Patriotism, Populist Social Democracy & Lankan Political Perspectives – Rejoinder To Mark Salter

Mark Salter attempts to rehabilitate a narrative, a perspective and an ideology that have not merely been disproved by history but also conclusively rejected by the electorate. It is not merely the regime but the main opposition and therefore the overwhelming majority of citizens whose attitude is “been there, done that, got the t-shirt, and won’t go back there again” (as Blair once said, in his pre-poodle days). 

Salter’s dogmatic myopia is completely unhelpful in finding the reasons for the electoral landslide for the ultranationalist Alt-Right in Sri Lanka or anywhere in the world, as well as for finding an alternative strategy for progressive democrats.

While a negotiated settlement with armed insurgents is a desirable option, it cannot be so in situations in which those insurgents have repeatedly turned their backs on negotiations, and murdered the negotiators including their own. Such movements leave only a military option open, and this should have been obvious to successive Sri Lankan administrations, especially that of Chandrika Kumaratunga after the assassination attempt on her. 

It certainly should have been obvious to Norway after the murder of Neelan Tiruchelvam.

As for the Norwegian facilitation attempt, it was doomed because of bad design. John Hume said at a media conference in Colombo – as well as at a smaller closed-door discussion at which I was present—that “it may as well be shut down”.

Mahinda Rajapaksa and Gotabaya Rajapaksa are continuing to reap the well-earned political capital of having recognized the nature of the Tigers and resolutely defeating them. Mahinda’s political will was clearly signaled in his speech at the funeral of Lakshman Kadirgamar who was assassinated by the Tigers. 

By contrast, their main opponent until recently, Ranil Wickremesinghe had actually called off an LRRP hit on Prabhakaran in December 2001, against the pleas of the Army commander (all this is revealed in a book by a former lecturer at Sandhurst, Prof Paul Moorcraft)—thereby prolonging the country’s agony by almost a decade. 

As for the PTOMS, the Supreme Court froze it in its tracks on the valid grounds that it was to be headquartered in Kilinochchi, which was off limits for the Sri Lankan state.

It is an absolute waste of time to debate anyone who does not recognize that the issue of the war, the defeat of the Tigers, nationalism and patriotism have played a central part in the de-legitimation of the liberal as well as the neoliberal democrats and provided an enormous advantage to the Sinhala nationalists. 

This is because the (neo)liberal-democrats have, by abdicating the struggle against separatist-terrorism and for national defense, security, sovereignty, territorial integrity, have left the field clear for the majoritarian nationalist camp.  

Sajith Premadasa and the SJB, with Sarath Fonseka in its ranks, will not make the same mistake. It knows, as do any realist democrats anywhere in the world, that the issues of national security and patriotism are used by the neoconservatives to beat up on the democrats, and will not vacate that terrain leaving it to be monopolized by the Far Right.

This does not mean pandering to Sinhala chauvinism. Indeed the failure to stand up resolutely for national sovereignty, independence, territorial integrity and national security is by far the best way to empower majoritarian chauvinism, while the best and indeed the only way to defend pluralism and a degree of autonomy for the national minorities/minority nationalities, is precisely to be rock solid on the spectrum of issues I have just listed.

That is illustrated by the stand of Sajith Premadasa in support for the 13th amendment—neither Plus nor minus—while taking a strong patriotic stand against terrorism. Contrary to Salter, this is a real sign of moderation. Neither the JVP nor FLSP have defended the 13th amendment which is now under threat.

Let us move onto issues of theory. Again, it is a waste of time to debate someone on the issue of Populism, if they are ignorant of the writings of Ernesto Laclau and Chantal Mouffe (with Stuart Hall a distinguished precursor), in critical support of it as an alternative to both neoliberalism and Far Right ultra-nationalism. Mouffe has clearly advocated Left Populism as the most appropriate project for the progressive movement today. 

I am not saying in the least that Sajith or the SJB is left populist, but I am making the point that populism cannot be dismissed and is a vital resource, if reworked, against ultra-nationalism and neoliberalism. In Sri Lanka today, where there is no left populist alternative (the JVP crashed and burned, and in any case, is no longer radical-populist), the Realist strategy would be for left elements to form a bloc with the centrist-progressive populist SJB, and push it leftwards. 

