Mangala Releases Foreign Service Examination Results Buried By Rajapaksas

Reversing the former government’s policy, the new government has recalled political appointee ambassadors and has released the results of the long-delayed foreign service examinations.

“This will enable the many vacancies currently in the foreign service to be filled through a transparent, professional and meritocratic process.” a foreign ministry official told Colombo Telegraph.

“The self-serving Rajapaksa regime not only posted political appointees to as ambassdors abroad, they also staffed the second and third tier of missions with their cronies. These incompetent individuals shamed Sri Lanka on the world state – even using embassies for illegal business activities.” she further said.

Releasing a statement on the Competitive Examination for the Recruitment to Grade III of the Sri Lanka Foreign Service 2013(2014), the Ministry of External Affairs said;

“The list of names of 42 applicants approved by the Public Service Commission who are eligible to appear for the structured interview on the results of the aforementioned written examination held by the Commissioner General of Examination on 31 May, 01st and 07th June 2014 is hereby published. Special attention is drawnto the following;

1. Action will be taken to fill 25 vacancies in the Sri Lanka Foreign Service based on the results of this competitive examination.

2. The list of 42 names of the candidates who have obtained 40 or more marks in each paper in the written examination, is given in the English alphabetical order.

3. The Department of Examinations has issued the list of names without mentioning the marks obtained in the written examination and the marks have not been issued to any candidate.

4. The Board, which will conduct the structured interview, is also not aware of the marks obtained by the candidates.

5. 25 candidates who obtain the highest total marks from the written examination and the structured interview, will be recruited to the Sri Lanka Foreign Service. All the activities related to computing marks for such recruitment shall be carried out by the Department of Examinations.

6. As per paragraph no.14 of the Gazette Notification dated 27.12.2013, the Public Service Commission reserves the right to fill the vacancies, wholly or partly or not to fill any vacancy. The candidates mentioned in the following list will be notified of the date, time and venue of the structured interview, in due course.

    Foreign minister Mangala S should be congratulated for declaring the results. We should promote professional career diplomats and not cronies who had no qualifications of any sort posted in our diplomatic missions. During past few years of M’S rule these positions were degraded by third grade cronies.
    Trust this will be pattern for all future appointments.

    How is Mangala releasing personal sensitive information of people to media ? National ID card numbers of people are highly sensitive and personal information which should never be divulged in media without explicit permission of the person and even if the person agrees, it’s never usually used unless in a lawsuit. Identity theft is on the rise even in Sri Lanka and how easy is it for someone to use this information now for illegal or nefarious activities. Mr Foreign Minister – in your haste to show one up against the Rajapaksas’ don’t violate people’s fundemental rights !

      You are absolutely correct here.

      All that was needed was the Index No and perhaps the name only, so that people can identify the Rajapaksa cronies. Did not drr any Rajapaksas, even though Rakapaksa is a fairly common name, unless it is Medamulana Rajapaksa.

      Premila, yes you are right with the ID numbers. The misnister could have informed the candidates that they are eligible to face the interview. But I dont think that there is any harm in revealing the names other than that the people who did not pass the exams might look to harass passed ones. If this is legal should be cleared with a FR lawyer. However we need an indipendant personal data protection authority in Sri Lanka to answer these questions.

      Premila,

      You raise a very valid point. However, I find that this practice of disclosing personal information in public domain had taken place in Sri Lanka in the past as well. If you click the link below and check the website of the Ministry of Public Administration you will notice that most of the ‘pdf’ documents giving results of exams conducted by the Ministry in the past too had carried such information.

      If one checks further there are similarities in the report dated 27th March 2015 (format/presentation etc) to some of the old documents in the website clearly indicating that this is a continuation of something that was done in the past.

      Hence, I will not agree that we should put the entire blame on the present Minister of Foreign Affairs and conclude that he had done it in a ‘haste to show one up against Rajapaksas’.

So there won’t be arms dealer inlaws, spare parts dealer sons and other crooks have no role in the Service soon. OL failures would stand no chance.

      Bandu de Silva is willing to serve this island again. So is Izeth Hussain. Any chance of Nonis being reappointed to court of James is gone out of the window.

      Surely reintroduction of meritocracy is going to ruin our way of life and those who depend on political patronage should condemn Mangala. How dare he decides to clean up the state institutions. This is not the way we do governance in this land.

      This is great news. I do not worry about whether the minister released the ID card numbers and other stuffs. That does matter unless Medamulana fools think to do some thing crazy. But this is wonderful process to make international relationship of Sri Lanka through transparency and with some trained brains. Not like MARA’s fools: I means these really idiots with no sense, but definitely with GREEDY BRAIN.

