Preparing The Ground For Early Elections

The government appears to be bent on creating a mood swing in anticipation of elections in the belief that better off people are key opinion formers. The second round of reducing the prices of a variety of fuels (2 percent for ordinary petrol to 29 percent for super diesel used by luxury vehicles) is an indication that the government is seeking to improve its support base amongst the better off sections of the population. So far the government has resisted calls for local government elections, which are overdue, to be held. It would be aware that at the local level, people are suffering enormous price hikes, such as over 200 percent in the cost of their children’s school text books, let alone their electricity bills which have gone up by more than 300 percent. However, obtaining the people’s mandate through elections is a source of legitimacy. It enables a government to justify its existence and take decisions on behalf of the people. 

The present period is one in which many difficult and controversial decisions have to be made, especially to restore normal trading relations with the world in the aftermath of the declaration of a state of bankruptcy. In April last year the government stopped repaying its foreign loans. It simply had no international currency reserves to do so. The international practice is for the bankrupt country to negotiate with its international creditors to delay payment and to give a discount (or haircut) on the amount of money due to them. This process of recovery with regard to international creditors has been supported by the IMF. Now the government is being required to do the same for domestic creditors, the local banks and institutions, that hold government bonds and treasury bills. Some of these hold the savings of workers who have no other source of funding for their period of retirement. 

The government’s temporarily postponed efforts to pass the Anti-Terrorism law is likely to be linked to its concerns that there are likely to be mass protests in the country when the reality of loss of savings, in addition to real income, strikes the working class of people in full force. When the savings of working people are subjected to the same haircut as that of much wealthier international creditors (which includes Sri Lankans who have invested their excess wealth in them) there are likely to be protests on the streets. The ATA which seeks to replace the Prevention of Terrorism Act, has a much wider scope to include trade union action. The ATA has faced strong resistance. The EU has warned that it will reconsider its GSP Plus concessions that the country can ill afford to lose at this time.

Two Options 

Where the holding of elections is concerned the government has two options that would enable it to obtain a measure of legitimacy without jeopardizing its hold on power. The president has the legal power to dissolve parliament and call for fresh general elections. But if the ruling party does not get a majority, the government will lose power and so will the president in the event that the new majority party in parliament is hostile to him. On the other hand, holding local government elections or provincial council elections would not directly threaten the government’s power. Both of these elections are overdue. The government’s excuse for not having local government elections is that it has no money to hold them, which is implausible given the reductions it is making in fuel prices.

Under President Ranil Wickremesinghe’s leadership the government appears to be taking the words of Alexander Pope, the 18th century English political critic to heart- “For Forms of Government let fools contest whatever is best administered is best.” President Wickremesinghe’s leadership of the country is being positively acknowledged by many in society, including his political opponents. The president appears to be thriving in the face of the challenges that he is encountering. There is a recognition of his contribution in bringing the conditions of chaos that existed a year ago, when former president Gotabaya Rajapaksa had to flee the country, to an immediate end no sooner he was elected president by parliamentary vote. There is today a sense of order, though the downside of this is the stabilizing of the very status quo that brought the country to the present sorry pass. The continuation of persons accused of corruption in high places without accountability is not morally permissible although politically pragmatic as those persons control vote banks.

There are reports that the president (and his team of advisors) believe that he has the best chance to win at an election held at this time when his stock is high. However, the constitution does not permit him to call for early presidential elections. The constitution says that only a president who is elected by the people can call an early election. A president who is elected by parliament has to serve the remainder of the term left by the president who has stepped down. If the president wants to call an early election, he needs to change the constitution, for which he will need the support of the opposition. The question is whether the opposition will wish to support the president to call the next presidential election early and at the time of his choosing.

Provincial Elections 

In these circumstances, it appears that the government is contemplating holding provincial council elections. These elections are long overdue, by over four years. The provincial elections have been postponed because the electoral law regarding them has been in the process of revision on the grounds that there is no consensus regarding the revision amongst the political parties. But if the government wants to get the law changed, it has the majority to do it. It is also unlikely that the opposition will oppose the holding of provincial council elections on account of their national and international significance.

The provincial council system was established in 1987 as a solution to the ethnic conflict with the support of the Indian government. They are modeled on the Indian system of devolved government which has proven to be successful in keeping India both united and largely peaceful. However, in Sri Lanka, the provincial council system has been viewed through the lens of the war which was being fought at the time of its inception and which it was meant to bring to an end. As a result, they have been starved of adequate financial resources and powers which have made a mockery of the provincial council system. The worst indignity has been to not hold elections to them for four years and rule them through centrally appointed governors. Some of these central appointments have failed to show any affinity to the people over whose fates they preside.

