Meltdown Surrounding The Easter Sunday Debacle

Strange revelations and unfolding theatrics now getting exposed hidden behind the disastrous event on the Easter Sunday of 21st April that shocked the whole world, make us to ponder over the disorderly and the primitive state of affairs that has existed in the country then. Grotesque enough and highly farcical, nevertheless lamentable, state of affairs arising out of the statements made by the former Defense Secretary Hemasiri Fernando, deserves a closer examination not because of the personal alibi involved in those but the horrifying wickedness of the hocus focus in the Public Affairs that had prevailed then.

Defense of a country is an area that no sensible government would dare to compromise whatever the level of the imprudence is of the persons associated. People are shocked with the revelations made by Fernando, casting aspersions not only on certain high officials but even the then Chief Executive of the Country. Most important role of a Government is to protect the citizens from national security threats. Under a President who is the Commander in Chief, the Secretary of defense has to exercise authority, direction and control over the departments responsible for the internal and external security of the country. It is the duty of a Defense Secretary to act with diligence to prepare the forces under him to fight threats not only from Nation–states ( more in a theoretical sense), but in a more realistic sense  external influences coming from determined groups of terrorists like ISIS, al Shabaab, and al-Qaeda, organizations the peace loving world has recognized as Groups who seek to cause havoc to people.

The pathetic role as confessed by Fernando that he admits to have played in his capacity as the Defense Secretary, make us ‘shiver in our timbers’ when we realize how matters of utmost importance have been treated so shabbily while holding on to that extremely important and vulnerable post. Administratively, the role of the Secretary of Defense is to be the principal defense policy advisor to the President and is responsible for the formulation of general defense policy related to all matters of direct and primary concern in relation to defense, and for the execution of approved policy.

Alas, according to Fernando, he had on his own reconciled to a position and a situation best known only to him, to naively watch and wait till his subordinates perform and report, and to report such, if and when he gets an opportunity to the Commander–in –Chief and the chief Executive of the country. What he is spelling out today and heavily publicized through the media is definitely harmful, damaging and dangerous to the future security of the country. Because any Terrorist outfit watching carefully for fresh and free breeding grounds for their activities, will no doubt take advantage of such glaring lapses, shortcomings and the weaknesses in our systems. No sensible citizen would like to send such bad signals.Therefore we have to make it known that the People of the Country have taken note of this fraudulent farcical events in the past and taken steps to put an end to such a state of affairs( in fairness to the change they have brought about) in consigning such irresponsible characters to where they  belong.

Hemasiri Fernando’s admissions as well as pronouncements reflect in extreme in a roundabout way about the poor and utterly whimsical administrative practices that existed during the Maithri-Ranil era. Even if these positions are contradicted or countercharged later, choice of his appointment to hold a highly vulnerable position of this nature will continue to remain unanswered in the context of certain problematic issues connected to him in his previous positions. Hemasiri Fernando was functioning as the Chairman of the Peoples Bank immediately prior to his appointment as the Defense secretary. It is public knowledge that during his tenure as the Head of this State Bank several controversial issues had cropped up involving allegations of corrupt deals which became subjects of several inquiries, ministerial, government audit, bank supervision department etc.etc., finally culminating into an inquiry at the parliamentary COPE committee. Some directors who were serving as members of the Board during this period resigned and complained to the Prime Minister’s office about alleged irregularities connected to a Tender of a very big value. Very strangely immediately following his resignation from the post of Chairman PB, he was appointed as the chief of Staff of the Presidential secretariat and almost simultaneously as the Secretary to Defense.

Hemasiri Fernado’s defense against some of the charges levelled against matters arising out of his administration in the PB at the COPE committee publicly demonstrated how wanting his decision making has been. When the Board of Directors of the Bank and the full cadre of Senior Executives were summoned before the parliamentary COPE committee on 5th September 2019 to inquire into certain irregularities involved in a tender given by the bank totalling to a value of 11 Million US $, in connection with a Digitalization contract, after a lengthy exposure by the Auditor General, Hemasiri Fernando made a statement to the Parliament Committee.

He said that it took 2 1/2 to 3 years for him and the Board of Directors of bank to realize things. He said that they acted on the recommendations of one person…… “After 3 years we realized that we have paid 200% in excess. Initially we were told that the total cost would be 745 million US$. But after 3 years we had paid more than 2 billion…..sometimes we look at it superficially because we do not understand……..When there is a strong recommendation we pay.

