Reforming Governance Heralds System Change

After reviewing the economy’s performance during the first two years of its stewardship IMF noted that without reforming governance economic stability and economic growth would be slow and shaky. Although a noticeable measure of economic stability had been achieved the reviewers noted that growth prospect was still at knife’s edge. But even before IMF stepped into the scene the aragalaya youth already identified the fundamental sickness that was debilitating the economy for decades and that sickness was bad governance. An ethnonational majoritarian political culture with little or no room for meritocracy became the breeding ground for nepotism and corruption. That culture built a socio-economic and political system which in the end bankrupted the national treasury and along with it the national economy. Hence, the dire need for system change. AKD’s NPP made that promise and undertook to change the political culture through a social revolution if it were given the mandate. Anura Kumara Dissanayake’s victory at the presidential election was the first half of that mandate and the second half is expected to be obtained at the General Election in November. One hopes that the new president will get a supportive parliament with a comfortable majority of representatives from his party.       

The two critical areas in which the new system should make its mark are in reforming governance and expanding the economy. The two are interrelated in the sense that an efficient and corruption free governance by itself could enable expansion of the economy. For example, corruption promotes illegitimate leakages and therefore reduces the volume of injections in the circular flow which eventually reduces national output and income. Corruption reduces public revenue via tax evasion and loss from state enterprises, which in turn makes national budgeting difficult. The history of Sri Lanka’s ballooning budget deficits a clear illustration of this evil.

It is not a secret that open and subtle forms of corruption in different shapes and magnitudes were not only tolerated as necessary price paid for running frictionless governments made up of conflictual coalitions, but also received social licence from lobbyists and power brokers who enabled such governments to come to power in the first place. It was this diabolic nexus between corruption and governance that crated a poly-crisis, dragged the economy to bankruptcy and compelled RW to invite IMF to take charge of the reparation. The rest is common knowledge.

Against all predictions by our local prophets of gloom IMF did not pack up and run away after AKD was elected as president. Instead, IMF saw in AKD’s determination to reform governance and through that reform change the country’s political culture, a promising opportunity for IMF economic reforms to work effectively and yield a more productive outcome. The Fund’s Managing Director Kristalina Georgieva has therefore committed to continue helping Sri Lanka. On the other hand, pragmatism convinced AKD and his new team that resourcing and expanding the domestic production sector, which they promised to do would be easier with than without IMF reforms. It therefore ended in a marriage of convenience between the two. The budget for 2024-25 by the new government should reflect the outcome of this marriage; and before that details of the formalized agreement with official and private creditors should provide an indication.

However, expansion of the economy requires more than IMF assistance. In fact, IMF itself has admitted that globalization has not delivered for everyone and warned in its latest report on World Economy Outlook, titled “Policy Pivot, Rising Threats” about negative spillovers resulting from policy shifts following elections this year in countries which cover almost fifty percent of world population. These shifts may point towards a more inward-looking strategy because of rising inequity of wealth and income created by the one- size-fit-all open market paradigm. IMF should admit that there is a crisis in the world economic system driven by capitalism, and that system needs change.

Just imagine what would happen to export oriented economies if Donald Trump were to win the US election and translate his Make America Great Again (MAGA) slogan into a mercantilist America First policy. Even if the Democrats were to win the systemic crisis is not going to disappear. Financialization or the bankers’ takeover of economies, centralizing hierarchy obstructing the flow of information, increasing militarization, ideological undermining of science, disincentivizing of innovation, technological conservatism and the end of the hydrocarbon age and energy transition out of cheap fossil fuels are some of the reasons underlying this crisis.  There is no use of IMF still preaching that trade should be the engine of global growth when that trade has never been fair towards the developing world. This is why small economies like Sri Lanka needs fine tuning their open economy strategy to give greater weightage to food security and greater self-sufficiency at least to satisfy basic needs. This does not mean going back to a close economy as critiques would argue.  External trade and foreign direct investment are essential to boost a small economy’s growth, but that trade should be fair and FDI must create strong linkages with domestic sectors. And the resulting growth should not be at the expense of greater equity. IMF cannot simply ignore these concerns of home governments when it undertakes the task of economic reparation. Former President RW simply invited the IMF out of desperation and vowed to accept all its conditionalities. NPP’s economic strategy points towards minimising the negative spill overs from systemic crisis originating from corporate capitalism abroad and hence its mixed strategy of openness with greater emphasis on resourcing and protecting the domestic real sector. NPP’s economic strategy is therefore the other half of systemic change.    

