Korean Crisis Is Aggravating; Where Is The UN?

What I mean by the UN in the title is particularly the UN Secretary General (SG). Where is he? What is he doing? What is his name? I am asking the last question because compared to the previous SGs, this person is conspicuously absent from his duties. A very few in the world would even know his name (António Guterres). He can be a good man and an innocent one, but that is not sufficient for the position.

We should also add the UN Commissioner of Human Rights to the UN list, particularly because this Prince (Zeid Al Hussein) was unnecessarily commenting on Donald Trump’s ‘unsuitability to the presidency’ during the American elections, but silent thereafter after Trump came to power. What a shame!

The evolving situation in the world today, in the Middle East and in the Korean Peninsula, has a direct relevance to human rights, more than anything else. If a conflict flares up, particularly in the Korean peninsula, possibly millions of people would die and become displaced. Even otherwise, from a human rights point of view, what is already happening in the Middle East, right down to the borders of the South Asian region in Afghanistan, is horrendous. The latest (15 April) is the dreadful suicide bombing in the al-Rashideen area, obviously by Islamist extremists, near Aleppo where over hundred have been killed, mostly women and children.

UN Responsibility 

What are the purposes of the UN? Those are in brief, according to the Charter: (1) “To maintain international peace and security.” (2) “To develop friendly relations among nations based on respect for the principle of equal rights and self-determination of peoples.” (3) “To achieve international co-operation in solving international problems.” (3) “To be a Centre for harmonizing the actions of nations in the attainment of these common ends.”

I am not imagining or inventing. I am quoting from the four paragraphs of Article 1 of the UN Charter. We do have a serious situation, as particularly the US and North Korea are threatening each other, and therefore, ‘peace and security’ in the region and beyond are under threat. Whatever the odds, the UN and the ‘international community’ (whatever the latter means), should try to ‘develop friendly relations between the countries involved in present hostilities. The UN should promote ‘international co-operation’ in solving these problems within and beyond the region. Otherwise, there is no point in calling it (the UN) ‘a Centre of harmonizing actions of the nations,’ as the Purposes of the Charter declares.    

As China’s Foreign Minister, Wang Yi, stated day before yesterday (Nine News, Australia, 14 April), “a conflict over North Korea could break out at any moment.” He also added that “there will be no winners and only losers” which is absolutely true in this type of a war and particularly under the given conditions. In my last article (“Chemical Attacks in Syria and America’s Continued Military Campaign”), I pointed out that China should call an immediate session of the Security Council to possibly avert an emerging disaster. In this article, my focus is on the responsibilities of the Secretary General, not only in calling but also trying to avert such a disaster in all possible ways.   

Under the existing rules of procedure, formally a meeting of the Security Council is called by its President. It can be on a request from a member or on his/her initiative. Under similar arrangements, the Presidency is rotated and this month (April) ironically the Presidency is with the United States of America! The current US representative to the UN is Nikki Haley, who in fact stated at the last meeting that ‘there should be a regime change in Syria.’ This is against the UN Charter and its principles. Under such circumstances, the SG has a special responsibility to call the Security Council and to take an active part in resolving the current imbroglio. Article 99 specifically says, “The Secretary-General may bring to the attention of the Security Council any matter which in his opinion may threaten the maintenance of international peace and security.” The UN Secretary General’s role should be proactive and independent.

North Korea

There is no question that North Korea is a tricky country. That is the only remaining old type communist country. It is possible to call other names; a ‘failed state’ or even a ‘rouge state,’ but that would not help to understand and change the situation. Of course, one can go beyond like Donald Trump, and call the Kim Jong-un as ‘evil,’ ‘butcher’ or ‘animal.’ That does not help either. 

When two prominent scholars from South Korea, Jung Tae-hern and Han Jong-woo, edited the “Understanding North Korea: Indigenous Perspectives” (Lexington Books, 2014), containing contributions of sixteen South Korean scholars, they pertinently asked the following question. “Why have the two sides, members of the same people, diverged so drastically and become so hostile toward each other?” Addressing particularly the American readers, the question was explained further in the following manner.

American readers might find it surprisingly ironic that the people of such disreputable country have shared, throughout nearly 5,000 years of its history, the same language, the blood line, and an identical culture with the people of South Korea, the very nation of the ‘Miracle on the Han River’ and an ‘important axis in the value-sharing US-ROK [South Korea] alliance.”    

