LGE: A Popularity Test For NPP

The forthcoming Local Government Elections scheduled for 6 May 2025 would no doubt be a popularity test for the four months old NPP Government even though most issues involved in that election would be specific to those localities and the candidates contesting also would be prominent personalities from those areas. LGEs are usually a contest to choose personalities rather than parties. It is therefore doubtful whether the LKD effect which played a crucial role in NPP’s historic victory at the General Elections would have the same impact at the LGE.

However, to the opposition parties which were routed in November last, LGE provides an opportunity to turn the clock back. But unlike the previous president Ranil Wickremesinghe (RW) who for fear of testing his popularity at LGEs due for March 2023 just nine months after the aragalaya cancelled those elections on account of financial unaffordability, and which cancellation was ruled by the Supreme Court as “infringement of fundamental rights guaranteed (under the constitution)”, President Anura Kumara Dissanayake has no such worries. There are more than four years yet for him and the NPP Government to deliver their election promises, although the opposition would campaign that those promises should have been delivered by now and that the failure is evidence for NPP’s incompetence to govern.

The opposition’s most effective weapon to convince the voters is in the economic front and pointedly in government’s failure to bring down the spiralling cost of living. The evidence is crystal clear in the rising prices for practically every consumer item in the market. Selective price reductions to Sathosa distributed products are ineffective, and the three-meals-a-day habit has become a luxury for hundreds of thousand families. But none of the voters or at least a vast majority among them would realise that this is a global phenomenon noticeable even in rich countries, and it is caused by factors not entirely economic in origin. In rich and resourceful Australia for example, where the next Federal Election is scheduled for just three days before Sri Lanka’s LGE rising cost-of-living is emerging to be the decisive factor in voters choice of the next government. Small economies like Sri Lanka which operate within the open economy circle cannot therefore remain immune to the non-economic virus that is causing the cost-of-living pandemic. Given this situation the most effective way to bring down the cost of living therefore is to increase local production to which AKD has made his commitment. But it cannot happen overnight.

Domestic production requires more investment from both internal and external sources, improved technology, market-based incentives and end to corruption and waste while maintaining financial stability. It was this strategy in a turbulent global economic environment that convinced AKD and his team not to be dogmatic about their ideologically determined economic remedies but to be pragmatic by choosing the least damaging ones, and it was that pragmatism which explains why the president and his economic managers decided not to disrupt the IMF agenda but to go along with it until some stability is reached. For argument’s sake, even if AKD and not RW had been chosen as president in 2023 he would have had no choice but to invite the IMF. The difference between RW-IMF and AKD-IMF combination is that the former operated with corrupt governance whereas the latter is operating with a crusade against corrupt governance. That is why even IMF has more confidence in achieving better results under AKD than under his predecessor. The 2025-26 budget passed in the parliament also reflects that pragmatism and the associated development trajectory. But none of this reality would find any place in the opposition’s campaign. NPP’s popularity depends on how convincingly the party’s foot soldiers could explain this reality to voters and in a language they understand.

But more than the issue of delayed delivery of promises the opposition’s campaign against NPP would have its usual ethnonationalist undertone. Already, certain developments in the Eastern Province in particular point towards that trend.

The most outstanding characteristic of the 2022 aragalaya was its inclusiveness. It was not a protest movement organized and carried out by a new generation of Sinhalese youth only, but one that included youth from all ethnic communities and religions. Aragalaya was not only apolitical but also a-ethnic and a-religious. That inclusiveness sent a strong message not only to the politicians in power but also to Sri Lankan voters in general that the days of communal politics were over. The success of NPP candidates in Tamil areas is testimony to the aragalaya induced political awakening. But that awakening may receive a setback at the forthcoming LGE.  

A few veterans of communal politics both inside and outside parliament continue to express their narrow communal interests at every possible opportunity.  How else should one describe for example the Muslim demand for one of their kind to be included in the new cabinet or for compensation from NPP government to Muslim families whose Corona-dead relatives were sacrilegiously cremated on the order of Gotabaya Rajapaksa, or, for that matter why are a few defeated Sinhalese politicians raising the controversial issue of Tissa Rajamaha Viharaya at Thaiyiddy in Jaffna when AKD is approaching Tamil leadership for ethnic reconciliation without destroying ethnic identity? One or two recent developments in the Eastern Province such as the controversy over a separate administrative council for Tamils in Kalmunai, information about an Islamist “Super Muslim” group operating clandestinely there, and the reunion of former Tiger commanders Pillayan and Karuna and their warning to Tamils about Muslim manoeuvres to grab Tamil lands: all point towards reigniting Tamil-Muslim tensions in order to capture local governments.

What ever the outcome of LGE may be NPP’s strength in the parliament would remain solid, but it would give a wake-up call to the government to be more alert towards regional sensitivities and be robust in delivering what it promised to the people.

