Opposition To Jaffna Funeral Shows Need To Promote Plural Ethos

The recent divergence of opinion over the public funeral of a Buddhist monk who had been the chief incumbent of the Buddhist temple in Jaffna is an unfortunate example of the need for greater sensitivity, consultation and dialogue in situations of ethnic contestation. The Ven Meegahajandure Gnanaratana had been the chief incumbent of the Buddhist temple in Jaffna since 1991. He was also the chief monk for the Northern Province. The Naga Vihara temple in Jaffna is an important religious site. It is the first place of visit of Buddhist pilgrims from the south of the country who come to Jaffna on pilgrimage to other sites of historical antiquity, including the islet of Nainativu where the Nagadeepa temple is located which traditions states the Buddha himself visited.  The Naga Vihara temple is also the main Buddhist temple for military personnel stationed in Jaffna.

Accordingly when the venerable monk passed away it was deemed fitting that his funeral should take place in Jaffna and not in his hometown in the south of the country. Tradition dictated that his funeral would be a public one in a public place. In the Sinhalese Buddhist tradition, when an important monk passes away, it is common to have a public funeral in a public place to enable a maximum number of people to attend it. This confers merit on all concerned. Public places where these funerals take place include parks and school grounds depending on the availability of such places.  Independence Square in Colombo, which is near to sports grounds and shopping complexes, is one of the places where public funerals have taken place. But in Jaffna, in which there are hardly any Sinhalese civilians living as residents, this tradition became a matter of controversy and subject to much suspicion and speculation.

The venerable monk’s cremation in Jaffna was opposed for several reasons including being in a location adjacent to a memorial for Tamil victims of a 1974 assault by police and a Hindu temple. A group of 12 Jaffna based lawyers filed action in the Jaffna Magistrate’s Court to disallow the cremation of the monk in the location that had been selected. They claimed that cremating of bodies could be harmful to the environment, and that no permission had been obtained from the Jaffna Municipal Council. In addition, concern was expressed that holding the funeral in that location would be a pretext for building a monument in the monk’s name and furthering that attempt at domination. However, after inquiry the judge decided that the land was government land belonging to the Archaeology Department and that the funeral could take place.

Military Role

When there is ethnic contestation, different views may prevail as to the suitability of the funeral venue just as much as it would in the case of more directly political issues. In the Tamil tradition funerals of religious clergy usually take place at cemeteries rather than in public spaces. Therefore the public funeral of the venerable monk in a public space became seen by opinion formers in Jaffna as another effort at demonstrating Sinhalese domination over Jaffna. The funeral itself took place with high level participation of the military, including the army commander who had a long period of service in Jaffna in different capacities, including commander of all security forces. With the resident Sinhalese population in Jaffna being negligible most of those who attended the funeral were from the military.  This added to the northern perception that the funeral was meant to assert Sinhalese domination over Tamils and further inflamed their opposition to it. Usually it is the lay faithful of the temple together with the monks in the temple who make the arrangements for a funeral of a monk. But in this case in this was not possible.  Due to the war nearly all the Sinhalese who resided in Jaffna had left with hardly any returning. This prevented the normal course of making the funeral arrangements and this role was taken over by the military.

The military in the north seeks to win the hearts and minds of the people by engaging in social service and by undertaking development projects. This is strongly criticized by political activists from Tamil civil society and also by politicians as part of a government strategy to weaken Tamil nationalism. However, a few days before the controversy over the funeral arose, the army had organized a food festival in Jaffna. This was appreciated by the general population who got an opportunity to savour different types of food at reasonable prices. On the other hand, the continued presence of large numbers of military personnel in Jaffna and in the north is a source of much heartburn to the Tamil people who see them primarily as an alien force meant to subdue them and deny them their aspirations. The army was deployed as early as the 1960s to keep Tamil nationalism in check and prevent it from mobilizing in protest against Sinhalese dominated government rule.

