The socio-economic edifice that is Sri Lanka’s informal sector is collapsing. According to the 2020 Labour Force Survey, informal sector accounts for 58.1% of the total employed. That is 4.65million people (62.1% of them male). Most have little formal education (nearly one million studied only up to grade 5 or less; 2.6million between grades 6 to 10). Almost 2 million are in elementary occupations, gruelling work with no job security, severance compensation or even a formal contract.

The socio-economic existence of most informal sector workers is precarious even in normal economic times, their lives built not on rock but sand. They work hard for long hours trying to shake off the stigma of poverty, to cleave to the lower end of the middle class, to improve their living standards and to educate their children. They don’t earn enough to save. A decent house and potentially upwardly mobile children are their sole assets.

The pandemic hit this sector the hardest. Still they could have made a comeback had it not been for that other, worse, plague – Rajapaksa rule. Already millions have lost their occupations, hurling entire families hurled into poverty. Everything they have built “is melting into the air,” including their dreams of educating their children into economic security and social acceptance.

According to the most recent Household Income and Expenditure Survey Sri Lanka’s poorest 40% had an average monthly household income of around 27,000rupees in 2019. Today that sum would be inadequate to live frugally for a week, let alone a month. The middle 60% had an average monthly household income of around 56,000rupees. A sizeable segment of this component must be struggling hard not to be swept below the line of poverty.

According to the World Food Programme’s current estimation, 86% of families miss a meal or eat less in terms of quality and/or quantity. 22% lack basic nutrition. It was these people the IMF chief talked about in her May 2022 BBC interview. She held up Sri Lanka as a warning to other crisis-ridden countries, identifying food and energy shortages and high prices as key causative factors of mass violence and urging the subsidisation of these essentials for the poorest sections.

Unfortunately, PM Wickremesinghe doesn’t seem to have heard either the warning or the counsel. The prices of essentials rose even higher under his watch. Though he talks of the need for a new social welfare net, it is often in anodyne terms. There is nothing concrete that can function as a psychological straw for the drowning masses. The government is not even tagging onto outsider initiatives such as the WFP’s plan to provide monthly vouchers of 15000 rupees to 3million extremely vulnerable Lankans. (Incidentally, imposing another indirect tax to fund greater social welfare would be an exercise in futility as the tax will feed inflation, thus poverty and mass distress).

People battered by prices and crippled by shortages need hope, now. Ranil Wickremesinghe is failing to provide that hope. The consequence is likely to be another wave of violence, bloodier, more widespread, and more mindless than in May.

Anyone who walks the roads, stands in a queue, talks to a Lankan whose life lies in ruins can sense the coming storm. But the political class (of all party persuasions) seems oblivious to this danger. Perhaps the government thinks the police and the military can save them. And the opposition hopes to use the rising tide of anger to gain the heights of power.

The government should remember that behind every uniform is a man or a woman whose family belongs to the devastated half of the population. The uniformed men and women may not turn their guns on their political masters, but many stand aside, allowing whatever will be to will be. The opposition should recall what almost happened to Sajith Premadasa at Galle Face on May 9th. If the crowd had been large enough to block the exit, if he didn’t have an army guard, he and other SJB parliamentarians could have met the same barbaric fate that befell parliamentarian Amarakeerithi a couple of hours later.

Adages are adages because they express eternal verities. The political class should recall what they, like every child, would have been told once: don’t play with fire.

Acolyte Monks, Acolyte Businessmen, and Power Games

While the country simmers, the Rajapaksas are plotting a full return. Basil Rajapaksa’s resignation is a tactical ploy. He seems to be busy behind the scenes pulling strings to undermine the 21st Amendment, the economy, PM Wickremesinghe, anything and everything that would return the masses to the delusion of Saviour Rajapaksa. Dhammika Perera may be his latest pawn in this power game.

Acolyte monks and acolyte businessmen are key props of Rajapaksa power. They also fuelled the Rajapaksa comeback. The role played by Rajapaksa monks in the two elections need no belabouring. The acolyte oligarchs played a no less important role. To mention just one example, would the Rajapaksas have won their landslides without the opinion climate created by Derana and Hiru?

