Presidential Stakes: Is Gota US Proxy & Sirisena China Proxy?

Our leaders lost little time after independence in 1948 to commence the discrimination of minorities for electoral purposes. The country’s first Prime Minister D.S. Senanayake said to be the ‘father’ of the nation sensing that Tamils of recent Indian origin on tea plantations posed an electoral threat to his UNP, gave leadership to their disenfranchisement under the Ceylon Citizenship Act of 1948 and Indian-Pakistani Citizenship Act of 1949.

The Easter Sunday Carnage on April 21 is a defining moment in the wicked and violent segment of the history of this country fueled mainly by the mismanagement since independence of the multi-ethnic and multi-religious character of Sri Lanka. Our starting point is 1948 when we became responsible for our destiny. We cannot blame providence for this, it is entirely man made. Sadly Sri Lanka has not been blessed with a statesman to lead the country who put country before self and electoral prospects. Although particularly in the early years since independence we have had a fair share of knowledgeable gentlemen in politics, for whatever reason they remained just that – gentlemen!

Discrimination of Minorities

Other acts of discrimination and callous disregard for minorities over the years include (i) State sponsored colonization in predominantly minority (mainly Tamil) populated areas in the East of the country (ii) Sinhala Only Act of 1956 which did not give official recognition to Tamil which was the first language of Sri Lankan Tamils, Tamils of recent Indian origin and Moors (iii) Pledge by then Prime Minister S.W.R.D. Bandaranaike to have Sinhala as the only official language ‘in 24 hours’ (iv) ‘standardization’ through ‘District Quotas’ of admission to universities (v) “foremost place” to Buddhism given in the 1972 Constitution. How on earth can a country have peace and development when almost 30% of its population are disadvantaged? Don’t are leaders and people get it?

These acts of blatant discrimination and injustice to minorities encouraged periodical grave violence and other indignities to defenseless minorities carried out with political patronage by a small section from the majority Sinhala-Buddhist community. A feature of this was impunity. The refusal by successive administrations to address the grievances of the minorities particularly that of the ethnic Tamils through peaceful negotiations led to a fierce near 30 year armed conflict which came to a controversial and brutal end in 2009 in the absence of credible accountability. Reconciliation issues continue to fester. In more recent times, Muslims have been at the receiving end of hate speech and violence unleashed with impunity. It must be emphasised that under no circumstances is the horrendous violence unleashed on Easter Sunday or for that matter by the LTTE, JVP or any other entity justified. Nevertheless the discrimination and fear psychosis unleashed on minorities which still continue with impunity must be flagged.  This is the background leading up to the April 21 Easter Sunday Carnage. The violence and mayhem unleashed by the JVP over the years is mainly due to socio-economic reasons and not minority issues.  Nevertheless the socio-economic factors will exacerbate minority issues.

Defining Moment

The raison d’être for characterizing the Easter Sunday carnage as a defining moment in the wicked and violent segment of the history of this country is due to:

1) The Global Context of Islamic terror far outweighs the global context under which the LTTE operated.

2) This has a huge geo-political context which involves the superpowers of the world – US, China and a rapidly growing India with Russia waiting in the wings. This had not matured to current levels during the time the armed conflict with the LTTE held sway.

3) The geo-politics of the Indian Ocean has become crucial to world powers particularly the US, China and a rejuvenated India which is fast becoming a world power particularly in the Indian Ocean.

4) Sri Lanka being at the crossroads of major sea lanes in the Indian Ocean is of huge strategic importance to world powers.

5) China in recognition of this has invested heavily in the economy of Sri Lanka which include – Colombo Port City, Road infrastructure, Hambantota Port and Hambantota Airport.

6) The growing influence of China in the Indian Ocean due to amongst others its ‘Belt and Road Initiative’ and Hambantota Port  has led to an unprecedented response from the US which has renamed its crucial ‘United States Pacific Command’ as the ‘United States Indo-Pacific Command’ in recognition of the growing influence of India as a counterbalance to China

7) The ‘Acquisition and Cross Servicing Agreement ‘(ACSA)  with the US renewable every 10 years was as per a ‘Sunday Times’ report renewed in 2017 with an 80 page document  in comparison to a mere 8 page document in 2007.  It is speculated that ACSA will give wide access in the Indian Ocean to US military assets due to Sri Lanka’s strategic location.

