“Qualifications Irrelevant To Be Director General Health Services” Says Unqualified ‘Director’ SJGH

The post of director Sri Jayewardenepura General Hospital (SJGH) is held by an unqualified person, Colombo Telegraph learns. Thus, a mere medical officer without the required qualifications is enjoying a monthly income of Rs 600 000 of public money.

SJGH, a tertiary care hospital and a post graduate training institute is governed under the Act of Parliament of 54/1983. In March 2015, when Dr. Athula Kahandaliyanage assumed duties as chairman SJGH, a medical officer named Dr. Susitha Senaratne materialized, declaring that he has been appointed director SJGH. Senaratne is a medical officer with no post graduate or professional qualifications to hold this office. Kahandaliyanage, a director at Fonterra Brands Sri Lanka and family friend of Senaratne didn’t table this appointment at the SJGH Board, the appointing authority.

Fully aware that the Board cannot approve an irregular appointment of an unqualified person, Kahandaliyanage went on to obtain the approval of the salary for this unqualified, non-appointed ‘director’ while the Board members impotently looked on.

When the 2016 Committee of Public Enterprise (COPE) chaired by Sunil Handunneththi (MP) met, Anura Jayawickrama was the secretary to the Ministry of Health (MOH). The COPE severely criticized SJGH Board for sitting on this irregular appointment. Kahandaliyanage revealed to the COPE that the only ‘letter of appointment’ he has was one issued by D.M.A. R.B Dissanayake the secretary to the MOH in March 2015, addressed to director Lady Ridgeway Hospital requesting Senaratne’s release ‘to cover up duties of director SJGH for three years from 26.03.2015’. Jayawickrama who understood the illegality, convened a meeting of the SJGH Board and instructed the chairman to table this appointment, and if it’s not accepted by the Board, to immediately advertise the position. Kahandaliyanage, promptly agreed and for the next two and a half years did nothing substantial to follow up. In spite of the subsequent written instructions by Jayawickrama via the minutes of the meeting, Kahandaliyanage bought time, stating lamely that he was waiting for the secretary to “tell him what to do”. Contacted by Colombo Telegraph, Kahandaliyanage accepted that to date he hasn’t tabled this letter appointing Senaratne for cover up duties at the SJGH Board.

Noting the delaying tactics of Kahandaliyanage, Jayawickrama via letter to the secretary of COPE, notified this serious irregularity. Kahandaliyanage who denied to Colombo Telegraph of ever receiving a copy of such letter or the minutes of the post-COPE meeting, didn’t inform the Board of this communication and played for time as Jayawickrama was due to retire in few months. In essence, Kahandaliyanage violated the law of the country, the Act of parliament of 54/1983 and the recommendation of the COPE. He systematically suppressed information from the Board playing in to the con artistry of Senaratne in convincing others that political servitude will save him from repercussions. Kahandaliyanage defended this appointment with Colombo Telegraph citing the appointment of 16 specialists to SJGH as per a ministerial directive issued by Nimal Siripala de Silva, former Minister of Health in 2007. Colombo Telegraph learns that while a ministerial directive was indeed issued, all sixteen specialists were fully qualified with Board Certification by the Post Graduate Institute of Medicine (PGIM). Some of them were recruited following competitive interview in spite of the directive.

At the 2017 COPE meeting, when the COPE re-questioned this matter, Kahandaliyanage rendered an effusive account of praise of the quasi director. Minister Anura Priyadarshana Yapa who made a cameo appearance at the COPE interrupted the questioning stating “why are you bringing up the past? If the man is efficient we must look to the future” etc. Sujeewa Senasinghe ( MP) and Harshana Rajakaruna (MP) who initially feigned neutrality and impartiality finally got on the Yapa bandwagon stating that this irregular appointment should be regularized, backdated! This shameless act of mercenary by three MPs was received with silent disgust . Senaratne oblivious to the nakedness of this act was reportedly jubilant outside the parliamentary premises stating “ape kattiya genalla Handunneththita duwanna dunna” (“brought our gang and gave Handunneththi a run”). Further at numerous social gatherings, meetings at the MOH, SJGH and the treasury he has been repeating the same sentiments.

