Ready To Run But Only On Platform To Abolish Presidency: Karu Jayasuriya

Speaker of Parliament and United National Party Member of Parliament Karu Jayasuriya seemed to officially throw his hat into the ring for the upcoming presidential election, saying he would only contest if all political forces united around the primary issue of abolishing the executive presidency.

Those political forces would also have to be committed to strengthening the democratic reforms enacted in the 17th amendment to the constitution and later reinforced through the 19th Amendment to the constitution, a media release from Jayasuriya noted.

If he were to respond to multiple calls that he come forward as candidate, the Speaker said he would do so for a fixed and limited term and only out of a sense of commitment and duty to laying the foundation for a secure, civilized and prosperous democratic country. “I have no desire to hold presidential office,” the release said.

Numerous religious leaders, Buddhist clergy, civil society activists, academics, professionals, youth organizations and political activists had met with him and asked him to put himself forward as a presidential candidate, the release said.

The common theme of all these discussions was the need for a leader to safeguard democracy, end political instability and ensure just and stable governance, it added.

“I would only consider this request if all mainstream political forces unify on the main issue of abolition of the executive presidency, which is a position we have consistently maintained since 1995,” Jayasuriya noted.

The Speaker added that he also felt that if he were to be the nominee of the UNF led alliance, the nomination should be in accordance with the party constitution and with the blessings of all parties concerned.

Jayasuriya’s assertion follows revelations at a press conference held this morning (17) by UNP Deputy Leader Sajith Premadasa, who said he needed the proof of “scientific surveys” before he decided whether the presidency should be kept or scrapped. Asked by journalists if the 2015 election mandate was not proof enough of the people’s desire for the system to be done away with, Premadasa replied: “Mandates get outdated.”

The remarks shocked moderates and civil society groups that looked to throw their weight behind the UNP led alliance, since the party has taken the official position that it was committed to the abolition of the presidency and a return to a Westminster Parliamentary model. “The most shocking thing was Mangala Samaraweera’s behavior as his chosen candidate makes these statements. He was terrified that Premadasa would say something more and ruin their chances further with the influential liberal constituency so he tried to stop the journalists from probing the issue further,” one civil society activist who was watching press briefing in Samaraweera’s garden told Colombo Telegraph.

      How come that he has issued a Press Release as the Speaker consenting to contest the presidential elections? What kind of a democracy he is talking about? He has also stated in the last paragraph (Sinhala) that he would do so “according to the party constitution and with the consent of all parties representing the United National Front”! This is a political statement issued misusing the office of the Speaker. He could have done so in his personal capacity without using the Speaker’s letterhead as a MP. I am sure he has such a letterhead.

        As Speaker he should have taken an independent position as an ordinary MP and not used his official letterhead to declare his intentions to contest the Presidential election.
        It seems he has scant respect for the post he had holds.
        How could such a person be considered by the people of SL as fit to hold a Presidential post let alone believe that he would indeed abolish it?

        Dear Mr: Laksiri Fernando, have you asked president why he is holding SLFP meetings at the presidential secretariat.

        Karu is the speaker only within the parliament chamber. Outside he also has a political life.

        But I agree to the fact that Mr: Karu has made a little mistake by using the speaker’s letter head.

        Laksiri Fernando, What are you against? – Abolishing the Executive Presidency, or, Using the letterhead inappropriately. He makes it clear that he would abolish Executive Presidency. He does so as a voter, not as the Speaker. Is making use of the letterhead of the Speaker much of a sin? When the country is crying for the elimination of an Executive President, you want to show your ability to nitpick!

        I don’t see anything wrong. Actually what he is doing is the right way to go about it. If he is considering running for the Presidency while holding the office of the Speaker, then he should inform the public openly as the Speaker using the official letterhead. Informing the public using his personal letterhead would give the wrong impression that he is furtively chasing after the presidency while remaining the Speaker. If he does become a candidate then of course he should keep his campaign completely outside the office of the Speaker. Even better, he should resign and contest as an ordinary citizen.