This is how Hemasiri Fernando responded to his responsibility as the Chairman of the Board of Directors when he had to justify excessive payments of Public money running into millions of dollars in an irregular manner. But to those decision makers in the government such things were not reasons to be  considered with any value for any assessment or disqualification in establishing the suitability of a person to be appointed as the head of the Countries’ Defense. The way he answered when queried about his shortcomings then is exactly the same how he answers now before a Presidential Commission of Inquiry about his responsibility in a matter connected with a human carnage costing more than 300 human lives, and injuring  (de- capacitating) several hundred in addition to huge damages to Public and private properties. The incident made a serious black mark to the country’s Reputation arising out of the gross dereliction of responsibility and authority. 

The citizens of the country are at a loss to understand whether such people who have callously disregarded their duties and now trying to evade the responsibility by pointing the finger at others will finally get off scot free. Will it be the people who have to ultimately expiate for the sins of the sinners?

But there appears to be something more important going beyond this. Who was interested in appointing Fernando as the Defense Secretary?

Why did the appointing authorities ignore his background that was exposed at the COPE investigations? 

When we read the denial issued by the former President’s media unit, given wide publicity in the media, we begin to wonder whether there had been some unseen force manipulating and operating above the appointing authorities (specially very high and vulnerable) in this country! What transpires from the statements made by both Hemasiri Fernando and the media release from the Ex-President’s office is the extremely unhappy relationship that had existed between the Defense Secretary and Presidents’ office. Things have continued unabated despite heavy displeasures tolerated bitterly. The question that goes unanswered is why and for what reason such tolerations were endured. It appears that there have been wheels within wheels, resulting in flare ups every now and then but the affairs continuing unhindered. Soon after the Easter Sunday Terrorist attack the American backed MCC conveyed its approval of 480Million dollar grant aid to our country hailed as a silver line in a dark cloud by the then Minister of Finance Mangala Samaraweera. A few months before the April 21st incident there arose a confusion about an aircraft belonging to the American Air Force landing at Katunayake International Airport and unloading some items unidentified by the authorities there. It is interesting to recall what Hemasiri Fernando had to state as explanation on that occasion to certain queries that had been raised.

Once a UNP stalwart MP Harin Fernando’s reaction, explanations and questions about the 21th attack is equally intriguing. Worse indeed was his reference to His Eminence Cardinal Malcom Ranjith. Being absolutely unfounded and admittedly wrong, the statement reflects a kind of antipathy by certain political quarters against the strong interest of His Eminence the Cardinal in the affairs of the investigations regarding this attack. How and where this distaste originated is yet to be seen. But citizens of this country owe a boundless and immense gratitude to His Eminence the Cardinal and some other religious prelates for the exceptional meritorious services rendered by them in preventing a backlash and another blood bath in the country following this heinous man slaughter at a time when people had lost faith in the state machinery to provide them security.

Under the circumstances the question arises whether at any stage of time during this occurrence and in the immediate preceding period there has been any willful dereliction of duties, and whether any officials have acted under some external influence or whether it happened due to the actions of some inexperienced, indolent, incompetent, ill-endowed  characters occupying  the higher ranks that deal with appropriate decision making. Whatever the quality of their status or the degree of negligence is, there is an equal responsibility falling on the persons who appoint such guys.

Let us all look forward to the outcome!

    Perhaps Mr. Rusiri was out of the country and didn’t notice that there was in fact a backlash, not by Catholics but by so-called Sinhala Buddhists. So the Cardinal doesn’t deserve any credit, except perhaps that he deserves a prize for being more Buddhist than the Buddhists. It must be noted that he has not uttered a word on the cow slaughter ban, even though most of his flock eat beef.

        Soma dear, if you can call me a dog, doesn’t it show the calibre of hypocritical Buddhist that I am talking about? The kind that feels it’s ok to kill people, but not cows. BTW, I have nothing against dogs, but I have a grouse with sanctimonious hypocrites like this political Cardinal. I am not a Tamil either. You might note that I regularly criticize religious humbugs, be they Catholic, Anglican, Muslim, Buddhist or whatever. But there are more Buddhist humbugs, which is not my fault.

The way he treated evangelical Christians is particularly reprehensible. I am not religious, and I know that the Church has a poor track record, but this guy is pushing the envelope.

