Politics Of Easter Investigation In A Wriggling Economy

Damning revelations relayed through the British TV channel 4 by TMVP’s former ally Asad Moulana referring to hidden hands masterminding the macabre killing spree on the day of 2019 Easter, which was carried out by a Muslim fanatical outfit, National Tawheed Jamaat (NTJ), and accusations and counter accusations levelled against the veracity of those revelations by local political leaders and international groups had prompted President Ranil Wickremesinghe (RW) to take some action. It was the Catholic Archbishop Malcolm Ranjith who being dissatisfied with two sets of official findings, one by the CID Investigation Division and another by the Presidential Commission of Inquiry (PCoL) called for an independent investigation with international involvement. After the new revelations he has also found support from a couple of opposition party leaders. There is also pressure from international groups. RW, a veteran and shrewd politician with an eye on his presidential election campaign had appointed a threesome committee headed by S. I. Imam, a retired Muslim judge of the Supreme Court. 

How narrow or broad are the terms of reference for this committee are not known. Yet, given the time limit to support its report by 31st October not much could be expected from this committee. Still, it is pointless to investigate only those matters relating to the allegations levelled by Moulana without revisiting the entire episode. The previous two investigations carried out under two different regimes had left several questions unanswered, but conveniently placed the sole responsibility for the horror on NTJ. As a result, hundreds of individuals had been incarcerated purely on suspicion and they have not yet been produced before a magistrate.  Even Rohan Gunaratna, author of Sri Lanka’s Easter Sunday Massacre (Penguin Books, 2023) and who claims to be an expert on Islamic terrorism, starts and ends his analysis on the assumption that it was entirely NTJ’s masterpiece.  Internationally, there is a preconceived notion accepted uncritically by the anti-Muslim lobby that global terrorism equals Islamism and Muslims. US has successfully created this political miasma after 2001 without providing any legal definition of the term terrorism. The fact that ISIS itself is a creation of US is conveniently ignored by anti-Muslim propagandists. Gunaratna’s story is no exception to this vicious distortion            

However, even without Moulana’s revelations, anyone who could dispassionately study the upbringing, academic training and intellectual limitations of the leader of NTJ, Muhammad Zahran Muhammad Hashim or Zahran Hashim alias Abu Ubaida, would realize that he was totally incapable of masterminding and executing such an intricate, coordinated and technically complex multipronged attack on three different locations.  He was not a brilliant but a mediocre and rebellious student at the madrasas he studied and from which he was thrown out.  If one could have taken the trouble of interviewing his teachers at the madrasas in Kattankudy and Kurunegala, one would have easily grasped this elementary fact. Just because he was fluent in Arabic did not make him a scholar in Islamic studies. In short, he was trying to be an autodidact, became an emotional super brat ending finally as a backyard preacher. But he was gifted with a crowd pulling oratorical skill in Tamil. True, he was influenced by the radical ideas of ISIS and even received funds from foreign sources But it is unbelievable that in the post-2009 security environment where the country had the combined might of highly trained and experienced teams of army, navy, air force and police forces, all of them equipped with state-of-the art security paraphernalia, that NTJ was able to carry on with its clandestine manoeuvres for years completely undetected. Also, why were batches of information relating to NTJ activities in Zahran’s native Kattankudy were left unheeded by officials, and why was intelligence from India ignored? These are crucial questions that previous inquiries left unanswered. It is that gap in previous inquiries which justifies the demand for another independent inquiry with international participation. The Foreign Ministry has described the latest allegations as “unfounded, malevolent and poorly substantiated”. How far would RW’s present committee go to uncover the truth depends on the subtle pressures brought upon the committee by RW and his relevant ministry. There is no doubt that there is politics behind RW’s response. No wonder the Catholic church continues to show its disgust at the latest narrow investigation.    

