Sri Lanka’s Future Lies Beyond Local Progress

The government is investing its time and money in northern development in a way that no previous government has in a long while. The topmost leaders of the government no less, President Anura Kumara Dissanayake and Leader of the House Bimal Rathnayake, have been spending a great deal of their time and effort in the north. During their visits they meet face to face with persons from different walks of life and launch new development projects that will benefit the people. These face-to-face engagements signify not only physical connectivity but the rebuilding of trust between the government and the people of this once war-torn area of the country. Last week Minister Rathnayake was in Jaffna to launch the widening of the access road to the Kurikadduwan Jetty which is launching point of ferries (boats) that take passengers to the small islands off Jaffna.

Minister Rathnayake announced that the development of the access road to the Kurikadduwan Jetty has officially begun, marking a major step forward in improving connectivity to the islands off the Jaffna peninsula. The most significant of these islands is undoubtedly Nainativu, which is popularly known today as Nagadipa. Traditions has it that Nagadipa was one of the three sites that Lord Buddha visited in Sri Lanka during his sojourn in this world which makes it one of the most sacred religious sites for Buddhists. Thousands of pilgrims from the rest of the country visit Nagadipa every day with the numbers soaring on the long weekends. The improvement of the access road from Jaffna to Kurikadduwan will help to save the time of these pilgrims. Such promotion of local-level tourism can be the seed of revival. Speaking at the event in Jaffna, Minister Ratnayake emphasized that this development will also greatly ease transportation difficulties faced by residents and officials on the surrounding islands, including teachers and government employees who rely on boats for daily travel.

At the present time, passengers who use the ferry system have to experience considerable hardship such as standing in the hot sun without shade, and with no system of ensuring that they stand in line, so that they jostle each other to get to the front nearest to the boarding place to the ferries. Sometimes when there is a dearth of ferries, the people who are awaiting them get anxious and restive. The government officers on duty at the boarding point are understanding of the plight of the passengers, and tend to let them all board the available ferry which makes the crowding inside the ferry unbearable. But the passengers have to bear with the hardship.

Micro Changes

A future phase of the development of the ferry system at Kurikadduwan would, therefore, necessarily involve upgrading the quality of the ferries themselves. The government-run ferry is one that is meant for passengers, but the private ones are no better than fishing boats where most passengers either stand or sit on the top of the deck. It is important that the government authorities at the jetty should regulate the numbers who could board a ferry to ensure that it is not overloaded and also ensure that every passenger is provided with a life jacket which is not the case at present.

At the opening of the access road to Kurikadduwan, Minister Rathnayake repeated the government’s consistent pledge that will treat all people regardless of ethnicity, religion or region equally and give them equal opportunities for development. It is due to this promise made by the government at the previously held elections, that the people of the north (and indeed elsewhere in the country as well) gave the NPP an unprecedented mandate, and one never before given to any other mainstream political party in the north of the country. In developing the national economy, the government also needs to widen its horizons from the micro to the macro level. This applies at the regional level as well.

It needs to be noted that the population of the largest of these islands, Delft, to which the government is committed on integrating with the larger Sri Lankan economy is only around 5000 today. It was more than double this prior to the war. However, hundreds of tourists, mainly local tourists, visit the island to see the famous wild ponies of Delft, the descendants of the horses, left behind by the Dutch who established a fort and military garrison on the island when they ruled parts of Sri Lanka in the 17th and 18th centuries. Next year the government plans to develop the Kurikadduwan Jetty itself as it is presently in an underdeveloped condition with a minimum of facilities for those who come to travel on the ferries. However, there needs to be consideration of boosting the economy by making use of potential linkages between the region with larger markets such as provided by the rapidly prospering economy in next door India.

Macro Changes

The stakes are high where the development of the north and east of the country is concerned. At the present time, the younger people in the north and east where the war once raged, are frustrated by the lack of employment opportunities and are constantly on the look out to leave their homes and come to Colombo or to go abroad and work. Therefore, the government needs to do its utmost to boost up the development of the north which will also feed into the national economy. For decades, the North in particular but also the East were seen as a burden to be managed or a problem to be contained especially in the context of the ethnic conflict and war. Today, the north and east of the country need to be seen as a part of the larger whole to be opened and joined with the world. Just as Kurikadduwan connects the mainland to the islands, Kankesanthurai can connect Sri Lanka to the Indian subcontinent.