I am quoting from the first page itself. I am not sure whether Donald Trump ever reads books! But this is good for others and particularly for the Oxford graduate, Theresa May, or even Malcolm Turnbull, the two Prime Ministers (UK and Australia) whose support that Trump might be banking on in attacking North Korea. Do I consider America as the aggressor in this instance? Yes, I do. Otherwise, there was no point in Trump sending a highly sophisticated (nuclear powered) large battle carrier to the Korean Peninsula. This was before any provocation or belligerence from Pyongyang. North Korea’s nuclear ambitions, in defiance of the UN sanctions, should have been handled by the UN itself, and not by the US.

However, there is no question that a nuclear armed North Korea can be a threat to the stability in the region in the medium to long term. That is why the UN (the SG, the Secretariat and experts) should intervene without any bias to any side. The current situation can be harmful to North Korea itself. North Korea is not that sophisticated in its armaments, although the military/political determination is high, as evident by this year’s ‘Day of the Sun’ or Kim Il-Sung’s birthday celebrations. Immediately after the main event in Pyongyang, there had been a missile test (not so successful it seems) in Sinpo. The demonstration of ballistic missiles and speeches at the celebrations also were provocative. What is going on from both sides is a kind of tit-for-tat without any sense.

It is this author’s view that most of the conflicts in this world are largely (not totally) based on ‘imagined fears,’ ‘perceived threats’ and ‘unnecessary antagonisms.’ Some of them are also fabricated for vested interests of the involved parties and/or of outsiders.

China’s Responsibility?

How much China could do to appease the situation is controversial. There are efforts to pass the buck to China and even using coercion to do the bidding. It is true that China and North Korea were at the same wavelength aftermath of the revolutions/civil wars as communist countries. However, since 1978, under Deng Xiaoping first, China has been going in a different direction. Chinese and Koreans are different peoples. It would have been good, if China did better to influence North Korea. However, the circumstances were different.

China could influence North Korea economically, but not so much in politics. This is a well- balanced view of several experts. It is not correct to consider North Korea as a client state of China, based on their own perceptions or experiences by the Western countries. Kim Jong-un has never travelled to Beijing and there had been no summits between the two country leaders. One may say, it was a mistake on the part of China to be somewhat aloof, but that has been the case. If there is any influence to be done that must be a common effort through the UN. Given that premise, China might be able to play a pivotal role, but not under coercion. Economic sanctions are not a panacea as many Western advocates advocate in this case as well as other instances. They heart, not the regime/s but primarily the people.

The recent developments in North Korea have been contradictory, not in its bad sense but in a positive meaning. North Korea has been changing economically although slowly. Sebastian Berger has been one who was reporting the situation to the world on this count recently (“North Korea Reforming Economy while Denying Change,” France 24, 12 April). There is no question that her nuclear tests pose threats to the region and understandably countries like Australia are also nervous. However, war against North Korea is not the solution.

After President Xi Jinping’s visit to US, Donald Trump made several Tweets in this regard and one I have found was the following dated 13 April. 

I have great confidence that China will properly deal with North Korea. If they are unable to do so, the U.S., with its allies, will! U.S.A.”

This is a dangerous statement in the name of USA, allowing a blame game aiming at China. What does it mean when it says, ‘properly deal’ in the first sentence? It could mean war, which is clear from the second sentence: “If they are unable to do so, the US, with its allies, will [do].”

For Lasting Peace   

The Korean question is a much more complicated issue than the claimed ‘rogue state’ in Pyongyang, both politically and ‘technically.’ We can see that, if there is a proper Security Council discussion on the matter, without mere political posturing.

Analyzing “Northeast Asia’s Security Dilemma: Korea at the Centre,” Leonid Petrov wrote to the Annual Security Outlook of the Council for Security Cooperation in the Asia Pacific (CSCAP) in 2015, that “Stable peace and security in Northeast Asia cannot be achieved without ending the Korean War.” Why did he say ‘Korean War? Because, technically (or politically) speaking, there was only an armistice agreement or truce in 1953, and not a proper settlement or a peace agreement. The UN has been sleeping all these years, without resolving the situation.