These developments obviously are generating panic waves within the political camps of the old order.  Otherwise, why should RW and MR who initially announced retirement from politics after AKD’s victory again entering the campaign arena? RW is now asking voters to elect experienced parliamentarians to save the nation and the economy. What experience is he referring to from a generation of leaders who wantonly mismanaged the economy, bankrupted the treasury and destroyed the ethos of communal harmony by widening ethno-religious cleavages? What lessons could the young generation learn from these oldies who with corrupt governance looted public wealth to create private opulence? Let the new system therefore start on a clean slate with as many new faces as possible from both genders who would be not only talented in different fields of knowledge but also have a more inclusive vision to build a united Sri Lanka based on democracy, meritocracy and justice. If they fail, then they and they alone should be held responsible for that failure. Hence, the need for a supportive parliament after the election. The aragalaya awakening cannot come to an end until the new system is completed and put into operation.

    As a first step, the former Presidents (just five) who spend over 100 Million Rupees per year from Public finance should limit their expenses similar to a public servant in the government. RW as the latest former President should come forward to live as an ordinary citizen as before he became President. He has a responsibility to do that because he claimed that he took the risk to take the challenge to recover the country from the economic crisis. Sri Lanka spends billions of dollars for security similar to the developed worlds. This is not to protect country from external powers but to deny the rights of the Tamil speaking People. So, think about how to come out of this massive expensive which can be solved easily if the state prepared to protect all communities without bias. In other words, United Country.

      What exactly is this “sickness”? The other professor from New Zealand claims that the 100 million spent on ex-presidential perks is a big part of it. But what the two hypocritical
      Professors dare not mention is the 400 Billion being spent on the Armed Forces.
      Will AKD have the guts to do something about it?

      Since independence a culture of impunity has plagued the country. It time and opportunity to change the political culture and constitutionally introduce age and term limits to elected office.
      New, and bright younger “blood” is the answer to get rid of the old hacks and hope for a better and honest governance. An attempt to bring in this constitutional should be made as soon as possible.

      Nathan, Capitalism in make up of mankind can be changed like any other ideas which we drop as we grow and pick up others according to which direction we grow. Karl Marx was not born with Communism. The answer to you is that changing mankind is feasible, and hence whether communism or capitalism changing is feasible. Otherwise all of us born in sin will have no future without changing. A baby and old man are not the same.

      It can be feasible. In Sri Lanka it was made by not only by Capitalism (UNP) but also by Leftism (SLFP). Here the crisis was made by Majoritarian Buddhist Sinhala Fundamentalism. As the Sri Lanka’s constitution and laws changed from special status to Buddhism economic crisis will never change. We have to wait and see what comes next with new constitution.

    “ ethnonational majoritarian political culture” is so much ingrained into the Sinhala Buddhist mind that it is much harder for them to get out that MINDSET. The different sects of Buddhism should get together and tell all Sri Lankan population to get united and not to fight amongst themselves.
    The Monks should be barred from entering politics and be responsible for promoting peace and harmony. Monks council should be responsible for maintaining discipline and anyone who abuses their status should be DE-ROBED. The world (especially USA)
    is being controlled by the ‘ Military-Industrial Complex’. They endlessly promote wars between/ within the countries. They profit from wars.
    Wars are needed for them to remain as a superpower

                  old codger, those who obey God, practice what is in the bible, pray for the Presence of God to be in their spirits fully through the Presence and power of the Holy Spirit who enables them to live a power filled and peaceful existence, flowing from inside them. They long to live holy and sinless lives to please God rather than men but as the love of God is in them, they express that love to all whom they meet and also wish to explain to them about the peace which Jesus the prince of peace gives them.