While this being so, the IMF guided economy is about to complete one year of reparation with mixed results. The monetary sector has achieved a degree of stability, rupee is floating softly, foreign remittances are increasing, tourism has picked up and inflation has fallen to single digit. Also, domestic debt optimization (DDO) has been completed with EPF, ETF and other retirement funds bearing the cost of DDO disproportionately amidst trade unions disgruntlement. Yet, according to Verite Research, of the 100 tractable commitments undertaken by the government only 35% had been met by July, and IMF delegates are already in Colombo to investigate the progress made so far before recommending the release of the second tranche. Considering the personal commitment of RW to go all the way with IMF, his pro-neoliberal philosophic stance, and repositioning of Sri Lanka’s foreign policy to satisfy IMF shareholders, there is a high probability that the delegates would recommend the release. But life under the second tranche is not going to be better than under the first to the majority of ordinary citizens. The 2023-4 budget would be a more challenging one than its immediate predecessor, partly because the earlier one has failed to reach its revenue target and therefore has to compensate that failure either with more rigorous tax collection or new taxes, and partly because of an expected slowdown in Sri Lanka’s trading partner economies. Although remittances and tourist income had helped to achieve a modicum of surplus in balance of payments, the all-important balanced of trade is in serious deficit. Unless the country grows more and exports more there is no way that trade surplus could be achieved.  But export cannot grow without increasing imports. International trade is a two-way traffic and sooner or later controls on imports have to be relaxed. When that happens imported inflation and exchange rate pressures would affect domestic price level and with increasing taxes and levies, life for the vast majority is going to be extremely testing to say the least. On top of all this is the unfinished issue of foreign debt restructuring. What effect would negotiations have on the economy is yet to be seen. All in all, the wriggling economy doesn’t promise a strong platform for RW to stage his campaign for the presidential election, which is expected to be announced any time text year.  

Given that context, findings by this new committee headed by a Muslim could either destroy the popularity and image of one or two of RW’s potential presidential opponents, or, reinforce the status quo and put the blame directly on NTJ but indirectly on the Muslim community. To RW the Muslim vote bank is crucial. 

“Eating biriyani and voting UNP” is a cynical aphorism attributed to the politics of Muslims.  Being historically a business community and trade being the most representative profession in Islam Muslim leaders approach politics from a profit and loss calculation. That behaviour has not changed even after creating their own political parties, SLMC and ACMC. RW knows this well and doesn’t therefore want to topple the apple cart of Muslim votes by permitting an international investigation which could reopen old wounds inflicted upon that community after the infamy.  It is surprising that none of the Musim leaders including those of ACJU, the so-called apex religious body, had joined the Catholic Cardinal’s call for international involvement in the investigation. Yet, NTJ’s role in executing the Easter horror should be told in full. The political fallout from this new investigation would determine the fate of RW at the next election.

    It is not a secret that several Muslim youth groups worked for Sri Lanka Sinhala Military which was fundamentality against to Tamils in the name of home guards. Similarly, most Muslim political institutions also worked with Sinhalese governments indirectly against Tamils. Similarly, a number of Tamil militant groups also worked with Sinhalese military against LTTE and Tamils. Most of us know, Karuna, Pilliyan and Douglas were involved in number of abductions and murders of journalists, human rights activists, businessmen for Sinhala military and for their purpose. So, it is not sufficient to limit the NTJ’s role in Easter Bombing but the roles played by different governments and leaders along with all militant groups contributed to various crimes should be brought to the public.

      Appointing a committee with a retired judge as the head is the worst thing Ranil can do to Investigate Channel 4. Almost every other committee appointed by the government is headed by A judge- retired or in service, to create confidence in the people’s minds. Judges so appointed consider themselves to be infallible when they come out with their opinion. They are more concerned about judicial procedures, the law of evidence, and other judicial systems rather than getting into it to find facts. Thus the matter is never resolved as in the court cases.

        It will be prudent to appoint a fact-finding mission comprising administrative service personnel, lecturers, and professors ( Not G.L Peiris)who will report on the incidents. Subsequently, their findings may be submitted to special courts for assessment, wherever necessary.

    I telephoned the Pelawatte Head Office belonging to the JVP (now used by the entire NPP) and obtained Lal Kantha’s WhatsApp number. Having done so, I asked the person in the office, which I have visited once, and called many times, what he personally thought of Gnanasara. He hesitated. I said that I would get the canard nailed down by LK himself, I only wanted to know the listener’s view. He said that Gnanasara is a piece of shit. I sent the good news to Ameer.

