RW’s Political Dilemma

President Ranil Wickremesinghe invited the IMF to fund and facilitate the reparation of a bankrupt economy. IMF agreed under certain conditions, extended a loan of $2.9 billion to be released in eight instalments, and provided a roadmap for recovery expecting RW and his government to adopt. The first instalment was received roughly 12 months ago, an auditing was carried out and a diagnostic report was produced wherein IMF drew attention to a number of issues that are not strictly economic in nature but still vital for economic recovery and future growth. The attention to those issues after one year is also a tacit admission by IMF that economic recovery involves a radical overhaul of the dynamics of existing socio-political culture and ideological foundation of Sri Lanka’s governance. Yet, even in the unlikely chance of those issues being attended to and resolved before RW’s presidency comes to a close end of 2024, whether the economy would recover and experience robust growth is doubtful, because of disturbing developments outside the country. IMF has already lowered the growth rate for this year and next. It may have to lower it further once the economic impact of the two wars that are currently escalating begins to be felt. That is a different story.

What is relevant for the moment is whether President RW and his regime are prepared to implement all those recommendations listed in IMF’s report. There are three possibilities: one, implement all of them, change the ruling system and ideology of governance and save the nation and its future generations from a bloody Armageddon; two, pick and choose only those recommendations that would be convenient to tackle and more importantly would not jeopardize the chances of RW and his coalition partners getting reelected if an election were to be held; and three, declare the intention to implement all the recommendations to satisfy IMF and get the funding continue and while using that as a pretext to postpone all elections and allow the status quo remain with some fine tuning. The President is in a political dilemma.

RW is a seasoned but sagacious politician. He was mentored by his grand uncle JR Jayewardene, the architect of the executive presidency and open economy, dubbed as Dharmishta Samajaya by the foremost dramatist, Professor Sarachchandra. RW knows very well that implementing all of IMF’s recommendations to bring about a paradigmatic change would be politically suicidal, because it would expose his own share in the country’s economic ruination. Therefore, his choice is between the second and third. Having left the onus of economic recovery at the hands of IMF and its disciple CBSL while limiting his own role in drawing the annual budgets as Finance Minister, RW’s main concentration over the last several months had been in calculating the odds between holding an election or postponing it indefinitely. The irony is that almost all the parties in opposition have also agreed to surrender the fate of the economy at the hands of those two institutions, and that they are also calculating the same odds. In this race for power, it is not the economy or the reforms that are going to dominate the electioneering platform but the issue of ethnic reconciliation and political Buddhism. It was RW who introduced the issue of reconciliation to test the political waters, but was taken aback to see that political Buddhism had highjacked his agenda and virtually put a stop to any talk of reconciliation.     

When the time arrived for holding Local Government Elections this year, RW postponed it indefinitely on grounds of economic difficulties and financial bankruptcy. Now, thanks to increased foreign remittances and tourist revenue, funds are available to finance a presidential election. But will he hold one? IMF’s diagnostic report appears to have given him another excuse to postpone it on the ground that he is determined to implement most if not all of them but needs sufficient time. IMF and its shareholders may agree to that option.   

In the meantime, RW is wooing the minorities for their support in case he decides to go for an election. With political Buddhism showing its aggressive face in the north and east of the country Tamils have no alternative but to support him.  But the Muslims are a wavering lot. This is why RW has been particularly keen to cultivate their political friendship and some his recent actions bear testimony to this fact. Starting with the lenience he showed towards that Muslim Parliamentarian who was caught smuggling dutiable items, to the appointment of a retired Muslim Supreme Court judge to head the investigation over allegations televised from UK about the 2019 Easter massacre, the handover of the controversial Punani Campus to its Muslim owner who is preparing to re-enter politics, lighting in green the Lotus Tower on the day of Prophet Muhammad’s birthday, and posting police to guard the mosques during Friday prayers in the wake of the Israel-Palestine war were plain vote buying measures targeted at Muslims. 