There are serious implications on the SJGH Board which has turned a blind eye to this administrative trickery by Kahandaliyanage and Senaratne. With an unlawfully appointed ‘director’ sitting as a Board Member, the SJGH Board is essentially de-funct and illegitimate. Thus, the administrative decisions, disciplinary action and interviews conducted by this unqualified quasi director are invalid. A source at the MOH reported to Colombo Telegraph that Kahandaliyanage, one time Secretary to the MOH, is the laughing stock both at the Ministry and SJGH for letting an unqualified medical officer conduct interviews for the recruitment of fully qualified specialists to SJGH.

The financial transparency of SJGH is jeopardized as the quasi director is a member of the Procurement Committee of SJGH that makes financial decisions amounting to millions. According to the Procurement Guidelines of GOSL, this Procurement Committee is also invalid as the director who is a member isn’t duly appointed to his post. The members of the SJGH Board who are kept informed of the decisions of the Procurement Committee needn’t look beyond the fate of Lalith Weeratunga and Anusha Pelpita to understand the fate that await them when the circumstances surrounding the rise of Senaratne from a medical officer to a millionaire come to light. Anula Harasagama, a DDG at the treasury, nor Lalith Senanayake a reputed professional in accounting and auditing ever questioned how a non appointed director is remunerated with public money at a state institution.

When contacted by Colombo Telegraph, Senaratne responded that post graduate qualifications are not essential even to be appointed Director General of Health Services (DGHS) in Sri Lanka, the highest administrative post in the Department of Health. He stated that till recently, even a regular medical officer could be appointed as DGHS, justifying his un-qualified status. He further stated that the SJGH Act doesn’t spell out that the post graduate qualifications must be awarded by the PGIM, the only recognized institution offering such qualifications in Sri Lanka.

Senaratne stated that he has administrative experience as the acting deputy director Accident Service of National Hospital of Sri Lanka from 2008-2013 a claim supported by Kahandaliyanage. Senaratne further stated that from 1997-2000 he was appointed zonal command medical officer for eastern province by the Sri Lanka Air Force, a position he claims is equivalent to Provincial Director of Health in the MOH. When contacted for clarification on how a mere medical officer without qualifications was appointed as such, Janaka Sugathadasa, secretary to the MOH avoided reply, referring the matter to DGHS claiming he was overseas. Dr. Jayasundera Bandara, DGHS, hasn’t responded to Colombo Telegraph to date. Kahandaliyanage maintained his silence on the Colombo Telegraph query on whether he has actually seen letters of appointment placing Senaratne on such administrative positions in Senaratne’s personal file. Colombo Telegraph learns that Senaratne’s temporary personal file at SJGH contain only a few documents, mostly consisting numerous overseas leave applications.

Since assuming office, Senaratne has spent 100 days overseas on unspecified travel and holidays sanctioned by Kahandaliyanage, in violation of the E Code, an allegation Senaratne denies. However Kahandaliyanage twice confirmed to Colombo Telegraph that Senaratne has travelled 100 days overseas. These were described by Kahandaliyange as trips made by Senaratne as a delegate of President, Prime Minister, Minister of Health in official capacity, official trips for SLMC, family trips etc. Accompanying monks with political connections and the Minister of Health for his heart bypass surgery to Singapore were also presented as “official duties” by Kahandaliyanage. Senaratne, when contacted by Colombo Telegraph claimed to be earning Rs 300 000 as the acting director of SJGH. Senaratne uses the prefix “acting” to his designation only in his correspondence with Colombo Telegraph. In all other internal and external official documents and social media he uses the misleading term “director SJGH”. Senaratne further confirmed that he is an administrative consultant to Lanka Hospitals, intriguing considering that Senaratne is essentially unqualified to be an administrator, let alone a consultant on administration. He further claimed that he is earning a similar salary for his ‘job’ at Lanka Hospitals. Thus, a mere medical officer without the required qualifications is enjoying a monthly income of Rs 600 000 of public money. One wonders how such earnings escape the scrutiny of the department of in land revenue.

Senaratne accepts the allegation that Lanka Hospitals has paid partially for his MBA from University of Adelaide, Australia worth Rs 7 80 000. It appears that the Board of Lanka Hospitals is as impotent as that of SJGH squandering public money on educating its ‘administrative consultant’ before obtaining his services. While Kahandaliyanage attempted to portray this MBA as a Master’s degree in Hospital Management, Senaratne, the actual recipient of the degree confirmed it was an MBA. The chairman Lanka Hospitals, Dr. Sarath Paranavithane, when contacted by Colombo Telegraph for clarification didn’t respond.