The holding of provincial council elections at this time can be a positive start to strengthening both the democratic and reconciliation processes in the country. The ethnic conflict got to the stage of war that lasted for three decades due to the feeling of estrangement amongst the Tamil people who realized that they had no effective say in the governance of the country. President Wickremesinghe has been respected for his non-nationalist and non-racist approaches to electoral politics. His latest pronouncement is that he expects to reach an agreement this year to solve the country’s ethnic issue. The restoration of the provincial council system can be both a message of reconciliation and an indication that the government is prepared to consult the people on the path it is taking. They demand accountability for crimes committed during the war and in the mismanagement of the economy which the government will be hard pressed to do.

    Preparing the ground for elections as of J P, does not mean that our leader needs to run to the Coronation at London’s Westminster Abbey, where the royal family worship the true and living God. In spite of his anglican uncle and family, sad that he never learnt how to receive from the presence of God, the spiritual energy directly into his heart and be sinless in the love and the fear of God. What a leader we could have had to build a prosperous nation for the benefit of all citizens in Sri Lanka. Could have walked like a real king.

        Paul, According to Ps.2,8 God has already given the nations as inheritance to Jesus, but because leaders were given free will to choose to enter and they have refused, their nations as such suffer being cut off from promises. Individuals who submit have eternal life with him.

          Collective punishment is against International Humanitarian Law. The 1949 Geneva Conventions and their 1977 Additional Protocols outlaw this. But I don’t think that a mythical being will be brought before the ICC in the Hague.
          In 697 AD A Law of the Innocents, initiated by the 9th Abbot of Iona in Scotland, was promulgated at the Synod of Birr in Ireland. If the successors to St Columba can advocate such a law protecting innocent people from harm, then possibly even davidthegood will see that Ps.2,8 is an unjust proclamation, making innocents suffer for the sins of the leaders?

            LankaScot, it appears that God’s law of collective punishment (plagues of locusts, death of all first born etc) supersedes the Geneva Convention.         Paul, I do not wish to cause divisions. But Jehovah God of the bible in Exod. 20, said not to have any other gods and serve them so we could have his blessings. Many arab countries worship allah god who is not the same, so that they may not receive the promises in the bible. The major conflict and war even now on the temple mount in Jerusalem is due to this difference. The bible also shows that the final battle of armageddon is also due to this, Iran wanting to destroy Jerusalem off the map and this will never happen. This shows the basis of all wars, which we are helpless to stop.

          DTG you wouldn’t cause divisions if you didn’t keep bringing God into everything. What you have written above assumes the existence of God. The Bible is full of horrific acts by this mythical God, especially in the Old Testament. It is also full of contradictions.

            Paul, I did not create God, but he created the universe and guided the path, but human rebellion did its own things and disobeyed. So there were horrible judgements. The contradictions in the bible were what God said and did against what disobedient humans under other influences said and did. These horrific acts are also recorded in the bible as a single story in 66 books by many different authors living over a long period of time. Myths cant exist like this. Foretelling by God starts with “Seed of woman will crush the serpents head” It happened 4000 years later by Jesus. Isa.7,14 foretells the virgin birth, and that government without end in Isa.9 is of the Prince of Peace, which the Lord will do.. God is love, spirit, life, and a consuming fire. Jesus on earth obeyed father. 95% of God’s foretelling has already happened through Jesus. So rest of warnings will happen.

          DTG, Why would Iran want to destroy Jerusalem – this is a holy site for Muslims, both Shia and Sunni. They also believe that Jesus was a prophet and recognise that Jerusalem is holy for Christians also. They also assert that Allah and Jehovah are one and the same god. So please don’t start a 9th Crusade. After all wasn’t it the Angel Gabriel that dictated the Koran to the Prophet PBUH?

            LankaScot, Iran worships Allah and wants to use nuclear weapons to destroy the jews who worship Jehovah in Jerusalem, who said not to worship other gods. Hamas worships Allah and joins Iran as terror leaders are meeting in Syria today, against the jews who worship Jehovah. How can Allah and Jehovah be the same.. Please watch the news of what’s happening now on Temple Mount, rather than what we think should happen. This is more than a crusade and will finally lead to armageddon as foretold.               LankaScot, How can arabs who worship Allah towards the black box which fell into Mecca, worship as same Jehovah who has nothing to do with Mecca and worshipped by the jews who are waiting for a messiah to come to Jerusalem as promised.     Ranil Wickremasinhe’s other dream of winning a Presidential election depends on under which symbol he is going to contest in that election. His continuation of the current Post depends on Rajapaksas SLPP brand. Rajapaksas are not prepared to wait longer than these two years or lose their opportunity forever. JVP or NPP will never join the National government plan. If Ranil and SLPP make a election deal then Sinhalese people will never vote for Ranil because they now know Rajapaksas are corrupted and it is they who responsible for bringing them poverty and bankruptcy. They cannot forget what they have done to the country SJB or Sajith will never join Ranil because it is Ranil who destroyed his chance of President in 2020. Whether it is early or late Ranil is now under Rajapaksas, not with People.