Alternatively, RW is also preparing the ground to protect himself and his government in case the election is postponed on the pretext of implementing IMF reforms. But more than those reforms the challenges facing the 2023-24 budget, which has to compensate for the fall in revenue targeted by the previous one, are formidable and would certainly make life even harder for the vast majority of people. The aswesuma palliative introduced after the current budget would be hardly sufficient next year to arrest the increasing pain and rising incidences of poverty. That economic reality and IMF’s demand for reforms would be sufficient enough for considering election postponement. But that would test the patience of the public. However, Sri Lankan masses are not tuned to stage protracted protests and resistance as in Latin American countries. Even that leaderless 2022 aragalaya, which did not have any coordinated program other than the singular slogan “Gota Go Home”, would have fizzled out and dissipated had the Rajapaksa regime allowed it to continue for some time. However, short term rallies, strikes and demonstrations mixed with violence are normal part of Sri Lankan politics and RW knows that very well.  Recent legislations like ATA, Broadcasting Authority Bill, and Online Security Bill are measures specifically intended to tackle such short-term outbursts. The post-2023-24 budget weeks or months would show how the President intends to get out of the political dilemma facing him.

    1) Sri Lanka does not have a snowball’s chance in hell to get out of its economic/political/social
    morass unless the TWIN EVILS of corruption and minority bashing are honestly addressed. This seems highly unlikely.

    2) How anyone can take the IMF seriously beats me. Its reforms barely scratch the surface on these twin evils.

    3) IMF has overlooked some of the KEY drivers of CORRUPTION in Sri Lanka. This includes:
    .

    i) Nexus between private sector and politicians

    ii) Corruption in regulatory bodies overseeing professionals – particularly CA Sri Lanka (Auditors/Accountants) and BASL (Lawyers)

    iii) Will the IMF tell us where on earth other in Sri Lanka will the Chairman of the leading business chamber be the head of a leading audit firm? I refer to Ernst & Young and the Ceylon Chamber of Commerce. How can an auditor be INDEPENDENT when coalescing with business chambers?

    4) How can the IMF even engage with a government that proposes legislation that will
    sound the death knell for democratic governance? I refer to the proposed Anti-Terrorism Bill and Online Safety Bill.

      All you have stated sound very much on the ball.

      As for IMF’s conditions for the payment of the second tranche overlooking some of the key drivers of corruption which you have pointed out, isn’t it not possible that IMF is taking a multi phase approach to imposing these conditions? Is it practical to unload all conditions all at once on a hopeless country like Sri Lanka?

    RW is seasoned and sagacious perpetuates a myth. He was just born into a ruling family and was supported by the Sinhala conservatives and radial classes. He has survived but he has no clear idea of where he is going. He now wants the mantle of a great Third World leader when all his life he has courted the West. He relies on the IMF and loans from the World Bank and the ADB, all institutions controlled by the West. He thinks he is smart playing the Indians off against the Chinese. We will feel the consequences of this one day when we become a battlefield of two giants. He will not be there to see it. Now that he has achieved his ambition of being President, he should simply vanish.

    Was it as simple a that?
    The IMF was approached much before RW took over.
    If RW is guilty of taking the country to the cleaners by approaching the IMF, anyone to be free of a share in the guilt should have protested strongly and if possible aroused mass anger.
    Did we hear even a whimper of protest?

      Taken with a grain of salt, it means RW extended the red carpet/his arms bearing the begging bowl/the prompt for the bailout/his diligent cooperation when he actually had the right to decline IMF’s assistance or revoke consideration of any prior GoSL requests. In fact, he saw to it that it came to fruition.

      Were there many options on the table or other ideas from anyone who thus earned themselves the credibility to protest?

    GR was an American citizen at the time he put forward himself as the Presidential candidate in 2019. How did the ELECTION COMMISSIONER accept his nomination?
    Basil R too is a USA citizen who is dabbling in politics in SL.These people’s main aim is to bring benefits to themselves and NOT to the country. it will be miracle we would see a major economic recovery without removing the corrupted from the PARLIAMENT.
    Tax payers money needs to spend wisely and not wasted on MPs’ pensions and allowances. Ex-Presidents and Prime Ministers should not continue to any pension or perks from GoSL. So far Good Governance had been elusive.

      I agree that given all the speculation that was rife, Gotabaya Rajapaksa should not have been allowed to contest the Presidential Elections in November 2019.
      .
      However, there was no Elections Commissioner who ought to have disallowed his contesting. There ought to have been a five member Elections Commission in place. Instead there were just three members.
      .
      Of them, Mahinda Deshapriya was the Chairman. He was also the man who had had experience in the Elections Department. He is the man whom we have to blame.
      .
      Nalin Abeysekera was a lawyer, and perhaps too old. He seemed to do nothing.
      .
      I have seen some people blaming Dr Ratnajeevan Hoole. Ridiculous! He had only honesty to guide him in this work, and he went way beyond the call of duty in raising uncomfortable issues.

