Politics & Economics Of Salary Increase

The rejected presidential candidate Ranil Wickremesinghe has come out of the woods and demanding the new president and his interim cabinet to increase the salaries of about 1.2 million public servants out of a total 8 million wage earners. According to RW, that increase was approved by the government under his presidency. It has now come to public knowledge that although the former government approved the increase the necessary financial allocation was not provided. Besides, if 1.2 million were to be given an increase what would happen to the income of the balance 6.5 million workers in the private sector? In short, the issue of pay increase to public servants was a calculated political stunt engineered by RW to win his presidential contest. Now, as polling date is approaching for a General Election, he is bringing that issue back to campaign platform to secure at least a majority of the postal votes. Anura Kumara Dissanayake and NPP need not swallow RW’s bait but consider the issue as part of an overall strategy to revitalize the economy and explain that strategy and benefits accruing from it in a language which ordinary voters could understand. However, the next budget can do what is feasible and affordable under the current financial situation.

Apart from the economic argument that any salary increase should be related to productivity, what really matters is not the amount of money income that one earns but the purchasing power of that income or real income. When prices of goods and services keep on increasing with short intervals fixed income earners would be the first to feel the pinch. In a free-market economy if the price of rice for example increases frequently it would be either because of increase in demand or fall in supply or both. Studies reveal that in Sri Lanka it is more the fall in supply than the rise in demand that has caused rice price to increase. The reasons for this could be natural factors such as droughts, floods and so on or improper techniques of cultivation, or artificial rigidities caused by millers, hoarders and black marketeers. Therefore, the solution to the unaffordability of rice cannot be solved simply by increasing the money income of consumers. It requires a total overhaul of the agricultural sector including marketing so that the supply of rice could be increased, which would bring down the price and keep the purchasing power of money income steady. Therefore, the issue of salary or wage increase not only for public servants but even for other workers should be approached more from the point of view of economic productivity and as part of a larger economic strategy to maintain a steady real income rather than as a catching up money income exercise which is inflationary. That had been the history wages and salaries in this country. The defeated parties, their leaders and campaigners would naturally continue picking on promises made by AKD before he was elected as president and his failure to honour those promises since then. But those promises were made as part of an undertaking to change the existing system which covers even the economy. NPP should make this point clear to the voter.  Incidentally, many trade unionists and working-class activists fight for a minimum wage, but ironically no one talks about a maximum wage. Why not a maximum limit for executive officers and politicians?

The country needs an economy restructured on the edifice of open competition and free markets but sufficiently resistant to the irrational swings of a failing oligarchic world order.  IMF economists and advisors are aware of this danger as the latest IMF World Economic Outlook report highlighted. In a world where economies are hijacked by financiers and banks, where markets are hijacked by mega-oligopolies, where political institutions are hijacked by billionaires, and all this in the midst of an impending climate catastrophe as predicted by leading scientists what safeguards do small countries like Sri Lanka have in keeping their doors wide open to the free entry of foreign capital, pressure from foreign governments and their influence peddling institutions? Small economies need protection from the tyranny of financial capitalism overseen by institutions like IMF. That should be the primary concern of every responsible political leader trying to govern his/her country. The aragalaya generation no doubt would understand this agonizing issue as their international counterparts do. NPP, which represents this generation must not be distracted by criticisms from a nitpicking opposition but concentrate on restructuring the economy to make it more productive and resilient to the vagaries of an inequitable international economic system. The yawning gap between the rich and poor both globally as well as nationally compels system change.

On the issue of salary increase for public servants the new system must introduce a mechanism to measure the productivity of this unaffordable civil army. A digitalized economy could produce such a mechanism and AKD is on the right track in appointing a top industrial expert as advisor on digitalization. However, between digitalization and productivity there is also the need to create opportunities for employment to a growing young and educated population. The public sector should not and cannot be the automatic asylum for job seekers. That unfortunately had been the tragic history behind the growth of public sector employment in this country, which allowed politicians to sell jobs at a price. NPP’s policy towards creating a public sector based on meritocracy and efficiency while promoting the growth of a vibrant private sector should get rid of this scandalous development.

In conclusion, the long-term solution to the clamour for higher salaries and wages lies in shifting the aggregate supply curve to the right by developing an innovative economy shared by a productive and efficient public sector with an equally productive and competitive private sector. The new regime is not an enemy of private enterprise or free market as critics try to portray. But it demands that enterprise and market to be willing partners of a national struggle to achieve economic prosperity without sacrificing equity.  Sri Lanka is in for a path breaking experiment with a new generation of political leaders. Will the voters give a clear mandate for this regime?

    Ranil Wickremasinghe should explain why couldn’t increase the pay by 40% to the 1.2M public servant before the Presidential election. If he had the money to pay in January 25, he need not ask now the current government. In Propaganda, he said, if he lost, the Country will go back to July 22. Why did he say then if he had the enough money to pay the public servants? The fact is now the real enemies of the Country are Ranil, Rajapaksa and UNP – SLPP.
    The Government have a responsibility to protect people, not to protect Power Greedy Corrupted Criminals.