        Totally agree with Laksiri. Speakers official Letterhead should not have been used. These people are not aware of elementary protocol and have Presidential ambitions. Should never be in the shoes.

        This is the problem with many UNP bigwigs; they think democracy, freedom, liberty are just there for them to pursue their personal agendas. Karu has openly and shamelessly misused his office as the speaker; he can not do what he has done (using the high office of the Speaker for political gains). JO will definitely demand his resignation.
        Sajith is right when he says he can not agree to abolish the presidency without proper scientific evidence/data to do so.
        Therefore, sajith is a better choice for the UNP than Karu.

    Why does he (KJ) want to contest the presidential election if he wants to abolish it? He may say, ‘to get a mandate to do so.’ But such a mandate was apparently given to Sirisena and the UNF in January 2015. Thereafter, the matter was left to the Parliament to get (1) a 2/3 majority and (2) then go for a referendum. The first was done for 19A, but not for the abolition. This was a lost opportunity. He may say, Sirisena sabotaged it. Why was he or RW allowed him to do so? RW was in charge of constitutional drafting. These are lame excuses. There was a previous opportunity in August 2000. KJ was directly involved in bi-partisan discussions (SLFP-UNP), but after the bill was presented in Parliament, it was sabotaged. If KJ is elected as President this time, how is he going to abolish it? He should explain to the people. Just because some other people ask him to contest, he should not contest unless he has a commitment and a plan to abolish the presidential system. KJ has been holding the Speaker position now for 4 years, since 1 September 2015. Has he done anything to promote the abolition of the presidential system in Parliament? He should answer.

      In order to abolish Executive Presidency agreement of the existing President is a constitutional requirement or the Parliament can do it anyway with 2/3 followed by a referendum irrespective of existing President’s consent? If 2/3 followed by a referendum is an absolute must what is the sigficance of a pre election promise of a particular candidate? What difference does it make whether Sajith or even Gotabhaya is there for this abolishion project?

    If the country has even a little bit luck left, this will be the second best option. The best option will be AKD, but at least this honourable gentleman will take the country towards the right direction. It will be a very hard task, as the Parliament is filled with many wild animals with primitive instincts such as denial, revenge, killing, tribal loyalty, and greed. Taming them will be next to impossible. What really difficult for me to fathom is how the people like Dinesh,Vasu, G.L., able to degrade themselves to the level of Wimal, Bandula, Lansa level. They are educated people from a different generation, different background. Maybe politics can completely change even the core values of a person, even the DNA blueprint.

    Karu Jayasuriya is the only prospective presidential candidate so far who has taken an unequivocal stand on the issue of the Executive Presidency. He should be commended for that. Others are against it or they are evasive and non-committal about it!

    Executive presidency is not the main issue faced by general public. This is the problem when too old person’s like karu and gota thinking of becoming presidents. Country need young energetic person cable of working with both young and old generation. Also should have a good idea about modern technology and ability to protect citizens from unexptected terror attacks. People don’t want jumping politicians like karu either..

    It just occurred to me that old Mahinda wants to preserve the executive presidency until his son can ascend to it and convert it into a dictatorship. Mahinda probably knows there is a good chance Gotler will loose. So the serpent that he is. He is using the disloyal turn cote and a coterie of incompetent dishonest UNP bottom feeders to stoke and force the UNP into nominating Sajith who also seems to not understand the mandates given for the abolishment of the executive presidency and has now come out with some very stupid arguments for keeping it. The plot thickens. I wonder why Laksiri started nitpicking about some useless rubbish. Going shopping eh?

    Also this old seeya lost to paba at 2010 election , while in 2015 didn’t even contest the election as it was obvious that he will loose the seat. So he entred parliment as a national list mp.. !

    If there is ever a strategy of Ranil to cut a deal with Gota and save the PM position, here it is. Isn’t it clear to all except to the ones who seem fast asleep, the first thing Pohottuwa says is that if it is abolished, who stands to gain as current PM? In reality therefore, save for some city types and perhaps some, this will hand the election to Gota on a platter. Mind you, he may still win despite whoever runs from UNF.