    Names show probable ethnicity.
    NIC numbers show Date of Birth.
    This is why public examination written answer papers have only the number allotted to each candidate.

    In interviews for selection for posts in public service, each candidate is referred to by number, until he/she appears before the Interview Board.

    It is patently unfair to have published this list in a public forum, before the selections have been made.

    I may be wrong, but I was told during my youth time, Prime Minister Dudley Senanayake had some 2000 rupees in his bank account when he died. Really, if that was true, can we characterize that was statesmanship? or what?

    Can someone provide some information about Rajapakse and his cronies. How much MARA has now or will have during his death? I guess, may be he has few thousand rupees more than Dudley? (Right?) If that is PROVEN, can we characterize that MARA will be THE statesman in this country because he saved the country from LTTE? Really?

    Also I would like to listen from you guys how much Namal, GORA, BARA, YORA, Gabral, Wimal, Keheliya, PB Jayasundara, former Sri Lanka Chairman, the list can go on… If you wish add name here.

    wonder why the PASS mark was reduced to 40, should of been 60 so that the cream of the smart people are eligible.. who can present SL to the world..MOST employees of the SL embassies cannot converse in English, the common link language… they should be sent to spoken English classes before they are assigned to overseas postings… I met a few who worked in Washington DC… I was awed as to how they came into the Diplomatic postings…

          Vaiko had in a letter to Prime Minister Manmohan Singh sought criminal prosecution of the Sri Lankan envoy on the charge of ‘sedition’.
          To a question on Kudankulam Nuclear Power Project,Narayanasamy said the production from the first unit would begin soon.
          He said false information was being spread among the local villagers that there was a gas leak from the plant.
          On the People’s Movement Against Nuclear Energy calling for a seige of the plant township over the issue,he said the Centre and state governments would take necessary steps to deal with it.

          – Envoy links Sinhalese to eastern states, TN groups fume

          Chennai, March 28: A claim by the Sri Lankan envoy that the Sinhalese are descendants of Odias and Bengalis and therefore deserve Indian support has angered Tamil Nadu groups who have accused him of trying to divide Indians and sought his expulsion.

          “Today, India seems to be concerned only about the 12 per cent Tamil population in Sri Lanka who share ethnic links with Tamil Nadu. But Sinhalese too have similar but ancient links with Odisha and north India,” Prasad Kariyawasam, the Sri Lanka high commissioner to India, has said in a statement.

          “It is believed that 75 per cent of the Sinhala race in Sri Lanka originated from in and around Kalinga (modern-day Odisha). Therefore, the people in Odisha and Bengal consider the Sinhala population in Sri Lanka as having its origins in India. The strong links that existed were torn asunder by Moghul and British invasion.”

          Kariyawasam’s statement came in response to the prolonged protests in Tamil Nadu against Colombo’s alleged war crimes against Lankan Tamils.

          According to the Mahavamsa, an ancient chronicle of Sri Lanka’s kings written in Pali, a king from Singhapur in Rarh (southwest Bengal) named Vijaya sailed on eight ships to Sri Lanka with 700 of his people in 543 BC and established the kingdom of Sinhala. Legend describes the Sinhalese as descendants of Vijaya and his people, who would have lived in parts of today’s East Midnapore, close to Odisha.

          Some scholars believe that today’s Singur — which changed Bengal’s political climate a few years ago — is where Singhapur was located and that Singur derives its name from that ancient town. The Mahavamsa mentions another town in Rarh called Banganagar.

          In a quirk of history, Mamata Banerjee, who owes her electoral triumph to her Singur agitation, has been the first non-ally to openly offer support to the Centre’s by and large pro-Colombo foreign policy while expressing sympathies for the Tamils.

          Bhaktiprasad Adhikari, who was an aide to former Bengal agriculture minister and Trinamul member Rabindranath Bhattacharya, has written a book, Singur Theke Singhal — Banglar Bismrita Adhyay (From Singur to Sinhala — A Forgotten Chapter of Bengal), which has articles on Vijaya. In Vijaya’s days, the people of Bengal had a reputation for seafaring and, according to legend, the Saraswati river flowed through the Singhapur area.

          While some scholars feel that the Bengal-Odisha-Sri Lanka link is little more than folklore, some others said not all of it might be wrong.

          “What the high commissioner has said may be possible,” said T.K.V. Subramanian, historian and former Delhi University teacher.

