chosen at the whims and fancies of protesters?
            For the third time, I urge the most senior serving military officer in the country, General Shavendra de Silva to take control of the situation.

              Government (who has still not resigned), has zero plan to resolve the crisis……if they did, Russia and China would have come to their aid. But they didn’t. Look, Lanka is starving, and will continue to starve as long as they stay. As it is, only the US can give us that necessary aid and money. Thank God they’re around, instead of going round in circles trying to invalidate them.

      We never had a Minister of Justice instead we always had Minister of Injustice. As a Minister of Injustice those numerous people who occupied the post, did marvelous job.

      Compared to the way Tamils in tea plantations were treated by British, the situation is million times better under Sinhala Governments. But Tamils in Yapanaya who call themselves ‘Ceylon Tamils’ look down upon Tamils in tea plantations labelling them as ‘Indian Tamils’. All Tamils who live in Sinhale are of Indian origin.

    Dear Dr. Dayan
    I have broadly supported your views over the past years, but now you have expressed some worrying ideas.
    Firstly, it is not the case that “… a whole society straining every nerve to liberate itself from Gotabaya rule”. The number of supporters, if we give him 10 percent (of popularity not anything else) then he has a half a million supporters, maybe more when the oil starts rolling in and people are left with an unwanted president chosen from the 225 who were on their way home. You know these people, Dayan, is there anyone whom you consider Presidential material – at least the current President is embarked on the right track, has managed the crisis and has let protesters run riot because human life is important. Ranil is in charge again, albeit temporarily.
    You know President Rajapakse can run for re-election, or someone else who picks up his manifesto and supports the constitution (read between the lines) will do so. The problem people have is not that he succeeded in doing what he said ( tax cuts notwithstanding – but raising them in the middle of a pandemic would have been foolish) but his failure to deliver.