    Also as that lunch box story tells you, you do not buy yesterday’s lottery ticket today.

    Mr. Jayasuriya is a gentleman and of exceptional integrity! However given the current political climate he will have enormous problems as the head of the state! He will have an endless fight with all those rouges and incompetent legislators in carrying out an essentially needed reform agenda! Corrupt and idiotic elements from within and outside will make almost impossible to do anything productive and economically viable. Of course he will be best to do the job if current sitting corrupt lot could be replaced with new and fresh set of reasonably educated legislators.
    if elected to the job he should not waist any time but should act expeditiously in developing a shred vision for the country.That vision has to be to all the people and they also should have the ownership of that.It is no easy task but it has be done soonest possible. For example a vision like “we want Sri Lanka to be the most livable nation in the Indian ocean by 2030 ” can be attractive to most if not for all!
    This is a composite statement which involves the development of all the segments of the economy within an appropriate policy regime and backed by relevant development programs!
    Of course Mr Jayasuriya has the mental capacity and the intellectual maturity to undertake such a mission compared to the other lot who are desperately greedy for the presidency to advance their own selfish visions! Some of the would say’ Ï a have vision for my country””. Problem is they are unable to say what it is in a sentence, without going round the mulberry bush, and setting up a time framework for the achievement of the vision objectives! Actually it is a common observation, when you look at some of the visions put up by various organisations, research institute etc, that a time framework is completely missing.

    How can a presidential candidate seek a mandate to abolish presidency?
    It is the Parliament and the people who can decide on this core constitutional matter.
    Are they utterly ignorant of the constitution or are they trying to take the gullible masses for a ride?
    This is a good indication of a failing or failed nation.

      Ch Acct : Under doctrine that people are supremely sovereign, a final vote at the election will be a referendum on a new constitution if so stated in manifesto and hence a final determination and Parliament is by passed. That is the reason even if whole Parliament votes for a constitution, people must endorse it at a referendum as sovereign power holders.

It is time Jayasuriya resigns and goes into retirement instead of fooling all the Sri Lankans all the time.

    Looks like RW is planning to “shadow box ” Sajith into corner. Rumors are RW is calling for an emergency meeting to present constitutional amendment to abolish presidency in a special parliamentary hearing. As expected Sajith and team have come out opposing this move. Though it may fail to get majority this move will give the impression Sajith is for a “president with full power”.

    Karu is not a candidate; but a reconciliation candidate. “Reconciliation Candidate’s job is not to stand in election, but keep the disobedient party members cool until the party Chiefs come to a decision of how to place or whom to place as candidate.
    Latest cabinet meeting, ministers’ private meeting and an obscure Trio’s meeting was trying to abolish EP and or re-appoint New King as the new President. The First part didn’t go well but the second part i.e. reappointing New King as EP got a tentative agreement. But that alone cannot stop the EP election.

    Karu has been set up by southern Sinhala media. Their talk is he can win the presidential election standing against Old Brother Prince. There are some polls conducted by some unknown professors. The outcome claims it this way. Polls are mainly suitable for South. In North East, people will not talk to unknown people about election. But the presidential election is determined mainly by minorities.

    Karu is virtually unknown person in North East. Then these Polls results have no relevancy on the EP election. Tamils voted for Ponny, when requested by TNA. If TNA make that call there is a chance that they still be voting for Old Brother Prince. But they would naturally vote for Ranil, even if the request is not coming from TNA, provided he is there. They voted to Chandrika in 1994 because of their bitter experience with Vaalaiththodam Sr. A reasonable amount of them are still carrying forward it on Vaalaiththodam Jr, too. Last time though all Muslim leaders were with Old Royals, Muslims voted only to (UNP) Common Candidate. Unlike with TNA’s case, Muslims ignored their leaders talk on last EP election. Muslims are unlikely to vote for Old Brother Prince, this time too. This time too they are likely to ignore the leaders and vote for Ranil, rather than Vaalaiththodam Jr. He is still unknown angel for them while Ranil is the known devil.