Few months ago Senaratne drove through the gate of the Nurses Training School of SJGH causing serious damage to structures and was found in a state of unconscious stupor. No inquiry was held in to the damage caused to hospital property by Senaratne and he was promptly flown to Singapore for “treatment” accompanied by the Public Relations Officer of the Minister of Health. In addition to all this, Senaratne’s dog, when sick was transported to and fro to the veterinary surgeon in a patient ambulance of SJGH. Since the death of the dog the ambulance is now used for human transport. When questioned by Colombo Telegraph regarding the misuse of public property by transporting his dog in a hospital ambulance, Senaratne didn’t respond. (By Chinthika De Silva)

    MBA is a business diploma nad is not a business administeration masters degree wwhich is different. MBAs vary with respect to the content as there are MBA available in Health Sciences. Senarathanes look corrupt in that they use the position to go overseas trip for the husband and wife duo. Rajitha Senarathen when he was the fisheries minisrer of the previous govt, he used to roam in Japan. Now he is the health minister he is going around to various health conferences. It should be offered to medical officers or to administrators who complete certain job requirements such as compling certain no of years in the job etc., or as a jor training requirement. IT looks the senarathne is another corrupt fellow and the other politicians are silent about it. IT looks the health ministry is just like the Central bank and it is another fraud. I think Senarathnes – the whole extended families are another Rajapakse family who lives on parasites as in the ministry business.

      What about the requirement that they should have two balls? Based on history, most of the appointments seem to qualify under the above rule. Any exceptions? So, you qualified possessing two balls.

      Qualifications are not always relevant I agree. . None of the LTTE carders got an engineering degree or an aeronautics degree or a marine engineering degree. But they still built/assemble planes and submarines and armoured vehicles, produced electricity, built complex underground bunkers, and office complex etc etc…which are now war museum for the southern Sinhalese people to marvel.

    If this is done anywhere else in Europe you should be forced to resign..
    That is why Sri Lanka is going down ..
    It will never be like Singapore or any other western countries..
    Give priority to talent and skills
    No matter it is Tamils or Sinhalese or Muslim.or Malay.
    Today countries need talented people not race or religions they they look in employment but your skills.amd talents

      Agree bro. Sadly the mentality of some of our citizens is based on race, religion, numerical superiority to justify giving jobs rather than ability and merit. I have repeatedly commented on this requirement but it is difficult to convince them.

      What is worse is that due to inaptitude our country loses financially and the race which is numerically superior will have to bearer the numerically higher share.

      It is simple logic. When you want to cut your hair you don’t go to a doctor do you.
      Don’t know when our people will realize it.

    While there are a lot of people in Sri Lanka who cannot meet the day’s end, the reality of the matter is that LKR 600,000.00 is peanuts for a holder of that position. Commonsense and justice demands that the holder of the position concerned should be of specialist grade but also with experience, qualifications and training in hospital cum medical administration irrespective of the law, regulations etc. Now, in real terms, a specialist would earn much more than LKR 600,000.00 per month. They are the people who would go on very expensive vacations say a cruise from San Francisco to Alaska and so forth. Apart from political trickery played at the COPE and Minister Senaratne’s chuckiling, can any one find a specialist having a flair for administration to work for that monthly figure? The exception can be a so called specialist where patients hardly pay a professional consultation but he/she could prove to be a nincompoop in administering even a small hospital. So I think the real issue is, if the law is not practical let that be amended first (not to amend to admit cronies but real chaps) then find the right man for the right job.

      Perfectly true. I personally know a few young IT specialists in their 20’s and 30’s who make about 400,000 with a basic degree but lots of skills.
      Not that I condone nepotism, but as you say, 600,000 is no big deal at these levels. Even Sri Lankan cabin crew make close to that. Only about 4000 Dollars, after all.

    He is a graduate from russia. Some foreign universities are named their degree as MD rather than MBBS. He got a MD from russia which is equall to MBBS in srilanka. Srilankan Post graduate institution is giving MD which is a postgraduate degree. He is using his russian MD degree in a similar fashion as if a PG degree, most of the people misattribute it and thinks he is a PG degree holder.