For a more theoretical perspective may I recommend a book that came out earlier this year entitled ‘On Public Imagination’ and subtitled ‘A Political and Ethical Imperative’. It is edited by Victor Faessel, Richard Falk and Michael Curtin. It is a Routledge, Taylor and Francis Group publication out of New York and London. Saskia Sassen, Professor of Sociology at Columbia and visiting Prof at the LSE says of the volume: “this is a much-needed angle into the larger debate about the decay of liberal democracy”.

Richard Falk (Professor Emeritus of International Law at Princeton University) and Victor Faessel (managing editor of The Oxford Handbook of Global Studies) lets us straight into the problem that is sought to be tackled. “Public Imagination: The Challenge of 21st Century Populist and Authoritarian Politics”. I was privileged to be invited to contribute and my contribution, which speaks to the issues Salter raises, is summarized by the publisher as follows: 

“Jayatilleka calls for the construction of a new public imagination from Antonio Gramsci’s thinking. As with every serious revolutionary from Mao and Ho Chi Minh to Fidel Castro and Amilcar Cabral, Gramsci combined class, mass, and nation into a “majoritarian” bloc. The left learned from what he wrote on hegemony and culture but missed important themes of the nation, nation building, and state building. On the left, there is an absence of global public imagination, leaving competing blocs of opinion containing legitimate and justifiable elements. All round the compass, nationalist populism, even when it doesn’t enjoy an arithmetical majority, seems to embody the Rousseauvian general will. A neo-progressive project needs to grapple with the crisis of neoliberalism, learning from the Latin American left to reject hegemonic liberal-“humanitarian” interventionism. It must acknowledge that whenever violence is wittingly used against the innocent, against unarmed civilians, be it by states or movements, it is terrorism and is therefore wrong and must be opposed. It must eschew rightwing nationalism and refuse to concede the nation and patriotism to the right. Thus, it is time for neo-progressives to occupy the moral high ground, while always grasping the order and realities of politics and power.” 

Unlike certain other ex-Foreign Ministers I can think of, Celso Amorim, Brazil’s former Foreign Minister and Defense Minister under President Lula, counterposes the conceptual-cum-value cluster of “national sovereignty”, “human rights”, “democratic governance” and above all “solidarity”, against the “conservative nationalist ideologies of the kind represented by Donald Trump or Marine Le Pen, listing ‘national sovereignty” as first among the ingredients of a new public imagination. His list of attributes is something I concur with entirely and advocate for the Sri Lankan democratic movement, the main axis of which is indubitably the SJB. 

To conclude, a word on the issue of social democracy.  In their Introduction, the Editors identify their intention to rectify the present lack of “any sense of a feasible alternative that extends the social democratic ethos…into the future”—thereby clearly indicating that “a feasible alternative” to both neoliberals and nativism would involve precisely “extending the social democratic ethos”.

PS. “Lipstick on a pig” is a colloquialism which even Presidential candidate Barack Obama once used in a debate.

Demalu who are unable to find any archeological evidences to support their bogus claim ‘Traditional Homeland’ destroy archeological sites in North and East and in few places have built Kovils on top of ancient Buddhist temples. Ven. Ellawala Medhananda has documented most of the Sinhala Buddhist heritage sites in his book ‘The Sinhala Buddhist heritage in the east and north of Sri Lanka’ and mentions the damage done by Tamils and Muslims to these places.