The Rajapaksas have not given up on acolyte Buddhism. In May, while the country was spiralling out of control, a gigantic massive lion statue (the largest in Sri Lanka) atop the Kuragala hill was unveiled. What an aggressively roaring lion has to do with a teaching premised on total non-violence, why billions were spent on a statue while the economy crashing might seem unanswerable until the key role acolyte Buddhism plays in the Rajapaksa power project is factored in.

Today acolyte Buddhism has lost some of its sheen. So the Rajapaksas seem to be focusing on their other key prop, acolyte businessmen. The entry of Dhammika Perera is obviously a prelude to the re-entry of the Rajapaksas en masse. Bring the Business Man into parliament, give him a ministry, puff him up as the economic saviour, make him the PM, scapegoat him for inevitable failure and get rid of him.

In an incisive commentary, WA Abeysinghe compared political monks to a parasitic plant growing on the tree of the Sangha which will eventually kill the host (The Gautama Buddha State and other argumentative articles). Similarly acolyte businessmen represent a warped form of capitalism. They cannot flourish in a land where the rule of law prevails and best business practices are observed. If allowed a decisive role, they will promote their own narrow interests at the cost of the entire economy. Sri Lanka is a living example, our road to this hell opened by the 2019 tax cut.

Weliweriya attack

Business and politics, profits and power converged in Rathupaswala in 2013. The protesting people didn’t want the Rajapaksas to go home. They just wanted clean drinking water. Their water sources were affected by effluents from Venigros, a glove-making factory. Venigros was a subsidiary of Haileys. Dhammika Perera owned almost 50% of Haileys. A trusted Rajapaksa business acolyte he was appointed by President Mahinda as the secretary to the ministry of transport – probably the only senior official to own a casino ever (The Colombo City Guide, Yamu, had this to say about Bellagio: “The Belliago is smoky, bright and generally dodgy… However much they try to glam it up it is still a gambling den…. The ubiquitous prostitutes are the most depressing sight of all, tired and long-faced, working what seem to be interminable hours…”)

So people asked for water and the regime sent the army. The 58th division no less, infamous for its alleged involvement in the white flag incident (the murder of surrendered Tiger leaders and their families). At Ratupaswala, the soldiers herded the media personnel into a vehicle (some were assaulted) and shot at the street lights plunging the area into darkness. Then they shot into the crowd killing three. The fleeing protestors were pursued into houses, even a church and brutally attacked. As a resident of Weliweriya said, “If they treated us like this for engaging in a demonstration one can imagine the situation in the North. We thought they did something big by finishing the war in our country. Now it looks as if they just killed innocent people” (BBC – 2.8.2013).

(An aside – that realisation was forgotten soon. Caught in the tide of anti-Muslim hysteria, most residents of Rathupaswala voted for the Rajapaksas in 2019 and 2020.)

Businessmen make worse politicians than even professional politicians, as the examples of Donald Trump and Silvio Berlusconi demonstrate. The reason is the convergence of incompatible interests, power for profit. As Umberto Eco said, Italy’s Berlusconi set up a government “…based on the identification of the party, the country, and the state, with a series of business interests” (Turning back the clock). During Mahinda Rajapaksa presidency, the government planned to turn Sri Lanka into a casino hub. Had he won the presidency, the king of that gambling kingdom would have been Dhammika Perera who already held three casino licenses and was planning to build a 40 storey casino-resort in DR Wijewardane Mawatha, a waterfront casino-resort with JKH Holdings and a third mega-structure with a US or Asian gaming brand.

Whether Dhammika Perera is Mark Antony or Brutus in the coming drama remains to be seen. Be that as it may, by bringing businessmen into politics as Business Men, the Rajapaksas are introducing another cancer into the body politic, comparable to what the JHU did by bringing the institution of sangha into electoral politics. Opening Pandora’s Box is the easy part. Closing it is quite another story.