    If the easert attack presently at the prison is authentic what about leaders who trained them that mentioned international C4 is not authentic, Coming forward from international news is greater proof than a done local and witness international claim, even when they internally accept burying a corvid body is safe why our country did not listen to them. This case is also the same. And when you have a good proof, it’s because it’s proven.

    I was unaware of the active participation of the FBI, Interpol & the Aussie police in the Easter bombings. I always thought the official investigation was somewhat whitewashed but international expertise in the investigation & the conclusion of a SL expert on Islamic terror groups, does give credibility. However, the question is how involved were the international investigators, & as for expert opinion, it has been proved that statements of ‘expert witnesses’ in court cases, were just opinions of, possibly, overbearing academics, based on which judgements had been given, later to be revealed as grave miscarriage of justice (ie. innocent have been wrongly convicted on expert witness statements). Therefore, opinion of Mr Gunaratna cannot be accepted as conclusive.

    Now that C4 has presented facts based on a whistle blower, & the govt. has rightly promised a further investigation but though headed by a Muslim judge, which gives some credence, an impartial enquiry would be convincing only if those FBI, Interpol & Aussie investigators are also included. However, the Min. of Defence, Foreign Ministry & other influential serving politicians have issued statements rebutting the allegations & discrediting C4. All this points out to another whitewashed investigation by the govt. to save face but would it actually convince the world?

      The govt. should stand firm & not allow others to make ‘official’ statements. There should only be one official statement, & as it is, it is joke when the Defence & Foreign Ministries contradict the Govt. The allegations of such a heinous crime at the expense of innocent citizens is shocking & the more attempts to wash it down, the more credible the allegations appear to be. Conspiracy theories claim rogue Govts. are capable of such crimes & that it happens secretly but an investigative documentary by a reputed news agency (discredited only in SL) does raise eyebrows. Would it be food for thought for any aid donors, potential foreign investors & even tourists, in understanding SL politics? Would they be willing to do business in a country which resort to dirty tricks?
      If RW wants to prove he is above cheap politics & a true statesman, he should ensure an impartial investigation with foreign experts & close the lid once & for all on all such doubts. Citizens of SL need to know the truth, how painful or embarrassing it may be, & I am sure the majority will want justice served & if C4 were misreporting, there would be substantial damages & would be discredited internationally, as well.

        Raj-UK: We were quite aware that the FBI, UK, Interpol, and Aussi Police were providing “Technical Assistance” to the CID Investigation team headed by DIG Ravi Senevirathne. They “Assisted” in analyzing the wire communications that went up and down from various personnel including those in the “Saharan” group and State Intelligence Services. These foreign investigative services were required for two reasons: (1) There were foreign nationals including children who got killed one among such families was a wealthy real estate owner from the UK another from Germany and many more. (2) The investigative team in Sri Lanka lacked the “Technical Know-How” and “Equipment” necessary to analyze the data and information. I am aware that the FBI brought in very sophisticated equipment that helped to Retrieve even the “Deleted Data”.
        It was to the CREDIT of these foreign experts (from FBI, UK & Aussie) that CID was able to locate the “SONIC”- made known as SI Bandara attached to the State Intelligence Service headed by Major General Suresh Sallay. This SI Bandara was the person who called “Podi Sharan” in Matale and asked him to contact SIS in Malaysia and accept responsibility for the attack. There was another “IP” address provided by the FBI and that belonged to a “Muslim” in the State Intelligence Service.

    You are finding excuses for NPP ambiguity when it comes to policy. Why would Lal Kantha (or anyone) have discussions with known extremists & despicable people? Was he trying to reform Gnanasara, was it business for mutual benefit or just receiving blessings from a rouge monk?