      Common sense tells me that had Deshapriya done his duty, Chamal Rajapaksa would have been elected President, and would still be in that position. Non-controversial, but ineffective. We were used to that!

        WHY DIDN’T AKD, THEN COMPLAIN AND PROTEST on Nomination Day!!!???
        JVP should have derided the process and if not protest complain, WIDHRAWN from the contest as NOTIONAL patriotic nation saving methodology!!!??? WHY NOT????
        Hope we are not going to get a story, that this is the only method proved Gota was Inept and Incompetent HoS, HoG and CIC, though effective Defence Secretary!!!???

            It was rectified after a lot of melodrama, by the full bench of the supreme court – restored ‘Status Quo Ante’- after 6 month period of uncertainty, throwing the country into Economic Chaos amongst other unwanted problems – flight of Capital and Destabilisation causing negation of FDI – could HAVE BEEN THE POSSIBLE PRECURSOR for ECONOMIC COLLAPSE AND BANKRUPTCY in 2019/20!!!??

              I’ve spent a lot of time today talking to a comrade called called Nandana who is one of three handling night duty at the NPP HQ in Pelawatte, Battaramulla.
              .
              He’s sixty years old and lives in a somewhat different area of Maharagama from my wife and elder daughter. His University? He said that it was the “JVP University“, but he had done some full-time work in the Agricultural sector.
              .
              He knows much, but not the gossipy things. However, he granted that it is sometimes necessary to know such things to counter the lies spread by the sort of guys whom we have identified even here on CT.

            Can you please tell me WHO would DO that in un-no certain terms? To make it easy for you to answer me, I would ask: Would it be a Government of Ranil W (of Pohottuwa/UNP); Sajit P (SJB); AKD (of JVP/NPP), OR any other in mind?

              I believe that there are more or less good candidates in every party. THat is the basics that JVP led groups should finally be comprehensible.

              Believe or not, people s thoughts are connected with multip party systems in this country for such a long time. SOme are radicalists and others support without awareness.
              /how we eliminate the CRIMINALS out of our sight is through such a broad minded coalition built by all representative parties. HOwever, they should all be uncorrupted candidates. Rajapakshes should be hanaged in public so that any new criminals be shocked as was the case in philiphines.

              I have not used the term elimination, however the future youth generation feels the need to eliminate the foundation of the Rajapaksa Free Society. Namal baba or those guys should be disfranchised by proving that he is the mastermind behind the mysterious murders of the rugger player. I hope that whoever is next in power will do the same to not be loyal to Namal or the illegitimate sons of that Malecha family like in the Philippine dynasty in the future. I want JVP led NPP to join hands with other social sections to win the elections. Otherwise, they will only become opponents in the future parliament.

            Take for instance, MaRa’s alliance (believe in the initial 2005) he made this claim that he wants negotiated settlement and then aligned with all the scoundrels, who were the destabilisers and continue to be, todate!!!??? That’s why he couldn’t sustain his 13th Plus promised soon after conclusion of war to UNSG, India et all!!!
            If one claims didn’t know, the outcome would be bad when coalescing?? With those elements, it is Naivety at its best to say the least that he has been re-elected since 1971 and then from 2010 three times over!!!??? So the CULPRITS ARE NONE OTHER THAN THE ELECTORATE – FARCIAL AT BEST!!!

        S-M: You say of Dr.Rajan Hoole: “….he has honesty to guide him”. Are you sure?

        He was a member of the Election Commission. When Gota’s citizenship came up he had discussed it with the Chairman – Mahinda Desapriya. After that discussion, he (Dr. Hoole) said: ” Mahinda Deshappriya told me: “I will take care of it”. If, as you say he had his “Honesty to guide him”, he should never have remained silent. He should have insisted on a definite “Answer” and forced a decision on the matter.

        His next step was to align with Nagananda Kodithuwakk – a Lawyer and give a sworn “Affidavit” who filed a case against the EC Chairman and the Commission (of which he too was a member) for failure to reject the nomination of Gota. Does that indicate the “Honesty” you speak of? I would rather say it is cowardliness.

          Why should we care about the aging of a member of the EC? So should it be an unforgivable argument on the part of the Chairman not to take any action in place of the the member ? That’s how we behave at my job.
          Your point about Dr. Hoole’s answer is very reasonable, however, MD.     These days Ranil has become a globe trotter. He has not been able to even appoint a new IGP because he is scared to go against Basil’s request. Further, he has not been able to deliver a single promise he gave the citizens, not even the IMF 2nd tranche. What else can he do other than being away from the country to cover his own weakness being exposed in the open?