A Second Wave?

Some crises are opportunities. From the devastation of World War II a new and a better Europe rose. We too can use the moment to build back differently and better.

A functioning economy has to be understood as an economy that functions for the majority of people, at least in basic terms. For years, we equated development with high end physical infrastructure. Billions were borrowed for highways in a country where only 9.3% own a van or a car. An airport was built in an elephant habitat, with a monthly loss of 100million rupees. There was no money to develop small roads and bridges used daily by most people. More was spent on defence than health, education, and human resources combined. A plethora of unnecessary state institutions bled the economy further. Sri Lankan is obvious enough. Why do we have a state authority for gem and jewellery or a Tourist Board, or a Textile Corporation?

Privatisation is necessary. Not the way it was done in the former Soviet Union, but the way it was done right here by Mangala Samaraweera in telecommunication. 91% of Sri Lankans own some king of phone today, a witness to that success. Redress the imbalance between direct and indirect taxes, increase corporate and personal income taxes, and introduce a wealth tax. Defang our oligarchs via laws promoting competition and barring monopoly-formation. Abolish the executive presidency. Draw a clear line of demarcation between politics and religion.

All necessary and possible, none likely. Perhaps because we are yet to face the reality, including the role we played in it, which is also a warning tale about the power of ethno-religious racism. “The people are responsible for giving us power,” Basil Rajapaksa said, and he was right. In 2019 and in 2020 a majority of Sinhalese voted for the Rajapaksas primarily to teach the Tamils and Muslims a lesson. The Rajapaksas authored the current crisis; their religious, business and other acolytes enabled it. But we, the people, too are complicit.

This complicity is probably a reason there’s not much international sympathy for Sri Lanka. The global or even the regional reaction has been a collective shrug. China, on whose behalf the Rajapaksas antagonised Japan, has refused a request for another currency swap. Global and national-economic realities seem to be forcing Beijing to focus on the Pacific region, as shown by its recent diplomatic blitzkrieg in the Pacific Island nations.

India is the only country with a vested interest because it would not want anarchy on its doorstep and boat people on its shores. But Gotabaya Rajapaksa and the former CEB chairman seem to have ended the hope of any more Indian loans, at least for the foreseeable future. Even Gota-Go-Gama protestors seemed to have jumped on the anti-Indian bandwagon, forgetting that in our extremity, the choice is not between good and bad investment, but some investment and none.

A power scuffle at the centre or an attempt to overthrow the government through violent upheavals will only worsen matters. The opposition’s disunity has grown to dysfunctional levels. Even if Ranil Wickremesinghe is removed tomorrow, there won’t be an all-party-government but a few-party government. If Sajith is the new PM, Ranil, Anura Kumara, and Champaka will rage against him. The same will happen if Anura Kumara or Champaka is made the PM.

Overthrowing an elected government by non-electoral/parliamentary means would set a dangerous precedent. In our error-ridden history, that is one mistake we didn’t make. If that guardrail too is broken, do we know who or what will creep in through the gap, if not this time, then the next time?

So we enter the deadliest phase of the crisis (so far) with the country limping to a standstill, and many more Lankans slipping into poverty. The government is clueless. The opposition should unite around a basic minimum programme of economic recovery and social protection. But that too is unlikely. The Galle Face protestors are smitten with their own sense of power and rightness. The people are hurting, hopeless, and leaderless. As author China Mieville said in another (but not dissimilar) context, “This is going to be an ugly time.”

      Those who grumble about the open economy don’t realise that it isn’t actually open. Several oligarchs like DP control vital sectors, fixing prices and discouraging competitors. Let’s not forget that DP’s sidekick Nimal Perera was heavily involved in Rajapaksa money laundering. Samantha Kumarasingha, another businessmen who was even on the CB Monetary Board, had a big hand in its disastrous policies. This guy, curiously enough, discourages cosmetics imports, but has factories in other countries.