    Do they pay the correct prices for the paddy purchased from the poor farmers?
    AKD should tackle the
    “ artificial rigidities caused by millers, hoarders and black marketeers.”.
    GoSL should facilitate on how the farmers are able to send their produce to the market without incurring wastages of their produce.
    The farmers should be able to freeze dry and package their products.
    Government servants’ work efficiency needs to be improved prior to wage negotiations. The amount of public holidays and leave entitlements needs to be revisited. They should not get unauthorised time off from the work.
    Should they be still working half a day on Saturdays. Should we still continue with holidays on POYA days????

    RW thought that he could hoodwink the government servants to vote for him by announcing pay increases.
    It failed. I do hope that both RW & SP do not get much representation in the new parliament

      Naman,
      Pay hikes were supposed to make long ago. However due to lack of funds in prevous govt, it was not possible. So, Naman, it is wrong to interpret that RW wanted to hoodwink public servants. Current govt take all the advantages of prevous govt, even if their pre-election rhetorics were like ” making wonders” regarding many crucial and critical issues.

    1) The RM led government did not borrow that much, but they also borrowed, then the JVP dogs entertained it.

    So far, none of the important promises given by the NPP during the presidential election has been taken up by the NPP. Even Gunaratnam advised them to keep, though needed, the fancy, high profile murder cases investigation for later (2029 election), but to start with people’s daily life’s matters first. It is understood that the NPP still has no government. The NPP may not have the money Evil promised to government workers. Evil promised that amount only after seeing well that he cannot come even as third in the election but had to quit the Kaadaies’ party UNP and create a new one with a Toilet Commode symbol. But why is the NPP not talking about egg price or cooking gas price but giving a new promise for the parliamentary election that the car import duty will be eliminated, so everyone can import a car like what the Evil owns?

    Is the NPP is for fulfilling the worker class’s needs or Evil like the politicians’ ambitions? Does the bastard who is talking about the car import duty understand anything about the country’s loan amount, proletarians’ lifestyle, local industries’ health, or JVP’s fundamental principle based on Marxism? Does he know the world largest car company Volkswagen is closing facilities and laying off workers? Apparently, many of NPP’s stalwarts have no idea about the calamity going on in the global production and distribution arrangement, which is needed to build a strong economy in Langkang. Is that another JVP’s talk of “Sinhala Buddhist Lanka Miracle in 2048”? Does the NPP already in disarray, or is it a lone wolf howling for rice from the Moon and Asian Miracle? Does this fool know that even many western businessmen do not grave for the cars the Langkang politicians own. Did Bill’s or Elon’s kids have a wedding like the South Asian chaffs’ Ambani’s’ wedding? Who is asking for Evil’s like car in that clownish country that has been bankrupt for the last three years and in anarchy, without a government for the time Britain left (Last 76 years)?

    I do hope that once the new government is formed the Central Bank money is spent carefully and not wasted. The Foreign embassies and high commission’s expenses made so far should be inquired.

    It is ironic that the symbol of the political party that was created by RW has the gas cylinder as its’ symbol. Hopefully, Sri Lankans have not forgotten the death and injury caused to innocent housewives by exploding gas cylinders not so long ago.

    Access to affordable electricity is vital for internet in transforming the
    country to digitalisation . Our country is ready with full electrification
    since 2016 . AKD today gets on platform after platform bragging about
    making the country fully digitalised within a short period of time . But
    he doesn’t know that this 100% electrification of the whole country is the
    achievement under 76 year so- called ” cursed ” rulers of Walawwa Boys !
    It is high time at least to stop mud slinging for votes . Let us be honest .
    Nothing is going to start from scratch . Plenty has been left behind for
    anyone carry on . Not fair to be dishonest .

        We have a new younger generation that is soaked in Materialistic
        gains at any cost and never mind poor or rich .The trend went viral
        with more and more one time luxuries like watches and beauty
        products found its way into all corners but once limited only to
        Colombo .The notable trouble here is they wanted these from anyone’s
        pocket . More wants , less resources and mothers end up in the Mideast .
        Now more than two third of our population depends on other people’s
        earnings . Do these people have a quality of life ? These are the kind of
        people JVP / NPP took advantage of . Ungrateful people are ruining the
        country . I don’t say we had angels running the country .We had bad
        rulers using the same tactics used by the JVP/NPP , ruining the country
        in the name of running it . We saw the results . Who elected them ? The
        same lot , dying for quick fix . Ranil is right in his claim that JVP/NPP
        has no experience . That is true but I don’t accept his sneaky way of
        entering into Authority . Face the people and no tricks .

        Just about 44 yrs back people everywhere in the country had to wait at least
        30-45 minutes for a bus . In some cases in the villages , about one hour .
        Is that the case today ? Who made it possible ? How many hospitals and
        pharmacies today ? Tuk Tuks alone is about a million . Today’s younger
        generation , this may not be a big thing but for those who waited one hour for
        a bus , this should be a miracle . So , 76 yrs curse coming from the JVP/ NPP
        must be taken with a pinch of salt . There are criminals in parliament . Yes ,
        punish them and don’t forget , every family has thieves and bad apples .

      Don’t get me wrong, every time I listen to AKD I feel like that Tambugal Doctor is back on stage. Tambugala was a mason before moving to America.
      For reasons still hidden, he has amassed an enormous fortune whose whereabouts are unclear. AKD govt is not yet investigating him. He pleases the cheap artists with his wealth, the Lankan auditors continue their usual course of action (indifference).