The government needs to build on the constructive achievements of the past and think big without being haunted by the problems and conflicts of the past. A special area for development would be to expand the interconnection between the northern port of Kankesanthurai and the south of India, just as much as the government is expanding the interconnection between the mainland of Sri Lanka and its small islands. Previous governments entered into agreements with India to take forward the Kankesanthurai Port project and improve the ferry service between Sri Lanka and India. The Kankesanthurai Port was first targeted for revival in 2017 when Prime Minister Ranil Wickremesinghe and Prime Minister Modi of India entered into an agreement in which India agreed to extend a Line of Credit to rehabilitate the harbour which had been silted and rendered unusable during the war. Again in 2019, under President Gotabaya Rajapaksa both governments agreed to explore expanding Kankesanthurai into a functional passenger and freight terminal linking directly with Nagapattinam in Tamil Nadu.

Therefore, the framework for a fully operational trade and tourism linkage through Kankesanthurai already exists. It must be kept in mind that Sri Lanka cannot depend solely on internal circulation of people and goods if it is to grow beyond its current constraints. The road to Kurikadduwan may shorten the time of travel between Jaffna and Nagadipa, but the channel through Kankesanthurai can shorten the distance between Sri Lanka and India, and through India to the wider world. To remain inward is to remain small. To connect outward is to become significant. The success of the north, and indeed of the country, will depend on whether we extend the connectivity and economic opportunities within the country to the external world.

    The previous government was focused on things like the drug Trade, church bombings, bond scams, and Bribery. There’s no need to prove it…. people are getting caught and confessing. Everyone knows about it, and future generations will suffer because of these actions……..
    The NPP has technical ministers who often give lectures on topics like physical connectivity, but when it comes to actual rebuilding and setting up think-tank universities, there is little to show. In contrast, the current government is investing its time and money into developing the northern region in a way that no government has done for a long time.

    Truth be told …… without bull.

    The good ol’ “Tamil question/problem” is many faceted.

    The “Tamil” pols’ problem is and has always been …… how do they survive by keeping the wound of “Tamil problem” fresh and festering by continuously picking the scab of healing off. All the pols and their families have done well leaving their respective people in the dirt with nothing but mostly sand to eat. Recent antics of Rasamanickam – who I thought was a good pol/person and worthy of being a future president – demonstrates this well. No need to elaborate …… people ought to know: just observe the antics of the now defeated Sinhalese politicians. There’s hardly a difference. Human behaviour is the same anywhere.

    There is a “Tamil problem” for the departed/migrated Tamils now living in the West with their families/children and doing well in their adopted countries. Their problem/s and the problems of the Tamils still living in Lanka are not the same.

    Then there are problems for the Tamils still living in Lanka. They are mostly problems of day to day survival.

    If you and your family have nothing but sand to eat, you are nothing but a slave to your fate. Irrespective of what the well-fed pols/clergy/opinion-setters/Jehans-of-this-world call/name ye.

    Fuck ‘Beyond Local Progress’ …….. this government is trying to make a honest genuine attempt, to solve the day to day problems of/in their locales, of the Tamils still living in Lanka. Problems long ignored, by both pols in Colombo and Jaffa: they couldn’t have cared less ……… beyond the vote.

    With economic freedom ……… all/most other freedoms will come like in most progressive countries.

      It is partly true to all countries. Because the economic problem that came to Sri Lanka’s past 77 years of 1958, 1977, 1981, 1983, 1984-2009, 2009, 2024 which is accepted by AKD. Religious extremism and Racism. Unless you deal with that problem, economic freedom will remain a question. The countries who are rich today have a devolution of power. Like Swiss, USA, UK, India etc. Tamil Nadu is within the range of economic freedom.

          Even though under unitary central government, there are regional governments with devolved powers. UK has also devolved power and Scotland people has the right to choose to become a separate state.

    I think it was the Portuguese (not the Dutch) who introduced the poines in Delft.
    A good addition.
    An intersting incident was when a brother hired a private bus to take us to Naahatheevu. The monk there on our return, without a word of permission or greeting, got on to our bus and sat on the front seat.
    It was absolutely rude of him. We were too scared to assert our rights. I hope it will be better soon. It was a terrible lesson for the children to see us cowed down like that in our own land.