This history of the usage of the military to resolve problems arising from ethnic politics has made it politically strategic to those who have political aspirations to demand the withdrawal of the military and to gain political support as a result. The funeral of the venerable monk provided such an opportunity to those who hold nationalist positions. Many of those who took up stances in opposition to the funeral of the monk were those who engage in the politics of confrontation with the government. One northern political leader said “On the one hand, they talk about reconciliation while on the other hand they proceed with creating divisions, which is not acceptable. Tamils have no qualms about the cremation of the deceased Buddhist monk taking place in their territory, but the venue for such cremation should have been carefully selected after the concerns of the people have been carefully weighed.”

Insufficient Consultation 

One key problem in Jaffna that led to the tension over the venerable monk’s funeral is that there was insufficient dialogue and consultation on both sides. On the side of the government there was the need to discuss the issue of the venue with the municipal authorities and the provincial council. They may have offered better options for the place where the funeral could have been held. The government could also have sought to discuss with the civil society. The verdict at recent elections has shown that the people of Jaffna have opted for cooperation with the government as their preferred way forward. The power of the government is a reality that people who live in all parts of the country realize, and accommodate themselves to. The politics of confrontation which reached their height under the LTTE led to much loss rather than to the anticipated victory and separation.

In Jaffna there are several inter-religious committees and groups. The deceased monk’s assistant monk the Ven Meegahajandure Sirivimala, from the same ancestral village as his mentor, has shown himself to be both liberal and conscious about the need to engage with those of other religions and has been an active member of inter-religious committees.  These inter religious committees could have been invited to take the lead in organizing the funeral ceremonies. If this had been done there would have been a section of civil society that could have advised the other section that the public funeral was part of Sinhalese Buddhist culture and not another crude attempt to dominate the north. In addition, the military role could have been subordinated to the civilian, as is necessary in a democracy.

Sri Lanka needs to aim to be a pluralist society, in which no one community can lay claim to territory as theirs, and the others are in second place. In this regard Colombo city has a positive practice of permitting religious processions that block traffic for hours to take place, which are open to all religions. This is the way it should be in all parts of the country, in recognition of its multi-religious, multi-ethnic and plural nature.

      You should know that Tamils living in south do not bury or cremate their people at Gallface like public places, slso note that the people in Jaffna didn’t oppose to perform cremation in Jaffna, understand that the issue is the particular place choosen to perform cremation.

        To add to your important points, there are several cemeteries and crematoriums are available and open to all races.

        In addition there are Armed forces owned and operated mass graves available for burial.

        Was it a state funeral or private one. If state state funeral who authorised it? If private, why were the members of armed forces in official/ceremonial uniform and wearing regalia?

          When you analyse the incident, it is obvious to an unbiased mind that this was a politicised funeral, in order to emphasise who call the shots. Buddhism is a religion of peace, but certainly this priest was not one who propagated this message. He was virtually the viceroy of Jaffna and Governors, Sinhala officials or Security force chiefs all did according to his agenda. This caused a sense of anger and hatred in the minds of Tamils, who objected to the priest being given a state funeral leave alone having the event in a place other than a cemetery. When government wants to do things they will find an excuse, and the reason given that the land in which cremation is going to take place is archaeological area is a lame excuse. Courts was arm twisted by the security forces with a threat that if the event was not allowed to take place in the esplanade there will be riots against Tamils. Is this the way to do things when government is saying that they are promoting reconciliation. The fact that vast majority of people who attended it are from security forces and police, demonstrates that it was not welcomed by public. The reason for choosing an archaeological area may be that in a couple of years time, Sinhala archaeologists may excavate the area and parade the bones of the priest as that of a Arya Sinhala human being who lived in the area several thousand years ago prior to Tamil immigration and therefore the entire Jaffna peninsula belong to Sinhalese.