    If Gnanasara throws his weight behind the NPP, would you still support them? Punks like Gnanasara, a disgrace to Buddhism, should be shunned because he is a danger to the public. It just proves that politicians are willing to go to bed with anyone if it benefits them. As I always thought, the JVP/NPP don’t want to disappoint the political Buddhist monks because they have influence over gullible Sinhala Buddhists, & with a ‘Bhikku Front’ already in the coalition, political monks are likely to be stronger than before if the JVP/NPP are in power.

        My question is not complex. I won’t have anything to do with people who I find despicable, criminal or immoral. My simple question is whether you would continue to support NPP when one of their founder members (with or without the blessing of the party) is willing to ‘talk’ with extremists? In this case, its a thug masquerading as a Buddhist monk or do you think he is a spokesman for Sinhala Buddhists, like Prabhakaran was to Tamils?
        We are often deceived by glib politicians but if exposed for what they are, we should be able denounce them. It’s not a question of eating humble pie. We learn from experience. I also thought highly of the NPP but I am sceptic now because they don’t seem to have a comprehensive strategy, just promises only, not different from other SL political parties. The basic fact is, it is a coalition of several groups with, obviously, different objectives (as seen by the membership doing as they please & not as a collective body). In this situation, a consensus is unlikely, without which, there would be no synergy. If JVP/NPP come to power, it would be another RW/Slimy Sira coalition, or even worse with communist ideology in the guise of socialism.

      The word is hypocrisy, which is common to all political parties. That’s because their prime objective is to get into power. We should have pity for those who, despite claiming to be educational experts, worship politicians based on their speeches, and go as far as to re-broadcast these speeches. I am not surprised that such political idiots have different standards for different politicians. Ranil is a despicable Dictator because he is supported by the Pohottuwa, but Lalkantha is only “engaging extremists”, and AKD’s Gucci shoes are a present from well-wishers.
      In politics, there is only self-interest, and unlike the naive faithful, I don’t blame politicians for doing their thing.
      Of course some people are always too busy to respond when the questions get too tough, even though they have verbal diarrhoea on the most minor attributes of their gods.. I wouldn’t advise you to hold your breath waiting.
      Just another old arsehole, not in Maharagama 🤣🤣🤣🤣

He is another concerned citizen who has lost faith in SL politicians but clinging on to hope that the NPP would be different, thanks to the oratory skills & charisma of their leader AKD. However, we should face facts & question as things unravel. I can understand even academics like Dr Ali having faith in the ‘new kid on the block’, despite being under the influence of a former (apparently now reformed) bully boy but they are not official spokesmen for the party, therefore, no point defending or even canvassing on their behalf.

        Wonder if Dr Ali or SM will be able to convince an academic party member to enlighten sceptics like me with an article in CT, officially outlining their strategy.

          I visited Golden Key Hospital yesterday, and met Dr Saliya Pahirana. Some drops were put in on Thursday morning, which blurred my sight further. The cataract in the left eye is to be removed next Tuesday; isn’t that the 26th? By the 29th or so, I should be seeing the world much better. The right eye has to be done in about a month. I told Saliya P. that for the second eye, I may go to somebody cheaper. He understood.

          Historically, English and ‘Language Scholars’ do learn History to complement the advancement of their studies, to enhance their knowledge and conceptual advantage, but there are well known and notable exceptions!!?? One too many to enumerate
          Turn of the 18th, 19th and 20th century unravelled many leaders with that ‘Characteristic Signature Trait’, which people later realised, that they didn’t deserve or even merit their Leadership as Initially “Thought Fit”, at great cost and suffering to themselves, World and of course to Humanity, itself!!!???
          E Sri Lankans have had taste of it since Independence, and their good deeds Pale into insignificance, considering the ill-effects of achieving the ‘Mantle of Power’!!!!????

      Raj-UK: I too agree that Lalkantha should never have visited a “Saffron Clothed” man like Gnanasara. And to make it worse get that “Man” to tie a “Pirith Nool” on your arm.

      What type of “Blessing” Lalkantha expected from this CONVICTED CRIMINAL?

      Recently this “Man” apologized in Court for forcible entry with another gang of “Monks” to a meeting conducted in a public hall. Many more Court cases are pending against him.

      we have been questioning Sinhala Man (self-proclaimed NPP spokesperson) on and on, but he would never come back to you with any coherent counter comments. His cry may be based on some funds being offered to him by NPP.