8) The ‘Sunday Times’ also reports that another US initiative being promoted in Sri Lanka is the controversial ‘Status of Forces Agreement’ (SOFA) which has implications as to whether Sri Lanka law or US  law will apply to US servicemen if operating  in Sri Lanka.

9) It is widely perceived that in the aftermath of the Easter Sunday tragedy foreign military advisers and intelligence personnel mainly of US origin are operating in Sri Lanka. Of course the mutual sharing of intelligence is entirely another matter and most welcome – provided we act on it!!

10) All of the above has brought Sri Lanka to the centre of big power rivalry in the Indian Ocean as never before with all its implications to a country which does not treat all its citizens equally.

Islamic Terror

Sri Lanka although a small country is today due to our collective stupidity caught up in the maelstrom of global geo-politics and terror due to the gross mismanagement of our multi-ethnic and multi-religious society.

Successive administrations in pursuance of political power have manipulated the country’s multi-ethnic and multi-religious fabric to set us up against each other by distorting history and appealing to humanity’s lurking base instincts. Such an environment is conducive for the birth and nurturing of a fifth column. The results have come home to roost over the years culminating in what we witnessed on Easter Sunday. Again I stress – no matter what instances of violence can never be justified.

His Eminence Cardinal Malcolm Ranjith is spot on by attributing the main cause for global Islamic terrorism at the doorstep of successive US administrations. He has rightly pointed out that it is due to its furtherance of the commercial interests of US’s powerful military–industrial complex (MIC) and geo-political interests in which Israel figures prominently. It is widely believed that the US is the main reason for the birth of the radical Islamic Taliban, Al-Qaeda and ISIS. The MIC is defined to be an ‘informal alliance between a nation’s military and defense industry’.

Presidential Stakes

What follows below on ‘Presidential Stakes’ although speculative is rooted on ground realities.

The main protagonists vying for domination in the Indian Ocean are the US and China. India fast becoming a superpower from a military standpoint is for all intents and purposes a US ally. Given the strategic location of Sri Lanka in the Indian Ocean, these powers will have a stake in the electoral politics of Sri Lanka.

The 19th Amendment prohibits the most popular candidate former President Mahinda Rajapaksa from contesting the presidency. Ground reality would suggest that Gotabaya Rajapaksa – former Defense Secretary and younger brother of MR is the frontline candidate followed to a lesser extent by President Sirisena. The US and PM Ranil Wickremesinghe himself (post 2005) are fully aware of Wickremesinghe’s dismal presidential prospects.

i) Gotabaya Rajapaksa

Ground reality would also suggest that the US if it wishes to can be a spoiler by refusing to accede to Gotabaya Rajapaksa’s request to annul his US citizenship. The two civil cases filed against GR in the US gives the US ample space to manoeuvre to delay renunciation until it is too late to qualify as a candidate.

Are there any signs that the US appears to be cozying up to him?

Robert Blake former US ambassador to Sri Lanka who was in the country in the aftermath of the Easter Sunday carnage with reference to the alleged poor coordination between our intelligence agencies and law enforcement agencies in regard to Easter Sunday was complimentary of the professionalism of Gotabaya Rajapaksa when he reportedly said:

“I remember Gotabaya Rajapaksa led an interagency group of all intelligence, law enforcement and military personnel. Every single week, they gathered all the intelligence together and looked at the threats.”

Is not the fact that Gotabaya Rajapaksa himself exudes supreme confidence that his US citizenship will be revoked on time to enable him to be a presidential candidate indicative of a possible nexus between him and the US?

This does not appear to be far-fetched since of all contenders GR would appear to have (i) the best chance with the majority Sinhala-Buddhists (ii) the Easter Sunday carnage may also stand him in good stead in the perception he is a strong leader (iii) Possible US arm-twisting of Ranil Wickremesinghe and some others could have some traction with some of the UNP faithful (iv) Possible US arm-twisting of some TNA leaders such as M.A. Sumanthiran may even have some traction however unpalatable with a small section of the Tamil community.

Is it not likely that GR’s core support base will not in their wildest dreams imagine that their man could be a US proxy? On the other hand, if GR is obsessed on being President and the US can be a spoiler, would it not give the US leverage to have him where they want – to do their bidding?