    Is there a thing called “ELECTIONS” in Sri Lanka.? Our President recently answered questions raised in Parliament about why “Elections” are not held, he asked in return: ” Is there an election to be postponed or held”?

    In the context of the above question in Parliament, the people have to answer: ” As you please your Honor”. The two elections viz. (1) Provincial and (2) Local Government have not been held as per the decision of the President even though these elections are provided for in the Constitution. Even challenging this decision is not fruitful in Court. In one case, there was a decision asked to compel the Government to hold an election that was scheduled for March 09, but the decision-making was postponed to “May 11”. That is how our Legal System works.

    HAIL THEE! Our Supreme Leader – The President. Do as you Like.

    Do we need provincial councils? We already have a bloated cabinet, district governors, municipal councils & ‘gramasevaka’ offices, & in my humble opinion, PCs only add to bureaucracy & unnecessary expense to the tax payer. It only benefits the village thug or the local politician who aspires to higher political office. At a time when the country has no funds to hold PC elections & the citizens burdened with direct & indirect taxation, the govt. should seriously consider cutting down unnecessary expenses.

    Just wondering how much the PCs are costing the tax payer & the return. Anyone care to enlighten me?

      The country do not need PCs if we have a government consider that the country belongs to all each one is equal and rule by rule of law and justice to all. Unfortunately that is not the case here and the country became bankrupt over the 7.5 decades of rule. It is not the PCs that made bankruptcy but the unitary rule by BS fundamentalism.So, the country need to get rid of the corrupt system and corrupt politicians urgently.

      Provincial councils as they are were a distortion of the original proposal designed to address the national question.
      What us needed is devolution of power in the widest sense possible.

    MR Et al. pro China align stand in practice and eager for authority and financial gain at the expense of countries loan made a perfect ground for a political coup planned and executed with the support of hidden support from the US and India led western ideologies in this island which MR failed with M3 earlier. RW is not generally accepted by the people it just an illusion west creating the normalcy returning slowly. But in reality no one including the west and china forgo the loans brought or promise any development, environment to bring inestors and create jobs or export scheme to reduce the burden.

    Therefore, any election will create further financial pressure for election expenditure in millions in the name of democracy which would have spent elsewhere for a betterment. Because there is no political leader at least orchestrating his/her views to get there like Neru invested in the space program when the country people starve after immediate independence and sever criticism.

    It’s all a game; cunning politicians taking the ordinary people for a right royal ride; it’s been like that since gaining independence from the British.The country is bankrupt and starvation is rampant, decent health care non existent.
    What needs to happen is to introduce a system of age and term limits to elected office and equal representation of both sexes in parliament?
    Ther are enough younger and very capable candidates to do a much better job than the present lot of “aged hacks”if given the oppertunity.

    another major reform we should do to our central bank is to see that it cannot print money.Sri lanka and singapore went in opposite directions when the singapore centralbank was set up in 1971 it was constitutionally made to not print any money whreas we printed ,printed and printed everytime we needed money without trying to eradicate the underlying causes of innefficiencies.

    Sri Lankans should not hold any elections until the economy is revived to some extent.
    Although we the nation spent a lot of money on the election, the results did not help much. THe voter awareness did not improve either.

    The International Monetary Fund (IMF) definition has been replaced by “It’s Mahinda’s Fault” (IMF). The name “Mahinda” is synonymous with “father of crime and corruption beyond Mugabe”.

    Ironically, the amount of hatred against the Rajapaksas being like religion today is bigger than Mount Everest.

      then we are allowing the govt to get away with many undemocratic acts which would become the normin future.Also they will not be under pressure to deliver relief to the people urgently because they have all the comforts and go in pajeros while the people suffer.The IMF was delaying its first trance but the pressure on the govt by the people to hold the local govt elections only did the trick and made them approve the loan.

      Further pressurre must be put to hold the LG or provincial council elections.One is enough.I agree that too many elections are too costly and unnecessary.