Leonid Petrov, a Korea expert, is attached to the Australian National University (ANU) and to my knowledge holds the same view/s, highlighting its present complications to the media regularly in Australia. As he further said (in 2015),

From the first days of their separation after World War II, both North and South Korea have lived in a constant fear of invasion mixed with the constant desire to pre-empt this invasion by attacking first and unifying the country. The unfinished nature of the Korean War left both Pyongyang and Seoul frustrated and paranoid about each other’s intentions, effectively precluding any improvement in bilateral relations to the present day.”   

This is the situation that the UN should resolve, without allowing its big members to bully other countries, jeopardizing their own people’s security through jingoism and warmongering. The ‘unfinished nature of the Korean war’ should be resolved and ‘finished’ through a proper and a lasting peace.

    If UN was powerful Tamils would not have undergone suffering at the hands of Sinhalese, who are violating international laws on protection of minorities. If UN was powerful by now all Srilankan war criminals would have been executed or sentenced to life imprisonment. If UN was powerful no Tamil would be languishing in refugee camps with their lands being occupied by armed forces and illegal Sinhala and Muslim settlers eight years after the end of the war. At least if UN was powerful all 134 Srilankan contingent in peacekeeping duty in Haiti accused of sexual crimes would have been sentenced to jail. The answer is to make UN powerful and bring justice to all including Tamils in Srilanka.

        You are right crooks need to keep inflaming all kinds of fear threshold, ….. media sustains a sense of urgency all the time or a manufactured consent, historians supply the necessary myth, … little man is being made to feel empowered and expected/persuaded to support diverse interested parties, theocracy, kleptocracy, plutocracy, …..

        The man on the street who provides numbers, labour and when necessary muscle and violence is the ultimate losers except on one or two cases. Lies and damn lies keep these men ignorant which serve the interested parties very well.

        Racism, bigotry, self interest, ….. even afflict the so called educated ….. probably a momentary lapse of rationality, judgement, perception, outrageously misplaced loyalty, ….

        We would like to ask the same question of why a was book necessary to oppose a federal government? Is that fear or political maneuvering?

        My thinking of that paragraph is “Insincerity in thinking and writing. It is trying to establish crooks are innocents or they just have some misunderstandings only”.

        At least Sinhalese are not fearing of Tamils or Muslims. There is lot of jealousy and revenge are present in Lankawe.

        As per CPA, 55% of the pollution did not know the government was cooking a secret solution with Sampanthar. But the government has been showing to the IC the local government election as the reason for their fear to advance. If the government had really educated the people about the secret solution, what happened to that 55% percent?

        It is not fear. The people are the victims of unscrupulous politicians’ political maneuverings.

            Author is loudly calling UNHRC ( & UN) to put a check on President Trump on matters Author has no experience or expertise. But, like Karuna, author witnessed most of the 157,000 deaths from inside of Old Royal Palace. He might have advised Old King of how to maneuver on the war moves, which UNHRC have accused as war crime on Old King and 41 others on which author is one of those unwilling to accept UNHRC.

            Author conferred PhD to Old King for the way the war was handled. Before he did that, he was not prepared give a damn to UNHRC or UN SG on that, that time. He rebuked the PhD, when Old king thought author had fabricated cases against him to forward author’s vested interests and so sidelined author.

        The classic example for a case study, where this type of conflict which is largely based on imagined fears, perceived threats and unnecessary antagonisms, is what is happening in Srilanka. So why go for any foreign scenario when there is plenty of material here.

        From the days of of Mahavamsa through Dutugemunu to the present day, it is the same old story. The hatred spewed in Mahawamsa is due to this and going by what Dutugemunu said “How can I sleep well in bed when Tamils are in the north and sea is in the south”.

        Even with a four-fifth majority, Sinhalese feel insecure due to the presence of large number of Tamils across. This inferiority complex is fabricated by Sinhala politicians and professionals to deny the legitimate rights of Tamils and ruin the whole country.

        Please remember violence as a form to achieve political objective was first started by Sinhalese way back in 1956, when Tamil satyagrahis were attacked by state sponsored Sinhala mob to scare the Tamils from making any protest. When the injured Tamil MPs came to parliament SWRD remarked “Wounds of War”. Subsequently several rounds of violence were unleashed on Tamils before some section of Tamils took up arms to achieve their political goal. JR after the state sponsored 77 riots went on air and made the famous speech of war and peace. These are history which you are trying to cover up ad try to put the blame on Tamils.