    His latest trick is the referendum to abolish the Presidency to stay in power knowing well he will never be elected a President by the people. Promoting a referendum where one of the clauses would be to extend his presidency for a longer period of time beyond 2024 in order for him to pass the election bill which will change the structure and the manner in which the general election will be conducted and the manner in which the MPs will be selected.

    Once again Ranil is trying to pull the wood over the citizens’ eyes!

Locally and internationally, Evil became a rejected politician. The American Ambassador made a deal with Old Rowdy in exchange for him relinquishing his coup PM position, so that a Royal Family member can become the president again.

There was a LC; but the Chinese exporters did not comply with the LC terms. Hitler, extremely inexperienced politicians, ordered the People’s Bank not to pay for the LC, which was an international obligation. The bank was black listed and there was no access to FEx. That was the end of the road. Hitler was forced to declare bankruptcy by the blunder of refusing to pay for the LC by a government Bank.

    Now the IMF has drafted a worthless 125 report on GDA. Let’s look at auditing at this time. An accountant auditing the books of a company has no muscle to have implemented any additional recommendations he/she might have appended to the financial statement. As he is a professional, paid and employed by the company directors, on behalf of the owners. A professional doctor can give the medicine to the patient but cannot make him drink it. Auditors’ employment by the company lasts until he hands over the report to the directors, the representatives of the owners. They cannot take any action on the report they came out with. They are not somebody like Evil’s earlier F word CIDs. They are not crime fighters. Their term of reference is that they verify the compliance of the established accounting practices. They would express their view to the owners. If there was any conflict of interest for an auditor with the company he audits, mere mention of the fact in the statement to owners would do. But the IMF, as per the contractual terms of lending, has some weak muscles to get the countries borrowing from it to act on the reports it issues. That is the only consolation for minorities and those looking for good governance. But it works only if the IMF is honestly willing to get it done.

    We all know all those stories, but without those steps we cannot see why the IMF came out with an offer of a loan, stringent conditions attached to it, and a Governance Diagnostic Assessment report and a compliance audit report, none of which Evil’s Aanduwa asked for. HRW and other INGO convened a meeting to examine the current practices of the IMF’s throat choking conditions on the broken countries. They released a report that showed the Langkang as the example and a woman named Shanti as the witness for the IMF’s Satanic Verses. But the worst part is Lankaweyans were not let alone to realize their governments’ notorious activities, where India gave $4B and Japan, America & EU gave many farming supplies so the Lankaweyans were blindfolded by this “charity water poured into the mouth of the fainted slave, so he can wake up and toil again. Everything and anything Lankaweyans did for them, and the IC enforced on them is destruction after destruction. In 2009, instead of stopping the war and saving the 160,000 Tamils, UNSG granted a gift for Appe Aanduwa to conduct its genocide war without witness. Appe Aanduwa, to that gift, performed well on its part. It is the Modaya crowd that is trapped now. No investigation on the Genocide criminals for Tamils’ justice; no fruitful help for the Sinhala Buddhist to recovery.

China, after one year of the first tranche, still has not agreed on any deal on debt reduction. Maybe it would extend the repayment date, after grinding, stirring, and squeezing Langkang for one year on this. It has successfully brought one more unwanted, illusive, secretive, so-called research (spy)ships, only to provoke India. The World Greatest Liar Mangala’s Machan Ali Sabre said many times the ship cannot come because it is not acceptable to India. Now what? Ali single handedly would beat all other Muslim Minister crooks combined. Other than that, there is no openness in the Chinese submarines and spy ships coming and going. Ali’s somersault confirms the international experts’ prediction that in time Hangbangtota harbor would be turned into a Chinese military port, to oversee the Indian Ocean. It appears the IMF is asking for loan restructuring for the next tranche. None of them are honest about anything and we cannot say anything firmly about this.

    We are not sure if the Chinese words on this loan restructuring will lead to any constructive reduction on loans that need to be paid in future. The reality is the IMF has now partnered with those who trapped and controlled the Langkang politicians with their lending. IMF is only the latest partner with this gang, but no savior. Apparently the GDA and the conditions of the loan, do not give any direction to Langkang Aanduwa or its economy and not any new hopes for the goofed Sinhala Buddhist Modayas. Aanduwa will not implement the conditions in a beneficial way to people or to improve the economy, without protesting that no external power can dictate Langkang.

