Sagala Lashes Out At IGP Over Kataragama Issue: Says He Was “Shocked” To See Footage Of Police Assault

At what seemed to be a crisis meeting held at the Temple Trees yesterday, Law and Order Minister Sagala Ratnayaka had berated IGP Pujith Jayasundara over the Police Department’s failure to bring the Kataragama issue under control.

The Minister, at the meeting, said he gave clear instructions to senior Police officers to “work with the villagers” to quell the situation. Ratnayaka had said he was shocked to see a video footage where a Police officer was seen mercilessly attacking a villager.

“Strict action should be taken against all these people. And I want you to report the progress back to me,” an angry minister had said. He had also directed Secretary of the Law and Order Ministry, P. Jayamanne to actively engage with the process and ensure that directives are properly carried out.

He had also strongly criticized the Police officer who opened fire at a civilian over a traffic violation. “This is utter madness! The incident must be properly investigated and the culprits should be punished. The IGP must take prompt action to discipline the Police force in meaningful ways. I don’t want to deal with this kind of problems in the future,” the Minister had said.

IGP Pujith jayasundara came under fire recently for conducting meditation classes for the Police force, without making necessary efforts to uplift the professional standards of the service.

The Minister had told the IGP to report back the progress of the action taken against Police officers responsible for the ‘mismanagement’ of the tense situation in Kataragama.

A commotion took place near the Police sttaion in Kataragama in the wake of a death of a motorcyclist following a Police shooting. Soon after the incident, protests broke out in the area against the Police.

The situation exacerbated when the Police assaulted protesters and used teargas to disperse them.

    In “dictatorial regime” that was in power before 2015, we saw removing a police chief and an army office for shooting down a youth in Rathupaswala. (youth died for stupid, unproven reason is a different matter). Under the “restoration of democracy” we see the police chief is in a jubilant mode even after few youths in North and South gunned down by his subordinates! Wow yahapalanaya!

    I endorse the minster’s call to work with the community. I hope he is genuine, but I am a little cynical about the Minister’s motives. This is not the first time the force has been errant. The only difference is that this is an election period.

    On a related note, I fail to see why all our officers should be armed. We do not have an an insurrection etc. Disarm the great bulk of the force and restrict guns to an elite unit.

      All Policemen have been taught “Firing Orders” whilst under training. We do not know what made this Policeman to open fire at this Mc rider in question. IG Police has already issued instructions to all DIGs and SSPs in charge of the Divisions on DISCIPLINE of Police officers under their respective divisions. Anyway, the attacking the Police Station should have been prevented tactfully.

Well-documented with video evidence. Nothing happened to him, despite that assault. Violence, torture and impunity are in Sri Lanka Police DNA. Major structural changes must happen. Mindset and training must change. Sagala R must quit doing “Boru Show” for rhe media.

    This is nothing new. Count the number of police death/brutality after the yahapalanaya government coming into power especially in the North/East. Generally North/ East are not taken into account for statistical purposes. Even if it is reported the outcome is not known.

    Ordinary folk have LOST faith in the Sri Lanka Police. That is because these untrained or inadequately trained men and women, mostly from rural areas join for the small salary, and supplement by bribery. We have to attract better educated applicants, offer better training in SOCIAL INTERACTION, and ensure they fit into society.

    Oh, c’mon Sagala,don’t try to play innocent. This is not the first time we saw Police brutality. In October 2015, the Police brutally attacked unarmed HNDA students, especially female students. Then the Police brutally attacked unarmed disabled soldiers in November 2016. There were many more attacks on students in 2017 too.

    What I don’t understand is who gave the permission for the Police to shoot innocent civilians ON THE HEAD??? They are only allowed to shoot below knees. Who changed this rule? When the Police brutally killed a breadwinner of a family with children, who is going to look after them? The government should take the full responsibility of the family of the murdered civilian by providing his wife an adequate life time livelihood allowance and/or the continuation of her husband’s salary and an educational allowance for children. Granting instant bail avoided politicians taking undue political advantage from the incident. But nobody can give the dead man’s life back. Police as well as politicians of both sides should stop playing killer games with people’s lives.