          I had a friend at School who came from the North East town of Peterhead (a Fishing Port previously Whale Fishing) about 30 miles North of Aberdeen. Some of his Classmates in Peterhead were from families of the Close Brethren (a Christian Sect). They had some strange rules regarding eating meals. If you were not a Member of the group you could not eat with them, even in families.           If you ask DTG there is only one true Christian Religious denomination. Ask the Jehovas, Mormons, Pentecostals, various Protestant and Catholic (Coptic, Maronite etc) Groups and the many Orthodox Groups and you will get different answers.
          So I think we can answer your “Do different sects of Christians get together?” with a decisive “Not a hope in Hell”.

            There are caste divisions even among Catholics in parts of Sri Lanka, to the extent of them having separate churches, sometimes in the same village.

          Caste in the East and Hill Country is as divisive as in the rest of country.
          Several Hill Country political parties are formed along caste lines. There is caste hierarchy within plantations with line rooms segregated on caste lines.
          Brahmin presence is weak. But there is the caste-based pecking order.
          In Batticaloa the pecking order is different from that in Jaffna.
          Talk to a fairly informed Sinhalese about caste as practiced among the Sinhalese. (Ask Ruchira what he is constantly whinging about— although he is not the best informed.)

            Just google search “sinhalese mixed marriages” and click on “images.” That is the norm now. Meanwhile, all of the Indians I know have done arranged marriages; they marry someone from their “state” who speaks the same language and has the same caste. The only Sinhalese doing arranged marriages these days are a few socially awkward men. 40 years ago you could advertise in a newspaper, this is also not so common now. The younger generation use social media for hook-ups.

          Mahila, as I understand, all here north and south are born with a caste from their fathers and they can never change their caste like you can change a name. Why worry about it but simply carry on living good and honest lives. No need of divisions.

        That is incorrect. There is no “caste” among Sinhalese. You are confusing “caste” with “class.” The Govi had class privileges during colonial times which extended onwards. Things are obviously different with Tamils. They openly practice caste as it is part of their religion.

    Before the British left Ceylon 76 years ago, they should have thought and brought about two federal states in Ceylon for the TWO nations living in the country. This could have prevented the subjugation of the minorities by the majority resulting in our current state of affairs.       I don’t know which country you live in, but I have been inside many Wards of at least 4 Hospitals in Sri Lanka (2 in Colombo and 2 in the Kandy Area). I know at least 2 Wards that experienced Covid19 Infections. It looked like the last time they were deep cleaned was 1948. Nothing happened to make any difference in these Wards. A Cancer Patient contracting Covid19 will very likely die.
      I have watched the footage on Al Jazeera of the Hospitals in Gaza being systematically destroyed. These Hospitals in Gaza were (before their Destruction) as good as most in Western Europe. Can you say the same for Sri Lanka’s National Hospitals?

    What are the domains or areas that must be subject to a radical “System Change?”

    Most people would say it is the economy but applying system change only to the economy will not be effective. Economic prosperity can only be achieved by bringing about system changes to all of the following aspects of governance:

    1. Elimination of corruption, such as bribery, illegal commissions, cronyism, nepotism, favoritism, irregular tender procedures, etc. (Just think of Bar Licences!)

    2. Ensure the Rule of Law by treating everyone equally before the law and not allowing perpetrators of serious crimes to get away with it.

    3. Abolish the Executive Presidential system and replace it with a Westminster style parliamentary system.

    4. Cut down on wasteful Defence Expenditure by reducing the size of the Army, Navy and Air Force.

    5. Address and redress the grievances of the minorities so that they too will participate wholeheartedly to revive the economy. There is no substitute for this and therefore, it is not something to gloss over. Sops will not suffice.

                  The Eng Fac should have been in Jaffna. Many academic comissions that examined this gave solid reasons. But the Tigers dictated that it be in Killinochchi. The last academic commission on it was an all-Tamil outfit, with people like Prof. Sivaprakasapillai, Prof. Kumar David etc., as members. I cannot think of any Engineering Academic supporting Killi, except Prof. Thurairajan who (also supported Jaffna as the location, but muted his language and) fell in line after the LTTE high command chose Killi.