    DJ, are you guys are for real. The rest of the world is waking up to the comedy which just took place in Lanka in the name of election and you are in a frenzy writing response and rejoinder to Salter, discussing in depth about right, left center policies and people yet wonder how we came to this pass. DJ, Lanka is soon going to enter the record books for all the wrong reasons which you tend to intellectualize here as Pundit. The Guinness official are in the process of verifying the facts because it is is a record (new low), where the whole family there relatives have been elected by more than 60% Lankans not just as members but ministers , into governing cabinet. The comedy does not stop there , people who worked for them Lawyer,accountant, henchmen were nominated and few as ministers too. I hear Rajapaksas personal drivers, maids, gardener ,milk/bread delivery guys are so sure of getting a position (govt appointed jobs) they already are making their moves.. You then come here and use such words as Intelligentsia, right,left center to explain what just happened.Funny that you have plenty faithful followers here in CT to keep your intellectually stimulating discussion going. Yet we wonder how we came to this pass????

    I was curious to know international reaction, so I went about reading news from Asian (except China),Middle Eastern, Pacific, Western some Latin American ( Mexico Puerto rico, DR) and others who mentioned the Rajapaksas comeback in a land slide and had few words at the end about their not so colourful past history (crime and corruption). I hear the social media is also busy with jokes, memes and comments. Trump after hearing this news is apparently ruing if Rajapaksas could why he , the ultimate leader , is unable to nominate is whole family into governing cabinet (now they are just advisers in WH). DJ, it is indeed a world record. Lanka has the nag to get into record books for all the wrong reasons, civil war, insurrections, zero casualty and now this. And you present this as some left/right center policy using such terms as intelligentsia. Keep it up buddy, our learned public needs such explanations (denials), so that they do not look fools ???

    Once upon a time our learned public was making fun of countries like India, Pakistan, Bangladesh and others for nepotism and leaders with history of crime and corruption getting re elected (they still do without realizing they have created a world record ,on that). Apparently Pillayan who is currently in prison was nominated as Minister but just couldnt make it..All those with colourful past histories has been reappointed with out a miss. The ones who didnt, are promised through back doors. There is still Chief Minister, Diplomat, srilankan airlines , banks, SLT jobs to be offered and then plenty vacancies created by the ones who just got rewarded. (what ever it was). This time around the family took care of immediate family members including nephews, nieces, cousins —etc. The only people who are not so happy is the voting public because they were expecting to see much more of Rajapaksas family members and name sake Wijedasa who thought a state minister is a glorified minion in Lanka and rejected it.

    We brushed off Thero’s frivolous, narcissistic theories of self-defined, hollow right, left, center, center- center, right center, up, down, back, front…. as it sounds like sexual position from some part of Kama Sutra. Same readers may have noticed that Mark was trying to tell Thero De Silva that the answer for question of saving Lankawe is in the hand of Sinhala Intellectuals politicians. Mark’s proposal to Thero like ultra-racist, Sinhala Buddhist politicians reveals that Mark is not anywhere near to understand or accept why the Tamil, Sinhala, Muslim political leaders argued against Universal Franchise in 1920-1930. Thero misdirected Old King at Geneva in May, 2009 which caused Old King selling parts of Wildlife Sanctuary to China and ran out of Temple Tree House. Ranil used his Neo- Liberal Democratic art & gizmos to wash Old King, polish him and re-thronging him. Our suggestion to saving Lankawe is, as after 90 years UF, going back on that is impossible, so hiring a manager from UK, US, Germany or Japan like successful democracies to run the country.

    Mark sounds like suggesting ways to bring back the Glory of the Island Ceylon. There is no stressing is needed that Thero is out there to redeem Wildlife Sanctuary from the non-existing TGTE, ISIS and making it Republic of Cuban Communism, by the ways Castro – Che Guevara (JVP). So Thero and Mark didn’t meet on the word “Saving Lankawe”. Mark meant re-inventing strayed “British Ceylon” from China’s wallet. Readers may readily understand that may be the answer for “Saving the SinhaLE” from Sinhala Intellectual selling Lankawe to China. China wants to lock Lankawe in its safe, without any effort, in the same legacy of Portuguese occupied Kotte and British captured Kandy. Thero is looking for to create other groups similar to LTTE or ISIS and spending another $418B. Thero wants to play himslef Ehelepola’s famous character.
    The history of “freed Ceylon” is only the tale of “the donkey became an ant by its continuous toil” (a Tamil saying) by losing $418B on creating and fighting the war against Tamil. That fate is the gift for Sinhala Intellectuals, when there was never a Sinhala king, but only Tamils kings ruled after Vijaya died without heirs, but Sinhala Intellectuals used the Kandyan accord to plug out Tamils’ Land by Britain and hand it over to them as “freedom to Ceylon”.