      I dont have that much respect to this guy today, because he has been abusing his word choice on us the NPP critics.

      As one lives in UK, you may be aware that we should each have our own freedom of express. We should be able to get on each other without hurting one another. That is what we see as civilized cultures in europe. However, SINHALA man dares to argue that he is the best teacher for English, but he does not seem to have the basics of english men….. that is paradoxial to me…

      Instead of coming with constructive arguments, either he gossips around or let the questions be buried under the carpet. he would often boast of his family members or how many times he goes to “Little boy room”, ” at what time he goes to bed”; ” how many computers he has got his own” and all irrelevant details.
      Who cares about the ID numbers but this estranged man does. We are all annonymous commenters, but he is hunting after us, but nothing much after what we say. That is how the kind of learnt idiots are formed. Good luck if majority of srilankens are like that.

    You are being hard on SM. He is another concerned citizen who has lost faith in SL politicians but clinging on to hope that the NPP would be different, thanks to the oratory skills & charisma of their leader AKD. However, we should face facts & question as things unravel. I can understand even academics like Dr Ali having faith in the ‘new kid on the block’, despite being under the influence of a former (apparently now reformed) bully boy but they are not official spokesmen for the party, therefore, no point defending or even canvassing on their behalf.

    Wonder if Dr Ali or SM will be able to convince an academic party member to enlighten sceptics like me with an article in CT, officially outlining their strategy.

        We need not fear the entire JVP. Certainly not AKD.

        Lal Kantha has now given us cause to fear him somewhat. I disapprove of his links with Gnanasara. However, I respect two things about what he told me.
        .
        (a) He readily admitted that the photograph was genuine. At least he tells the truth. I respect that.
        .
        (b) He said that he doesn’t know whether the rest of the JVP share his views about Gnanasara. He hasn’t asked them, and he’s not bothered. So, probably they don’t.

        Yesterday, Thursday, I again phoned the JVP office at 10.16 pm. and spoke to the person on duty. The first time I had spoken to that particular individual.

        He also thoroughly disapproved of Gnanasara. I then told him about Lal Kantha’s relatively close collaboration with Gnanasara. The guy on duty today, refused to gve his name. Sensible. We know that the likes of “old codger” are trying to cause divisions within the JVP/NPP.

        Given that fact, we must come down hard on these mischief-makers. Harsh language has to be resorted to, I’m sure , Nathan, that you have observed that I don’t usually use scatological or pornographic language,.

        Given the above, I think that I was perfectly justified in calling “old codger” an arse hole. He won’t understand any other language.

        His morality is that of the barn-yard. His political philosophy is akin to that of Hitler and Stalin. The ideology of those two WW II leaders were different. Yet the methods that they espoused had much in common.

          The comments above were submitted about 7.00 am. Afterwards, I fell asleep. Now the time is 1:43. I shall try to submit this comment before 2.15 pm.

          At 8:26 am, I had a 14′:59 seconds chat with Vijitha Herath. He doesn’t like Gnanasara. He has not discussed the photo with Lal Kantha.
          .
          He said that many people are talking about the photograph, but nobody seems to note that LK is standing straight and tall. Usually, when talking to a monk, a laymen bends in two or three, paying obeisance to the monk. LK is not doing that.
          .
          Although individuals may be expressing reservations about anyone from the NPP having dealings with Gnanasara, nobody seems to have discussed the matter with LK, who has his fundamental rights to talk to anyone whom he pleases. As a Party they do not dictate what each person can do.

          May I add this observation? If it is a serious issue, they will probably summon a Special Meeting of the NPP. Each of the 28 Groups would send two representatives, and they would vote (secret;y?) and the issue would be decided.
          .
          I’m only a supporter; so please don’t keep asking questions to which I cannot provide answers. Do some of the finding out yourselves. I shall do my best to provide coherent responses.

          Last night I had telephoned the JVP office, and what those who there said was that the NPP as a whole has nothing to do with Gnanasara.