Is all this far-fetched?

(ii) President Sirisena

There is ample evidence that President Sirisena is also obsessed in having another term.

There are signs that Sirisena will be China’s man. He was virtually summoned to Beijing by President Xi Jinping.

‘The Sunday Times’ reports:

“President Xi chaired a joint Sri Lanka-China bilateral meeting on security co-operation with Colombo”

A key decision was on “strengthening co-operation in the defence sector and sharing intelligence between Sri Lanka and China”

China is also possibly taking cognizance of speculation there is ambivalence within sections of the Rajapaksa family in regard to the candidature of Gotabaya Rajapaksa.

Sirisena had developed some support for his purported strong stand against the drug mafia. He may

have lost some of this due to his poor handling of matters leading to the Easter Sunday carnage.

Sirisena most likely will be more acceptable to minorities than GR.

Does not simple logic tell us that GR would have been by far China’s first choice? Does not China itself now realize they have lost him to the US?

Is this too far-fetched?

    There is no discrimination of Minorities in Sri lanka. Sinhala is the majority language in Sri lanka. SWRD did not finish it is His fault and Sinhala people lost. Muslims and Tamils are all over the world. but, Sri lanka is the on,y country that addresses different ethnic groups religion based ethnic groups separately. Powerful nations influencing smaller Nations elections is not something new. IT is public news, that USA since 1945, has influenced elections of other countries and Sri lanka is just one example. Sri lanka’s democracy means if minorities and NGOs are allowed to dance on their own if Sinhala people keep their mouths shut because that is what the west, their NGOs and minorities want. the major reason, I think, the west killed any politicians that was thinking about Sri lanka, what ever left alive are for they themselves and to protect their extended families. Among them, some are directly Agents of foreign spy agencies. Today, sinhala Buddhists can not talk. Bhikkus should talk only when NGOs ask them to TALK. That is the democracy and freedom Sri lanka’s majority has; Politicians have autocratic party constitutions and they give nominations papers to criminals, Drug dealers and commercial fraudsters; and accuse voters as dumb. R Pemadasa also because of his greed, brought the 15th amendment and now it has ruined Srilanka because the minorities are powerful than the majority and foreign govts can influence the majority via Minorities.
    When Minorities migrate to so-called very democratic countries they are just numbers and Tax payers. They do not have any specific identities and they become assimilated to the majority culture even though they are not recognized as part of them.

      Amit The fact of the matter is that the United States and previously India with the LTTE Weaponized Ethnic and now religious tensions and turned them into War.

      Every post-colonial country in Asia and Africa has had tensions an civilian riots sometimes, but to turn these into wars like the LTTE and or so-called IS needs outside weapons, bombs etc.

      There is clear evidence that current PM directed by some people in the US, also, same people have had connection to former Prez and his brother. And whatever the case, what I said originally. non of these secret people won’t go away until Sri lanka gather information and make a move to a court hearing in US, hearing in US along is enough.

      Once this hearing is established, nobody in the West have to “hide and attack” Sri lanka, nor complain about “missing democracy” in Sri lanka.
      This court hearing will also help “rediscover the missing democracy in the West”. As part of it prime minister in Sri lanka will have to supply all names of Western or embassies’ people he talked to American lawyers.
      And finally, I see not other solution other than this. and especially, this will help to remove current PM and replace with former president’s son- housing minister who I believe the best persons to be next president.

    Responses to the authors statements on alleged discrimination (i) State sponsored colonization in predominantly minority (mainly Tamil) populated areas in the East of the country – Sri Lanka is for all its citizens and it is the right of any government to colonise any part of the country for the benefit of its citizens. The longer the Tamils hold the view that some part of the country is their homeland, the longer will be the agony of all Sri Lankans (ii) Sinhala Only Act of 1956 which did not give official recognition to Tamil which was the first language of Sri Lankan Tamils, Tamils of recent Indian origin and Moors – This is true. Tamil should have been declared an official language along with Sinhala (iii) Pledge by then Prime Minister S.W.R.D. Bandaranaike to have Sinhala as the only official language ‘in 24 hours’ – Writers who have some degree of intelligence should desist from writing such nonsense. Political slogans cannot be taken as policy. (iv) ‘standardization’ through ‘District Quotas’ of admission to universities – Why not? It is this policy that has allowed a many rural based students to enter universities and become Doctors, Engineers, and other professionals today. (v) “foremost place” to Buddhism given in the 1972 Constitution – The British too realised that Buddhism should be given foremost place and this is contained in the agreement they signed with the Kandyan Chieftains in 1815. Today, many non Buddhist political leaders are accepting the reality that Sri Lanka is a Buddhist country with people of all other religions living as equals along with Buddhists.