      The rule for public transport by bus (as laid down by the Dudley Senanayake government in the 1960s) has been that the right side front row is reserved for clergy.
      It has been the convention in private buses as well, and a valid extension of the rule.
      It so happens that the Buddhist clergy use public transport much more than Christian clergy. (It is hard to recognize a Tamil or Muslim clergyman by attire.)
      What is bad is that there is no such concession for child-bearing women, the elderly, sickly and disabled persons.

Do you know last week all media carried a photo of the Communist foundation NPP president staying on the knees and offering gifts to a bald head? Is that because you know the Section 9 of Buddhism Only constitution and “Sri” In the name of the country was brought by Siri Ma O to declare Lankawe as Sinhala Buddhism Only Country?
        It is known that Section 9 on Buddhism Only was incorporated into the constitution, and the name “Sri Lanka” was adopted during Siri Ma O’s administration to officially declare the nation as a Sinhala Buddhist country. Then why fart, hoping to fool all? Stop it with your palm.

    Has anyone got the figures about what is the proportion of money used for northern development? Is it more than the government on military in the North?
    Why the government focus on North only? Why not for East and Up country development?

This investigation sparked many other connected ‘Offshore’ accounts of (a) Former Ministers of the major political parties (b) Presidents’ Counsels (PCs), and Senior Attorneys, (c) Ex Central Bank Executives, (d) Prominent Buddhist priests who run schools and charities (e) Prominent ‘Businessmen’ (more than 300) engaged in construction, apparel exports, pharmasuitical trade(f) Retired Customs Officers.

    These ‘Offshore’ accounts are in countries such as Malaysia, UAE (Dubai), UK, and many other ‘Safe Heavans’ in small islands that offer tax benefits and ‘nondisclosure’ facilities to deposit funds.

      You should not take too seriously the stuff you find on sensationalist websites like LEN.
      All they have are allegations without proof, which sound good.
      They can’t even get it right that the Ambassador was the Central Bank governor’s father. If such websites have knowledge of “secret” accounts, what is the point of secrecy?

    SL ECONOMY is still in precarious condition as any local or foreign crisis could put us back to square one.
    In order to build a solid strong foundation for economic recovery, We need to solve THE TAMIL ISSUE.
    The various types of attacks on the Tamils since the Independence should have ended up in partitioning of the country. The burning of the Jaffna Library should have been the last straw. The GoSL SHOULD accept that they caused enormous harm to Tamil Speaking SL Citizens [TSC].
    TSC are awaiting for a minorities friendly NEW CONSTITUTION.

    Interestingly, the International Fraud Detection Network (IFDN) has joined the investigation, and many more details are expected to emerge.

    As per available information and observations of IFDN, the total ‘Individual’ accounts far exceed thousands and are supposed to belong to the categories I listed in my previous comment. The most alarming revelation is that the total lying in these accounts could easily be around ‘USD 5 Billion’, which is equal to ‘10%’ of Sri Lanka’s GDP.
    The erosion of funds that belong to the country is nothing but a ‘White Collar’ crime that has resulted in bringing untold ‘Misery’ to everyone living in the country. If we had addressed this situation, as the Financial Regulatory Authorities in Singapore did, we would never have had to suffer at this level today. That blame falls squarely on the doorstep of both major political parties that ruled the country for decades.

    So, it is ‘Mandatory’ for the present Government to go beyond ‘Local’ progress and ‘Reach’ out to tackle this ‘Hidden’ enemy and tame it as soon as possible.

    The problem of this ‘hidden enemy’ comes in all kinds of professions Politicians Lawyers Accountants Doctors Clergy Government servants Underworld etc. Getting rid of them becomes the major part of the
    ” CLEAN SRI LANKA” which covers so many programmes…… Clean AIR; reduction of SOUND pollution;
    Proper disposals of the waste, sewerage; clean beaches/rivers; Eliminating addiction to drugs/ bribery/child abuse; Protection of the vulnerables etc etc

    Great to hear about the government’s focus on northern development, especially the efforts by President Dissanayake and Minister Rathnayake to connect directly with the people in Jaffna. The Kurikadduwan Jetty road project is a fantastic step toward improving access to sacred sites like Nagadipa and easing the daily commute for island residents.     The Cement and Chemicals company in KKS needs to be rebuilt to improve the Jaffna economy and INDUSTRIALIZE AND TRANSFER TECHNOLOGY for Economic Development.
    A Fisheries Processing and Export hub needs to be set up in Jaffna.