          “Buddhism spread in eastern India during the period (third-century BC) of emperor Ashoka. There is a theory that Buddhism spread to Sri Lanka skipping Tamil Nadu. This suggests that people from the eastern coast would have gone to Sri Lanka.”

          Kariyawasam’s statement said: “In addition to ethnic links with Kalinga, the Sinhalese speak and write an Indo-Aryan language based on Sanskrit which is linked to Hindi, Odia and Bengali. India must be concerned about the rights of the Sinhalese too and must not allow Sinhala leaders to be isolated in India.”

          Historian P.S. Dwivedi, former head of history at St Stephen’s College, confirmed that the Sinhala language belonged to the Indo-Aryan family. “Going by the language, there is a likelihood that the Sinhalese would have migrated from India. But I have no information that they were originally from Odisha and Bengal,” he said.

          Gaganendranath Dash, former head of linguistics at Barhampur University, Odisha, said there were similarities between the Sinhala and Odia languages. He pointed out that Pali, in which Mahavamsa was written, was prevalent in the eastern parts of ancient India.

          Indeed Ashoka of Magadha, also in eastern India, provides another Lanka-Odisha link. It was his bloody conquest of Kalinga that drove him to remorse and to Buddhism, whose message he spread to the island nation.

          The Cambridge History of India says Ashoka sent Buddhist missionaries, including his son Mahendra and daughter Sanghamitra, to convert the Lankans.

          Kariyawasam’s statement said: “Tamil separatism and Tamil nationalism in Tamil Nadu is a concern for Sri Lanka, which cannot be allowed to be divided on ethnic lines. And India must allay the fears of the Sinhalese. The violent separatism that affected Sri Lanka for three decades was defeated by the government of President Rajapaksa. He must be congratulated since he eliminated a Tamil terrorist group, LTTE, that had killed former Indian Prime Minister Rajiv Gandhi.”

          Tamil groups view the statement as an attempt to rally the support of non-Tamils in India at a time Tamil Nadu politicians are united in trying to isolate Sri Lanka.

          On Wednesday, the Tamil Nadu Assembly passed a resolution asking New Delhi not to describe Sri Lanka as a friendly country and demanding a referendum among Tamils in Sri Lanka and other countries about the establishment of a Tamil Eelam (homeland).

          Tamil Nationalist Front leader P. Nedumaran accused Kariyawasam of a brazen effort to divide Indians, who he said were united in their anger against Colombo’s war crimes against Tamils.

          “That the high commissioner has sent this email only to the chief ministers of north Indian states and journalists in Delhi proves his intent to cause fissures in India,” Nedumaran said in a statement. “Since this is against all diplomatic norms, he must be expelled at once.”

          MDMK leader Vaiko alleged that Kariyawasam “has tried to instigate the people of north India, Odisha and Bengal” with “concocted, unbelievable stories”.

          Vaiko has written to Prime Minister Manmohan Singh that the high commissioner “has blatantly violated his diplomatic immunity, crossed his legal limits and circulated the most atrocious narrative to pour venom into the minds of” north Indians and “instigate them against not only Eelam Tamils but also the people of Tamil Nadu”.

          He has demanded that Kariyawasam be prosecuted for sedition under Section 124A of the Indian Penal Code.

    The late Prime Minister Dudley Senanayake died on New Years Eve in April 1973.At the time of his death,it was reported that he had a Bank Balance of Rs:300 or thereabouts.Also,he drove a Triumph Herald during his last days!

    Several essays have been written on what has happened to this country since then.
    It is just this: Small People in Big Places!

    This is very fishy unless the minister publish the list on the basis of merits. When the list is published on alphabetical order it does a injustice to the people who have done well. Any game or exam names are published on merits rather than alphabetical order.

    Also pass mark of 40 is well below average and this is not a reflection of good bench mark. Probably this method that Minister has taken will lead in to appointing political henchman who only the satisfying marks of 40′

    This is not transparency or not good governance!

    Do you believe it is not gender and work place biased ?

    Weerakkody the Ambassador in Pakistan who was sacked for disgraceful conduct as Air Force Commander by President Kumaratunga and later sent to Pakistan by President M R, was recalled by the present Foreign Minister. But he has gone back and is seen during President Maithripala’s visit to Pakistan.

    Is this hoodwinking the public, yahapalanaya or what is going on. Is everyone being taken for a ride.

    Have we no basic decent principles in governance??

    What were the requirements to apply for posts in the foreign service – this is not revealed.
    The names of the examiners who marked the written answer papers, and names of those who will conduct the interviews too, should be revealed by the minister.