      Indeed, Bondscam Ranil is the worst and the Rajapaksas equally foul, one and all, and Sira a corrupt moron. All should share the same prison cell. But Ranil should be hanged for treason and inviting the US to commit the Easter Crime in Sri Lanka

      The youth of this country need to launch a petition to get this whole corrupt generation of politicians who have ruined the country to get out!

      Time for the younger generation to take over and lead as they will live in Lanka much longer now than power hungry Bondscam Ranil, Goat or whoever.

    As a voter I must clearly state that the majority of voters shave no faith at all in Gotabhaya or any of the 225 in power as at now.
    Simply because the ground realities of Thauheedjamat the Bodubalasena and the creation of Ricshard all have now come to light and is clearly in Gotabhayas kitty
    As far as news items and discussions on social media now taking place.As a result
    Of which and his past bulldozing acts on suppression of dissenting factions is a deterrent for him

    As for all the politicians who now are in parliament and their associates have clearly shown that they are all clueless about the happenings on ground
    And clearly are out of tune with their conspiracy theories and all the irrelevant facts disseminated via electronic and print media

    People are now in the clear as to what the intentions of politicians are and that it is not their wish to uplift the country or its people but themselves

    Hence the only three who are deserving and can win the confidence of people are

    The cardinal for his efforts at peace during the recent debacle
    Maw arable Baddiya thero for being outspoken
    And Gen Fonseka for his speech in parliament which has won him much praise from the public

    We see no other leaders worthy and can muster people’s support as at now

    Gentlemen are not suited for Sri Lankan style politics. Is it too difficult to imagine that GR would be a perfect fit, as a high-calibre politician. US may want to take advantage of GR’s dual citizenship conundrum, but their intelligence service is far too savvy to be fooled again by a Rajapaksa. RW is their best bet. Whomever China supports is irrelevant as long it is not going to be GR. If China gives the nod to MS, RW may finally achieve his lifelong dream, on a triangular contest.

    *** If what you are saying above is correct ( which is not) Can you please expalin to me the following.

    1) Gotha didnt win the war on his own it was Indian assitance which won the war.

    2) If Gotha exudes confidence which is laughable why didnt he file the papers soon after he was ambushed in the Car Park in the US.. I bet it was because his lawyers advised him that the case against him was so strong that he has a long and hard battle in the American Courts. He fled the US and passed through Dubai and filed the papers at the American Embassy in Colombo no doubt the grounds were prepared by the Mad Prodessor GL Peries and the likes and I am sure Sarath would have chipped in.. He needed time to file his Defence and he has until 29th May Gratanted by an American Court. America and will not use Gotha as a proxy without Indias permission. India is the only player in Sinhala Lanka . If in dobut read the news India has taken over the development of Colombo Harbour. Gotha is on DEATH ROW and history.

    If Gotabaya Rajapaksa realises his obsession of becoming President would it not give the US leverage to have him where they want – to do their bidding?

    This has been a question on my mind ever since Gotabaya’s ambition to become President became obvious.

      No . I am not sure whether you all think that Sri Lanka is a big Fish on the World Stage. But Sri Lanka is not. Whether you all like it or not the only Country which has total Jurisdiction over Lanka is India because of her vital Security intetest due to the Proximity. America knows it and there is nothing to Bid. and there is no AUCTION.
      There are a lot of Mad Professors in Sinhala Lanka GL Peries for one when he gave his verdict soon after Gotha filed his papers at the American Embassy in Colombo.
      GL said that the as soon as the papers were filed he became eligible to run for the Presidency. It is like saying the moment you apply to a Univerity for a place you can enroll without taking an exam and wait for the results No doubt Sinhala Lanka gas sunk to the bottom of the pile. Wake up to reality.
      I have a lot of Ambitions. I lke to be a President of Sri Lanka and bring the Country to Prosperity and take the Moral High Ground by leading from the front but I know I cant because I am a Bloody Tamil. and will be stoned to death. Will be CRUCIFIED.