            You displayed an appallingly lack of logic here Sankara. You say that the priest’s funeral was a political funeral and therefore should not be allowed. Apart from the question as to who decides whether a funeral is political or not, is it not the right of anyone to have a funeral anywhere without being obstructed. What you are saying is ” we the Tamils decide who is given a public funeral in the North” Unfortunately for Sankara Tamils are not running the country yet, although Yahapalaya is bending over backwards to sell the rights of the Sinhalese for the votes of the North. The same principle should then apply to the whole country,the majority decides who can have a public funeral.
            Just imagine if the Tamils have a say in running the country,they will not only ban Sinhalese public funerals but will obstruct The holding of Sinhalese cultural events etc.The need of the hour is a strong Sinhalese leader who can stand up to the attempts to deny the rights of the Sinhala people in their own country.

              ‘………………..is it not the right of anyone to have a funeral any where without being obstructed’ a good question. This would mean that there is no necessity for cemeteries. You could burn and bury any where you like. I have seen burials and cremations taking place in the Rubber estates, Tea Estates and home gardens in the good old days in the villages. Even memorials being built. Accordingly all the parliamentarians should be buried/cremated in the parliament grounds so that they will be happy/comfortable ever after. The places where they loved ,lived and were bribed. Homage should be made every day before the commencement of each sittings by singing hymns. President, Prime Minister and the Speaker should be given special places inside the parliament building itself. Appropriate write ups should be made in their memorials. This procedure would mean they will never leave the Parliament once elected. Amen!

            This land belongs to no one even thought the Tamils make such a brooha about it, with claims to historical sites and territories all the while living luxuriously in different parts of the county amongst other nationalities. What makes them think that the country owes them a separate part of its land? Are they special in any manner? Or exceptional??

        No one cremated anybody on the Galle Face a Green. Some notables and not too notables are cremated in Independance Square whether deservedly or not. Tamils are cremated on open grounds everywhere.The better brand of Hindus are cremated on the banks of the Ganges.They will not allow that privilege to Tamils however.

    Army got immeasurable strength power political backing and undisputed control over Tamils and their land. They could do whatever they want, select a place as they think and archaeology Dept gives full support to them. Why should military ask or consult local people who is expected to have undisputed allegiance and obedience to them. Who cares Municipal Council and Provincial Council, all are under the thumb of provincial Governor backed by military. Did you hear how Governor’s wife behaved at a Hindu temple in Koonitheevu near Champoor recently? Remember, so long as the superior dominant mentality of the rulers that include armed forces remain alive and kicking, nothing will be solved in this island.

      Army goes on rampage when they are set up by Yahapalanaya and Chitanta government. Two years ago (February 4th) China prevented Lankawe’s Sinha flag raised in Colombo Port.

    Comedian Sumanthiran is fooling the Tamils in the North as he can solve everything with a Minister Post the same way Muslim ministers did for their community. But he never answered to these racists that Provincial Council TNA was asking is, for first and foremost, to protect the Tamils’ ancestral heritage and their religions.

    JEhan Perera. sinhala buddhists are discriminated and did you here how a bulldozer driver and the support flatten the ruins of the Samapura Vihara and when governor wife went to see it, Men were watching and their wives and children were heckling the governor’s wife. ManoGanashen the Tamil racist was criticizing the governor’s wife too. They have built a Kovil for a goddess on top of the bulldozes ruins of the buddhist temple. I heard that Bulldozer operator is in critical condition after an accident and also the supporter is in the hospital. I think, the Kallii goddess to whom they built the kovil in the wrong place, punished the operator ans helper.
    According to Jehan’s article, Yapanaya has become a part of Tamilnadu. Sinhla people can not use public ground the way they want. they have to get permission. 10% Tamils want to go over 75% buddhists. 7% christians want to go ahead of 69% buddhists. that is the democracy. I think the democracy is majority speaks first.