    Same way 125 pages of GDA will not be worth the paper it gets printed, because any changes in the structure of the government or any Acts amended will be only to protect the War Criminals, locally and internationally. Considering the uselessness of the IMF’s effort to overhaul Langkang politics, I tend to think that China is reasonable in its demand that if IMF loans are secured to pay back, Chinese older loans also should be secured and paid back promptly.

    The HRW’s claim on IMF seems to be a fair criticism, but it has no relevance to Langkang. Yes, countries face hardship and even go bankrupt by mismanagement of the economy. The fact that they too are bankrupt does not allow them to be categorized along with Langkang, because their politicians may not have committed economic crimes to drive them into bankruptcy. That was not the case with Langkang. Citizens of Langkang, ruling party and opposition party all worked in the past as one unit and went for economic and human rights violation crimes like racism, pogroms, arson, looting, robbing, money laundering, impunity, saving each other, creating flourishing nepotism, ….. all known destructive methods were employed by the Sinhala Buddhist intellectuals, adored, and appreciated by the citizens. The youths who felt strange of this policy of destroying the country to destroy Tamils, wanted to be associated with minorities and oust the old guards and form a new government with fresh blood. Alas, Viyathmahas started to rebel that anarchy was going to set in. West suspected that JVP was going to establish itself here. Here we go again. Evil, who didn’t want to be in the government, was installed as President and the IMF forcefully started to thrust its loans into the civilians’ throats & and its conditions into Evil’s throat. We have no idea where this will end.

But I repeatedly exposed the Rajapaksas and some JVP murderers. I know how the sonless mothers of our motherland cried forever sinc 89 rebellion. A father died yesterday and he lived untold stories since 89 because he lost his son who was at the Faculty of Medicine in Colombo at that time. #
                It is not easy for me to agree with the JVP led NPP knowing that they do not have ABC level knowledge about the heterogenit in our society which is full of human beasts rather than non corrupt citizens. I travelled to srilanka last July and he revealed my location amidst CT~s alerts so I had to do a double take again and again. What went through the person’s head after putting me in danger is something no one can understand.

              That is how the old society existed then. They wanted to share what a rich family they belong to…who their parents and relatives are. If they were barrister graduates, that was everything to them. Today there are pllenty of Ph.D.’s in many fields. Times have changed a lot. This has unfortunately been NOT updated by some of our seniors. I also had an uncle who always talked about wealth, how proud he would be of his sons who are professors. He wanted to brag more than he wanted to enjoy some delicious food. His wife often had row with him because of his boastful nature.
              Professors in Germany do not share how qualified they are. At the begining even DR Merkel did not want to be called as DOCTOR Merkel because she thought it was to her own reaserach, but once she changed her field into politics, she should just be called as ” Ms MERKEL” . Only in their working environment, they use to wear their titles. In srilanka, they wear their professorships even after their emeritus status. This culture is outdated but our silly seniors cannot exist without bragging. It is like their breath. That’s why guys forget to comment on the topic very often. ….

    It is TIME for the LEADERS of all the political Parties to release their Election Manifestoes NOW , so that the Public could study them and make the RIGHT choice.
    The manifesto should include
    1] How all the SL citizens will be treated as EQUALS and not discriminated in education/sports/ employments
    2]How they will make those who made THEIR WEALTH illegally to pay back to the Government coffers.
    3]Plan to provide Those people who had lost their lives because of the state
    be compensated and justice provided. Property damages during state sponsored 1983 riots too compensated.

JVP led NPP should have the ability to be able to work with heterogenous groups BECAUSE srilanken society is comprised of various political elements. If they dont have that, theirs will end up like that of GOTABAYA funny days.

      Sometimes social media accelerates social erosion, even worse about the news that pushes them deeper. Baseless news has become mainstream news today. Private TV channels started it. In a country people believe any lie, it is easy to continue destroying it. We know that Sri Lanka’s Jackson Anthony aka Goebbels brought the nation to the brink by spreading lies about some criminals. BLATANT lies make headline news from morning to evening to create false public awareness or expectation. Their tools were astrology, Buddhist birth myths and many other instruments. They now believe that it is a truly great crime from which they can never escape.

      It’s not as easy as it seems. I think that I know what the JVP/NPP is promising. What is clearly stated at meetings, and later reported through YouTubes, etc. apart from printed manifestos and social media.

      But then the politicians can get away with saying things unless prosecution is possible and feasible.

      Gota got a huge mandated; after that was there any possibility of prosecution in any Lankan Court. Before the elections, yes. But again, costs, credibility, and will the results be tangible?