        Soma, there is a serious allegation that has been levelled against Cardinal Ranjith by Harin Fernando which needs to be investigated and not shouted down. It has been told by Catholic church that Cardinal conducted a mass on Saturday evening at St. Lucia’s church and a mass in Archbishops palace on Sunday morning. Can anyone check whether this was his usual practice since 2009, when he was appointed archbishop of Colombo. If it is not, then his behaviour arouses serious suspicion that he knew about it and avoided exposure. It is well known that Cardinal Ranjith is Mahinda lackey and has jumped in front to defend him about his atrocities. In 2016, visa was refused to him to enter UK for his support of war crimes denial. Since then he has never visited any country which cherishes human rights. He said that he will get his Catholic flock on to the roads if culprits of Easter bombing are not punished. Does he sincerely feel that Buddhists who organized the bombings and Muslims who financed the bombers will be brought to justice. Will he even raise a finger against Rajapakse regime when that crime is covered up.

              If you are thinking of Chandre Dharmawardena it is not, because this is not his style of writing racist comments against Tamils. My other suspicion was Edwin Rodrigo who used to post comments in this manner, and has for long gone out of circulation. He may have been advised by his friends not to post racist comments in own name, and hence may have re-appeared in this pseudonym.

He runs a website with doctored maps of Jaffna, and “Eagle” makes frequent references to this. Eagle talks about attending scientific conferences. He used the name “Vibhushana” earlier.
                CD is careful when writing under his own name, but is openly racist as Eagle. Don’t be surprised if Eagle suddenly disappears. It has happened before.
                “Edwin” has a sense of humour and is clearly an electrical engineer. Quite different from Eagle.

                  I think Nalin De Silva was the only Sinhala/Buddhists who welcome India’s Pokhran-II test nuclear explosion in May 1998 while rest of the Sinhala/Buddhists cheered when Pakistan exploded its nuclear bomb (made in North Korea) in Ras Koh Hills, Chagai, Balochistan.

                  By the way Balochistan Brahui people speak Brahui language which is a member of Dravidian family of languages. Champika Ranawake may be tempted to claim etymologically Brahui language was derived from Ancient Sinhalese.

                  Regarding Prof. CD, he had been writing racist articles for a very long time using different pen names (Gamvesiya and Kautilya were his earlier pen names). His main interest is about the Sinhala-Buddhist history of Jaffna. He (not an etymologist or a linguist and neither is he a Tamil/Sinhala scholar but a scoundrel who is trying to mislead the Sinhalese) has a web site on ‘place names’ where he claims all the Jaffna place names as Sinhala origin. I did not know that he runs the ‘Jaffna history’ website. Prof. Chandre Dharmawardana, Prof. Nalin Silva, Prof. Asoka Bandarage et al are some of the worst racists.
                  I know that Eagle quotes mostly from this website but however CD never called the Jaffna Tamils as slaves (Nalin Silva always did). CD’s writing style was completely different, he did not stoop down to Eagle’s level even though he is a racist who wrote using pen names.

      That is the normal style of Rusiripala. He is only one sighted person. Even for CB bond scam coverage, he was always partial to SIRISENA – being close to SIRASA TV channel. We perfectly know that BOND SCAM was a continous process since 2008. Latter was deliberately neglected by Rusiripala and his friends whenever they held their discussion rounds (as regular panalists to Sirasa TV programm).

      In fact as far as I am concerned, if SIRISENA would be hung to the manner, middle east men would usually do it – then I would have become happier because his total ignorance let those innocient worshippers be killed by that avoidable disaster. Even after he was informed about the disaster on very day, he was still enjoying his trips in Singapore. I wish I could know who paid his bills for the foreign trips.

      There were a few anti-Muslim attacks by Catholics in the Negombo region immediately after the event. But these were spontaneous and not organized event like what followed in a much larger area.

    Easter Sunday attack was a deliberate let up by Sirisena, Mahinda and Gotabaya to sacrifice Christians to save Buddhists.

    Sirisena was told of the impending attack by state intelligence services but they did not know who exactly would be the bombers. So they could not arrest them. Sirisena discussed it with his 52 day PM a couple of months ago and his brother Gota on what to do. They advised him to let it happen. If he imposed curfew and stopped it, terrorists’ target would be Vesak (just 3 weeks away) or Kandy Perahera. So the trio decided the sacrifice Christians to save Buddhists. This is not a secret. Foolishly some believed the Rajapaksa narrative and voted for the killers. Goebbels must be in shock!