      Soft Jimy, people of Sampur and Senayoor are Tamilized descendants of Veddhas and are the rightful owners of the land. There is no doubt Veddhas worshipped Murugan and not Buddha. If archaeological surveys are to be done, it should be comprehensive and not selective to unearth what is in keeping with Sinhala propaganda about the past history. A good example is the recent excavation at Settikulam carried out by a group of Buddhist monks of their archaeology school, where they set out to excavate ancient Buddhist temples in the area, but stumbled into a 10,000 year old civilisation probably Dravidian, which has blown to pieces Sinhala propaganda that there was no civilisation prior to their migration.

    Reconciliation is a process that should involve people, civil societies, religious organisations not the military. Unfortunately you are trying to justify that the food festival organised by military as a good one. For Tamil people the military personal are occupiers (they unlawfully occupy their land, cultivate their land and market their products and the people don’t like these unlawful masters. As a Buddhist Monk he should have participated and contributed in the Tamil peoples well being helping them, solving their problems at least for the past 9 years and earned a large number of followers (not necessaraly converting the religion) around him. He should not be their to serve Sinhala military and Sinhala tourists only. Tamils are not against Buddhism or Buddhists. Wrong interpretation of reconciliation will do harm.

A military that constantly bombed and shelled hospitals, people, women, children and the old, cared for its victims. Excellent.         You should not confuse with humanity and military. Yes I appreciate anyone donate blood to anyone irrespective of race, color, religion etc. There are number of people donate blood all over this island. There is no difference between a military personal donating blood and a street sweeper giving a blood. Why do you have to empahasise only the military giving blood to Tamils? Is it because the military in Tamil areas are Sinhala only? It isn’t simply for propaganda? Why couldn’t the monks residing in Jaffna Vihare and other Sinhalese did not donate blood to Tamils? Reconciliation should come from them. not the military?

None of the elected body of the Northern Province gave him that title. They can dream from the South that they are the Chief monk for the Northern Province or for the whole England or whole North-America, then claim that he must be allowed cremation in the Hyde Park in London or the Central Park in New York. This kind of assumption and denying the people of the region their rights and saying in what they want is the oppression the Sinhalese want to impose on the Tamil people.

    When did it become acceptable for public grounds other than cemeteries to be used as cremation grounds? And why is there state patronage for the funeral of a monk ?

    SLA officers can participate in the funeral rites in their private capacity as Buddhists, and the concerned Vihara can find an appropriate cremation grounds in coordination with the government agent for the district, but the military officially should have no business with a monk’s funeral.

      Jehan Perera has some peace credentials. But the truth is, he has to live amongst the majority Sinhalese in the South.

      Jehan errs when he claims there is such a thing as Chief Monk of the Northern Province. I believe there is none.

      In the Hindu (Tamil) culture cremation grounds are kept far, far away from their Temples- that should be common knowledge to the army authorities. The army, and even perhaps the Governor, may have seen this as one more opportunity to show Tamils in the North they are a subject race and their rights are those only that the Sinhala Govt reluctantly gives them. If that is the case, the Tamil people have a democratic right to resist this mindset.

      At almost the same time, elsewhere at Koonitheevu in the Champoor area the wife of the EP Governor Bogollagama – a woman with a well known violent past – has angrily desecrated a Hindu place of worship in front of a large number of worshippers. What she tried to convey in asking the Tamils was ” don’t you know what we did to you (Tamil civilians) recently???

      I am afraid pleas from the more liberal in the Sinhala side the recent War was only between the LTTE and the armed forces is belied by this woman who screamed, more than once as reported, “thamuselata thava wedak dennang”

      Will the President rise up to the occasion to calm the feelings of the Tamil people? This can be done by getting Governor Bogollagama to publicly apologise to the people of Koonitheevu for this deliberate insult inflicted by his clearly insane wife. However, from what is known in Colombo circles based on past incidents Bogollagama is mortally afraid of his aggressive wife.

        When liberal Sinhalese claimed to have saved many Tamils from Sinhala/Buddhist thugs in the past I take it a pinch of salt. My question them is why couldn’t they stop minor incidents were being allowed to culminate into pogroms? The mainstream media is reluctant to report all such incidents in the south fearing they were being branded traitors.