        Thisaranee: Sri Lanka can easily get the economy running by buying OIL and GAS from RUSSIA at discount rates and sending tea to Russia. Russia does NOT trade in Dollars! But the American citizen Goat Rajapaksa – Wickramasinghe regime is staging the fuel shortage to sell Lanka cheap to IMF and Washington!
        The people and sovereignty has been betrayed – as the IMF hits town –the schools are closed and the worst fuel crisis Staged! at the start of the talks on June 9 they staged the attack at Galle Face and the violence with curfew to appoint Bondscam Ranil as PM.
        This is all to enable the asset stripping and IMF firesale of strategic assets of the county – lands, transport, energy and telecom infrastructure and frequencies are all to be handed over the Washington via its Hedge funds and ISB traders that put Lanka led by the corrupt US citizen Rajapaksas and bondscam puppet Ranil into the Debt trap and default for IMF to take over Economic and Energy Policy soverignty.

          To prevent Sri Lanka buying Russian oil and gas and get the economy running, they staged the Aeroflot airlines episode to damage the relationship between Russia and Sri Lanka,
          Russia is an old friend which came to Lanka’s assistance in a time of need.
          The US citizens and puppets who run this country are destroying it as the New Cold War kicks in but as Joseph Stiglitz wrote recently in Project Syndicate- The US will lose the New Cold War – First in Asia.

      I dont think even if Rajapakshe criminals (now almost even little ones are clear that Rajapkashes are true criminals) are gone, so long the soceity remains as it is, it will NOT be easy sl society to allow it happening as was the case in Europe after WWII.

      Not to forget SL buddhagama monks are like ” parasites” of srilanken culture. If they (majority of the monks) would have been real gurus, we would not have pointed the finger at them – but today s crisis – by bringing STUPID MEN/PROVABLE CRIMINALS back to power was solely because BUDDHGAMA monks became similar to decorative animals (as elephants being abused for the traditional perahara parades)- majority of people in this country are blind by superstitious beliefs – not different to Hindu led Indian subcontinent. Ironically, lord buddha s true teachings have no room to spread myths as being established in the country as of today.

        Not just politicians, but the people’s attitudes make it happening. Politicians are the elected/botschafler/representatives of the people. Our people regardles of their race, religion or whatever other barriers they struggle with, would not see it beyond. We are not alone – it is the COMMON mind set of south asians as a whole.

        Just imagine, entire country is now in a mess not being able to buy their fuel needs, however, trains were over crowded with pilgrims heading to A’ pura or other places.

        In a civilized country, people would not trust to go out. Their behaviours are similar to that of fearless but stupid – honey badgers.

        In Europe, people would hardly stand against law and order, even if some are not accessed to their three meals. Just look at some part of Romania and Bulgaria. They dont have ” Kos – Jack fruit” ” Del Breadfruit” or any other freely grown green vegetables unlike in our island, nevertheless, they are powerful enough to hire SRILANKENs and other poor nations as labourers to their countries. It is the attitudes of the people to be changed….. until then, nothing would change palpably for the benefit of the masses.

        Latin americans survive on Casava plant or some on Bananas…. in our hell, if they lack of Rice and Curry for a meal or two, they are forced to think that they are starving.

          France, USA, and many other countries that are doing good today had fought for their independence. What’s more is that their constitutions were written by the masses for the benefit of the masses.

          In our country there was no serious independence struggle. After WW2 the British were obliged to relinquish their territories as per an agreement with America during the war. So the British handed over power to their srilankan cronies and left.

          The status quo remained the same. Nothing vital was changed from the British constitution to favour the common man.

          Things have continued to get worse under our own rule for the common man. Who do we complain to?

            With this being the reality, they the media not only today, but also in the past constsantly misled this nation. Fake perception has been their tradition.

            See, how proudly they repeat about WARIYAPOLA HAMUDURUWO? Srilankens are made to believe that Wariyapola Sri Sumanagala Thero stood against hoisting the British flag before the Kandyan Convention was signed. It was also reported that he took down the British flag and re-hoisted the Lion Flag.

