Only In Sri Lanka?

The pictures of Chanuka Ratwatte being escorted into custody as a result of being charged with what some publications claim is the biggest single financial fraud in Sri Lankan history brought a smile to my wrinkled old visage, if not an outright guffaw.

Why? Because this kind of humour is not easily come by in Sri Lanka, despite it being the capital of such as ambulatory, human tents parading as cabinet ministers. Mickey Mouse, Bugs Bunny and the Road Runner certainly get pushed into the farther reaches of comedic history by something like this.

Let me explain.

Not so long ago, a small group of superannuated Kandy Sports Club supporters decided to hire a van and go down to Colombo to support their club rugby team in their fixture against the team that represents the service that is designated to “serve and protect” all of us ordinary (unarmed) citizens.

chanukaTypically, being there well ahead of the regular spectators, we had a good view of, not only the grounds, but the seats as well, particularly those adjacent to ours that were designated as being for special guests, to which category we belonged for that afternoon at least by virtue of our “superannuated visitor” status.

Anyway, there not being too much excitement in watching the grass grow on the police grounds, we looked around as we chatted among ourselves. There was a younger couple (90%+ of all those present, apart from ourselves, would have belonged in that category!) some seats away from us, temporarily, at least, somewhat isolated from whoever else were (very) early birds in the stands.
I thought I recognized the male, having been a classmate of his father in what was once known as “the best school of all,” Trinity College. I had also been introduced to his eldest brother first by that individual’s mother-in-law and then meeting him at least once more at his father’s funeral. I regretted that the brother with whom I had spent most time in pleasant and civil conversation – now the ex-Mayor of Kandy – was, unfortunately, not there.

Any reader who has followed this narrative so far is probably going to be wondering where all of this is going. Well, let me start nibbling at the pith of the anecdote.

First, I verified the identity of the youngest son of Anuruddha Ratwatte and was then told that his finance (?) company was the sponsor of the police rugby team which, typical of any such entity seeking success had lured several established players from other clubs (who weren’t serving members of the police service) and most of whom must have had post-graduate qualifications in thuggery, rather than rugby, if the rate at which they qualified for penalties was anything to go by.

However, before talking about the quality (or lack thereof) of the rugby on the field, let me describe some of the pre-game niceties we were spectators to.

As is typical on such occasions, before the game began, the “distinguished guests” trooped in. Among the many-pipped and be-ribboned police hierarchy which, I was told, included the Inspector General of Police was a coterie of politicians, inclusive of at least one of senior Cabinet rank.

What I found most amusing was the fact that the so-called “dignitaries” all appeared to greet Mr. Ratwatte with a significant degree of deference (I suppose, as befits the financial sponsor of the rugby team representing Sri Lanka’s primary law-enforcement agency.)

It might well be that those who saw nothing wrong with this protocol could trot out the usual, “no one is guilty until proven so in a court of law.”

However, appearances do matter and this particular scenario needs to be placed against the backdrop of the fact that this sponsor of the police rugby team was one of those primarily involved in the Uda Talawinna Massacre where about a dozen and a half people, all Muslims, were executed for the crime of being opposed to Anuruddha Ratwatte, his father, during a parliamentary election. And please don’t give me that “innocent until/unless proven guilty” bushwah because this was in the time that the enforcement of criminal law was in the hands of the Rajapaksa Horde which distinguished itself by a deliberate and complete abandonment of the rule of law and the administration of justice.

This is in such contrast to what prevailed at another time when there was a danger of being found guilty when one was innocent. Then, a lawyer who I’d retained to defend me against a criminal frame-up, something just beginning to be established under Mrs. B’s watch, told me where I could put my sangfroid because, according to his sterling advice, “Don’t think you are going to be found not guilty in a court of law just because you are innocent!”

Things sure changed under the Rajapaksa Watch!

Appearances do matter and let’s face it, after the dam containing the huge accumulation of Rajapaksa Regime criminality had sprung its first leaks, what the hell was the police doing accepting sponsorship of its primary sports team from Chanuka Ratwatte?

To add insult to injury, the slogan emblazoned on the jersey of every member of the team representing the service dedicated “to serve and protect” the citizenry of Sri Lanka had a huge spelling error that only a kindergarten student of the English language might have made! The divide between the criminal and the ludicrous is not, obviously too wide.

Perhaps, the police service which has its own media spokesman who spends an inordinate amount of his (and our) time on television spouting “bulletins” and “explanations” can be briefed to explain the circumstances in which the man accused of the largest fraud in Sri Lankan history could, while he was allegedly doing so, be sponsoring the Sri Lanka Police rugby team.

As for the Inspector General of Police and political dignitaries of cabinet rank paying “pooja” to this man before they took their seats, I’ll leave the readers of this column to judge them!

      The question should be raised is – who is no highly corrupted under the previous regime.

      From top to the bottom, only highly abuses and corruption handlings are heard today. Former secretary to the President cant even show his face each time leaving the court premises, being unable to prove his cleanliness.
      Sajin vassa Gunaswardhana a close ally to former president, was not even given nomination for the last elections
      Duminda silva- today conivcted murder criminal/prisoner – was not given nomination to the last election
      Mervin Silva was kept away from the miles by current govt, not even giving the least chance to approach current rulers.

      Sofar, all the closemen of former regime,are alleged with high criminal acts, inlcuding president media minister, and all.

      Only few thatadd their irresponsible thoughts like Bandula Gunawardhana, who is the laughing stock of the batch, together with that teenage politicians such as Udaya Gonthadipila are seen as s the front men of Rajakashe clan to this day,
      As it was the case to marginalize Prabakarna, they first approached the ones close to him, and destroyed them, the days ahead of us, we will see, Rajakashes men close him will hve to be jailed with all the allegiations becoming conviation potential.
      I believe the way the current regime moves, is though slowly, much is achieved, much more more to be achieved, with the days to come.