            When Bogollogama was Foreign Minister the wife was involved in several incidents where her violent nature came to the fore. In one she continually threatened, and even used violence, against a young lady doctor and her male friend for some alleged involvement with Bogollagama. Then there was another incident where she is alleged to have either thrown or threatened to throw grenades on a neighbours’ house – over a minor dispute. These are incidents which the media widely at that time. These can hardly be considered defamatory. Take a look at the video in Sampoor where this woman is going berserk to the embarrassment of the Police in the scene.

            Don’t blame CT. It is one of the few spaces where views can be freely expressed – without fear or favour. Bogollogama, at any rate, is a failed politician hardly known for principals or consistency. He was rejected by the people of Colombo when he was a senior Minister. He is a poor choice as Governor/EP.

You people are South Indians and You do not know sinhala buddhists customs. Now as part of reconciliation we are taking what we lost. That is all. It is the cheif Sanga nayakes who appoint the provincial chieg monks and not the govt. It is like POPE appointing the Yapanaya bishop and you Tamils keep your mouths shut.

          What you call Sinhala-Buddhist culture flows from Tamil-Indian culture. Too bad you can’t deny Buddhism is from India. Until recently there were many rural Sinhalese who believed Buddha came from Kelaniya!!!! Your religion, language, culture, cuisine, farming practises and the lot came entirely from India. Today, your newborn – girls and boys – are given Indian first names. Take a look at the Cricket team.

          Tamil kingdom in the North, a Sinhala Kingdom in the South and later yet another in the Hills. Much of your Royalty prior to this time was either entirely or partially Tamil.

          In case you did not know, Christian religious heads in the Tamil NEP follow the ecclesiastical heirarchial system in Rome, England and South India. Nothing unusual there.

          What’s more – Tamils in the NEP will get their due rights, their precious land and ruling rights soon – peacefully; through the good offices of the international community that is convinced Sinhalese and Tamils cannot live together anymore. This can be either a totally separate entity or one in which two nations rule in one undivided land. It is up to the Buddhist priesthood and the armed forces. You know Parliament is helpless for some decades now.

    The aim of the government is in the order of 1. integration 2. Acculturation 3. assimilation of Tamils in the country. Military is its tool.

    By interfering in the lifestyle and day to day social educational cultural & religious activities of local Tamil people military is trying hard to achieve its plan of integration at present. In a few years time this will be transformed into acculturation by military’s widespread insurmountable dominance in each and every field of Tamils. Monks and Sinhala Buddhist intelligentsia will play an active part of this dominance. Finally the ultimate assimilation will occur without a murmur from Tamils. There would not be any question of Right to self determination, land ownership, equal rights etc thereafter.

    Remember the words of IMRA Iriyagolla ” disunity would not arise because we Sinhalese want to absorb you Tamils into our community.” Another M.P , Sahara Palansuriya put it bluntly ” We want to absorb you. Why do you resent that? Because there are 40 million people speaking the Tamil language across the park strait, you people give up the Tamil language. And get absorbed, get assimilated”

    Govt is very clever in achieving its aim. Don’t underestimate TNA. They too are clever in clinging on to the govt for personal gains.

    A Chithambara Puram woman was attacked with axe by a drug dealer because she complained to Police about this drug dealer giving free samples to school kids. The entire village is complaining that as soon as they tell somethings to Police, it is giving the copy of the complaint to the dealer, who then attacking, killing threatening the villagers. This is not the only Tamil area police station doing this dirty game. As Jehan PhD’s job is whitewashing the Wholesale Drug Dealing Defense Department, he will not write about this notorious Sinhala Police stations and their destruction for peace and reconciliation. But the Chithambara Pura Tamils are exasperating that they don’t want the bogus reconciliation of Ranil and New King, but they want the police station go out of there.