Even the Sinhala Buddhist Modayas suspected for moment that Old King was trying to steal their democracy, colluding with the most hated person in Lankawe that time, New King. Sinhala Mahajan took to street. The man ran out of TTC four years ago, now feared to a popular uprising against him and he end on the UN Electric chair, resigned cunningly before the court verdict.

    They kept organizing in TN, India, the bombing plan to create an image that TN is constantly plotting against Sinhalese. After Tamil Churches demolished, in their classic style of destroying the witnesses & evidences, they had the house where the women & left out members were hiding in Sainthamaruthu bombed by rapist army. The bombs used were from Welisara Navy Camp. Rapist Army took away the Tamil girl –Pulasthini-Sara, when it was setting up a house for them to hiding. When Rapist army started to bomb, Rebels’ relatives protected Fatima, their leader’s wife & child, before their demise to Rapist Army’s bombing of the house. Now the Mother is in lock & key to protect secrets. But India has much more on this and Fatima and child survived unexpectedly, which is more than enough to re-destroy Royals’ fame which was completely wiped out in 2015 and faced almost same effect in 2018 coup. Thero who advocates “give loose promise on Tamil problems so need not to be implemented” is now twisting the Coup and Church bombing to substantiate his “Napoleonistic Social Democracy” theory.

    Gota has unraveled 13 amendment and federalism in more than one way. Fantastic and the way to go. I never like Rajapaksas but this is logical.

    He has undercut provincial councils by taking over all district secretariats under him. Now PCs will be without any grassroots level implementing ability. The president will be directing them.

    He has appointed anti-federal Sarath Weerasekera as minister of provincial councils, etc.

    Provincial councils, devolution and federalism are totally unsuitable to SL. There are only 2 feasible options. Either keep the island as one unitary nation or divide the island into mono ethnic nations – Sinhala only nation, Tamil Elam and if Muslims want it a separate nation for Muslims. Hybrids don’t work.

      There are no options on this issue. Sri Lanka will be a ‘UNITARY STATE’.
      All Tamil separatist politicians are violating the 6th Amendment to the Constitution passed on 8th August 1983 which says:
      (1) No person shall, directly or indirectly, in or outside Sri Lanka, support, espouse, promote, finance, encourage or advocate the establishment of a separate State within the territory of Sri Lanka.
      (2) No political party or other association or organization shall have as one of its aims or objects the establishment of a separate State within the territory of Sri Lanka
      The punishments for these offences are removal of civic- rights, forfeiture of movable and immovable property.
      The Government should invoke the 6th Amendment to the Constitution and take action against all Tamil politicians who promoted the idea of creating a separate State within Sri Lanka.

        That hasn’t helped SL. No one considers the 6th amendment seriously.

        As long as SL remains one nation Sinhala racists will arouse Sinhala racism and win elections and Tamil racists will arouse Tamil racism and win elections. People and the nation will remain essentially divided and poor.

        The main election slogan is racism, not development, democracy or anything else.

        Did you notice that SL never had a leader who could win both the north and the rest? (In 1994 CBK did win but the voters turnout was very low in the north.) No earthly reason why SL should remain one nation.

        Divide it to have peace and progress. United we fall, divided we stand is the apt proverb for SL.

      Your first option will definitely lead to your second conclusion.
      Neither Gota nor the people have any option but to taw certain lines which will be gently reminded by outside sources.

      Don’t forget unity in diversity as practiced by the people before the advent of the public racist Anagarika Homeless Dharmapala.

        Not so. That is false history. The two ethnic groups never lived in peace in SL. The short periods of European rule forced them to for a short time but once they left it’s back to how things were.

        Only solution is Sinhala only nation, Tamil Elam and if Muslims want it, a separate nation for Muslims. End racism, discrimination, riots, war for good!