    In 74 years we have come a full circle: Back to primitive life is in order; bullock cart for transport; firewood for cooking; cultivate our own food crops; chicken farms or even hunt for food in jungles.

    Vast majority of people will survive the calamities – both natural and Sri Lankan politicians made until a dedicated leader like Lee Kwan Yew (who succeeded) or Velupillai Pirapakaran (who unfortunately failed) emerges. It doesn’t matter the leader in Sinhalese, Tamil, or a Muslim bur dedication, vision, knowledge and the ability to lead the people and build a nation to peace, prosperity and progress.

    Who knows it may take another 500 years for such a leader to emerge!
    We may not live to see such an eventuality.

          Let me ask you this, who was responsible for the Sinhala only nonsense?
          I am told that it was the same yellow pets who pushed SWRD against his will to enact that fundamental blunder.
          That was the beginning of the end for us.
          History tells me that there were hardly any yellow pets prior to independence as most of them had migrated to Thailand in fear of the colonial masters.
          They came back in 1948 and wanted to stamp their importance, the next thing was the cheapest thing they could find, let us start race politics. And here we are…
          Mara realized this and took full advantage. Now we are all paying the price.

            No, they were here all along, but kept a low political profile. Being feudal in their thinking, most of them wanted a King, whose nationality didn’t matter.

    That was the whole point of the fake pandemic.
    Wipe out a massive chunk of the human population.
    The intention being to get rid off most of the unemployed, working classes and lower middle (basically most of real humanity who are not freemasons or tares)
    The freemasons bragged about this on the Gergia guidestones in America (maintain world population under 500 million).
    The freemasons in the media played an active role in pushing the fake pandemic, and that includes the Lankan media also.
    The media is a huge part of the problem, and journalists who are involved in deception are going to be dealt with by karma and God. Trying to fake concern for the poor all of a sudden is not going to work.

    TR you said it to draw a clear line of demarcation between politics and religion. All religions say to do good, but all cannot be true as there are variations of the end time scenario like rebirth here again, soul death which has no karma, nirvana, heaven and paradise, unbelief in their loving creator who made humans in his image. Animals and birds have no soul to choose right from wrong and respond as in reflex action and behavior. Their life comes from their spirit and not from a soul which can become enlightened. In Mat. 24,3 before Jesus died, his disciples asked him the signs of his coming and the end of the age. He answered not to be deceived and troubled with sorrows and tribulations and hatred and offence. Lawlessness and lovelessness would abound with an abomination visible in the holy place. He comes as lightening and saves those who wait for him.

    We sinhala land are going to be next Singapore – PIPE DREAM.

    Singapore colleagues tell me that their news is full of Lew Kuan Yew’s sayings of bankrupt racist sinhala land and politicians that he forecast decades ago and in he said (news article in Daily Mirror Lanka in May 22) :He was very sympathetic towards the plight faced by the Tamils of Sri Lanka when he states that They were active and intelligent fellows who worked hard and got themselves penalised as a result of the domination of the Sinhala majority’ [2, pg.14/22], he expresses his sentiments further when he states that the ‘Sinhalese who are less capable are putting down Tamils who are more capable’ [3]. The expulsion of tamils resulted in the bankrutcy of sinhala land. In any event why should foreign donors contribute aid when the thieves are still in power and merely ripp off the aid to further increase their LOOT!!! Note that the ceylon tamils are officially ceylonese in Singapore and Malaysia and me in the west use same Ceylonese not the “para” sri lanka

    Srilanka over the centuries has had a knee-jerk reaction of being anti-Indian.
    In fact one of the lectures delivered by JVP Leader in 1971 was on the topic of Indian expansionism-whatever that meant……….
    India is extending a life belt to Srilanka to avoid drowning and our guys are looking at a gift horse in the mouth………..