    There were two or three similar situations like this earlier too. What’s going on? Some British fellow is due here to “train/clean the Police” isn’t it? It should be the Joke of the month.

    The IGP who is from the wilds of Mahamukalanyaya in Kurunegala is totally out of his depth in the important position he holds.

    He is actually a low class politician in Police uniform.He is on record on having said that he got IG’s post by making daily offerings at 3in the morning at the Gangaramaya temple.

    He slapped his own lift operator for not meditating and the poor fellow ended up urinating.No action taken.A series of serious offences and stupid blunders by the Police followed but no action taken on Pujitha.Senior Police officers have publicly refused to pull their weight with this lunatic IGP.

    So Sagala’s latest so called outburst on the IGP is hogwash,nothing more than pouring water on a duck’s back.Pujitha does not care a dam for Sagala. So Sagalas action is nothing more than eye wash to placate voters now that the country is in election mode.

    The IGP is incorrigibly incompetent and must be removed immediately if the image of the Police and its efficiency is to be improved.

    when “Kathirkamam” the Kathira Malai abode of Lord Muruga was managed by the Ramakrishna Mission it was a very pecaeful and pious place of worship. I remember staying at the Ramakrishna Madam and the delicious vegetarian food they served. People were never forced to pay but voluntarily donated money for the accommodation.

    Then the Buddhist proclaimed it as a Buddhist archeological site. The place is now gone to dogs or should i say gone to saffron thugs. and we all know the outcome

      It was widely believed at that time Mrs. B lost in 1977 also because of the “evil and ill-advised action” of taking over the well run, useful RK Mission at Kathirgamam – clearly influenced by anti-Hindu and anti-Tamil prejudice she was notorious for. It is understood many Sinhalese from the South who frequent the Mission were against this petty move.

        I was working in Moneragala at that time which included Kataragama area. Mrs B took over Ramakrishna mission as it was the only pilgrim rest which was on the same side of the river as the temple, while all others controlled by Sinhalese were on the opposite side. First she made the premises as the office of the Basnayake Nilame, but the then Nilame who was also MP for Bibile who was a God fearing man, refused to move his office. Then it was to be transformed into an archaeological museum. I do not know what purpose it serves now, as I have not gone there for a long time.

          How Kadirgamam, in the vicinity of Tamil Majority Eastern Province, became “Sinhalised” in the post-1950s will prove an interesting historical study. In the earlier decades the whole Temple area had a largely Tamil and Hindu flavour. The Kapurala in the main Temple remained Sinhala Buddhist – which Tamils did not object to. There was even a madam-sathiram run by Tamil social workers in the Matara town that hosted and fed Tamil visitors to Kadirgamam. Most of these came from the Western Province. A sizeable number of pilgrims came to pay their homage from India in those years when the Sinhala-Tamil differences were unknown. There was no suspicion, distrust or hatred then to the level we had the misfortune to see in the post 1950s. Can the earlier warm fraternal relationship regained by men and women of goodwill from both sides of the divide?

            Jaffna Naga Viharaya Chief Incumbent Ven, Meegahajandure Gnanarathana’s body was cremated somewhere near a Dutch fort, a Hindu temple, and the Jaffna Library. Don’t you think the whole area should be declared a sacred city and the land taken over by state/archaeological department, built a huge Buddhist Stupa so that the few Buddhists living near Coromandel Coast could see it with their bear eyes and pray from there, or perhaps even better if Chinese could see it from Beijing?

            The Ministry of Buddha Sasana should immediately start work on the project.
            Central Cultural Fund should then certify it as World Heritage Site of Sri Lanka.

            The Library, fort and the Hindu temple should be relocated.

            If you don’t mind can you please start work on that.