        Had the UN intervened at the very beginning when discriminatory laws enacted and discriminatory practices carried out, there would not have been any reason for Tamils to take up arms against the government to get justice. No country was willing to help Tamils to protect them, and this was so in other countries also. First community to get justice from oppressors after the second world war was Bangladeshis. It is only after the collapse of Soviet union in 1990, some others got justice. Even now UN will not intervene in Srilanka to bring justice to Tamils.

      Russia grabbed Crimea. That is the main problem to West. Is that ok for the learned professor that India conducts a referendum in North-East to annex with it and Tamils vote for it, and India go ahead and annex with it? Can UK come back and land in Lankawe saying we were the people gave our colony land to them? East Ukraine was colonised by Russia like Eastern Ceylon was colonised by Sinhala Goverment. Not just Russia even the Russians living there should return back to their motherland.

    You don’t seem to like the visible UN Commissioner for Human Rights. Yet, you want to see a visible UN Secretary General!

    Prince Zeid Al Hussein perhaps went overboard with his ‘unsuitability to the presidency’ comment. Would not UN Secretary General António Guterres be as guilty if he acts out of turn?

    The Korean situation hasn’t yet reached a crisis mode. What is going on is a war of words between two loudmouthed Heads of State.

    If the conflict raises the spectre of war, first, a nation threatened by the escalation between the two sides should call for an immediate session of the Security Council. Until such time, UN Secretary General is right to keep monitoring the situation, in silence.

    My hunch is that we are watching two bullies trying to scare each other into submission. I have no problem sleeping well!

    UN was living in Lankawe before the Lankawe’s war without witness. Old King brought UN & UNHRC Citizenship Act before the war and deported them all. Now UN and UNHRC are paradeshis. Out Castes. They are without a land. (Where was UN, when President Trump refused fund Haiti peacekeeping and a unanimous decision was taken to send Lankawe Rapist Army back home? Why didn’t Lankawe, Assad and North Korea jointly fund that project? That is exactly same thing like Tamil coolies worked hard in the mountain and Sinhala Chauvinists bought free rice on that money from China!     The root cause of Korean Issues is that 20,000 USA military forces in soil of Korean -South. That is USA forces of military to be undermined security of North Korean sovereignty.

    There is No guarantee that USA will not attack North by USA military forces in South Korean. Ground reality is Korean that USA policy of aggressive Act has been increased by Trump adminiatsrion in since January 2017 !

    The USA Occupation of Korean soil has not yet to address key issues to have give guaranteed that USA is not going attack first ?

    The understood UN charter is “The USA is the UN”. The USA is the Planet’s King. What ever said and done by USA is the unquestionable factor. They have their men and women in every nook and corner of the earth and they reins. How many Atom bombs they have. ? How many atomic tests they carried out? A big radio in the sixties has become to a nail size now. So what would be the size of an atom bomb now? A tennis ball size could be even smaller in the Hands of USA . So beg them.

    Why Iran and North Korea like countries do not have rights to experiemtn with technology that develops their countries economically. Is it because rich countries won’t be able to sell their old technology for high prices with lot of conditions imposed and their hegemony will be challenged ?

      The answer is Nuclear Non-Proliferation Treaty or NPT. While Iran had compliance issues, NK withdrew from the NPT. At least the paper to support it.

      In reality, these 2 countries can’t be trusted hence regions and the world itself might be one-step closer to destruction.

      North Korea highly isolating itself and its own people don’t know what is going on in there – A regime where one man decides everything is a bad place for nuclear capability.

      With Iran, who can be sure when the nukes will be ended up in the hands of terrorists?

      Still sticking to buying so-said ‘old technology for high prices’ is much cheaper for middle and poor countries economically. And it minimizes unnecessary nuclear wastes as well.