    All the teaching hospitals in srilanka has a director who is having atleast a MSc in medical administration. How can a ordinary doctor who has just a mbbs degree be admitted to such a big hospital as a director. Most sad think is all eminent consultants in that hospital are calling him sir. There are doctors senior to him and qualified than him are getting just 90 thousand but how can he earn 6 lakh? Typical sri lanka.

      Answer:
      In modern Sri Lanka, ONLY qualification for many appointments (Public and Quasi) are reserved for those who share the same name/family connections with their ‘godfather’.

      That is why our best talent emigrate to serve other economies.

There should be a PresidentialCommission with full powers to give long jail sentences and denial of civic rights.

      Which will be the new government? It is going to be either UNP or the SLFP with coalitions. The same faces will change the chairs. The same people who have destroyed this country will be chosen again. It wont make any difference.

      Unless the people of this country are prepared to accept equality, justice, rule of law, meritocracy, we will never progress.

      Are you prepared to give up Sinhala Only, Racism, Sinhala chauvinism , religious intolerance which has been the bane of this country. Which has been used to win elections.

      Are you prepared to chose people who can do a better job at governing the country even if they are not Sinhalese Buddhist?

    What is LKR 600 thou a month for a Doctor…..After all he got his MBBS without having to pay Dr Neville…….
    Senior spent USD 100,000 to get his Plumbing done to give Yahapalana suckers the goodies.. It will take atleast two full years for this Dr Senarathna to collect that sort of dosh from the Yahapalana Tax Payers……..
    One would also have to consider the LKR 36 Million the poodle club baby who is also a UNP heavy collected from a Senaratna mate from Beruwala , by selling him a Free Yahapalana car permit…..

        Hay Vedda, we have no issues to have a non Sinhalese as the head of the state as long as he/she accepts Sinhala Buddhist culture as the predominant culture here in SL. Just like Tamilian Kings ruled us many years sticking to that policy. THe problem is you Tamil racists want the entire thing eaten while thrashing Sinhala Buddhists.

    Who are the officials of line ministries that accompanied him ? None.

    Only businessmen who can earn commissions from energy projects were accommodated in the Prime Ministers team

    Why am I not surprised by these goings-on?
    Check Mr. Kahandaliyanage’s track record as a major sycophant of the Rajapaksa regime who owed his return to ultra-highly paid appointment to the Fonterra Board to the fact that he had ready access to Mahinda Rajapaksa, President at that time. Check what he was/is being paid by Fonterra.
    He has also been appointed to an apex group with responsibility, with the Rajapaksa sycophants at the Coconut Research Board, to develop crop diversification initiatives in the coconut plantations!
    Perhaps, it would be interesting to check Dr. K’s conduct during the inquiry into the execution of the ACF personnel during the “civil war.” A reading of Dr.Hoole’s (of the UTHRJ) would be useful in this connection.
    This man is simply a totally unprincipled “gun for hire” whose services are simply available to the highest bidder.

    Susita senarathne is an [Edited out], corrupt to the core and who was a close confidante of Minister Rajitha Senarathne. During last Presidential elections he made his presence felt by accompanying Rajitha on the campaign trail and by profiting out of election campaign funds He was appointed to Lanka Hospital and Jayawardenapura Hospital solely due to his close relationship with Rajitha.

    It may be important to.investigate procurrements of both hospitals and his overseas trips.

    What is required is to map out the scope of work with experience and skills and qualifications.

    Can give enough examples where pure specialists in a given field has messed up administration severely.

    Do you need a post grad qualification to become DG of a hospital ?

    Similarly do you have to have a post grad qualification in education to become principal in a large govt school such as Visakha, Royal or Ananda? Today a principal does not teach, does not prepare exam papers and does not prepare time tables. What do they do? Pure administration only. Such as school admissions, teachers issues, Ministry meetings, meeting old boys and girls and parents etc etc and efficient utilization of acres and acres of prime land. Do you require an experienced teacher to become a principal or a top administrator??.

    Look at the following disasters when sector specialists have been appointed without the right skill sets:

    1 pilot running Sri Lankan airline
    2 former cricket captain as head of cricket board
    3 top govt schools ruined due to former teachers appointed as principals
    4 universities ruined due to lecturers without admin skills appointed as vice chancellors

    What is required is a basic qualification in the relevant field and lots of soft skills and people management skills and relevant experience to succeed.