            Percy – Kathirkaamam was a historic Tamil Hindu Temple visited and worshiped by Tamils and Sinhalease alike, and was well run under the management of the Ramakrishna Mission.

            The Buddhist took over the management , changed the name to Katragamma. Since then the temple has gone downhill and as stated in this article thugs in yellow robes are destroying the Temple.

            The Tamils here in this forum are warning that the same fate will fall on all other historic Hindu temples when the Buddhist thugs in yellow robes forcibly take over them.

              Rajash, I don’t think that Kataragama Hindu Shrine was managed by the Ramakrishna Mission.it was managed by a locally elected Basnayake Nilame. The Ramakrishna Mission had a significant presence there and they built the Mission hostel in the 1950s collecting subscriptions from Hindus, Buddhists and Muslims. There is a mosque in Kataragama, while Buddhists perform their religious rites at KiriVehera. A family known to us contributed to the cost of a room in the Mission and there was a stone inscription to indicate the name of the donor who could use it at any time they wanted.The mission building was acquired by the Govt in 1976 and contrary to rumours I am aware that compensation was paid to the Mission and the building used for a Bhikku training centre.

            I am afraid not in the historical circumstances imposed on the Tamil Nation – more by British drawing of land boundaries. But at least will the Sinhala Nation concede and grant the Tamils their dues in respect of the ancient history and sanctity of sacred Kadirgamam. At the rate things are going, in fifty years every trace of Tamil presence will be removed from Kadirgamam. Isn’t this the same fate that overtook the Hindu temple at Devinuwara (Dondra) in the Matara area. What a strange way to advance the cause of Sinhala Buddhism.

              The Devinuwara Hindu temple was destroyed and burnt down by the Portuguese in the 16 C. Before they set fire to the place the Portuguese ransacked the place,stole all the precious offerings and slaughtered a cow in the middle of the temple to deride Hindu sacred beliefs. They then went looking for Kataragama but could not find the place.

            On of the ancient Tamil words for Lord Murugan is Kathirkammar or Kathirgammar. meaning the Lord of Kathirkammam , which was once part of the ancient Tamil majority east. Lord Murugan is an ancient Tamil god and not Sinhalese god. Sinhalese now worship him as their war god , showing the ancient Tamil origins of the Sinhalese. Many Sri Lankan Tamil males are named Kathirkaamar/Kathirgammar in honour of ancient Tamil Lord Murugan of Kathirkammam . That Sinhalese forcibly took over and Sinahlised the site and renamed it as Kattaragamma. This ancient prehistoric Tamil Hindu Saivite site, where it is stated Lord Murugan met wooed and married his second wife the beautiful Tamil Vedda lass Valliamma. How can this site be Sinhalese and Buddhist. The Sinhalese are using the armed forced and all Sinhalese led government resources to claim ancient Hindu sites and temples in the Tamil north and east with no evidence or cooked up evidence , as ancient Sinhalese Buddhist sites when Sinhalese have never lived in these areas until recently . Even the few ancient Buddhist sites in the north and east are all Tamil. Now everything Buddhist is Sinhalese. Kathikammam was never Sinhalese until it was forcibly Sinhalised in the 1950s/1960s by the racist Indian Tamil origin Sirimavo Bandaranaicke whose Tamil ancestor signed his name in the Kandyan convention in Tamil as Ravatai . Now his Sinhalised descedants for political and economic convenience like many of the so called Sinhalese aristocracy and upper Govigamma are beating the anti Tamil drum against the indigenous Tamils , to hide their recent immigrant Indian Tamil ancestry, just like what most of the so called Sinhalese Karawa, Salagama, Durawa , Hunu , Hali, Berewa do.     Stupid minister doesnot let the IGP handle it. If IGP is not doing it properly, fire him and get some one good. Why minister thinks that he knows every thing. This is how every where in the govt and every govt. Politicians are trying to be experts and screw it up.     The blame lies not only with the Police but also with our indiscipline people and society that succumb to mob rule. We have most of these problems in our country because our’s is not an honour society. In other countries, when one sees a Police officer, people behave with utmost caution by obeying the law to the later. They act out of sheer respect for the Police. I remember in a few Scandinavian countries, they used to have empty police cars with traffic camera’s parked on highways, and the site of a Highway Patrol would send jitters to drivers. This technique used to deter drivers from speeding or breaking road rules. Here, when a police officer orders a person to stop, the people disobey. When traffic offenders are stopped, they argue with the police or even threaten them with influence! “Umba dannawahda mamma kawdha kiyala?” is a familiar phrase. When errant drivers of private buses are cited for traffic offenses, the unions demand that the police back-off, and if not, the unions will strike and cripple our public transit. Where on earth but in this banana republic do you come across this BS? All these nonsense can be stopped by asking that anyone who breaks the law or intervene would be severely dealt with. The minister of law and order needs to back Police and other law enforcement officials than lashing out at the IGP. I agree that our Police force is atrocious. But our Police is no worse than our politicians. So why blame the Police only when they take action. This incident is less serious than a rural prelate commandeering the Police to go beat up people or create some ethnic tension that leads to a pogrom. Although this incident was unfortunate, the Policemen too should be protected from carrying out their duties. There is not an IGP that can single handedly clean up the entire Police force! Minister Sagala is asking for miracles from a Police department that has rotted over the years due to political interference. Why the hell don’t you Ministers find ways to make the police better by not intruding into their affairs. If there is Police misbehavior or police brutality, then let that oversight remain with the judicial officers, public civil rights division to handle. Villages have the right to protest peacefully but has no right to civil disobedience. The people have no right to take the law into their own hands.