    The tired people can no longer be duped by flagrant lies. As demonstrated by the riots of 1989–1992 and 1983, people can form high-level mobs despite their general stupidity.Furthermore, our history is the greater evindence.

    He should stop being so dishonest and overestimating the capabilities of the NPP at this time.Children in school today are wondering what became of the AKD leadership.
    AKD persisted in lying. People are now wondering if investigating HORU is better than continuing his egregious lies.

      It is dishonest of Dr. Ali to compare prices in Sri Lanka to those in Australia. Prices in Australia are higher than here, and have always been.
      Prices of essentials should be compared with regional countries like India and Pakistan. Rice for example costs less than half of what we pay here. Sugar, dhal, onions, green gram, etc are all cheaper in the same proportion. Our governments have always thrown high subsidies at farmers for political reasons, but is it fair to make consumers pay for our inefficient agriculture?

        Hello OC,

        There was no explanation of the reasons for these Price Rises, Economic or otherwise.
        Let’s see if Donald Trump’s April 2nd Tariffs have any affect on US Prices?

      Ranga Jayasuriya in the Daily Mirror has a more accurate take on the current economic situation:
      “The first six months of the AKD presidency and NPP/JVP government are mercifully uneventful – and refreshingly lacking any efforts to make pie-in-the-sky promises of the JVP/NPP into reality. One would describe this cautious approach as one that takes its governing responsibilities with utmost seriousness. Gotabaya Rajapaksa could have served the country better by doing nothing, short of stupid egoistic policies he put in place one after another. The same applies to the JVP/NPP. And non-partisan Sri Lankans should appreciate the NPP/JVP for exactly not doing that.”
      In addition, he notes that the comparative tranquility on the streets is because the JVP itself was the instigator of most of the protests. There have been no miraculous reductions in the COL post-election. One can only imagine the chaos if RW won the elections and the current high prices of essentials continued.

    The Tamils feel that the recently passed BUDGET by the GoSL has not ALLOCATED enough money the Tamil Speaking areas are aggrieved that there are no signs of REDUCTION on the size of Defence forces occupation.
    The behaviour of the defence officials too need to change.
    These officers should be able to talk in Tamils to the local residents.
    The way the Speaker and other deputies treat the Tamil politicians is not correct. They should be given adequate time to speak about their constituents GRIEVANCES.

    The significance of LG elections shouldn’t be underestimated. Let us go back to the “Yahapalana” regime. Birth of the “Pohottuwa” took place with the split of the SLFP. But there was no political barometer to test its electoral presence. The LGE which was held after many delays, indicated its presence and giving an alarm to the government of the day. The Yahapalana regime thought fit not to correct its course finally leading to an election of a President who had no political exposure and a parliament with a near 2/3rd s majority in parliament. We all know how that regime was swept away by its own deeds. Both the Yahapalana regime and its successor thought of no end to themselves. In came Ranil as President completing Gotabhaya’s term. Though an excuse of No Money was tendered not to conduct the LG elections everyone knew that the result of an LG election would clearly paint that the Parliament cum President of that day did not have a public mandate. The Presidential and Parliamentary elections gave a clear mandate to the NPP to do the needful. The LGE is an opportunity to refine the course of NPP government.

    No Muslim in the cabinet is a big issue for that community . Making Eid
    holiday bigger , will not overcompensate it . A K D may have not done
    anything bigger but honestly the man did some great things . And on their
    side , the opposition is nothing great at all . Mahinda not leaving Vijerama
    must be made an issue by the opposition . A big and fatal issue but it doesn’t
    look like picking up . No Big Signs Of A Big Show Down . Voter turn out could
    be fairly low . So far all eyes are only on Public sector corruption and no one
    cares a hoot about private sector corruption . Medium and small time
    businesses are highly corrupt wherever tenders are applied . Corruption means
    Corruption , no matter where .

    Can we still call him President? Of course yes, because we are a country where former refugees who had lived in America for 15 years became president. We (Polonnaruwa Sirisena) made our President someone who is not mentally well, more of a famous schizophrenic. That is where we should focus. People bear responsibility for their failure.

    At least a few of us were aware of all these flaws long before AKD was elected president. Our people’s refusal to accept the facts is their problem. They simply fall victim to the easiest trick being used against them.
    I was against our CT promoters electing him because of this. It’s still unclear if he graduated from Kelaniya or Jayewardenepura. His former speaker’s (ASOKA RANAWALA#S) doctoral certificate isn’t either. Are there many more people who are truly capable?
    What has he been doing since becoming President? Either he doesn’t know what he’s saying… or he is struggling with his mental health. How could he lie to a man who is aware of the ground realities?