Qualifications are a measure of persons skills.This bugger just got a degree from Russia does not showcase his skill by just possessing that .Doctors in admin duties have to go though series of exams and training to become an administrator and he doesn’t have any of them .His qualification is scratching balls of Maithree and Rajitha.
      This is where we have to clean up this corrupt system.This idiot expects even his consultants to call him “Sir ” and he should be kicked off and get a suitable person who is qualified to do that job .Doctors of SJGH are fed up of him.

The Colombo university may lack the resources to fire rocket to Jupiter however first to award the brothers with doctorate in no time. Don’t you appreciate the political and business acumen of those who insisted on awarding these war criminals?

          I sensed some residual racism and a sense of belongingness among the uni academics.

          Raman I am not critizising Russian degrees.You didn’t get my point.He only has a medical degree from Russia which is akin to local MBBS and it does not qualify him to become an administrator in Sri Lankan hospital system .He has to obtain a PG qualification in medical administration which is a MD. I know all the people you have mentioned have become a lability such as GL Peiris who is disgracing his own qualifications.But on the whole if some is adequately qualified and trained to do a particular job he is more likely to do the job well though this is not the default.This chap has become a dissappointment and that is not mine only but the view shared by majority of staff members of SJGH.

            I believe that in this country we have a fascination with paper qualifications. We should keep in mind that neither Bill Gates nor Steve Jobs had high qualifications, nor did Messerschmitt the leading German aircraft designer. In SL, the founder of Nawaloka Hospital had zero qualifications. The two richest businessmen in the country have only basic qualifications. They probably wouldn’t get a peon’s post in Govt service if they applied now!
            Please note that I am NOT saying that this guy is capable of doing the job. Just pointing out that paper certificates don’t amount to much.

              These are isolated cases .How many such cases can you count.Probably a handful and no more.It is safer to appoint a trained qualified person following proper selection criteria to do a responsible job rather than expecting a political stooge novice to perform like Steve Jobs. This approach is risky and it is more likely to dissappoint you.

When you read this with the information of the “Hon. Minister of Health” flying along with this person and a monk to Singapore for medical treatment, what does it communicate? The “Ambulance Service” is for ordinary patients that includes dogs. The human patients and dogs are equal. Thank you Minister for maintaining our “Cultural Values”. The “Elite” that includes Ministers “elected” by the people “FLY”. Look at the picture where this man is sitting with the Minister on his right. He is “wearing” a “Pirith Nool”. Hasn’t that “Showered” him with all the LUCK and “HONOR” including his dog?

    US Congress Pay/year 174,000
    US Congress Pay/month 14,500

    The calculations (in USD)

    = US Congress Pay/month * SL GDP per Capita/ US GDP per Capita
    = 14,500 * 12,262/57,436
    = 3,096

    Congress Pay USD 3,096 is approx LKR 465,000 per month.

    So though Common Sense says

      Much earlier, officers of the SL Administrative service staked their claim to become Superintendents of Health Services, and even for the post of Director General of Health Services.
      But, this did not happen.
      Now, doctors unqualified in administration appear to attempt same.

    Actually the ‘unqualified director’ is right. In the Sri Lankan context what is required is someone who is hard working, principled, efficient and immune to bribery, corruption and the pressures of our accursed politicians,. If the director is such a man, well good luck to him, his qualifications are of minor importance. But if not, no amount of qualifications will suffice.

      Your leaders found the best short cut to create or provide jobs for their Pancha Maha Balavegaya exclusive political club, in mid 1950s, by introducing the racist law Sinhala only language.

      You have come a full circle in the last 40 years . Don’t you think its too late. Probably you are one of them who benefited from such a discriminatory state law. Now you have do with what you have now.

      This practice has been taken to dizzying heights. Many of my hard working, honest, brilliant Sinhala speaking friends have been denied their right place or promotion in the state organisation where they have worked more than 25 years.

    Being qualified to hold a position and being paper qualified to hold a position are two different things. When, we, Sri Lankans learn the difference, we can expect SL to come forward.

    So far it is the paper qualification that kills us and we are yet to understand.
