RW’s Super Ministry & Ethnic Reconciliation Initiative

Super Ministry?

President Ranil Wickremesinghe has taken control of four different ministries in addition to defence. Ministry of Finance, Economic Stabilization and National Policies; Ministry of Technology; Ministry of Women, Child Affairs and Social Environment; and the Ministry of Investment and Promotion have fallen under his direction. In other words, he has created a mega or super ministry expecting the State Ministers to assist him. The rationale behind this super control is not clear. It may be a simple exercise of power grabbing hoping to end up as an autocrat, or, reflection of the dearth of talent in his team and loss of confidence on the ministers. However, if things go wrong the state ministers could easily shift the blame onto the President.

The popular view within the international community, including IMF, is that the government of Sri Lanka is incorrigibly corrupt, that the same gang of leaders who led the country to bankruptcy are still in control of power through the parliament and that RW has only a limited space to act independently and make a difference. Thus, given the limited time left for his presidency before going to the polls, he is forced to make a difference not only to impress international observers but also to increase his own popularity at home. That in fact seems to be the explanation to engage in this exercise.  

His predecessor Gotabaya Rajapaksa (GR), without formally taking control of other ministries, did interfere willy-nilly in their businesses, which ultimately created a Gautocracy and ended in disaster. Whether RW’s experiment, with instructions to the tri-forces and police to take decisive action to control any opposition and maintain public peace, would lead to a Ranilocracy and meet the same fate as the previous one, only time would tell. At least GR had a viyathmaga to shift the blame, but unfortunately RW has none of it. 

Initiative for Ethnic Reconciliation

Ethnic reconciliation is no doubt a precondition for any political and economic stability and development of the country. However, it needs to be pointed out that ethnic estrangement in Sri Lanka did not happen spontaneously, but was a deliberately designed strategy by Sinhala nationalists to hijack democracy and capture political power and convert the island into a Sinhala Buddhist nation state with guest status to all ethnic and religious minorities. A series of communal riots and a civil war all supported by the state went to demonstrate that these nationalists carry short memories illustrating George Santayans’s maxim, “those who cannot remember the past are condemned to repeat it”. To counter the ethnonationalism of the majority, minorities also devised their own varieties. In short, inter-ethnic animosity and communal hatred is part of Sri Lanka’s political pathology. The economic cost of this estrangement is what the country experiencing now.     

What is worse is that this ethnic convulsion has created a second Sri Lanka that exists outside the first. It is a Sri Lanka of diasporic elements with no fixed territory but advancing steadily in number with economic strength and ability to influence international opinion to bring pressure upon governments in Sri Lanka. The pressures that the country faced in recent past and facing now from various world agencies like UNHRC and regional groups like EU and QUAD are indeed a reflection of the growing power of diasporic Sri Lanka. This Sri Lanka is not like LTTE’s Eelam, which wanted to divide the country, but one that wants the mother country original to grow, develop and prosper, not as an ethnic majoritarian enclave but a secular democracy, treating every one of its citizens equally, endowing them with the same rights and obligations. The willingness of the diasporic community to invest in the mother country and help through various charitable projects is testimony to its noble intentions. Under these circumstances the ethnic issue demands urgent attention with honesty in dealing with its resolution.    

However, RW’s initiative to appoint a foursome committee, with two of its members representing the Tamil and Muslim communities, as a preliminary step towards drawing up a multi-pronged agendas for reconciliation should be welcomed, but with serious reservation. To start with, this initiative is the result of relentless pressures from outside and future international economic assistance and support to the country is tied to the resolution of this issue. Yet, the reason for the reservation arises from doubting the President’s courage to take a decisive stand on the ideology that lies at the bottom of ethnic estrangement. That ideology, propounded by ethnonationalist Sinhala politicians, academics, intellectuals and opinion makers believe as indicated earlier that the country belongs only to Sinhala Buddhists and that all minorities are their long-term guests. That claim was publicly expressed in no uncertain terms in Kandy on 7th July 2019 by that obstreperous Buddhist monk Ven. Gnanasara. The only Sinhalese Buddhist politician/stateman to repudiate that claim was the late Mangala Samaraweera. How he was chastised for challenging that ideology and made a pariah by a section of post-Cold War Buddhist monks is all history. Will RW rise to the occasion now and be a Samaraweera? That will be his Litmus Test to prove that he is genuinely interested in resolving the ethnic issue.          