    In the past we had Family politics, SWRD Bandara nayake (SLFP) Family and DS Sena nayake UNP). Then UNP moved to JRJ Family and then SLFP moved to Mahinda Family and now under Sirisena Family. So Mahinda Family formed the new SLPP. These Families shared over 50% of the national wealth within their Families. So far, Srilanka couldn’t break the family dominance in the politics because they are always allied with Buddhist Sinhala who hold 70% of the population.
    In order to become the President of Srilanka, you nedd to have some essential characteristics.
    You should be a Buddhist Sinhala Fundamentalist or pretend to be.
    You should be a strong violent and prepared to murder if necessary.
    You should be an anti Indian and anti western or pretend to be.
    Rajapakse Family pretended well as Buddhist Sinhala Fundamentalists.
    Rajapakse though he goes to Thirupathy, he also goes to Buddhist temples in Srilanka and give anti Indian, anti american propaganda and anti minority propaganda.
    However, for Gotapaya he also scores well in these criterias, if he comes with the help of America, will the Buddhist Sinhalist allow him is a real question.

    As for me, I think of sex all the time. But try and keep it out of my writing.
    What does Amrit think of when he’s havin’ sex?

    At this moment USA is not happy with a “PROXY”. They need someone more “Forceful” and “Determined”, who could implement the NEW “SOFA” that runs into multiple pages, than the one that was signed by the then “Secretary, Defense in 2007” – GR “Overlooking” and “Ignoring” the then President his own brother. In retrospect “GR” measures up to around 60% of the intentions of USA; but the present (still in draft) SOFA goes far beyond and the need is for a “VICEROY”. Will “GR” fill the balance 40% qualification. USA is still having “options”. To assess that “Blake” was sent here and a public statement was made(Muttiyak dala balanawa) to highlight the “QUALITY” of “GR”, for which the public response is still weighed in. Interestingly, both the present Commander of the Army and the AG have pointed out the inherent “Dangers of the draft of SOFA. In fact AG has gone as far as saying that it will be an open “THREAT” to the sovereignty of the country. So the need for a “VICEROY”. YES. “GR” could fit in.

    Is Gota US Proxy & Sirisena China Proxy?

    Gota is a well funded agent of the USA. He previously never had backing for the CIA but I have heard that there are those within the opposition who have evidence that Gota has now gained the trust of the Trump-Pence administration made of loonies. At one point, the CIA analysis revealed to the previous US government of the Obama administration that dealing with Gota is a pact made with the devil. The Trump administration thinks otherwise. Hon. MP Kumar Welgama I think has information although he does not want to reveal his sources. This is the reason why Welgama strongly advocated from day one to distance the SLFP, including himself from this White van murderer.

    The actions of Bodu Bala Sena (BBS) point out BBS fits the term ‘Terrorists’.

    Amrit here is a snippet for your larger Geo Political Analysis. Now that Modi is back with a good majority (Mr. Sivadasan can take the credit) India should have been favorable to Lanka in fighting the common enemy ISIS (post Easter). But after Lanka ignored all warnings the South Block will not trust Lankans with their security. So it will be more appropriate to say pro U.S/India. There was one article in CT the author insisted in case of Lanka it is India, who calls the shots and US and the west are allies.

      2) I demand that you IDENTIFY the “clan” who you imagine has “reined” me in.

      3) I am not in the business of “attacking” anyone “personally” or otherwise.

      4) Evidently my ‘naming and shaming’ which has NEVER been credibly refuted has upset even the hangers-on.

      5) It is the RELUCTANCE of commentators in Sri Lanka to ‘name and shame’ that worsens corruption and wrongdoing. Of course the few who do so are UNJUSTLY attacked viciously and not given even a ‘Right of Reply’ in the media.

    Amrit let go. Sole purpose of quit a few people here in CT is to suppress others from expressing , presenting facts or confronting what is wrong.

    The winner at the next presidential election will be whoever is nominated by the SLPP. all other elections parliamentary provincial will be won by the SLPP.The electoral map will be all SLPP other than some seats in the North and East.The winners will be become proxies of the highest bidder
