In an effort to minimise encroachment by outsiders, President Maithripala Sirisena on Monday declared all flood affected areas in the Colombo district as High Security Zones.
On the President’s order, round the clock police and military protection was also provided across all areas in Colombo affected by the flood, in an effort to ensure no outsiders will encroach into the lands and homes of the flood affected victims.
Sirisena has also banned all land reclamation in the Colombo district for the moment. The move comes amidst concerns expressed by the victims that they may lose their homes and lands to outsiders, as many of them are currently housed in displaced camps across Colombo, while some of the victims also fear they have lost their relevant documentation, etc to the floods.
By evening on Monday, residents continued to engage in cleaning home in some parts, while in other parts water had still not completely receded. Officials say that it will take several days for the cleaning process to complete, while in some homes, the residents will not be able to return immediately, even if cleaning is complete, due to the extent of the damage caused by the floods to these homes.
Meanwhile, according to government estimates, the floods and landslides has cost Sri Lanka between US $ 1.5 to 2 billion.

Has anyone noticed that Colombo’s flooding has increased exponentially since the UDA’s ‘beautification’ drive headed by Gotabhaya?
The reason for this is obvious to anyone who understands land management.
When catchment areas are filled in order to ‘reclaim’ land there is nowhere for the excess water to go and so catastrophe follows for those unfortunate enough to be in the lower areas.
The Port City will, no doubt, add to the horrors of flooding when the Beira Lake’s outlets are blocked by the impending ‘development’.

Even though the area of the HSZ is shrinking in the north, some areas have been HSZ for more than 10 years. Some people are rehoused in the north but other are not, such as from KKS. I sincerely hope the newly established HSZ in the Western province is abolished soon after necessary precaution mechanism have been put in place, so these people can can resettle, where appropriate and continue with their lives.