Genuine reconciliation cannot eventuate unless that pernicious ideology is erased from Sri Lanka’s political dictionary. Until that happens, whatever the program or reforms proposed by the new committee would be a waste of time, and should be considered as RW’s trick to cheat the international community.

    This is another committee to buying time. We have lot of evidence that appointing a foursome committe with two from minorities. If the President is really interested in finding a solution, can he tell openly and public whether he accepts federalism as a solution to the North East Provinces where Tamil speaking population are majority for many centuries. Can he bring bring Sajith, Anura Mahinda and Sampantha and Rauf together with this solution?

      Good enough explanation. But I don’t think it is going to improve his popularity when he privatizes right and left, and lays on the taxes. There are feelers being put out even about signing the MCC, funnily enough by the same ministers who rejected it earlier. It remains to be seen if the measures he plans can be pushed through in the teeth of opposition by the arch-nationalists and the JVP. But these groups have no credible alternative. Perhaps RW isn’t looking to win the next election, but simply wants to push his program through, come hell or high water.
      Dr. Ali deserves due praise for at least this time dropping the Ranil-bashing attitude. Logical analysis works better than invective.

    What has Ranil achieved in 74 years?

        I really don’t know what he means by that. I read this commenter saying somewhere today that NF should be the only clown.

        If we know very well that the current government is controlled not by RW’s executive powers but by a hidden force, why to attack RW in this way? If someone attacks him in public, naive people praise him as “real good, wonderful or equal”.

    We cannot expect RW to commit political suicide whatever be the pressures from outside. The reference to Ranilocracy and perhaps limiting the history to Gautocracy is not accurate. The illness started with Premocracy and I am informed of experiences reflecting the extent of micro-management to very minute details. My informants do not recall instances of Richardocracy. I see no reason why a President should have any Ministry (Defence could be an exception) under him when Secretaries to all Ministries are hired and fired by the President at his whim and I am informed that some Secretaries involuntarily rise from their seats whenever they are required to answer a call from His / Her Axcellency. It is a wonder if they did not soil their garments with excretions. Such is the power of the President. Political leaders don’t suffer from Amnesia but feign them. It is the voters who can be made to forget the past by offering sweeteners at the right time, since we are known even to accept a “Headache” if it is offered free of charge. “Rice from the Moon”, “8 pounds of cereal” and recently, distribution of building materials are some of them.

    Given RW’s record, it is most likely a trick to cheat the IC. However, I do not trust the so-called ‘International Community’ either, in this case, the West and India. If RW looks after their interests or in a worse case, does not do anything to harm the IC’s interests, they will remain mostly supportive of him.

    If I am not mistaken, almost all Presidents of SL have taken the Finance Minister portfolio for themselves, despite having no finance or economics background or even knowledge. Sunak was the Chancellor of Exchequer before he became PM & so was Gordon Brown but none of them took that additional responsibility when they became PM. Sunak was elected because he is an economist with a proven track record & despite many disliking him for various reasons, was accepted that he is the best man for the job in the current crisis time. Obviously, he will be behind the Chancellor & the the buck stops with him but even so, he has enough on his plate without the additional portfolio. In comparison, our Presidents & PM wear multiple hats, so, either they are super human or have no actual work, therefore, able to juggle several Ministries at the same time. Of course, there are deputy ministers & subject ministers to take some of the responsibilities but why can’t one person take the responsibility for his or her ministry as in developed countries? We already have a bloated Parliament, so aren’t there qualified people who can take that burden off the President?