    This statement by an advisor or propagandist Dr. Ameer Ali suggest that NPP may loose some of the popularity in this local government election. It is true that people wanted a change from the past rulers of this country and the people have no any other choice than NPP. People were encouraged by the accusations of past regimes and promises made by them. They have a President with executive power and they have a parliament with more than two third majority. To make some of the changes to laws you do not need not a single penny but just a discussion and voting. You promised to remove the PTA but you are finding excuses to remove now. You have told us that you will get rid of the executive power but now you say we need that and we will only consider after three years. This creates a strong doubt about your intention whether it goes towards a dictatorship like China or Russia.

    The NPP has not delivered on important pledges. Its failure to stand up to the IMF has implications for the livelihood of the broad masses.
    The only saving grace is the mess that the UNP, SJB, SLFP and SLPP are in.

      They have failed to address basic issues, but AKD brags about their team while speaking to a gallery in Beliath. So, what is the distinction between his empty talk and Mahinda Rajapaksa’s?
      Has there been any significant system change in the past six months? Everything Mr. Wickremesinghe agreed upon and planned with the IMF is being promoted. There is no change or even a plan for change at DSA, as was announced prior to the election.
      It’s like wearing someone else’s clothes and acting as if they’re your own. How shameful must AKD be?

    In this short period of time since JVP/NPP voted into power, they have turned themselves becoming empty squibs. During the previous regimes especially during MR regime Mr. Mahinda Rajapakse passed down an edict that all public servants must respond to all public correspondence in appropriate time. The President, The Prime Minister, Ministers and their Officials including the JVP hierarchy are like dead mules resorting to dead silence. Being morons and nincompoops not being familiar or not knowing their duties and responsibilities act like dead mules even when an issue is directed to them. The loud mouth AKD cannot walk the talk. The people are terribly disappointed. The life is getting harder by the day.

      The “Clean Sri Lanka” project is now considered forgotten. It has not even been three months since its introduction. Despite their claims that they are implementing it everywhere. Today’s big mouths aren’t boasting enough. Only the bus drivers were stopped, and their bus decorations were taken down. They did not even receive a solution. Even today, AKD appears as a puppet in front of his audience.

      At the time, the former president and his smaller cabinet pulled off the unexpected in a short period of time, which was heavily criticized by AKD and his men, but they are now empowered as no one else remains to bother them. They do nothing more than talk loudly. Sirisena, who was heavily criticized, dragged it out for two years or more, but it appears that current men face even greater threats, not because of stupid AKD-style resistance, but because of poor performance.
      It is high time for our CT promoters of AKD to get out of their caccoons and explain why AKD fell so quickly. They owe us an adequate explanation.
      Sinhala_Man no longer comes with his silly comments, nor does he explain his bedtimes or other family activities.
      MIGHT BE POSSIBLE; the man’s voice is controlled by Tilvin Silva, who is said to be the current government’s Ghanakka-style Ghost-head.

    In all my wildest dreams ……. I never imagined someone like AKD will appear in Lanka …… especially from a dirt-poor rural locale …… I’m waiting for the next to appear from Bandarawela …… but things don’t look promising …….. over there …….

    When Colombo schools, especially Royal/Thomas, have produced most of the monumental dirty rotten crooks with a thin veneer of English :))) …….. wherever AKD went has produced one shining gem!

    The citizens of SL should NOT be asking AKD to repeal the PTA immediately. President needs all the powers to bring those who brought about the Economic meltdown as well as those who brought about DEATHS to many innocent civilians. Civil WARS aren’t the way to solve the ETHNIC & RELIGIOUS issues. Negotiated settlements would have SAVED SL from becoming a debt defaulting backward country.
    David Cameroon early in his second term had the BREXIT referendum. He lost it and had to resign. He could have delayed it till the end of his second term. Similarly I do not want AKD abolish PTA without having put the crooks in the JAILS. After the LGE, AKD had to decide whether to have the Provincial Council Elections [PCE].

    Regardless of our country’s economic problems, interdependence is unavoidable, so why aren’t AKD and his government responding to international demands? There hasn’t been a statement yet. In 2004, we were hit by a tsunami, and the entire world pitched in to help rebuild the country.

    One criticism of AKD and NPP is that ” This Government of AKD follows the same path as Mr. Ranil Wickramasinghe.” The followers of RW express this opinion.

    So, why are AKD and NPP wrong? Shouldn’t the followers of RW praise AKD and support it to carry on with the policy of RW?

      The current government is promoting everything that the previous government worked hard to earn as though it had been accomplished. Oh my god?
      They should behave appropriately if they were given a significant mandate.. Why in the world is AKD shambling around without enacting any new legislation to address the current issues? The incumbent government should have adequate control over varied crimes be it through police and other authorities. We believed that after Thambuththegama-chethiya was elected president, there would be a lot of new laws and reforms. All that AKD has accomplished, in my opinion, is to become the TOMPACHAYA of this dimwitted country.