      None of these would have happened without the knowledge and consent of Sirisena who was in charge of defence since 2015 and internal security since 2018. There are two strong circumstantial evidence against him. First is that when he found out that he will not get his second term, he said before I go I will set the country on fire. Second is his behaviour around the incident, where he went to India on a pretext of pilgrimage and after that left without his family for Singapore instructing them not to go to Sri Lanka till after Easter, and when in Singapore did not return to the country soon after being informed of the event saying there were no seats available in any airline for him to return, which was found out to be a lie as there were plenty of seats available. Now truth has come out about him trying to get scape goats and escape the blame, and sacking IGP and defence secretary who refused to accept blame. So Sirisena becomes the first suspect for this crime. He is incapable for originating or organizing this, and this is where Mahinda and Gota come in who were the final beneficiaries, who thus become the second and third suspects. (CONTD)

        (CONTD) If you analyze it on first principle, you can find out the truth. All Muslim suspects arrested have said that they formed the group to take revenge on Buddhists who had harmed their community. Then why did they attack Christians who had done no harm to them. This is where the answer lies. It is known that Pakistani intelligence agency was working with Muslims in the east to create trouble to Tamils. It is also known that government had been funding and arming Muslims in the east to act against Tamils. Even Yahapalana regime turned a blind eye to this. So both Mahinda and Gota have good relationship with these extremists to make use of them for their benefit. From the time Mahinda was defeated in 2015, China was trying to topple the government and reinstate him. They used the dissatisfaction of Sirisena of UNP refusing to support him for a second term, to woo him to dance to their tune. It is on Chinese advice that Sirisena blamed India of trying to assassinate him, and violate constitution to dismiss Yahapalana regime and place Mahinda in power.           (CONTD) China had to find other ways to topple the government and this was the plan. Mahinda and Gota used their contacts with Muslim extremists to carry it out. Problem was to get them to bomb churches and not Buddhist temples. They needed some people who had attained the confidence of the extremists to brain wash them and this is where Pakistani intelligence agents come in. Sirisena was drafted into this promising him a second term. It is clear that Sirisena deliberately prevented arresting or even investigating these extremists. Though Ranil or his cousin Ruwan say that they have no knowledge about it, it is a lie. There would have been several personnel in security establishment who are sympathetic to UNP who would have told them. They wanted it to happen to take the pressure off from UN in implementing the demands of accountability and reconciliation with Tamils. Soon after the incident Ruwan made a statement that Catholics were targeted as a revenge for New Zealand attack, which was deliberately done to distract the issue.             (CONTD) Though this was committed by Muslims, those who were behind it were Buddhists (Mahinda, Gota, Sirisena and their lackeys). So nothing will come out of any inquiry unless held by an international team. It was told that several Muslim politicians, businessmen and professionals have funded and supported this Islamic terror organization. Former police officer who served in the east has named Rishard Badurdeen, Hisbullah, Athaulla and Ameer Ali as people who had funded and armed these groups. What action will be taken against them, who are now trying to join the government. Only low and middle level members of terror group will be punished and not the top ones. One or two scape goats like lawyer Hisbullah will be taken into custody to hood wink the public. Kumara Welgama told in parliament that all MPs including JVPers knew about it, which statement went unchallenged. Once the identity of the culprits emerges, commission will be wound up.     After Mr. Hemasiri Fernando made those “Revalations” his “Boss” the ex-President MY3 made a public announcement stating: ” All those allegations are PATTAPAL BORU (Dam Lies) and I am prepared to divulge everything, if given an opportunity”. Now in whose court the ball is? Obviously, it is now the bounding duty and responsibility of the Presidential Commission to summon the ex-President and give him that opportunity asked for. Let the people know what he has to say. I hope, (because I don’t know) this Hemasiri Fernando would have been subjected to the questioning he faced at the COPE conducted by its then Chairman and the Auditor General. As the writer surmises, with the “Record of Performance” of this Hemasiri as the Chairman of the PB, it is no doubt how he was “Selected” and “Appointed” as the Secretary Defense. Perhaps, if the ex-President is summoned to the Presidential Commission, as per his own “Request”, we will have the complete “STORY”. Now, it is over to the Presidental Commission to carry out that task. We await for that. Will it happen?

        leelagemalli: Every Government had these “Presidential Commissions”, but nothing happened excepting those involved in the proceedings pocketed PEOPLES’ money. Look at the number of Commission Reports and Findings that were put out by the previous Government. If I remember correctly FOURTEEN reports with “Recommendations” were completed and handed over to ex-President MY3. Nothing came out. I am also surprised that even among such WASTE of public funds, a person like Rev. Ranjith Malcolm awaiting to see “Results”. Anyway, the ex-President MY3 and ex-PM Ranil W have been summoned before the PC on October 5th. Let us wait to “hear” (hear only) what they would say.