    I am sick and tired of hearing tales of ‘Ethnic Reconciliation Initiatives’.
    The subject bespeaks of the larger issue of a ‘divided’ society.
    Does unifying a society require a ministry? It requires a mind, an attitude.
    That reminds me of what Chandrika once said. ‘Now, that the war is over, I’ll give the Tamils a little less!’
    The war is long over. There is no chance of a war again. She could say that she would give Tamils a lot less!

    This is how smart our Presidents have been in restoring stability to the nation.

    maybe this is due to the intense pressure he is facing from the UN at the moment.Chandrika was the person who was really interested in giving the tamils the maximum possible but ranil scuppered the deal.Chandrika and neelan tiruchelvam went directly to the tamil people bypassing the LTTE and neelan lost hislife and chandrika one eye because they dared to do so. I don’t know whether ranil was scared of his life too when he sabotaged chandrika,but now he does not have to worry.

      Chandrika had severely diluted what she supposedly had in mind.
      (Also she later waged a notorious war for peace, did she not?)
      She sent delegations to the North soon after her election, but the delegations lacked credibility. Will you call this seriousness?
      I do not call her communal in her thinking, but seriously question her sense of purpose. I had worked with her on a small but serious project two years before she returned to the country from London, and speak from first hand experience.

        i forget it because it wa so long ago but at that time i was bewildered that first the LTTE scuppered the chandrika/neelan proposals and then ranil and the UNP joined them and scuppered it too.I belive some senior UNP’ers were against it.

        Before you attack chandrika due to a personal dislike i suppose because she fired you you should tell us what part of her proposals were not in the interest of the tamils.

          It was plain electoral opportunism.
          There were reversals in other policies as well following election.
          Will you still claim that “Chandrika was the person who was really interested in giving the Tamils the maximum possible”?

      I have never met Chandrika, or even been at a live meeting which she addressed. But I do listen to everything of hers that is on the web.

      I did meet Neelan Tiruchelvam once, when he came to the Peradeniya University. I think it was in 1986. Wonderful guy!

      The way Ranil is now acting, I think that he has much to worry about. “They that live by the sword (or whatever instruments of torture that he employs) shall die by the sword”. It is almost inevitable.
      .
      That doesn’t mean that I personally advocate violence.
      .
      I have lost count of the number f times that I have stated that at any election I shall vote for the NPP. I sincerely believe JVP to now eschew violence.

        it is not the violence that thepeople are worried about from the JVP.That is long gone but why is it that the JVP can never get a million votes.Always it stops with its block vote of 600000-650000.The JVP shold tell anura kumara that if he next time at the general election is unable to get a million votes then he should resign the leadership.They are like the UNP that kept on keeping ranil and now has come down to 250000 votes,much less than the JVP now.AKD has done better than ranil but has not been able to increase the vote.so he must go at the next election or even before.

          There is something that many people in our society do not recognize easily, and that is language and its simplification. Wimal Buruwanse “heroized” the “medamulana born criminal dogs” not using facts about them, but blatant lies, but by abusing his mouth peace and “trash bragging”: I am not saying that JVPs should stoop to that level, but there must be some trick to win their hearts knowing that our majority is dominated by “punnakku eaters” rather than head users.

          Although a surgeon holds super lectures in teaching sessions, but the same individual tremours not performing well with ” scalpel”, so what would be the outcome of a severe operation ?

          . It is the plain and simple language being used to educate commoners of a society who are the decisive factor for election outcomes.. It should be a simple language using conventional Sri Lankan style stories. Only then can they understand the essence of what JVP always says.
          The late Prof. Ananda Guruge was considered a good speaker when he went to give Buddhist lectures in the state of California. For that he was awarded the highest awards. Many have revealed to me that his Buddhist stories are easily polarizing because they are based on today’s life stories.