    If a (few) Muslim extremists had not carried out the Easter Attacks, Gotha may not have become President. Do you expect the majority community to sit back and do nothing while ISIS builds a Caliphate in the East? Similarly, CBK (moderate) was given at least a decade to settle the ethnic question. At some point, when Moda Ranil started talking federalism, the majority again ran out of patience and elected a hardliner to achieve results.

    Yes, the government has to be careful. Possible hyperinflation will create violence worse than 1983. IMF will demand austerity, which includes major cuts to government spending, but the government should not abandon its generous welfare programs to the poor all at once.

        Eagle Thaatha, Chingkallams boycotting Thamizh restaurants and grocery shops and Thamizh doing vice versa will only end up as tragedy for all, especially the ordinary Chingkallams and Thamizh. In Colombo, I used to eat in Chingkalla eateries and purchase goods from Chingkalla shops, as I lived in a predominantly Chingkalla area, just outside Colombo and it never bothered me. I liked the Jaffna form of Thosai, idiyappam, Puttu and other traditional food, cooked at home compared to the type of food served by most Thamizh Thosai Kadai, which were largely run by Indian origin Thamizh, therefore hardly patronised them. Did like their Vadai and Boda though. However liked the Rolls, Mapang etc served in the Chingkalla eateries. Hope you are not boycotting your Thamizh wife’s cooking and food.

    My warning to the President is to deploy troops, mainly in key areas, and, in general, all over the country. I even made the same request to former Army Commander General Shavendra Silva before he was removed on the instructions of Namal Rajapaksa. What is Gotabhaya waiting for? Sri Lanka never had a coward like him. As the CDS, Shavendra Silva should have advised the President to deploy troops. Something big is brewing, and it is coming from within. I won’t be surprised if Gotabhaya and Mahinda are both killed this time. As the top most military officer, General Shavendra Silva should be ready to take over the country. Additional troops should be deployed at government TV and radio stations. It is common sense.

        Eagle Thaatha, how was your wife’s Jaffna Thosai? Hope you enjoyed it and did not boycott. SJV Chelvanayagam, GG Ponambalam and R. Sampanthan have all only demanded just Thamizh rights and a federal solution. It is only because of all the racist attitudes of all Chingkalla leaders from the time of independence, that separatism arose, as they all marginalized and denied the island’s Thamizh their just rights and committed all sorts of crimes against them, that even the UN is investigating. The Rajapakses are the worst. They are hell-bent on not only destroying the island’s Thamizh but their former allies the Muslim Thamizh. Before independence, the Chingkalla leaders promised the Thamizh leaders to vote for a unitary state and that everything will be fine, the island will be a truly multi-ethnic, multi-religious land where all live equally but soon after independence when the Chingkalla majority who were only 66% at that time, gained power, started to impose a Chingkalla Buddhist only policy, that they had secretly planned long before independence. Their first move was to make the one million Indian origin estate Thamizh, who had lived on the island for generations and most of the foreign exchange stateless and soon after other moves to marginalize the Thamizh followed. Now reaching its structural genocidal end.

    TG, This death too is judgment in justice and righteousness. That judgment comes on all is so very clear, as spelt out in the last book of the bible, Revelation. The 7 sealed judgments in chapter 6 are naturally seen as conflict, scarcity, plagues, death, martyrdom and the 7th seal leads to the 7 trumpet judgments, which even includes destruction of vegetation, seas, waters with wormwood, locusts from the bottomless pit and bound angels released from Euphrates. Many supernatural events defy explanation but men do not repent of their sins and continue in disobedience, missing inheritance till 7th trumpet declares the kingdom, and satan can only be on earth being the unholy trinity with Antichrist and False Prophet. The last 7 bowl judgments of wrath against sin are horrible and may all humans escape them by choice.

    ‘Life after this death?’
    .
    Actually it is the politicians who use religion and talk about life after death. The hungry masses are more concerned with life before death.

      I was referring to tensions between Bejing and Hanoi,Manila and even KL.Ming dynastys Taiwan and Australia may be termed western Job if we wish.But its not you or me but their perceptions, the sea economic zones etc etc. that will dictate even for SL.