      Former President Sirisena should be summoned for questioning by Presidential commission of inquiry. Mind you this commission was appointed by Gota and Mahinda and they will be asked to throw loose balls at him. AG’s department lawyers will be told not to ask question about his involvement. So Inquiry has to be conducted properly in public view and with lie detector to catch him. Former defence secretary, former IGP and any others against whom he makes allegations must be represented by lawyers to question him. He should not be allowed to hoodwink the people.

    There is no Hindu (and Buddhist) dress code for temples other than people customarily wear the regional dress in that part of South Asia. These days many temples enforce “modesty”, a non-defined version. In that same line, Sri Shanmuga Hindu Ladies College, Trinco has not enforced dress code for Hindu teachers students for the past 110. Last few decades it, in takes Muslims community too, no change in dressing practices (i.e. National Muslim, National Tamil-Allah didn’t object it). Muslim Ministers became too much ruling in Yahapalanaya’s, Muslims-Sinhala government. So, in 2018, Hakeem, Rishard, Athahvulla et al wanted the Principle punished for asking Muslim teachers to keep to the customary Ceylon Muslims dress rather than Saudi Arabian dress. The angered rebellions posted Hindu women’s, especially teachers’, Cinema & advertisement photo in social media as lewd characters. These were loaded to internet as teachers in jobs in Ceylon Hindu schools. The main question Tamils posed to these rebellious opportunistic MPs was if they would do that in Vaisakha like more famous Colombo schools too. But Muslim leaders were not sincere in reply, but on the path to Thani Alaku, they don’t want to miss the chance on stepping on a weak target, either. Today Athavulla went to Parliament with Afghani dress. Opposition party MPs made sure that he leaves the parliament.

    Because of the recent racial calamities, there is continuous halabulu in dressing in Lankawe now. Last week a Mannar Tamil helper of a Sinhala teacher in Colombo was sent out of hospital to borrow a different Sari to change the one she had with Buddha’s images imprinted. In Yahapalanaya, a British woman was sent out of country, stopped at Airport for a tattoo. A miss-identified helmsman wheel for Dharmachakara in a woman dress made woman be arrested and face court. There is a new order for all offices once a week to wear local Batik printed dress. Parliament long had its way of customary dressing, rarely met with challenges. Ceylon Parliament descended from Westminster so always pants & shirts are there. Most common is Sinhala Tamil National dresses. When dress becomes expensive, Dahanayake goes with Amude too. But the parliament wants to bring dress code for women dressings. Sadly, the donkeys in the parliament failed to recognize this. Today Athavulla went to parliament with Afghani dress, puthu Maplliaiyadam. It is the opposition sent him out. The “Thalai Kidai” Muslim MPs, like Hakeem, Rishard are still sitting in opposition, has not crossed line. They didn’t try to stop their colleagues when they ousted Athavulla out. I don’t know yet if Ali Sabre, Mustan and other ruling party MPs (all total is 20) were there.

He is an inveterate racist, a male chauvinist, and a medieval prick who opposes diversity. The role of Gota’s deep state in the Easter Day Bombings has been ingeniously covered up. Why did this Satan’s agent start screaming and pointing fingers from the get-go, dictating terms to the rogue Maithri how the investigation should proceed? M. Ranjith didn’t prevent any backlash. Actually the things he said soon after the attacks were dog whistles to the Sinhala racists, causing more hatred and tension resulting in anti-Muslim violence with law enforcement agencies just standing by and doing nothing. After the change of government, M. Ranjith is even more openly racist and pushy. Who does he think he is? His open tirades against human rights cannot be allowed to continue. The good Catholic people of this country should rise up and put pressure on the Pope to disrobe the fellow for demeaning the sacred office by his collusion with authoritarianism and racism.

Being overly enthusiastic in satisfying certain politicians you too , doing the same with MP Harin. Have you ever thought for a moment it was ONLY Harin, soon after Easter (within 2 to 3 days) admitted in public that his father was warned, when most of those politicians knew but kept silent. If Harin knew then RW, Rajapaksas, MS and even your cardinal knew about it. The only people who did not have any clue were those poor souls who participated in the mass ,on that fatal day.

    Rusiri, here is one more to ponder. After being exposed , crook Ranjith says the “PCol will mete out justice to those killed”.The same guy who told he will not trust the previous findings (MS cover up commission yes, but why not PSC ???) but seems to agree only with Rajapaksas commission. This reminds me of the Kurunegala teaching hospital staff who made up charges against Dr. Shaffi, and demanded a commission by MS, but not by the then Govt. I guess all the criminals should be provided with the option of picking their own judge. Welcome to virtuous and disciplined country.