    New Yahapalana offensive against traffic offenders. Kill them, gas them, and maim them! This is the new philosophy of Yahapalana under a totally servile Police chief who does not know whether he is coming or going!
    All you slavish supporters of Yahapalana can now say that it was worse during previous regime and justify this criminal behaviour. A few more incidents like this and Sirisena Ranil will only be able to step out on the street under police protection.

    Generally, those in authority in Sri Lanka are a law unto themselves and this trend is ever increasing. The police are no exception. Their escapades were overshadowed by the Military presence during the “30 year war”. Police and its excesses receive much publicity during the present regime an era where the Military was pushed into the “barracks” after the “Rainbow Revolution”. We should not forget that already a sitting DIG was convicted for murder. So the rest of the story is no surprise. What is of interest is the adverse publicity of a controversial IGP. Who was responsible for it? The “wise men” of the Constitutional Council are the culprits. Both the IGP and the AG they appointed were out of the beaten track. All of them have controversies surrounding. It is very clear that the Constitutional Council is a rubber stamp exercise where one opinion seems to prevail. Not that I am saying that there is no discussion and debate among its members but all that is cosmetic. That problem ought to be sorted first without which there would be many “surprising” appointments resulting in an unacceptable public service. The root of the problem must be sorted and in that context the publicity of a Minister admonishing a head of Department is neither here nor there.

    Sorry to see this news. Minister Sagala, as far as I know, is a talented and well educated patriotic gentleman. He has a vision and never take irregular action Please allow him to work for the country go ahead, sir.

    Don’t blame the IGP he is too busy beating up guys refusing to take mediation classes in his department. Its very important stress full work so one cannot expect IGP to worry about minor incidents like of Police officer mercilessly beating up a villager. Is it possible the villager refuse to meditate.

    Minister is stupid. IGP is there for some time. If IGP, DIG etc., can not control their people they should be fired. SAGALA became a stupid leader just by releasing press releases or just by letting video his abusive behaviour. That is showing inability to manage what is given.

    The IGP is the biggest disappointment for us Sri Lankan’s. He is more interested in protecting his job than protecting the people of this country. He must be changed forthwith.