              The public bus conductor throws his betel nut through the front door blinding and deafening all the passengers of the crowded bus. Not a single word is spoken against a single person among the passengers.

              So isn’t a cross section of society used to using public transport?

              The noise exposure is so high that the EAR drums are damaged on the spot, but not a single passenger dares to open his mouth…

    If recent reports are correct, both official languages are now taught to school children. Similarly, it is reported that there is a program to make Government Servants proficient in Tamil. These are great initiatives. The habitual whingers, of course, might say ‘too little, too late’.

      Legislation can enable something, but cannot deliver it. There is much work to do.

    This is the last chance for Ranil to mend his failures. He will be out of action very soon either kicked out or from old age. So he has nothing to lose for having tried. If he succeeds, then his name will be etched in history as true statesman and if he fails then he will have to follow his predecessors into the dustbin of failed presidents.
    So he should know that he in a one-way street and face whatever it takes to achieve this mission for the greater good of the country.

    All these committees and investigations are an eyewash to hoodwink the world/international community and the UN, buy time to complete what the Chingkallams had planned long before independence to create pure Chingkalla Buddhist Fascist land and they are well on their way. All Chingkalla-led Sri Lankan governments have been doing this from independence, forming committees to investigate, all sorts of things, to hoodwink everyone and buy time to implement their agenda. We know what happened to the so-called Sansoni Commission created by the JR government after the 1977 anti-Thamizh pogrom, was dissolved, as soon as they realized it was going against the Chingkallams and the then UNP government. Chingkallams are very good at this. What is stopping them from immediately implementing and granting genuine and just minority rights, linguistic, ethnic and religious and safeguarding human rights and a federal form of government to the Thamizh areas? Everyone knows the problem and how to solve this. Do they need a committee that is full of yes men and quislings to advise them?The Chingkallam will never grant any just Thamizh rights unless they are forced and compelled to by the UN and the international community and so far other than words they have miserably failed. Especially Britain which created all these problems for the Thamizh.

      As for the Christian Chingkallams and the Moors or Thamizh Muslims, I have little sympathy for them, as they went along with the Chingkalla Buddhists and were and still are largely co-partners in their anti-Thamizh genocidal dance. little realizing one day the same fate will befall them. The Thamizh who had an ancient history and claim on the island are the main target and still are, as once they are marginalized and destroyed, it will be a cakewalk and very easy to destroy the others,, who do not have any ancient historical or territorial claims. These other minorities never realized this basic fact and truth, that the safe and powerful Thamizh minority is also a protection for them but gleefully joined the Chingkalla Buddhist Fascists on the basis of a common ethnicity in the case of most Christian Chingkallams or religion and a fake and imagined Arab origin in the case of the Moors, despite sharing a common language, ethnicity, heritage and origin with the Thamizh. Now the county is bankrupt going to the dogs. People are fleeing on boats, planes or any other way with a severe brain drain. Yet they do not care but the Chingkalla Buddhist Fascist agenda should go on.

    Police brutality was most famous in the country when Bastiampillai like draculas were walking in the north in human bodies. That dracula metaphorically drank female blood. Now there is a video clip circulating, in which a male dracula is brutalizing a policewoman and getting in a police van. These women police were expected to be in watchful of the women who were arrested for protesting against the Langkang’s most infamous act called “Police Terrorism Act” (PTA) which authorizes to do anything to any Tamil or even Sinhalese who object anything the Appe Aanduwa does. If the male dracula treats the female police like this in order to police-sit the female arrests, where is it just for women in this country? If this is happening to a female police officer in the public road, who knows what will happen to the arrested in the closed, police torture chambers? What a shame these Wildlife Sanctuary Appe Aanduwa has a women police team. Aaaahhhhhh Taxpayers’ Money! Pay the Tax or Stand In the Line” No other choice, please!