      Like Udinuth gindara, yatinunth gindara mada gediya – with nother extremists forces raising their heads, sourtherns are fertilized by defeated, devious strengths of foremer president- the reconcilation process is being affected. But with IC backing to it, it will not be easy extremists to raise their head easily this time. Coming colour for them to spread their devious programs will shortlive no doubt about that. People are not that stupid, as appeared to be.

The ex-planter who was a close relation of Mrs B, was a total disaster and robbed enough for 7 generations to come from arms procurement and important ministry of Power and Energy.

    The notorious sons of the nondy General was more or less equivalent to Rajapaksa brats with killing in point blank in a crowded Colombo casino of a foreign rugby player, slaughtering 8 muslims in Katugastota with STF help and many more to go…

    we need a mechanism to punish all these murderers of Ratwattes and Rajapakas to make our beloved country free from criminals.

    Emil, them, in doing so ensure that others in high places act as buffers to take on any shocks that befall on them, ensuring that their lives are well cushioned. It is a question of who are the ducks and who get nad fed, who feeds them. Then just drop a name at times of difficulty, they become invincible. Name dropping is part of Sri Lankan culture. Even you have done in your write up, whom you went to school with etc and whom you now.

    If Rawattae’s alleged robbery is the biggest fraud in Mavavamsa History,what is Batalanada Ranil’s mate’ heist in the Central Bank, which has burdened the Colombo Elite with a PAYE tax surcharge of 2.65 % on LKR 20 Billion for the next three decades.

    If Poorty wants to write something sensible,Galleon importing 5 Prado Tractors without paying the real import Tax, might be a good one.

        I wrote: Sumanaya was born out of an accident. That is why he never gives an accidental chance to intelligence. It is bad for his health. This is how it went down many many many years ago in the tea estates, Sumanaya Sr., was copulating with Mrs. Sumanaya behind a tree for the fun of it, never meant to have Sumanaya Jr., ooooops………..5.5 months later Sumanaya Jr., had to be removed from Mrs. Sumanaya’s tummy as he caused terrible stomach aches for him mother. So not only he was born out of an accident, he was also born prematurely. Mrs. Sumanaya passed on the moment of birth out of shock, what an imbecile she has dropped on the ground.     The scandal at Entrust is unfolding now. 5 executives and board members are now in custody.

    The trigger point was the sudden disappearance of Rs 3 bn from the CEB provident fund. Interestingly no chairman, board members or the senior staff at CEB has not been taken in as yet for not following up on this investment through Entrust.

    Also being a primary dealer, CBSL was the regulator. How come no one has been questioned ?

    In addition, it was a listed company and no SEC staff or commissioners have been questioned.

    Also this matter has taken place around 5 years ago and hence all board members since that time are responsible.

    To this day I cannot believe a guy who was involved in the Uda Talawinna Massacre has been elected to our Parliament. When he should be rotting away in a jail somewhere.

    We know SL is corrupt. But, that rotten? One can actually manipulate the system to that extent? To get away after killing so many people? While the whole country knows what happened.

    Icing on the cake though. We live in a country with such a dumb electorate. Kandy district time and again sends these despicable, criminal clowns to Sri Lanka’s Parlaiament.

    Why oh why?

    Be assured. My hand will never be extended to be shaken by any of those thugs from Kankdy, nor should you. Let alone those who calim to “serve and protect” us. What a shame!

    You are right. We are still a long way, away from a clean Judiciary and police, and I am not holding my breath for this Ratwatte saga to find any justifiable end. At least feel happy that we have moved decisively from the Rajapakse era where this fraud story would have only brought a guffaw from the God father at the breakfast table in Temple trees.

    He was found “not guilty” by the magistrate, against the testimony of many eye witnesses ( in the Udathalawinna massacre case ), purely on the sworn (obviously false) testimony of a Buddhist monk who swore that he was at the time of the massacre, at the home of his father (the Minister who was later ‘appointed’ a ‘General’ by Chandrika) – and, that the accused was also, at home at the time.

    The Rajapaksa regime was served by a crooked network of ‘catchers’ who delivered by fiefdom. The sacred hill capital was ‘Entrusted’ (excuse moi!) to the Ratwattes who strutted their entitlement with impunity. From Limping General to swaggering sons, the swinging-dick Ratwattes were teflon coated and defied gravity. In earlier times, they would have held the title ‘Keepers of the Kings’ chamber pots’.

    This arrogant ‘Young’ Ratwatte thrived on being in the limelight, and to him ‘Financial irregularity’ is a small matter (by comparison to other scrapes he has survived). No, the buck stops much lower down the food chain with this one.

    So he will call in ‘favours’ and wriggle himself out of this one.

    The misery caused by this outrageous charade will, like the ‘Golden Key’ debacle. rest on the aching shoulders of the taxpayer. So, goodbye to another couple of much-needed hospitals or schools.

    Bastards!

    All this dear reader is possible in ‘This Miracle of Asia’

    In the udathalawinna massacre case it was 13 muslim youths. I wonder what would have happened if the the massacre was 13 sinhala youths!!! The whole country would have been up in flames like a repeat of black july 1983.

      I wonder if they had a hand in the bombing of the Maligawa. There were rumors flying in the Kandy.I wonder who gave the contract to a group that painted the Maligawa,who had some suspicious people working there. Some people were protesting against a Tamil Business man in Kandy known to them and that man was asked to stay away from the island until the protestors calmed down. This was a rumor in Kandy those days.