    We Sinhalese like to ask the same question. Where was UN and the Western Countries who talk about human rights when LTTE Tamil terrorists:

    Killed thousands of Sinhala civilians detonating bombs in trains, buses, public places;

    Wiped out Sinhala villages by killing residents and burning down houses;

    Attacked sacred places to Buddhists such as ‘Dalada Maligawa’ and ‘Sri Maha Bodhi’

    Killed hundreds of Muslim people who were praying;

    Destroyed Buddhist temples and killed Buddhists monks;

    Chased Muslim people out of Jaffna giving 24 hour notice;

    Recruited Tamil children as fighters;

    Used civilians as a human shield;

      For your information, the first act of politically motivated violence took place when government sponsored thugs assaulted Tamil Satyagrahis in Galle face and committed murder and ethnic cleansing of Tamils living around Amparai town way back in 1956. If you are honest, please express your views in your own name without hiding, being a coward.

      LTTE committed atrocities but no one denies that, but you are covering up atrocities committed by Sinhalese on Tamils. Moreover all LTTE people who committed atrocities have either been killed in combat or have been executed after surrendering. In contrast none of the Sinhala perpetrators of violence against Tamils have been brought to justice.

      Can you name a single Sinhala village where LTTE wiped out Sinhalese and burnt their houses. In contrast to that it is Sinhalese who had been wiping out Tamil villages and Sinhalising them since 1956. What happened in eastern province and border areas of northern province and some villages in north central province bear ample testimony to these.

          For your information I never supported any form of violence, and therefore your accusation made against me is false. In 1987, when the Indo-Lanka accord was signed, I was working in Jaffna, and together with others urged Paraaharan to give up violence and accept the accord and improve on it with the help of India, whose troops are there to protect Tamils. When he refused and started the fight, I was disgusted, took a transfer to Colombo and left the country in 1990. Had Prabahran listened, the history would have been different. You are saying that no Tamil as condemned Tamil terrorism, but at the same time how many Sinhalese have condemned Sinhala terrorism, which is still raging in different form.

    Dr.Laksiri Fernando. In my view most of the world conflicts are not based on the reasons mentioned by you. Just take two examples. Palestine issue and Kashmir issue. Are they based on imagined fears or perceived threats or unnecessary antagonisms ? Palestine issue remains a problem for the last several decades and based on the cold, calculated geo political game played by the Western Nations led by the U.S. to maintain their control over the oil producing countries in the Middle East for economic reasons. Kashmir issue remains a problem for more than sixty five years and is based on the intransigence and hypocrisy of India in not allowing the Kashmiris to decide their own political status through a plebiscite. Indian leaders like Nehru ,in the past had been promising such a plebiscite but never allowed it to take place. Most of the world conflicts are really based on human greed, territorial ambition, control over other nations, economic exploitation and an intense desire to maintain global hegemony or regional hegemony.

      You are a typical Islamic fanatic who is distorting the truth. It is the Muslims who annexed lands of the others by force and not the other way about. Palestine is the birth place of Judaism. Jews lived in Palestine before Muslims. It is the Arabs who got Romans to drive Jews away from Palestine and occupying the lands of the Jews. Thus Arabs are the occupying force and not Jews. It is told in scriptures that Jews after roaming the world as exiles will get back to their original land. That has come true with the creation of Israel. If the Arabs are honest, they must hand back all the Bibilical lands to Jews and get back to North Africa where they came from. It is divine retribution that has descended upon Arabs. This is similar in Kashmir which is a Hindu kingdom. The mountain that separates Central Asia and India is called Hindukush and not Muslimkush, signifying that people who lived beyond the mountains are Hindus. Kashmir, Punjab and Sindh are original Hindu land as well as Bangladesh in the east. The present day occupants of these lands are either descendants of invaders or converts under duress. The correct action for this conflict is to relocate the Muslims in Pakistan into Central Asia. Once this is done there will be no flash point there including Kashmir.

    Probably, UN is busy planning for managing the regional humanitarian fallout of an escalated war, just like anywhere else.

    Interestingly, Trump tweets:

    It is like saying to China, “You helped our enemy grew up by being a powerful and influential friend. Now take the lead in opposite direction. Or, we are ready to bring home a nuclear war”

    Of course, a (nuclear or not) war in the region is killing 2 birds with one stone for the US. Regime change in NK, and creating another Middle-east in the region. Needless to say how it can affect the economies.

    Notably, Trump doesn’t like China being the largest economy in the world and publicly mentioned it.
